3 JOHTAJAN TERVEHDYS MESSAGE FROM THE DIRECTOR 3 JOHTAJAN TERVEHDYS Edellisen vuoden (2013) pääteemoina olivat toiminnan tuloksellisuuden ja vaikuttavuuden mittaamisen kehittäminen, sekä keskuksen ydintoimintojen ja operatiivisen toiminnan selkiyttäminen. Tehdyt päätökset ja toimintatapojen muutokset loivat erinomaisen perustan Kriisinhallintakeskuksen ydintehtävien varmistamiseksi ja uusien toimintatapojen kehittämiseksi keskuksen kahdeksannelle toimintavuodelle, vuodelle Toimintojen virtaviivaistaminen loi mahdollisuuden selvitä toimintavuoden uusista haasteista rajallisilla resursseilla. Toimintavuonna maailmanpolitiikassa ja siviilikriisinhallinnan toimintaympäristössä tapahtuneet nopeat muutokset ja Suomen reagointi näihin tapahtumiin heijastui myös keskuksen toiminnassa. Erityisesti Euroopan unionin siviilikriisinhallinta ulottui yhä kasvavassa määrin Afrikkaan ja samalla aloitettiin jo suunnitelmien mukainen asteittainen osallistumistason vähentäminen Afganistanissa (EUPOL Afghanistan) ja Kosovossa (EULEX Kosovo). Ukrainassa nopeasti eskaloitunut kriisi vaikutti suoraan Kriisinhallintakeskuksen toimintaan. Pystyimme reagoimaan nopeasti valtiojohdon linjausten mukaisesti ja lähettämään ensimmäiset asiantuntijat tehtäviinsä ETYJ:n (Euroopan turvallisuus- ja yhteistyöjärjestö) käynnistämään siviilitarkkailijamissioon heti sen perustamisvaiheessa. Suomen rooli oli ja on edelleen keskeinen nykyisellään jo kolmessa Ukrainassa toimeenpantavassa missiossa. Väkilukuun suhteutettuna Suomi oli toimintavuonna edelleen suurin Euroopan unionin siviilikriisinhallintaoperaatioihin henkilöstöä lähettävä maa ja samalla osallistumistasomme ETYJ:n kahdessa perustamassa missiossa oli merkittävä. Euroopan unionin missio Ukrainassa on vielä alkuvaiheessa, emmekä tiedä vielä Suomen roolia tulevaisuudessa. Kansainvälisen pelastustoimen osalta Kriisinhallintakeskusta työllistivät erityisesti toimintavuoden alkuvaiheeseen osuneiden Filippiinien hirmumyrskyn aiheuttamien tuhojen vaikutusten lievittäminen, avustaminen Euroopan tulvissa ja vuoden lopulla MESSAGE FROM THE DIRECTOR The major themes of the previous year (2013) were development of measuring efficiency and effectiveness, as well as improving the clarity of the key functions and operational activities of CMC Finland. The decisions made and the changes in the courses of actions guaranteed the running and development of the core functions of CMC Finland in Streamlining the courses of actions laid a foundation to face new challenges, even with limited financial resources. The rapid changes in the field of civilian crisis management, world politics and the actions of the Finnish government have affected CMC Finland. In particular, the European Union (EU) attempted to solve crises in Africa whilst the level of participation in Afghanistan (EUPOL Afghanistan) and in Kosovo (EULEX Kosovo) gradually downsized. The rapidly escalating crisis in Ukraine had an impact on CMC Finland, which was able to swiftly respond to decisions made by the Finnish government. We managed to deploy the first Finnish experts to the OSCE Special Monitoring Mission in Ukraine at the outset of the mission. Finland played, and continues to play, a central role in all three civilian crisis management missions launched in Ukraine. Finland was the nation that made the biggest contribution to the EU-led civilian crisis management missions in proportion to population, and our level of participation was remarkable in the two missions launched in Ukraine by the OSCE. The EU-led mission in Ukraine is still in the build-up phase, and the future role of Finland in this mission is yet to be determined. In the field of civil protection, CMC Finland was engaged in the alleviation of the disaster caused by the typhoon in Philippines, assisted in responding to the floods in Europe, and at the end of the year assisted in fighting the catastrophe in Western Africa caused by the Ebola virus. At the same time, CMC Finland developed its preparations for participation in the EU voluntary pool mechanism, which will start in 2015.

