3 Natura 2000 suojeluverkostoon kuuluu alueita, joilla on Euroopan Unionin kannalta tyypillisiä ja tärkeitä luontotyyppejä ja lajeja. Natura 200 verkostoon kuuluu kahdenlaisia alueita. Niitä alueita, jotka on otettu verkostoon tärkeiden luontotyyppien ja niiden lajiston suojelemiseksi, kutsutaan erityisten suojelutoimien alueiksi (SAC-alueet). Lisäksi verkostoon kuuluu erityisiä suojelualueita (SPA-alueet), joidenka tarkoituksena on suojella linnuille tärkeitä kohteita. LIFE Luonto on Euroopan Unionin luonnonsuojelualan rahoitusjärjestelmä, jolla tuetaan Natura-alueiden suojelua, hoitoa ja käyttöä. Natura 2000 is a European network of protected sites which represent areas of the highest value for natural habitats and species of plants and animals which are vulnerable in the European Community. The Natura 2000 network will include two types of area. Areas may be designated as Special Areas of Conservation (SAC) where they support rare, endangered or vulnerable natural habitats and species of plants or animals (other than birds). Where areas support significant numbers of wild birds and their habitats, they may become Special Protection Areas (SPA). LIFE Nature is an EU funding programme for nature conservation, set up to support the protection, management and utilisation of Natura 2000 sites.

4 Karjalan suot ja ikimetsät helmiä luonnonhistorian ketjussa LIFE Luonto -hanke vuosina Taustaa Karjalan suot ja ikimetsät, helmiä luonnonhistorian ketjussa LIFE Luonto -hanke toteutettiin Pohjois-Karjalan ympäristökeskuksen, Metsähallituksen Etelä-Suomen luontopalvelujen ja Metsätalouden Itä-Suomen alueen yhteistyönä. Hankkeen kokonaisbudjetti oli noin 1,8 miljoonaa euroa, josta Euroopan Unionin rahoitusosuus oli noin 40%. Hankkeessa oli mukana yhdeksän pohjoiskarjalaista Natura aluetta. Natura 2000 on yleiseurooppalainen suojelualueverkosto, joka sisältää luontodirektiivin luontotyyppejä ja direktiivilajien elinympäristöjä. Hankkeeseen kuuluvilla Natura-alueilla esiintyy 17 eri luontotyyppiä, joista merkittävimpinä luonnonmetsät, puustoiset suot, harjumetsät sekä keidas- ja aapasuot. Alueilla esiintyy kaikkiaan 29 luonto- ja lintudirektiivissä mainittua lajia. Karjalan suot ja ikimetsät, helmiä luonnonhistorian ketjussa LIFE-hankkeessa suojeltiin boreaalisia vanhoja metsiä ja niiden lajistoa, luotiin tietoaineistoa Euroopan Unionin itäisimmistä Natura-alueista, suunniteltiin alueiden hoitoa ja käyttöä sekä ennallistettiin metsiä ja soita. Hankkeen työllisyysvaikutukset olivat huomattavat ja ne hyödyttivät etupäässä voimakkaasta työttömyydestä kärsiviä kuntia. Tässä julkaisussa esitellään hankkeen keskeisiä toimenpiteitä ja tuloksia.

5 Karelian Mires and Virgin Forests Pearls in the Chain of Geohistory LIFE-Nature project Background The LIFE-Nature project Karelian Mires and Virgin Forests Pearls in the Chain of Geohistory was carried out during in cooperation between the North Karelia Regional Environment Centre, the Metsähallitus Natural Heritage Services for Southern Finland, and the Metsähallitus Eastern Finland Forestry Business Unit. The total budget of the project was around 1.8 million euros, 40% of which was financed by the European Union. The project encompassed nine Natura 2000 sites, all located in the region of North Karelia. Natura 2000 is a network of nature conservation sites within the European Union, the objective of which is to safeguard the biotopes and habitats specified in the Habitats Directive. 17 different habitat types occur in the Natura sites that were included in this project. The most significant of these are western taiga forests, bog woodland, forests growing on eskers, raised bogs and aapa mires. A total of 29 species listed in the Habitats and Birds Directives are found in these areas. The main objectives of the Karelian Mires and Virgin Forests Pearls in the Chain of Geohistory project were the protection of boreal old-growth forests and their species, the production of information material on the EU s easternmost Natura 2000 sites, the planning of the management and utilisation of these sites, as well as the restoration of habitats to their natural state. The employment effects of the project were significant, especially on municipalities with high rates of unemployment. This publication presents some of the major actions of the project and their results.

