Foreword Tampere-Pirkkala-European An airport concept for the future and the new economy The Tampere-Pirkkala-European air traffic development project was launched at the end of 2012. This was preceded by a year of discussion concerning the development of Tampere-Pirkkala Airport into a strong domestic and international airport with the specific aim of serving passenger and cargo traffic in Pirkanmaa and the entire western and central region of Finland. Participants in this discussion included representatives of business life, Tampere Chamber of Commerce, Council of Tampere Region, cities and municipalities in the region, universities and regional development organisations, and many private persons. Even at that time, the significance of air traffic to business development opportunities in the international business environment of the new economy was considered a particularly important topic. From the very beginning, the project involved the objective of promoting and improving the operating conditions for business life in a global economy while simultaneously creating well-being for Finnish people. The mayor of Tampere, Timo P. Nieminen, granted initial funding for the project, thus enabling its launch at the beginning of 2013 in cooperation with the municipalities of Pirkkala and Lempäälä. A working group selected to implement the project began its work at the beginning of 2013 Vuorineuvos Kari Neilimo was selected to chair the working group. The members were CEO Toni Virkkunen, Professor Jorma Mäntynen and Researchers Katja Kaartinen and Jouni Wallander from Tampere University of Technology, Development Director Jyrki Laiho, Permanent Secretary Oskari Auvinen, Planning Manager Timo Nevala, Chair Jukka Terhonen and Assistant Manager Harri Ojala from Tampere Chamber of Commerce, Sector Manager Jouni Lehtomaa from Ramboll Oy, and Architect Eero Lunden. The Tampere-Pirkkala- European project had the opportunity to supplement the planning team with international architects Anupama Garla and Jesung Park, who have, for example, been involved in designing Doha s new airport. Information concerning the progress of the project was provided to the following parties: Tampere Chamber of Commerce, Council of Tampere Region, the management of cities and municipalities in the region, members of parliament, the CEO and management of Finavia Oy, and the Ministry of Transport and Communications. During 2013, the Tampere-Pirkkala-European project increasingly developed in the direction of a Future Airport idea. Railway, road and air traffic connections converge 8
Esipuhe Tampere-Pirkkala-European Tulevaisuuden ja uuden talouden maailman lentokenttäkonsepti Tampere-Pirkkala-European lentoliikenteen kehittämishanke käynnistyi vuoden 2012 lopulla. Tätä ennen jo vuoden ajan oli käyty keskustelua Tampere-Pirkkalan lentokentän kehittämismahdollisuuksista vahvaksi kansalliseksi ja kansainväliseksi lentokentäksi palvelemaan erityisesti Pirkanmaan sekä koko läntisen ja keskisen Suomen matkustaja- ja tavaraliikennettä. Tätä keskustelua käytiin elinkeinoelämän, Tampereen kauppakamarin, Pirkanmaan liiton, alueen kaupunkien ja kuntien, yliopistojen ja aluekehitysorganisaatioiden sekä monien yksityisten henkilöiden kanssa. Erityisen tärkeänä pidettiin jo tuolloin lentoliikenteen merkitystä yritystoiminnan kehittymismahdollisuuksille uuden talouden kansainvälisessä liiketoimintaympäristössä. Hankkeeseen on alusta alkaen liittynyt pyrkimys edistää ja parantaa elinkeinoelämän toimintaedellytyksiä globaalin talouden maailmassa ja samalla luoda hyvinvointia suomalaisille ihmisille. Tampereen pormestari Timo P. Nieminen myönsi hankkeelle alkurahoituksen ja mahdollisti yhdessä Pirkkalan ja Lempäälän kunnan kanssa hankkeen käynnistämisen vuoden 2013 alussa. Hanketta toteuttamaan valittiin työryhmä, joka järjestäytyi vuoden 2013 alussa. Työryhmän puheenjohtajaksi valittiin vuorineuvos Kari Neilimo ja jäseniksi toimitusjohtaja Toni Virkkunen, professori Jorma Mäntynen ja tutkijat Katja Kaartinen sekä Jouni Wallander Tampereen teknillisestä yliopistosta, kehitysjohtaja Jyrki Laiho, kansliapäällikkö