Samalla kehitettiin osallistumisvalmiutta Euroopan unionin vuonna 2015 käynnistyvään pelastuspalvelumekanismiin (Voluntary Pool). Muutokset kansainvälisessä toimintaympäristössä edellyttivät Kriisinhallintakeskukselta nopeaa reagointia ja uusia toimintatapoja. Tiukka taloustilanne edellytti sopeuttamistoimia. Keskuksessa esimerkiksi luovuttiin yhdestä jo perinteeksi muodostuneesta YK:n kanssa yhteistyössä toimeenpantavasta kurssista (UN CMCoord), keskeisiä virkoja jätettiin kuukausiksi täyttämättä, karsittiin ulkopuolisten resurssien käyttöä koulutuksissa, missioihin tehtiin vain yksi tarkastusmatka (Duty of Care, Ukraina), matkakustannuksia leikattiin mittavasti ja sähköisiä kokouspalveluita etäyhteyksin hyödynnettiin yhä tehokkaammin. Kriisinhallintakeskuksessa käynnistettiin aktiivinen ote ulkoisen rahoituksen hankkimisessa, jotta kyettäisiin turvaamaan lähivuodet ja kehittämään keskuksen toimintaa. Hankehauissa keskityttiin laadukkaisiin, keskuksen ydintoimintoja tukeviin sekä lisäarvoa tuottaviin projekteihin. Valituille hankkeille saatiin lähes kaikissa tapauksissa rahoitus, joten läpimenoprosentti oli erinomaisella tasolla. Ulkoisen ja sisäisen turvallisuuden raja on hämärtynyt. Kriisinhallintakeskuksen rooli myös sisäisessä turvallisuudessa korostuu, koska missioihin lähetettävä henkilöstö on suurelta osin sisäasiainhallinnon, sisäisen turvallisuuden, toimijoita. Näin ollen Kriisinhallintakeskuksen rooli voidaan nähdä välillisesti myös sisäisen turvallisuuden tuottajana. Rajojen hämärtyminen edellyttää laajaa verkostoa kansallisten ja kansainvälisten kumppaneiden kanssa kaikkien ydintoimintojen osalta. Tulevaisuudessa edellytetään yhä vahvempaa yhteistyötä julkishallinnon, yritysmaailman ja kolmannen sektorin välillä. The changes in the international operational environment called for rapid reaction and new procedures for CMC Finland. CMC Finland started actively seeking external funding opportunities to guarantee operations in the years to come and to develop its activities. Participation in project proposals focused on high-quality projects with added value that supports the core functions of CMC Finland. The projects selected were successful in funding in almost every case. The line between external and internal security is blurred. The role of CMC Finland in internal security may become emphasised, since in many cases the personnel sent on missions come from the authorities handling internal security in Finland. Therefore, CMC Finland s role may indirectly be seen as a provider of internal security. These blurred lines in security call for broad networking with national and international partners in all core functions. 6 6 KOULUTUS TRAINING, EDUCATION AND EXERCISES KOULUTUS Kansallisten vahvuuksien ja osaamisalueiden mukaisten korkeatasoisten ja kansainvälisten koulutustuotteiden kehittäminen. Kehitys näkyy peruskurssin ja perehdyttämiskoulutusten kehittämisessä. Vuonna 2014 järjestettiin Suomessa ja ulkomailla 64 koulutustapahtumaa, joissa koulutettiin yhteensä 811 henkilöä. Koulutus oli erittäin kansainvälistä ja koulutuksiin osallistui kymmeniä eri kansallisuuksia. Koulutettavapäiviä kertyi yhteensä Peruskoulutuksissa koulutettiin asiantuntijoita missioissa tarvittava määrä. Kurssien vetovoima säilyi hyvänä ja peruskursseille oli nelinkertainen määrä hakijoita aloituspaikkoihin verrattuna. Ulkomailla tapahtuviin erikoistumiskoulutuksiin lähetettiin yhteensä 63 henkilöä, näistä 52 oli pelastustoimen rahoituksella ja 11 SM/KVY rahoituksella. Harjoitustoiminta oli laajaa ja monipuolista. Technical Assistance and Support Team (TAST) harjoitutettiin kahdessa EU:n pelastuspalvelumekanismin harjoituksessa Suomessa ja Ranskassa. Rauniopelastusmuodostelma osallistui EU:n moduulikenttäharjoitukseen Virossa. EU CoordEX koordinaatioharjoitus järjestettiin Kuopiossa Eurooppalainen yhteistyö toteutui pääasiassa koulutuskonsortio ENTRi:n (European New Training Initiative) yhteistyön kautta ja EU:n pelastuspalvelumekanismin puitteissa. ENTRi:n ohjausryhmään ja työryhmätyöhön osallistuttiin aktiivisesti kahdessa partnerikokouksessa. Vuoden aikana osallistuttiin neljän ENTRi:n alla järjestetyn perehdytyksen toteuttamiseen (Afganistan, Libya, Georgia ja Ukraina) yhdessä muiden partnereiden kanssa. Kehitysyhteistyön puitteissa toteutettua Pohjois-Afrikan kriisinhallintakapasiteettien tasaarvon ja 1325 edistämiseen tähtäävä koulutusohjelmaa jatkettiin aktiivisesti Egyptin haastavasta tilanteesta huolimatta. Yhteistyö Puolustusvoimien kansainvälisen keskuksen (FINCENT) kanssa on ollut saumatonta. Osaamiskeskuksen puitteissa on järjestetty kahdeksan koulutustapahtumaa. TRAINING, EDUCATION AND EXERCISES Development of high level international training events according to national strengths and areas of expertise. Development is particularly visible in the core course and pre-deployment training events. In 2014, CMC Finland arranged 64 training events in Finland and abroad. Altogether, 811 participants attended CMC Finland s courses, representing tens of nationalities. In 2014, there were a total of 3,616 training days. The number of experts trained in the basic training courses correlated to the projection of personnel numbers that would be required by missions. Attraction rates remained good, with basic courses receiving four times the number of applicants compared to the available positions. Specialised training abroad was delivered to a total of 63 people, of which 52 were funded by civil protection, and 11 using civilian crisis management funding. Exercise activities were extensive and diverse. The Technical Assistance and Support Team (TAST) participated in two of the EU Civil Protection Mechanism exercises, in Finland and France. The Medium Urban Search and Rescue (MUSAR) module was used in the EU Modex Exercise in Estonia. EU CoordEX 2014 was conducted 7 11 April 2014 in Kuopio. European cooperation has been realised mainly through Europe s New Training Initiative for Civilian Crisis Management (ENTRi) and the EU Civil Protection Mechanism. ENTRi s Steering Group and Working Group participated actively in the two partner meetings conducted in During the year, CMC Finland participated in four ENTRi s pre-deployment training implementation (Afghanistan, Libya, Georgia and Ukraine), together with other partners. In addition, training cooperation in the context of the Capacity Building Project on Mainstreaming Gender and UNSCR 1325 in North African Peacekeeping and Peacebuilding Architecture continued to develop. Cooperation with the Finnish Defence Forces International Centre (FINCENT) has been seamless. Under the Finnish Centre of Expertise in Comprehensive Crisis Management, 8 training events were organised.

