Minimum requirements? Methodology development data specifications D2.6_v3.0: Recommendation 6: An INSPIRE data specification should not prescribe minimum data quality requirements. However, It may recommend minimum data quality requirements when justified by the user requirements. In this case the specification should introduce conformity levels to be reported with the metadata Minimum quality requirements may restrict data from being published or may force data providers to capture additional data. This would contradict with the INSPIRE principles. The intent is to make existing data available in INSPIRE in a way so that users can assess whether the information is useful for them or not. For that reason it is recommended instead to report the data quality with the metadata. Background Methodology development data specifications D2.6_v3.0: ISO 19131 requires a data specification to cover the data quality elements and data quality subelements defined in ISO 19113 The ISO 19113:2002 standard states that: The following data quality elements, where applicable, shall be used to describe how well a dataset meets the criteria set forth in its product specification: COMPLETENESS Completeness: presence and absence of features, their attributes and relationships; Logical consistency: degree of adherence to logical rules of data structure, attribution and relationships (data structure can be conceptual, logical or physical); Positional accuracy: accuracy of the position of features; CORRECTNESS Temporal accuracy: and temporal relationships of features; accuracy of the temporal attributes Thematic accuracy: accuracy of quantitative attributes and the correctness of non-quantitative attributes and of the classifications of features and their relationships.

Laadun huomioiminen INSPIREssä Yhteenveto - Laatua koskevat sitovat määräykset tulee rajoittaa niihin teemoihin, joissa niiden yhteentoimivuus muiden teemojen kanssa sitä välttämättä edellyttää. Muutoin laatua koskevat ohjeet tulee olla suositus-tyyppisiä. - Uusia teemakohtaisia pakollisia metadataelementtejä ei tulisi määritellä. 15.2.2011 27
Laadun huomioiminen INSPIREssä Yhteenveto - Mikäli (kansallista) aineistoa muunnetaan skeemamuunnoksin taikka muulla tavalla Inspiren mukaiseksi tulisi sen laadussa tapahtuva todennäköinen muutos kuvata ensisijassa Lineage -aineistossa (kuvaa syntyperää). - Kokonaan uuden metadatan luominen voi olla perusteltua tapauksessa jossa alkuperäisaineistojen laatua ei ole dokumentoitu ts käyttäjälle ei kyetä sanomaan siitä mitään. - Yhteensopivuus Inspire -speksien kanssa tulisi kuvata yleisen kuvauksen lisäksi spekseissä määriteltyjen (teemakohtaisten) avaintekijöiden kautta; ei kaikkien. - Laatua kuvaavien raportointipohjien tuottaminen on suotavaa mutta niiden käyttö tulisi olla vapaaehtoista (ei käytetä mikäli tiedontuottajalla on jokin muu hyvä/vastaava laadun kuvaus olemassa). 15.2.2011 28