Oskari Auvinen, suunnittelupäällikkö Timo Nevala, puheenjohtaja Jukka Terhonen ja asiamies Harri Ojala Tampereen Kauppakamarista, toimialapäällikkö Jouni Lehtomaa Ramboll Oy:stä, arkkitehti Eero Lunden. Tampere-Pirkkala-European hankkeeseen oli mahdollisuus saada suunnitteluryhmään mukaan kansainväliset arkkitehdit Anupama Garla ja Jesung Park, jotka ovat olleet mukana myös mm. Dohan uuden lentokentän suunnittelussa. Hankkeen aikana on sen etenemisestä informoitu Tampereen kauppakamaria, Pirkanmaan liittoa, alueen kaupunkien ja kuntien johtoa, kansanedustajia, Finavia Oy:n pääjohtajaa sekä johtoa ja liikenneministeriötä. Tampere-Pirkkala-European hanke kehittyi vuoden 2013 aikana yhä enemmän Tulevaisuuden lentokenttä-konseptin, Future Airport-idean, suuntaan. Tässä uudenlaisessa lentokenttäkonseptissa rautatie-, maantie- ja lentoliikenneyhteydet kohtaavat lentokenttäterminaalissa. Joustavat ja nopeat rautatie- ja maantiereitit kuljettavat ihmiset ja teollisuuden tuotteet suoraan lentoasemalle. Uusi teknologia 9
at the airport terminal in this new type of airport concept. Flexible and quick railway and road routes transport people and industrial products directly to the airport. New technology allows passengers to check in for flights at their municipalities and stations of departure. New kinds of baggage cars transport luggage and passengers directly to the airport terminal, where there is modern security check and the departure gates. Shops, restaurants, hotels, logistics areas and residential neighbourhoods are in an airport city, located near but outside the terminal. The airport city services can also be used by people other than passengers. A significant part of the required investments can be made by means of private financing. Perhaps regional actors, the cities, municipalities and companies in the region can even own the airport and develop its functions in a self-directed manner. In Finland, Tampere-Pirkkala Airport is a natural location for a Future Airport of the type now planned. This is a place where roads and railway connections can come together at an air traffic terminal. In terms of population and business, Pirkanmaa, South Ostrobothnia, Central Finland and Satakunta offer a sufficiently strong foundation for developing a Future Airport. This is where the Future Airport concept can be implemented to promote the wellbeing of Finnish people and Finnish business activities in a world characterised by a global and networked economy. Functional and interconnected railway, road and air traffic networks - a physical internet will an increasingly important part of the regional and national success story. mahdollistaa matkustajien sisäänkirjautumisen lennoille jo lähtöpaikkakunnilla ja asemilla. Uudenlaiset matkatavaravaunut kuljettavat matkatavarat ja matkustajat suoraan lentoterminaaliin, jossa on moderni turvatarkastus ja lentojen lähtöportit. Kaupat, ravintolat, hotellit, logistiikka-alueet ja asuinalueet ovat lentokenttäkaupungissa, airport cityssä, terminaalin läheisyydessä, mutta sen ulkopuolella. Lentokenttäkaupungin palveluja voivat käyttää muutkin ihmiset kuin matkustajat. Merkittävä osa vaadittavista investoinneista voidaan tehdä yksityisen rahoituksen turvin. Ehkä alueelliset toimijat, alueen kaupungit, kunnat ja yritykset, voivat jopa omistaa lentokentän ja kehittää sen toimintoja omaehtoisesti. Suomessa Tampere-Pirkkala lentokenttä on luonnollinen sijaintipaikka nyt suunnitellun kaltaiselle Tulevaisuuden lentokentälle. Täällä maantie- ja rautatieyhteydet voivat kohdata lentoliikenteen lentoterminaalissa. Pirkanmaa, Etelä-Pohjanmaa, Keski-Suomi ja Satakunta tarjoavat asukkaiden ja yritystoiminnan puolesta riittävän vahvan perustan Tulevaisuuden lentokentän kehittämiselle. Tulevaisuuden lentokenttä-konsepti on mahdollista toteuttaa juuri täällä suomalaisten ihmisten hyvinvoinnin ja suomalaisen yritystoiminnan edistämiseksi globaalin verkottuneen talouden maailmassa. Toimivat ja yhteenliitetyt rautatie-, maantie- ja lentoliikenneverkot, fyysinen internet, ovat yhä keskeisempi osa alueellista ja kansallista menestystarinaa.