8 8 SIVIILIKRIISINHALLINNAN JA KANSAINVÄLISEN PELASTUSTOIMINNAN ASIANTUNTIJOIDEN HENKILÖSTÖHALLINTO HUMAN RESOURCES AND MISSION SUPPORT SIVIILIKRIISINHALLINNAN JA KANSAINVÄLISEN PELASTUS- TOIMINNAN ASIANTUNTIJOIDEN HENKILÖSTÖHALLINTO Kriisinhallintakeskuksen henkilöstöyksikön työtä vuonna 2014 leimasi vahvasti Ukrainan kriisi. Alueella käynnistyi vuoden aikana kolme uutta missiota: EU:n turvallisuussektorin kehittämismissio EUAM Ukraine, ETYJ:in tarkkailumissio OSCE SMMU ja ETYJ:in rajatarkkailumissio OSCE Observer Mission. Suomen sekondeeraamina näille missioille lähetettiin yhteensä 30 asiantuntijaa. Vuonna 2013 alkanut siviilikriisinhallinnan kansallisen strategian päivitys saatiin päätökseen, kun valtioneuvosto hyväksyi uuden strategian Kriisinhallintakeskus osallistui luonnoksen laatimiseen. Päivitetyn strategian mukaiset linjaukset huomioitiin Kriisinhallintakeskuksen suunnitteluasiakirjoissa ja henkilöstöyksikön ohjeistuksissa. Lisäksi Kriisinhallintakeskusta pyydettiin kommentoimaan kahden toiminnan kannalta keskeisen lakimuutoksen valmistelua. Sekä laki siviilihenkilöstön osallistumisesta kriisinhallintaan (1287/2004) että laki sotilaallisesta kriisinhallinnasta (211/2006) olivat uudistusten alla vuonna 2014 ja Kriisinhallintakeskus kommentoi näihin uudistuksiin liittyviä asiakirjoja. EU:n ulkosuhdehallinnon kriisinhallinta- ja suunnitteluosastossa (CMPD) jatkettiin Goalkeeper -järjestelmän asiantuntijarekisterin kehittämistä. Valmistuessaan Goalkeeper mahdollistaa jäsenmaiden asiantuntijarekistereiden ylläpidon yhteisen tietojärjestelmän avulla ja tulevaisuudessa myös asiantuntijoiden hakemusten lähettämisen järjestelmän välityksellä EU:n siviilikriisinhallinnan suunnitteluosaston kautta missioille. Kriisinhallintakeskus on osallistunut aktiivisesti projektiin yhteistyössä sisäministeriön edustajien kanssa. HUMAN RESOURCES AND MISSION SUPPORT In 2014, CMC Finland's Human Resources unit had a strong focus on the crisis in Ukraine. Three new missions were established in the area during the year: EU Advisory Mission for Civilian Security Sector Reform (EUAM Ukraine), OSCE Special Monitoring Mission (SMMU) and OSCE Observer Mission. CMC Finland seconded 30 experts in total to these missions. At the beginning of 2013, the Ministry of the Interior began to update the National Strategy for Civilian Crisis Management. The process was brought to an end in April 2014, when the Finnish government agreed upon the new strategy. The Human Resources unit contributed to the update by participating in the drafting of the updated version, as well as commenting the final versions. New policies set by the updated strategy were implemented in CMC Finland s planning documents and internal guidelines. Furthermore, the Act on the Participation of Civilian Personnel in Crisis Management (1287/2004) and the Act on Military Crisis Management (211/2006) were also in the midst of being renewed in CMC Finland participated by commenting on the different documents related to these legislative revisions. The Human Resources unit continued to take part in the development of an expert roster (Goalkeeper), a process managed by the Crisis Management and Planning Directorate (CMPD) of the European External Action Service. Once finalised, Goalkeeper will enable Member States to maintain a common pool of experts with a shared computer programme, and to send applications through the programme to the Civilian Planning and Conduct Capability (CPCC) unit as well as directly to missions. CMC Finland has participated in the process actively in cooperation with representatives of the Ministry of the Interior.

10 10 SIVIILIKRIISINHALLINNAN JA KANSAINVÄLISEN PELASTUSTOIMINNAN ASIANTUNTIJOIDEN HENKILÖSTÖHALLINTO HUMAN RESOURCES AND MISSION SUPPORT Kriisinhallintakeskus rekrytoi ja nimittää asiantuntijoita siviilikriisinhallintamissioihin ulkoasiainministeriön poliittisten linjausten mukaisesti ja sisäministeriön ohjauksessa. Vuonna 2014 asiantuntijoita asetettiin ehdolle yhteensä 196 tehtävään noin viidenkymmenen hakukierroksen kautta. Vuoden aikana ehdokkaaksi asetettujen hakijoiden valintaprosentti pysyi noin 44 prosentissa. Henkilöstöyksikkö laati selvityksen suomalaisten asiantuntijaehdokkaiden valitsematta jäämisen syistä EU-missioilta vuonna 2014 saatujen valintakirjeiden pohjalta. Selvitys osoitti, että eniten käytetty perustelu suomalaisten ehdokkaiden ei-valinnoille oli riittämätön relevantti kokemus. Toiseksi suurin ei-valintaan johtanut syy oli, että hakija täytti vaadittavat kriteerit, mutta tehtävään valittiin valintapaneelin mielestä parempi hakija. Merkillepantavaa oli kuitenkin erityisesti se, että huomioitavan suuri osuus suomalaisten ehdokkaiden ei-valinnoista (15 %) perustui siihen, ettei paikka ollut enää auki valintaprosessin päättyessä. Hakijoiden valintaprosenttiin on pyritty vaikuttamaan järjestämällä peruskurssien yhteydessä myös muille asiantuntijatehtävistä kiinnostuneille avoimia Tee parempi hakemus -tilaisuuksia. Hakemusten lisäksi tilaisuudessa keskitytään entistä enemmän myös haastatteluissa menestymiseen. Lisäksi hakijoille annettavaa tukea haastatteluun valmistautumisessa on jatkuvasti kehitetty. Asiantuntijataso oli vuoden 2014 lopussa 134 (49 naista, 85 miestä). Kriisinhallinnan kansallisen strategian mukainen 150 asiantuntijan taso jäi kuitenkin edelleen saavuttamatta asiantuntijabudjetin haasteista johtuen. Asiantuntijoita työskenteli vuoden 2014 aikana 20 eri missiossa, mukaan lukien 11 EU:n siviilikriisinhallintamissiota. Naisten määrä liikkui vuoden aikana 33 ja 38 prosentin välillä, ollen loppuvuodesta 37 %. Hakijoista vain noin kolmannes on naisia, mutta huomattavaa on, että heidän valintaprosenttinsa on miehiä korkeampi, noin 46 %. Edellisvuosien tapaan suurin yksittäinen ammattiryhmä Kriisinhallintakeskuksen lähettämistä asiantuntijoista on poliisit. Heitä oli keskimäärin noin 34 % asiantuntijoista. Asiantuntijoista kokonaisuudessaan noin 45 % on taustaviraltaan sisäministeriön CMC Finland recruits and nominates experts to civilian crisis management missions according to the policies set by the Ministry for Foreign Affairs and