Decision on procedures and appointments of rapporteurs Special Reports by the Court of Auditors ECA Special Report 1/2012 Effectiveness of European Union development aid for food security in sub-saharan Africa (ECA Member responsible: H.G. Wessberg). This falls under sector 38 - Development aid (EDF) and relations with ACP, for which the Bart Staes (Greens Group) was appointed as. ECA Special Report 2/2012 - Financial engineering instruments for SMEs cofinanced by the ERDF (ECA Member responsible: Harald Noack). B. CONT Studies 2012 (Annex I) At the meeting held on 2 February 2012, the CONT Secretariat, the Policy Department and the political advisors considered the studies proposed by political groups for 2012. The Coordinators decided to agreed by e-mail on these proposals (see Annex I). Moreover, the coordinators took note that the proposal for a study on "The future role of the EIB in supporting the revival of the EU economy" had been withdrawn. C. Financial Regulation The Coordinators agreed to send a letter, signed by CONT and BUDG Chairs, to the EP President requesting a further extension of the deadline for reporting back to Parliament. D. Council discharge At this meeting the rapporteur, Inés AYALA SENDER, presented her non-paper, containing elements which could govern the Council discharge, to the coordinators. She pointed out that she intended to discuss it with the Danish Presidency on Monday, 13 February 2012. The rapporteur's non-paper was warmly welcomed, with the PPE reserving their position and the ALDE underlining Council's accountability to Parliament. E. CONT Member in charge of implementing gender mainstreaming The Coordinators reconfirmed Mr Staes as Member responsible for gender mainstreaming. F. Practitioner's view on Financial Engineering Instruments Due to time constraints, Mr. Geier was invited to present his proposals in form of an email. G. Hearing on budgetary control of the EFSM, the EFSF and the ESM The Coordinators endorsed the draft programme. H. Rule 50 request for legislative proposals of Cohesion policy and the CAP post-2013 The Coordinators approved the suggestions. This allows the Chairman to withdraw the request for the application of Rule 50 in case the resistance expressed by the committees continues in the next meeting (14 February) of the Conference of Committee Chairs (CCC). Furthermore, the Chairman is invited to reply positively to the REGI Committee to enhance cooperation in case Ruel 50 is not accepted and to invite the AGRI committee PV\894447.doc 9/13 PE483.769v01-00
to apply a similar type of enhanced cooperation. The S&D coordinator invited the Chairman to clearly underline to the AGRI and REGI Committee Chairpersons during the Conference of Committee Chairs that CONT has an important role in the EP which should be respected and in no way undermined. Furthermore, a wish was expressed to understand more about the envisaged enhanced cooperation with the REGI Committee. As expressed in her letter, the Chairwoman of REGI suggests that enhanced cooperation could consist of three elements: The rapporteurs for the CONT Opinions to the REGI Committe (Derek Vaughan, S&D; and Georgios Stavrakakis, S&D)) would be invited to participate in the works of the Working Party on the Future Cohesion Policy, The rapporteurs of the CONT Opinions are invited to meet and work closely with the rapporteurs in the REGI Committee, REGI is open for any kind of joint procedure, such as organising joint working meetings or other useful initiatives. The Working Party mentioned by Mrs. Hübner is an informal working group. It was established already before the legislative proposals were published. It serves now as a coordinating body for all legislative proposals which form part of the "Cohesion package". It is a forum to meet all rapporteurs of the different files and to exchange views on items of horizontal and material nature. At times, experts, Commission staff and representatives of the Council Presidency will be invited to discuss specific issues. Administrative performance differences between Member States recovering traditional own-resources of the EU Rapporteur Ms Esther de Lange When Member States are recovering the EU s traditional own-resources national governments are equally responsible for protecting the EU s financial interests. Performance differences between the Member States in these fields are, however, not impossible. This study should focus on the administrative performance differences between Member States recovering traditional own resources and the way the European Commission identifies, examines and deals with these differences. 2. To which extent did the structural funds result in a real sustainable growth and effectively strengthened the economy? Rapporteur Ms Monika Hohlmeier The study should analyse in which geographical areas and in which economic fields an effective growth in jobs was achieved. Further, the study should shed light on cases in which companies received EU funding but axed or relocated jobs inside and outside the EU. 3. Competitiveness and Innovation Program Rapporteur Mr Paul Rübig The study concern the past project "CIP" (Competitiveness and Innovation Program), in particular, in the individual effects of the individual programs and incentives for new entrepreneurs created by the CIP, whether the impact of the CIP were substantial, and whether the aim of higher competitiveness and innovation could be reached by the CIP program. Potential for reorganization within the ITER project to improve cost-effectiveness S&D group is requested to appoint a rapporteur for this study The study should address the following questions: - What reorganization potential exists in the areas such as public procurement, human resources, logistics, operational costs, management related costs, science related costs etc. with a view to reduce costs? - How can the ITER project be made more cost-effective within the existing structures? - What control, monitoring, or benchmarking systems could be put in place with a view to achieve long-term financial sustainability? - What kind of "peer review" can ITER conduct given its rather exceptional and complex organization? European initiatives on eliminating tax havens and offshore financial transactions and the impact of these constructions on the Union's own resources and budget Rapporteur Mr Bart Staes Since 1981 the EP (initiated by the then Vice President Anne Vondeling) has taken a number of initiatives to tackle the problem of tax havens and offshore banking. In a later stage the Commission and Member- States introduced legislation and specific other measures including bilateral or multilateral agreements with certain third countries and developed new regulations on international banking transfers in order to limit the loss of income and tax due to the use of tax havens by individuals, companies or by organized criminal organisations. Budget control committee could initiate a study on the effectiveness of these measures over the years until now, and which loopholes still exist and how they could be closed, with which Unionor national legislation or other measures, because the use tax havens and white wash operations are aimed at avoiding paying tax and to reinvest illegal funds back in the official economy. Certainly in times of economic crisis any loss of income by Member- states has a negative effect on the debts of Member-States and indirectly on the traditional own resources of the Union and the GNP related budget component of the Union's annual budget.)