6 Hankealueet Hankkeessa toimittiin yhdeksällä Natura 2000-verkostoon kuuluvalla alueella, joiden kokonaispinta-ala on yli hehtaaria. Alueet ovat osa arvokkainta pohjoiskarjalaista suo-, metsä- ja harjuluontoa. Suurin osa alueista on valtion omistuksessa, yksityisessä omistuksessa on 750 hehtaaria. Project Areas The project encompassed nine sites included in the Natura 2000 network, with a total area of over hectares. The sites represent some of the most valuable mire, forest and esker habitats in the region of North Karelia. Most of the areas are state-owned; areas in private ownership amount to 750 hectares. 1. Kolvananuuro (184 ha) Kolvananuuron Natura-alue on rajattu miljoonaa vuotta sitten syntyneen rotkolaakson ympärille. Ainutlaatuisen geologiansa ohella alueella on poikkeuksellisen rikas linnusto ja kasvillisuus. The Kolvananuuro Natura 2000 site is located around a gorge formed some 1700 million years ago. Thanks to its unique geology, the site has exceptionally rich flora and birdlife. 2. Petkeljärvi-Putkelanharju ( ha) Alueen upeimman osan muodostaa Petkeljärven kansallispuisto harjuineen, suppalampineen ja ikimänniköineen. Noin vuotta sitten syntynyt harjujakso ulottuu läpi lähes 25 kilometriä pitkän Natura-alueen. The most magnificent part of the area comprises Petkeljärvi National Park with its eskers, kettle holes and old-growth pine forests. The chain of eskers, formed some 9500 years ago, traverses the almost 25-kilometre-long Natura site.

7 3. Koitajoki (7 561 ha) Koitajoen Natura-alue on saanut nimensä alueen läpi kiemurrellen virtaavasta Koitajoesta. Jokiluonnon lisäksi alueelta löytyy upeita soita ja ikimetsiä sekä niiden monipuolinen kasvi- ja eläinlajisto. Koivusuon luonnonpuisto muodostaa suoluonnon arvokkaimman osan. Karhu ja susi ovat Koitajoen alueen vakioasukkaita. The Koitajoki Natura 2000 site was named after the River Koitajoki that meanders across the area. Besides river habitats, also impressive mires and old-growth forests with their native species of flora and fauna can be found in the area. The most valuable mire habitats of the area can be found in the Koivusuo Strict Nature Reserve. Bears and wolves are regular inhabitants of the Koitajoki area. 4. Viklinrimpi (1 459 ha) Viklinrimpi muodostuu neljästä suokokonaisuudesta. Aluetta halkoo komea harjujakso. Pohjoisen osan läpi mutkitteleva Rauanjoki tuo omat erityispiirteensä alueen luontoon. Viklinrimmen alue on tärkeä lintujen muutonaikainen levähdysalue. Viklinrimpi is comprised of four mire areas representing various types of mires and bogs. The area is traversed by an impressive chain of eskers. The River Rauanjoki meandering across the northern part of the area adds to its distinctive natural features. The Viklinrimpi area is also an important stop-off place for migratory birds. 5. Savijärven suo (28 ha) Kolin kansallispuiston läheisyydessä oleva pieni kasvistollisesti arvokas lettosuo, jota ympäröivät iäkkäät mänty- ja kuusivaltaiset metsät. A small fen with valuable flora, located close to Koli National Park and surrounded by old pine- and spruce-dominated forests. 6. Kuolemalammen suo (63 ha) Eteläisen Suomen laajin yhtenäinen lettoalue, jolla esiintyy useita harvinaisia kasvi- ja lintulajeja. Suon eteläpuolella levittäytyy iäkäs sekametsä. The most extensive continuous fen area in the southern half of Finland with a number of rare species of flora and birds. To the south of the fen there is an old mixed forest. 7. Paiholan metsä (76 ha) Laajalle harjudeltalle muodostunut ikimänniköiden muodostama metsäalue, jossa elää monia harjuelinympäristön eläin- ja kasvilajeja. A forest area of old-growth pine stands, located on an extensive esker delta and supporting various species of flora and fauna typical of esker habitats. 8. Herajärven metsä (101 ha) Pienipiirteinen ja vaihteleva suo- ja metsäalue. A varied forest and mire area. 9. Pitkävaara (199 ha) Maisemallisesti kaunis pienipiirteisten soiden ja kallioiden pirstoma ikimetsäalue. A scenic old-growth forest area dotted with small mires and rocks. 7

8 Maanhankinta Maan hankkiminen luonnonsuojelutarkoituksiin oli osa hankkeen kansallista rahoitusta. Sen avulla suojeltiin 78 hehtaaria boreaalista luonnonmetsää. Lisäksi hankeen aikana ostettiin tai suojeltiin muulla tavoin 168 hehtaaria hankkeeseen kuuluvia suojelualueita. Maanhankinta ja alueiden suojelu turvaa Natura-alueiden lajiston säilymisen tulevaisuudessakin. Land acquisition Part of the national funding for the project was directed towards the acquisition of 78 hectares of land, covered by western taiga forests, for conservation purposes. In addition, 168 hectares of conservation areas included in the project were purchased or protected with funding from other sources. Land acquisition for conservation will safeguard the existence of the species of the Natura 2000 sites also in the future. 8