under the authority and guidance of the Ministry of the Interior. In 2014, CMC Finland nominated 196 candidates in total to missions through about 50 calls. Following the trend set the previous year, the success rate for selected candidates remained around 44% in The Human Resources unit composed a report on the justifications cited for Finnish candidates not being selected to missions based on selection letters provided by EU missions. The report indicated that the most common reason that Finnish candidates were not selected was insufficient relevant experience for the applied position. The justification state that the candidate met all the requirements, but there was another more suitable candidate for the position, was the second most cited reasoning. However, particularly remarkable was that a significant number of Finnish candidates (15%) were not selected because the post applied for was not open anymore at the end of the recruiting process. CMC Finland aims to increase the success rate by, for example, organising How to write a better application training events. Also, more attention will be paid to supporting and mentoring candidates in order to improve their chances of succeeding in an interview. At the end of 2014, the number of Finnish experts deployed was 134 (49 female and 85 male). However, the target of 150 Finnish experts stated in Finland s National Strategy for Civilian Crisis Management was not achieved due to budgetary constraints. In 2014, CMC Finland deployed experts to 20 different missions, including 11 EU civilian crisis management missions. During the year, the overall percentage of seconded female experts fluctuated between 33% and 38%, being 37% at the end of the year. Only about a third of all applications received are from female applicants, but it should be noted that the success rate is relatively higher among female candidates (about 46%) compared to male candidates. Oikeusalan asiantuntijoiden rekrytoiminen jatkui haasteellisena, sillä hakijoiden määrä jäi toivottua alhaisemmaksi. Vuoden lopussa oikeusalan asiantuntijoita oli missioissa yhteensä seitsemän. Tilannetta pyrittiin korjaamaan järjestämällä oikeusministeriön hallinnonalalla työskenteleville räätälöityjä tilaisuuksia, jossa Kriisinhallintakeskuksen henkilöstö kertoi siviilinkriisinhallintatehtävistä ja niihin hakeutumisesta yleisesti ja missioilta kotiutuneet oikeusalan asiantuntijat jakoivat omakohtaisia kokemuksiaan siviilikriisinhallintatehtävissä työskentelemisestä. Duty of Care -vierailuja tehtiin vuonna 2014 yksi, Ukrainaan. Vierailulla tavattiin EUAM Ukraine ja OSCE SMMU -missioilla työskentelevät asiantuntijat sekä Ukrainan puolella työskentelevä asiantuntija EUBAM Moldova-Ukraina -missiolta. Lisäksi missioilta palanneille asiantuntijoille järjestettiin kaksi palautetilaisuutta, joissa henkilöstöhallinto keskusteli asiantuntijoiden kanssa pienryhmissä palautteen keräämiseksi. Saadusta palautteesta ilmeni, että asiantuntijat olivat pääsääntöisesti tyytyväisiä rekrytointiin ja henkilöstöhallintoon. Esille tuli kuitenkin joitakin kehittämistoiveita, kuten tiedottamisen lisääminen. Henkilöstöhallinto pyrkii vastaamaan toiveisiin resurssiensa mahdollistamissa rajoissa. Henkilöstöyksikön kansainvälisen pelastustoiminnan osalta vuotta 2014 leimasi erityisesti varautuminen ja hakuprosessi EU:n pelastuspalvelumekanismin kautta perustettavaan Voluntary Pool -järjestelmään. Uuden Voluntary Pool -lainsäädännön tarkoituksena on parantaa EU:n pelastuspalvelumekanismin valmiutta vastata erityyppisiin kriiseihin entistä nopeammin, efektiivisemmin sekä kustannustehokkaammin niin EU:n sisällä kuin ulkopuolellakin. Käytännössä EU:n pelastuspalvelumekanismin jäsenmaat tarjoavat vapaaehtoisesti omia valmiita EU -rekisteröityjä pelastusmoduuleitaan ja muita pelastustoiminnan resurssejaan komission käyttöön. Suomi on hakenut osallistumista Voluntary Pooliin vuoden 2014 lopulla tarjoamalla EU:n käyttöön keskiraskaan rauniopelastusmuodostelman (MUSAR). experts around 45% hold a post under the Ministry of the Interior sector. The challenges with recruiting experts from the justice sector continued throughout the year, since the amount of applications proved to be lower than anticipated. At the end of the year there were seven legal experts deployed in missions. The Human Resources unit strove to improve the situation by arranging events tailored specifically for professionals in the field of justice. In these events, general information about civilian crisis management and applying for positions was provided by CMC Finland staff. In addition, repatriated experts from a similar professional background shared their own personal experiences from missions to potential experts-to-be. In 2014, one Duty of Care -visit was carried out. During the visit to Ukraine, CMC Finland staff met the experts from EUAM Ukraine and OSCE SMMU missions, as well as one expert from EUBAM Moldova-Ukraine. In addition, two feedback events were arranged for repatriated experts by CMC Finland. The Human Resources unit had its own discussions with the experts in order to collect feedback. The received feedback indicated that experts were primarily satisfied with the operation of the unit. However, some suggestions for improvements, such as enhanced communication, were expressed. The Human Resources unit aims to react to the suggested ideas within the limits of the unit s resources. For civil protection, the year 2014 was occupied mostly by preparedness activities and the application process for Voluntary Pool, the Union Civil Protection Mechanism s new structure. The new Voluntary Pool legislation aims to improve the Mechanism s readiness to respond to various types of crises faster, more efficiently and in a more cost-effective manner inside the EU as well as outside its borders. In practice, member states of the Mechanism offer on a voluntary basis their official EU-registered civil protection modules and other resources for the use of the Commission. Finland has applied for involvement in the Voluntary Pool by offering a Medium Urban Search and Rescue Module (MUSAR) for the EU s use.

