Tulos 1 - Vsevolozhskin rayonin liikenneturvaohjelman 2010-12 toteutuksen analysointi 12 Analyysin askeleet: Toteutuksen jako komponentteihin (auto, tie, ihminen) Verrattiin vastaaviin hyviin käytäntöihin maailmalla Tehtiin ehdotukset ohjelman toteutuksen tehostamiseksi Synteesinä syntyi työohjelma liituohjelman päivitykselle 2014-20 Analyysiraportti on jaettu workshopin osanottajille ja ladataan Leningradin alueen liitulautakunnan www-sivuille.
Tuote - Pilottianalyysi Vsevolozhskin rayonin liikenneturvaohjelman 2010-12 toteutuksesta 13 Syntyi malli liikenneturvallisuusohjelman toteutuksen arvionniksi ja liituohjelmien päivityksen ohjelmoimiseksi muiden kuntien käyttöön Käytetään seuraavaksi Vsevoloszhkissa ja Viipurissa Muilla kunnilla on hyvä pohja jatkaa tulosten vertailua ja ohjelmiensa kehitystä kun ohjelmat tulevat uusintaikään.
Tulos 2 - Liikenneturva-analyysi Vsevolozhskin ja Viipurin piirien teillä ja kaduilla 14 Vaarallisten osuuksien seulominen kansainvälisesti käytetyillä menetelmillä seuraavilla askelilla: 1. HEVA- onnettomuusanalyysi liikennepoliisin tilastoista 2008-2011 federaation, alueen ja kuntien teillä 2. Jokaisen seulotun vaarallisen tieosan tai tienkohdan arviointi (syyt vaarallisuuteen) federaation, alueen ja kuntien teillä 3. Ehdotusten teko vaarallisten tienkohtien parantamiseksi ja vaikutusten sekä taloudellisuuden arviointi, tehty alueen ja kuntien teille (tekeillä federaation teillä)
«Tuote» - Malli, miten työskennellä onnettomuuskeskittymissä 15 Syntyi teknologinen malli jossa analysoidaan ja taloudellisesti perustellaan optimaalinen ratkaisu, joka on kunkin tienomistajan rahoitusmahdollisuuksiin sopiva Seuraus: Prosessin standardointi, jossa siivilöidään vaaralliset tien kohdat pienennetään niiden onnettomuusriskiä Määritellään toimet ja resurssit, joilla lasketaan onnettomuuksien riskiä koko tieverkolla ja joita voidaan käyttää liikenneturvallisuuden parantamisen ohjelmoinnissa ja jotka takaavat kestävän tulokset työssä onnettomuuksien vähentämiseksi.

Black spot management in Vyborg and Vsevolozhsk rayon roads included: 17 Firstly, a short statistic and expert analysis is being made based on all fatal and injury accidents recorded by GIBDD between 2009 2011 divided in federal, regional and municipal roads/streets. Secondly, an expert group made made a site visit to the problematic sections and photographed them. Thirdly, the project proposed measure packages, estimate their impacts and assessed costs and benefits of proposed measures. Fourthly, presentation the results to road owners for consideration of further implementation.

Black spots in Federal roads in Vyborg and Bvsevolozhsk rayons: 36 Low cost measures (460.000 600.000 RUR per spot) The low cost package include small physical improvements (some or all of these): Renewing all horizontal and vertical road markings Installing horizontal rumble road markings parallel to centre line and both edge lines paved on or sink into asphalt to whole section with audio effect (causing vibrations and noise). Making the pedestrian crossings more visible by adding high fluorecense signs and high-durable zebra- markings and installing units of 3 rumble strips on both sides of the crossing (not to E18) Installment of winter speed limit 80 km/h to E18. To other roads installment of 40 km/h speed limit in sections currently with 60 or 60km/h in sections currently with 90 Adding dangerous road section signs Removing vegetation where they hindrance visibility Fixing reflectors on the safety barriers Adding separate reflector poles, when no barriers (every 60 m both sides) Consultations with the maintenance organization about more targeted winter maintenance Keeping the current rain water removing facilities (specially) along the barriers in proper working conditions (preventing verges to grow on the non- paved part of the shoulders). Adding rain water removing facilities on the black spot along the barriers. on 16 black sections would - cost 8 MRUR - save 5 lives annually and 15 injured annually Paying-back-period is 2 months (costs 8 MRUR and benefits 56 MRUR)
Black spots in Federal roads in Vyborg and Bvsevolozhsk rayons: 37 Measures improving road lights plus low cost measures together between 700.000 and 2.580.000 RUR per spot) - Low cost package in all 16 spots or sections - Road lights improvements (installing of new or improving the current) in 16 black sections would - cost 33 MRUR - save 8 lives annually and 25 injured annually Paying-back-period is 4 months (costs 33 MRUR / benefits 109 MRUR). These are recommended for consideration to implementation in a condition that they should not jeopardize implementation of less expensive and very effective packages listed above meaning low cost packages in Vsevolozhak or Vybporg rayon or other rayons in Leningrad region.
