PROJECT «INTERCLUSTER LABORATORY ON ENVIRONMENTAL PROTECTION AND RISKS ASSESSMENT (ILEPRA)» Rajanylityksiä Rajat ylittävää yhteistyötä Suomen ja Venäjän välillä ILEPRA-projekti eli Intercluster laboratory on environmental protection and risk assessment Olli-Pekka Penttinen, FT, Dos. Helsingin yliopisto, ympäristötieteiden laitos, Lahti
AVAINSANAT ENPI= European Neighbourhood and Partnership Instrument Cross-Border Cooperation ILEPRA= Intercluster laboratory on environmental protection and risk assessment Pietarin kauppakamari Venäjän hydrometeorologinen yliopisto (RSHU) Ilmatieteen laitoksen ilmanlaatupalvelu Helsingin yliopisto, ympäristötieteiden laitos, Lahti
TAVOITTEET 1. Yritysyhteistyö match making 2. Ympäristölainsäädännön eroavuudet 3. Käytännön tason toiminta: koulutusjaksot, yliopistot, seminaarit, asiatuntijaorganisaatiot, yritykset 4. Osaamisvienti: yritysten ympäristönsuojelutoimet, ilmanlaatu, riskinarviointi 5. Paikkatiedon hyödyntäminen 6. Opetusyhteistyön kehittäminen
1. LAINSÄÄDÄNTÖ
Types of environmental control State environmental control Federal control Authorities of the Russian Federation: -RosPrirodNadzor (the main body for the Conservation of Nature) -RosPotrebNadzor (health) -RosTehNadzor (technical system) Regional control (Federation member) Committee on Natural Resources, Environmental Protection and Ecological Safety Administration of St. Petersburg
PROJECT «INTERCLUSTER LABORATORY ON ENVIRONMENTAL PROTECTION AND RISKS ASSESSMENT (ILEPRA)» Standardization and norm for the production: Standards for emissions to air, discharges into water, waste generation: - Duration of the development and harmonization - costs - relevance of the document - validity of norms - Normalization of the total number in the year, rather than specific indicators Based on the norms the enterprisis to obtain permits for discharges, emissions, waste disposal
PROJECT «INTERCLUSTER LABORATORY ON ENVIRONMENTAL PROTECTION AND RISKS ASSESSMENT (ILEPRA)»
PROJECT «INTERCLUSTER LABORATORY ON ENVIRONMENTAL PROTECTION AND RISKS ASSESSMENT (ILEPRA)» Maximum permissible concentration in the air 1. MPC-maximum one-time (30 min) 2. MPC - the average daily 3. MPC - average for resorts, Protected Areas = 0.8 * MPC 1922 - MPC for 3 substances; 1941-80 substances 1971 - More than 600 substances 2013 MPC for 656 substances for residential areas (Аpproximately Safe - 1575 substances) MPC work area - more than 2,400 substances
2. PAIKKATIETOJÄRJESTELMÄ Kaakkois-Suomen ja Karjalan Kannaksen ympäristöriskejä arvioitiin yhdenmukaisin menetelmin Ilmatieteen laitoksen ja Venäjän RSHUyliopiston paikkatietojärjestelmän avulla Järjestelmään syötetään kahdeksan eri muuttujan arvot, joista laskettujen indikaattorien keskiarvona saadaan alueellisesti teollisuuden aiheuttaman ympäristöriskin suuruus. Järjestelmä sisältää mm. tietoja alueen noin viidestäsadasta teollisesta yrityksestä tai toimijasta.
3. RISKINARVIOINTI PROJECT «INTERCLUSTER LABORATORY ON ENVIRONMENTAL PROTECTION AND RISKS ASSESSMENT (ILEPRA)» Qualitative risk assessment of the most commonly transported chemicals: Case studies of Kymenlaakso cross-border region and Finnish coastal areas
Environmental sciences are often goal-driven and should provide the scientific basis for risk assessment procedures, cleanup, and precautionary measures and finally provide a decision support for policy and management. -Escher & Hermens 2002 YES. Future Remembrance BUT. General understanding of ecotoxicology is required to keep you in the map It is the mark of an instructed mind to rest easy with the degree of precision which the nature of the subject permits and not to seek an exactness where only an approximation of the truth is possible van Leeuwen, C.J. ja Vermeire, T.G., 2007, edit. Risk assessment of chemicals: an introduction www.helsinki.fi/yliopisto
RISK MANAGEMENT AREA OF CHEMICAL TRANSPORTATION INCLUDING FINNISH COASTAL AREA AND KYMENLAAKSO (SOUTH-EAST FINLAND) REGION 9.9.2014 AT 15:46 HTTP://WWW.MARINETRAFFIC.COM/AIS/HOME
PRIORITY LIST FINNISH COASTAL AREA Nonylphenol, ammonia and sulphuric acid were ranked as the most hazardous substances
PRIORITY LIST SOUTH-EAST FINLAND According to list, in addition to being the most toxic of the studied chemicals, nonylphenol is also the most hazardous. It is persistent and accumulative but it does not percolate or transport easily into soil which aids in its remediation in accident situations. The least hazardous chemicals are ethanol and decene (low toxicity, high volatility)
YHTEENVETO Pietari on alle 3 h:n junamatkat päässä Lahdesta mahdollisuus jota ei kannata jättää hyödyntämättä Venäjän maabrändi muuttui dramaattisesti projektin aikana Ympäristötieteiden kv-opetusbrändi muuttui dramaattisesti projektin aikana Verkostoidu ennen kuin verkostoidut Venäjälle Suomalaisyritysten ympäristöosaaminen huippuluokkaa Yliopiston yritysosaaminen ja yhteydet voisivat olla hyödyllisiä Käytännön asiantuntijakoulutus akateemista koulutusta tärkeämpää