13 SIVIILIKRIISINHALLINNAN JA KANSAINVÄLISEN PELASTUSTOIMINNAN ASIANTUNTIJOIDEN HENKILÖSTÖHALLINTO HUMAN RESOURCES AND MISSION SUPPORT 13 Vuonna 2014 sekondeerattiin yhteensä 21 asiantuntijaa kansainvälisen pelastustoiminnan tehtäviin. Alkuvuonna asiantuntijoita työskenteli Filippiineillä IHP:n operaatiossa avustusleirin rakennus- ja ylläpitotehtävissä. Kesän ja syksyn aikana asiantuntijoita lähetettiin Turkkiin (EU CPT / UNDAC), Bosnia ja Hertsegovinaan (NATO ja EUCPT) ja Jordaniaan (UNDAC). Loppuvuonna asiantuntijoita lähetettiin Sierra Leoneen (IHP ja UNDAC) ja Liberiaan (UNDAC) auttamaan Ebola-viruksen vastaisessa operaatiossa. Henkilöstöyksikön logistiikka vastaa valmiudesta lähettää asiantuntijoita tarvittavilla missiokohtaisilla varusteilla sekä kansainvälisen pelastustoimen materiaalisten ja logististen valmiuksien ylläpitämisestä. Logistiikassa keskityttiin vuoden 2014 aikana erityisesti kansainvälisen pelastustoimen varaston perustamiseen Kuopioon ja missioiden välivarastojen perustamisprojektiin. Välivarastoprojektin tarkoituksena on vähentää varusteiden kuljetukseen liittyviä kustannuksia sekä niiden turhaa siirtoa mission ja kotimaan välillä. Välivarastot perustettiin Afganistaniin, Georgiaan ja Kosovoon. Yhteistyötä puolustusvoimien ja poliisihallituksen kanssa tiivistettiin solmitun kuljetustuen yhteistyösopimuksen muodossa. Lisäksi loppuvuonna tehtiin hankintoja vuodelle 2015 niin siviilikriisinhallinnan kuin kansainvälisen pelastustoimen asiantuntijoiden varustuksen osalta. Siviilikriisinhallinnan ja kansainvälisen pelastustoiminnan missioiden toimintaympäristöt muuttuivat vuoden aikana entistä monimuotoisemmiksi ja haasteellisemmiksi, mikä asetti lisävaatimuksia tilannekuvan seurannalle ja varallaolopäivystysjärjestelmän ylläpitämiselle. Henkilöstöyksikkö päivitti tämän johdosta päivystäjän ohjeistuksen sekä laati toimintaohjeen kuolemantapausten varalle. CMC Finland deployed 21 civil protection experts in In late 2013, several experts were deployed to the Philippines to help with building and maintaining the IHP camp, and they were repatriated at the beginning of During the summer and autumn, experts were deployed to Turkey (EUCPT and UNDAC), Bosnia and Herzegovina (NATO and EUCPT) and Jordan (UNDAC). Later in the year, civil protection experts joined the actions against the Ebola virus in Sierra Leone (IHP and UNDAC) and Liberia (UNDAC). CMC Finland s logistics is responsible for equipping experts seconded to a mission with the appropriate gear and equipment, as well as for maintaining the material and logistical readiness of civil protection. In 2014, logistics concentrated in particular on relocating the civil protection warehouse to Kuopio and on establishing new sub-warehouses to missions. The purpose of the sub-warehouse project is to reduce costs related to transportation of equipment by lessening unnecessary transportation between missions and Finland. The first three sub-warehouses were set up in Afghanistan, Georgia and Kosovo. Collaboration with the Finnish Defence Forces and the National Police Board was strengthened with the completion of a Cooperation Agreement on Transport Support. Additionally, equipment for both civilian crisis management and civil protection experts was renewed before the end of the year. Operational environments in both civilian crisis management and civil protection missions became increasingly diverse and challenging throughout the year. Due to pressure for more situation awareness and duty officer service, the Human Resources unit updated the duty officer guidelines and produced a new guideline for lethal incidents.

