3 Business idea and objectives Business idea Sente is a research unit intended to serve regional and especially urban development. Its basic mission is to increase the understanding of the dynamics of the developmental processes from the perspective of competitiveness, planning and management. Sente is thus an R&D unit for urban regional development. The aim is to develop new approaches and methods for the promotion of urban and regional development. Sente supports strategic development by generating new information, by applying research which has been done elsewhere to regions of co-operation and by serving as a source of ideas in regional development, as a sparring partner and, if necessary, as a critical counterforce. Sentes activities focus on research. It takes part in education and consultation in co-operation with the strategic and project partners. Sentes researchers take part, if necessary, in strategic work as experts. On a general level research addresses the following themes Regional policy Urban policy LED policy Innovation policy Overall objectives To create a specialised unit for the promotion of strategic development in urban regions. To strengthen the theoretical bases and create practical applications for promotion of strategic development in urban regions. Specific objectives To support the development of regions and urban regions especially the urban regions of Tampere and Seinäjoki through research and development services. To produce research results which are both theoretically and practically applicable and readily acceptable from the perspective of action. To establish a creative and dynamic mode of action which supports the researchers personal commitment both to the activities of Sente and the future of each individual. On the special level research addresses the following themes: Innovative regional development To develop and analyse the development concepts based on knowhow and innovation. Urban competitiveness and economic development policy in the information and network society To recognise elements of knowhow and innovation based development in the future. Planning and management in the network society To analyse the development networks and to develop their strategic activities Firm networks and economic clusters The global and local dynamics of economic activity. 3 Annual Report Sente

4 Bases of Sente activities The developed economies are shifting from industrial society towards post-industrial society, called, for example, information or network society, characterised by information, which is the most important element of production. More commonly it is believed that the competitiveness is based on ability to produce, process and effectively apply the information and data. Consequently, knowledge, learning and innovation have emerged as key themes in developing competitiveness. At the same time, the significance of administrative and functional border crossing networklike co-operation has increased. A new kind of overlapping of international, national and local activities is typical of global economies. Earlier the borders of regions, institutions, sectors and organisations defined the location and position of actors. Nowadays the position of regions and organisations is defined more often by knowhow and ability constantly to develop their own activities. At the same time, the competition of firms, jobs and skilled people between the urban regions is stiffening. Furthermore, the emphasis in economic development policy has been shifting from different interventions and subventions into the development of competitiveness. The concept of competitiveness has also become wider from the perspective of competitiveness of firms in the direction of a comprehensive outlook. Continuous developing of competitiveness assumes information about economic clusters, elements of competitiveness, institutional capacity for development, quality of living environment, management in the development of the urban region etc. Continuous emphasis on learning and knowhow raise the need for co-operation between research and development activities. Interaction between research and practice can support the development of regions for instance by producing new information about the essential phenomena concerning urban developing and development. by increasing the understanding of the organisational changes intented to promote learning. by supporting the continuous development of development concepts by recognising the bottlenecks and providing solutions to remove them. by supporting strategic planning by analysing both the elements of strategies, quality of processes and changes of operating environments. by supporting the connections between the users and the producers of the new information. by recognising on the one hand the obstacles to developing network relationships and on the other hand the opportunities for netlike activity. by increasing the understanding of relationships between organisational communication, interactive learning and the development of the urban region. by pointing the relationships between sectoral strategies from the perspective of overall urban development. by producing the outlooks of possible futures in urban regions. 5 Sente philosophy Literally sente means the leading hand, but is best translated by the words having the offensive. The sente merely means that the player having it can compel his adversary to respond to his moves or else sustain worse damage, and sometimes one player will have the sente in one part of the board, and his adversary may disregard the attack and, by playing in some other quarter, take the sente there. At all events having sente is an advantage, but it is not a static state, rather it is a dynamic never-ending endeavour to seize it. In the Research Unit for Urban and Regional Development Studies, Sente refers to a neverending endeavour to be a forerunner in one s own field, it is a quest for something new. Sente s research work focuses on various decentralised systems, it focuses on games played in various regional and urban policy fields characterised by shared power. Decentralised and pluralistic system As many old beliefs and systems crumble, it would