16 16 PROJEKTIT JA KEHITTÄMINEN PROJECTS AND DEVELOPMENT PROJEKTIT JA KEHITTÄMINEN Projekti- ja kehittämisyksikkö keskittyi vuonna 2014 projekteihin ja julkaisuihin sekä tiedottamisen kehittämiseen, koskien niin Kriisinhallintakeskuksen toimintaa kuin siviilikriisinhallinnan ja kansainvälisen pelastuspalvelun ajankohtaisia teemoja. Kriisinhallintakeskus on toteuttanut vuodesta 2012 lähtien Pohjois-Afrikan alueelle suuntautuvaa kapasiteetin kehittämisprojektia, jonka tavoitteena on vahvistaa gender -painotusta ja YK:n päätöslauselman 1325 merkitystä Pohjois-Afrikan rauhanturvaamisja rauhanrakentamisarkkitehtuurissa. Vuonna 2014 projektin gender -kouluttajien koulutukset jatkuivat suunnitelmien mukaan Kairossa erinomaisessa yhteistyössä paikallisen partnerin Cairo Regional Centre for Conflict Resolution and Peace keeping in Africa (CCCPA) kanssa. Myös koulutuksien pohjalta luotavan gender-koulutusmanuaalin laadinta aloitettiin. Koska gender on siviilikriisinhallinnan eräs merkittävistä teemoista, vuonna 2014 toteutettiin myös "Naiset, rauha ja turvallisuus -teeman soveltava jatkotutkimus (YK:n PL 1325 ja 2122)" -projekti, joka käsitteli genderin huomioimista konfliktien ratkaisussa. Projektissa tarkasteltiin mitä uusia elementtejä Yhdistyneiden kansakuntien turvallisuusneuvoston päätöslauselma 2122 tuo kestävään konfliktin ratkaisuun. Toinen siviilikriisinhallinnan ajankohtainen teema on vaikuttavuuden arviointi.tätä toteutettiin myös projektitoiminnassa kahdella projektilla teemoina olivat Suomen kokonaisvaltaisen kriisinhallinnan vaikuttavuuden arviointi ja koulutuksen vaikuttavuuden arviointi. Projektirahoituksen hakuihin osallistuttiin yhteensä viidellä hakemuksella ja oikeusalan asiantuntijoiden koulutuksen ja rekrytoinnin kehittämiseen tähtäävässä projektihakemuksessa Kriisinhallintakeskuksella on koordinaattorin asema. Unionin pelastuspalvelumekanismin projekteissa projektihallinnollinen työ keskittyi EU Coordination Exercise projektiin ja harjoituksen toteutukseen huhtikuussa 2014 sekä uusien projektien hakuun. Unionin pelastuspalvelumekanismin puitteissa uusiin PROJECTS AND DEVELOPMENT The focus of the Project and Development unit in 2014 was on projects and publications, as well as the development of information sharing on CMC Finland`s activities and current topics in civilian crisis management and civil protection. CMC Finland continued the project, "Capacity Building Project on Mainstreaming Gender and UNSCR 1325 in North African Peacekeeping and Peacebuilding Architecture" which commenced in In 2014, the project carried out two basic gender courses in Cairo with project partner, the Cairo Regional Centre for Conflict Resolution and Peace keeping in Africa (CCCPA). Based on the experience and lessons learned from the courses that took place during the project, work began on a gender training toolkit. The development of the toolkit will continue into The project also initiated a seminar on the issue of developing a civilian roster for the North Africa Regional Capability of civilian peacekeeping and peacebuilding professionals in October Gender is one of the cross-cutting themes in civilian crisis management and peacebuilding activities. The project Women, Peace and Security -implications of resolutions UNSCR 1325 and 2122 emphasised the importance of a gender sensitive approach in conflict resolution. The goal of the project was to analyse the milestones in gender activities set by 2122 UNSCR. Comprehensive approach to crisis management, especially in the activities of Finland, was studied in the Impact and effectiveness of Finland s comprehensive crisis management project. Evaluation of the quality of training was the crux in the project The Best Use of Simulations in the Training Organizations under the Ministry of the Interior. During the year, new funding for five different projects were applied for, and in the project application "Improving Training and Recruitment of Justice and Rule of Law Experts to CSDP Missions, CMC Finland had the role of coordinator. Administrative work with the Union Civil Protection Mechanism funded projects focused on the project entitled EU Coordination Exercise 2014 (EU CoordEX) and implementation of the EU CoordEX exercise in April 2014.

Kriisinhallintakeskus osallistui Euroopan komission EuropeAid -kehitysyhteistyöpääosaston rahoitusten hakuun osana kahta projektikonsortiota. EuropeAid -projektien myötä toteutui myös kumppanuuksien avaaminen Euroopan Unionin itäisen ulkorajan yli. Kriisinhallintakeskuksen projekteista ja toiminnasta tiedottamista kehitettiin aloittamalla Kriisinhallintakeskuksen kotisivuilla vähintään kerran kuukaudessa ajankohtaisista teemoista kertova Tutkimus NYT Research NOW -sarja. Marraskuusta lähtien nimeksi vaihdettiin sarjaa osuvammin kuvaava CMC Finland in Action. Sarjan teksteissä päämääränä on lyhyillä katsauksilla kertoa laajemmalle yleisölle siviilikriisinhallinnan ja kansainvälisen pelastuspalvelun ajankohtaisista teemoista sekä Kriisinhallintakeskuksen toiminnasta. Vuoden aikana julkaistiin kolme artikkelia, joista Gendered Civilian Crisis Management: troubleshooting CSDP missions ja The Women, Peace and Security Agenda in 2014 käsittelivät gender -teemaa. Kolmas artikkeli Feedback from Finnish Experts on CSDP Missions kirjoitettiin Euroopan ulkosuhdehallinnon kriisinhallinta- ja suunnitteluosaston pyynnöstä. Artikkeli esitteli EU:n siviilikriisinhallintamissioille osallistuneiden suomalaisten asiantuntijoiden antaman palautteen keskeisimmät huomiot parhaista käytännöistä ja kehityskohteista. Seminaarien sarja alkoi Crisis Management Initiativen (CMI) kanssa toteutetulla yhteisseminaarilla Inclusive Mediation Säätytalolla. Seminaari painotti naisten ja gender -teemojen osuutta rauhanneuvotteluissa kestävän konfliktinratkaisun takaamiseksi. Vuosittainen Kiasma-seminaari yhdessä FINCENT:n ja Kansalaisjärjestöjen konfliktinehkäisyverkoston (KATU) kanssa järjestettiin jälleen toukokuussa ja teemana oli siviilien suojelu. Kehitysministeri Pekka Haavisto kunnioitti seminaaria avaamalla tilaisuuden ja pitämällä alkupuheenvuoron. Vuoden toinen seminaari CMI:n kanssa The In total, three new project proposals and tenders were prepared and submitted to apply for Union Civil Protection Mechanism funds from the European Commission s Humanitarian Aid and Civil Protection department (DG ECHO). In 2014, a wider review of financial instruments for the civil protection projects was carried out and new partnerships were made as well. CMC Finland participated in the Commission s Directorate-General for International Cooperation and Development (DG DEVCO) funding competitions as a partner in two different project consortia. Projects funded by the EuropeAid Development and Cooperation instrument are supporting EU s development cooperation and new partnerships with its Eastern and Southern neighbours. Information sharing regarding the projects and activities of CMC Finland in general was improved by launching Tutkimus NYT Research NOW (known as CMC Finland in Action from November onwards) bulletin; every month a short description was written on a current topic. The descriptions were published in CMC Finland s website for a wider audience to gain up-to-date information on issues related to civilian crisis management and civil protection. CMC Finland also published three articles of which two were related to gender: Gendered Civilian Crisis Management: troubleshooting CSDP missions and Women, Peace and Security Agenda in 2014: The Way Forward. Also, the article, Feedback from Finnish Experts on CSDP Missions was written at the request of CMPD. The article presented CMC Finland s methods to collect and analyse the feedback from Finnish experts and the main issues in the feedback given by the Finnish experts in 2013 particularly related to the effectiveness of CSDP missions. The series of CMC Finland seminars 2014 started with the seminar Inclusive Mediation arranged together with Crisis Management Initiative (CMI) in the House of the Estates in Helsinki. The seminar underlined the importance of including females and gender issues in mediation so as to support long lasting peacebuilding. The annual seminar with FINCENT and the Civil Society Conflict Prevention Network (KATU) took place once again in Kiasma in May, and the seminar dedicated to the theme "Protection of Civilians" was

Seminaarin paneelikeskustelijoina toimivat CMI:n asiantuntijat, jotka korostivat päättäväisyyttä ja hienovaraisuutta menestyksekkäiden rauhanneuvottelujen avaimena sekä osana kestävää konfliktinratkaisua. Perinteinen sisäisen turvallisuuden tutkimusseminaari yhteistyössä Poliisiammattikorkeakoulun ja Raja- ja merivartiokoulun sekä Pelastusopiston kanssa järjestettiin tällä kertaa Tampereella Poliisiammattikorkeakoululla. Tilaisuus keräsi yli sata osallistujaa ja järjestäjä tahojen toiminta sekä tämän hetkiset teemat saavuttivat siten laajalti julkisuutta. Vuoden viides ja viimeinen seminaari International Humanitarian Partnership (IHP) Philippines Response - Lesson Learned and Implementation järjestettiin Kriisinhallintakeskuksessa IHP Focal point -kokouksen yhteydessä. Korkeantason puhujat seuraavista organisaatioista: World Food Programme (WFP), Office for the Coordination of Humanitarian Affairs (OCHA), IHP-partneriorganisaatio, European Commission's Humanitarian Aid and Civil Protection Department (DG ECHO) sekä sisäministeriö käsittelivät taifuuni Haiyanin Filippiineille aiheuttaman tuhon selvittelyyn lähetetyn kansainvälisen pelastuspalvelun onnistumista. Tutkimusyhteistyö Kriisinhallintakeskuksen ja yliopistojen välillä jatkui ja Kriisinhallintakeskus avusti lopputyöntekijöitä heidän siviilikriisinhallintaa tai kansainvälistä pelastuspalvelua koskevissa tutkimusaiheissaan. Projekti-, tutkimus- ja kehitystyössä Kriisinhallintakeskus pysyi tavoitteissaan ja tiedotuksen lisäämiseen panostettiin merkittävästi, jotta tieto Kriisinhallintakeskuksen korkeasta osaamisesta ja toiminnasta sekä ajankohtaisista siviilikriisinhallinnan ja kansainvälisen pelastuspalvelun teemoista saavuttaisi entistä laajemman yleisön. honoured by the presence of Minister of Development Mr. Pekka Haavisto who opened seminar and gave the key note speech. Another seminar with CMI concentrated on The Status of Peace Making in African Diplomacy Lessons from Responding to Crises and the seminar was hosted by the Ministry for Foreign Affairs. The panel discussion of the seminar was run by CMI experts emphasizing determined but gentle mediation as a key to conflict resolution. The traditional research seminar on internal security was arranged with the Emergency Services College, the Police University College of Finland and the Border and Coast Guard Academy and took place in the premises of the Police University College in Tampere. The seminar collected over a hundred participants and activities of all the organising partners were well updated and made widely known. A seminar called International Humanitarian Partnership (IHP) Philippines Response Lessons Learned and Implementation was arranged in tandem with the IHP Focal Point meeting in Kuopio and the high-level speakers from UN OCHA, WFP, IHP partner organisations, ECHO and the Ministry of the Interior in Finland analysed the success of the civil protection activities and help given to the Philippines after Typhoon Haiyan. CMC Finland also continued to give support to university research activities and students theses on themes related to civilian crisis management and international civil protection activities. In general, CMC Finland s project, research and development activities achieved their set goals and increased activities related to information sharing so as to increase the knowledge of CMC Finland s high level of expertise in activities and topics crucial to the development of civilian crisis management and international civil protection activities for the public.