appear that in the 1990s we are moving from centralised, highly co-ordinated practices towards more self-guiding, decentralised and pluralistic systems. It may be that we are witnessing the emergence of a system of governance that leads to a multiple overlapping negotiation system between various actors (both in the public and private sectors) at different levels. It seems that the only way to cope with the current pace of changes is to accept and benefit from an increasing interplay between various actors at different levels. In this case there is no monolithic centre which exerts extensive governance over factors determining development, and thus formal and hierarchical policy-making no longer has such an important role in the formation of development as it once had. In decentralised systems sente refers to a continuous endeavour to transcend inwardlooking aims of the various organisations and to find third solutions and thus promote shared interests and objectives. Therefore managers should be able to become increasingly skilled in managing change and networks. They will have to learn to ride out turbulent conditions by going with the flow, recognising that they are always managing processes and flux rather than stability defining the order of things. Regional management Regional management is based on a networklike mode of action in which several interest groups take part. In addition, it seems obvious that there is no third party to control the network, but rather there is a process controlling itself, in which power does not refer only to traditional direct authoritative power, but to the power that is gained by an ability to argue and communicate, to see the logic other actors depend on, to see and understand their goals and strategies, and to find natural points of contact between strategies, i.e. to create local/regional development in co-operation with many organisations in a continuous strategy process. In this work the managers role is to locate possible partners, and to convince them to become in some way involved in local/regional development partnerships. In regional management sente refers to a continuous endeavour to govern change and manage networks so that change may not govern us and so that networks do not begin to live lives of their own. 5 Annual Report Sente

It will be analyzed to which extent these initiatives are reflecting recent conceptual thinking on innovation systems, related variety and policy platforms, and to which extent they contribute to regional growth and innovation. This will allow exploring the potential of more regionally differentiated and fine-tuned (instead of one-sizefits-all) approaches for constructing regional advantage. The research proposal takes an explicitly comparative perspective by analyzing a matrix of regional innovation policy initiatives across two dimensions: sectoral and territorial. The key research questions include: 1) To what extent do regional strategies build on related variety (i.e. complementary sectors and competences) in the region? 2) Are the investigated cluster policies context sensitive and finetuned to the prevailing innovation problems? To which extent have they been able to overcome specific bottlenecks of the respective RIS, addressing system failures hampering innovation? 3) To which extent have the initiatives helped to stimulate systemic interactions and knowledge flows within the clusters and beyond? What where the most important tools in this respect? 4) To what extent did the strategies in constructing regional advantage vary between the regions? 14 Research t a s k The Self-Renewal Capacity of Clusters (Sere) project focuses on the basic premise that the gap between promotion of innovativeness and the often poor implementation of various policies and managerial intentions cannot simply be removed by creating better intended strategies, tools or institutions. Therefore we are especially interested in finding out what the main processes of self-renewal are, how they are linked to each other and what kind of platform for encounters of intention and emergence they form. Consequently, we examine the answers to how real change is stimulated in economic clusters and firms, what is the interplay between strategic intent and emergent development like, and more specifically, how do adaptation processes, institutions and intention of managers and a policynetwork drive strategic renewal of industrial clusters and organizations. The objectives are: 1) to identify what drives the renewal of innovative organizations both at cluster level and firm level, i.e. the basic question is how the main processes of self-renewal capacity function in practice and how they relate to each other, 2) to identify how policy and emergent development coevolve in innovative clusters and firms, and hence we also aim to identify how the main self-renewal processes can be shaped and directed for the future success. The aim being to develop new understanding on self-renewal capacity of innovative clusters and firms Sere project is explorative and constructivist in nature. Intensive empirical case-studies will be carried out at three levels - innovation policy, cluster and firm - to discover the key processes of self-renewal and to provide both policy-makers and firms with practical recommendations on how to embed the capacity to change strategically in the system. Such institutions play an especially important role in that they provide the infrastructure on which new medical knowledge is created, developed and used to address health problems. The aim of this project is to investigate the role of university hospitals in the medical innovation process. D. Research is concerned with the formation of shared understandings in regional development policy. Regional development policy has become governance of uncertainty, where the most important task is to bring a broad variety of actors to work for the common goals. Different understandings and ways of action can be both a nuisance and even a barrier to this co-operation. This Ph. D. work uses the concept of culture to understand this process of shared action and supports this way the practical work of regional developers.