20 20 PROJEKTIT PROJECTS PROJEKTIT / PROJECTS Capacity Building Project on Mainstreaming Gender and UNSCR 1325 in North African Peacekeeping and Peacebuilding Architecture This project entitled Capacity Building Project on Mainstreaming Gender and UNSCR 1325 in North African Peacekeeping and Peacebuilding Architecture was initiated by two partners: CMC Finland and Cairo Regional Center for Training on Conflict Resolution and Peacekeeping in Africa (CCCPA). The project commenced in 2012 and will be completed in December 2015.The aim of the project is to improve the capacity of CCCPA concerning mainstreaming of gender and UNSCR 1325 and further develop training concepts and methodologies in the training of police, military and civilian experts. The goal of the project is that CCCPA s expertise regarding gender is recognised regionally. The project has a regional scope and focuses on training for North African beneficiaries. In 2014, the project conducted a number of activities including two basic gender courses in which 41 people from Egypt, Mauritania, Tunisia and Morocco representing civilian, military and police organisations participated. Based on the training concepts, the development of a gender training toolkit that is regionally contextual also began in Furthermore, CCCPA hosted a seminar in October on the development of a civilian roster of peacekeeping and peacebuilding professionals for the NARC (the North African Regional Capability) region as part of the larger, ongoing African Union civilian rostering process. EU Coordination Exercise 2014 EU CoordEX 2014 The EU CoordEX 2014 project, launched by CMC Finland in 2013, developed the EU Civil Protection Mechanism s preparedness and response by conducting a tailor-made exercise for the National key contact point staff, European Civil Protection Experts and Technical Assistance Support Teams (TAST) with the aim to improve the co-ordination and cooperation of the interlinked elements. EU CoordEX 2014 was conducted 7 11 April 2014 in Kuopio. The exercise offered training possibilities to the experts of all the participating states of the EU civil protection mechanism, Emergency Response Coordination Centre (ERCC) staff, and to the United Nations Disaster Assessment and Coordination (UNDAC) experts. The project is co-funded by the European Commission and the Finnish Ministry of the Interior and conducted in cooperation with the Estonian Rescue Board. ENTRi Europe s New Training Initiative for Civilian Crisis Management (ENTRi) is a unique capacity-building programme for following the work of European Group on Training. ENTRi is an initiative funded primarily by the European Commission (90%) and co-funded by its 13 implementing partners, which are all European training centres. The total budget of the programme is 5.8 million euros. ENTRi was created by the European Union s Instrument contributing to Stability and Peace, and is guided by the European Commission s Service for Foreign Policy Instruments (FPI), which is located within the European External Action Service (EEAS).

22 22 PROJEKTIT PROJECTS So far, 1315 (ENTRi I: 747 / ENTRi II: 568) individuals holding 65 different nationalities have been trained in a total of 61 (ENTRi I: 36 ENTRi II: 25) ENTRi courses. In 2014, a total of 31 Finnish experts attended these training courses. There was a significant increase from 2013 when 10 Finnish experts attended. CMC Finland participated in ENTRi work through partner meetings and working groups on certification, e-learning, evaluation and through chairing the working group on training of trainers. CMC Finland also co-organised Pre-deployment Training Ukraine in Italy, Gender Adviser course in Sweden and Training of Trainers in Slovenia. CMC Finland supported a number of ENTRi PDT courses with e-learning platform. EU CHINA Disaster Risk Management Project During 2014, CMC Finland participated in the EU-China Disaster Risk Management Project. This project is led by the French Ministry of Interior and has collaborating partners from seven different EU member states. The aim of the project is to support the Chinese government in the development of its disaster preparedness and response system. Three experts from CMC Finland took part in two of the project phases during VIKING 14 The VIKING 14 exercise is a multidimensional, multifunctional, comprehensive approach table top exercise. The concept design, development, implementation and evaluation were co-chaired by the Swedish Armed Forces and the Folke Bernadotte Academy. In total, over 2500 police, military and civilian personnel participated in the exercise in Sweden, Ireland, Bulgaria, Serbia and Georgia. The VIKING exercise was a unique opportunity for crisis management professionals from a range of disciplines and a number of countries to train together in a realistic environment with the focus on current operational concepts. CMC Finland participated in the exercise in April 2014 by sending 11 police and civilians to participate in the exercise playing roles in the various missions in the exercise as well as in the evaluation of the exercise. Women, Peace and Security -Implications of Resolutions UN SCR 1325 and 2122 CMC Finland sees gender as an important theme and hence another gender project was carried out during The importance of UNSCR 1325 and 2122 project was to highlight the influence of women in peace and to notice the new trends that UNSCR 2122 carried trough to UNSCR The project included a seminar with Crisis Management Initiative on the theme Inclusive Peace Mediation at the House of the Estates in Helsinki, and an article Women, Peace and the Security Agenda in 2014 The Way Forward. Both reached wide attention because of the present theme.

23 PROJEKTIT PROJECTS 23 Impact and Effectiveness of Finland s Comprehensive Crisis Management -Research CMC Finland participated in planning a research project "Impact and effectiveness of Finland s comprehensive crisis management, run by the Ministry of the Interior, the Ministry for Foreign Affairs and the Ministry of Defence. The project is a continuation to the project Kokonaisvaltaisen kriisinhallintatoiminnan vaikuttavuuden arvioinnin kehittäminen, so-called Krihava. The overall goal of the project is to assess the impact and effectiveness of Finland s participation in crisis management, primarily at the level of national decision-making processes and by way of examining a few selected crisis management operations. The Best Use of Simulations in the Training Organizations under the Ministry of the Interior The Best Use of Simulations in the Training Organizations under the Ministry of the Interior project is run together with the Emergency Services College and Border and Coast Guard Academy and Police University College who is the leading partner in the project. The goal in the project is to see what kind of simulations the training organizations in general use and could there be more room for synergies and cooperation between the actors.