10 Luontotietoa Suunnittelun perustaksi tarvitaan tietoa alueen lajistosta ja luontotyypeistä. Kaikille hankealueille tehtiin luontotyyppi-inventointi, jossa selvitettiin alueiden Natura-luontotyypit, elävän ja kuolleen puuston rakenne sekä hoito- ja ennallistamistarve. Lisäksi erillisissä inventoinneissa kartutettiin tietoa alueiden linnustosta, suokasvillisuudesta, kääpä-, perhos- ja lepakkolajistosta sekä sukeltajakovakuoriaisten (Dytiscus latissimus) esiintymisestä. Inventoinneissa löytyi 7 uhanalaista lintulajia, 8 uhanalaista kasvilajia sekä 9 muuta uhanalaista lajia. Lajisto- ja luontotyyppi-inventoinnit ovat pohjana alueilla jatkettaville toimenpiteiden vaikutusten seurannoille. Nature information Planning for a given area is based on information about its species and habitats. A habitat inventory was made of each project area in order to identify its natural habitat types within the Natura 2000 system, to determine the structure of the tree stock and the amount of dead trees in it, and to assess the need for management and restoration of each area. In addition, separate surveys were made of the birdlife, mire vegetation, polypores, butterflies, bats and occurrence of a predacious diving beetle (Dytiscus latissimus) in the areas. 7 threatened species of birds, 8 threatened species of flora and 9 other threatened species were recorded by the surveys. The species and habitat inventories produced information on the project areas which will also be useful when monitoring the areas in the future. 10

13 Suunnittelu Hankkeen aikana suunniteltiin alueiden hoitoa ja käyttöä nyt ja tulevaisuudessa. Hoitoja käyttösuunnitelmat tehtiin kaikille hankealueille. Suunnittelutyö aloitettiin kasaamalla kaikki olemassa oleva tieto alueista. Yhteen sovitettiin niin luontotyyppien ja lajien suojelu kuin alueiden muut käyttömuodot, kuten retkeily ja metsästys. Suunnittelussa pyrittiin huomioimaan paikallisten asukkaiden tarpeet. Valmiit suunnitelmat esiteltiin suunnitteluvaiheen lopuksi pidetyissä yleisötilaisuuksissa. Kaikista suunnitelmista saatiin lisäksi kirjalliset lausunnot sidosryhmiltä. Lopulliset suunnitelmat vahvistaa Ympäristöministeriö. Ennallistamissuunnitelmia tehtiin kuudelle hankealueelle. Suunnitelmat pitävät sisällään soiden ja metsien ennallistamistoimenpiteiden lisäksi paahderinteiden ja valkoselkätikkametsien hoitoa. Planning During the project, plans were made for the management and utilisation of the areas now and in the future. Planning was started by compiling all existing information concerning the areas. The aim was to reconcile the conservation interests, regarding both habitats and species, and the other uses of the areas, such as hiking and hunting. The interests and needs of the local population were also taken into consideration. The drafted plans were presented in a public meeting held at the end of the planning stage. In addition, comments in writing were invited from the stakeholders. During the project, management and utilisation plans were drawn up for all project areas. The final plans are to be ratified by the Ministry of the Environment. Restoration plans were made for six project areas. In addition to restoration measures for forests and mires, they deal with the management of the sunny slopes of eskers and of the forests that are home to the White-backed Woodpecker. 13

15 Ennallistaminen Hankkeessa mukana olevilla suojelualueilla on aiemmin metsätalouskäytössä olleita suo- ja metsäalueita. Näiden alueiden ennallistaminen parantaa turvaa osaltaan uhanalaisten eliölajien säilymisen alueilla myös tulevaisuudessa. Entiset talousmetsät ovat luonnontilaisiin metsiin verrattuna turhan tasaikäisiä, ja lahopuutakin niissä on niukasti. Metsiin lisättiin lahopuuta eri menetelmillä, kuten polttamalla ja kaatelemalla puita kaivinkoneilla tai metsurityönä. Nuoriin metsiin tehtiin pienaukkoja, jotka helpottavat uusien taimien syntyä ja vauhdittavat lehtipuiden kasvua. Kaikkiaan metsiä ennallistettiin 350 hehtaaria. Ojitetuilta soilta poistettiin ojituksen jälkeen syntynyttä puustoa 120 hehtaarin alalta ja tukittiin ojat 473 suohehtaarilla. Ennallistamisen myötä soiden vedenpinta nousee ja suokasvillisuus alkaa pikkuhiljaa elpyä. Valkoselkätikkojen ruoan hankintaa helpotettiin 12 koivumetsähehtaarilla. Niistä poistettiin alikasvospihlajaa ja kuusta, koska valkoselkätikka ruokailee mieluiten koivikossa, missä näkyvyys on hyvä myös lähellä metsänpohjaa. Restoration The conservation areas covered by the project include forests and mires that have formerly been commercial forests. In order to increase their conservation value, attempts are being made to restore them to their natural state. The restoration of mires aims at restoring their natural hydrology by removing trees that have grown in them after they were drained by ditches, as well as by blocking or damming the ditches. As a result of damming, the water level will rise and the mire vegetation will gradually be revived. During the project, 473 hectares of drained mires were restored. Trees that had grown after ditching were removed from 120 hectares. The conservation areas include former commercial forests whose structure is unvaried. The tree stock is of a uniform age and decaying wood is scarce. During the project, the restoration of these forests was carried out by prescribed fires and by the creation of decaying wood and small clearings by various methods. A total of 350 hectares of forests were restored. In addition, 12 hectares of forests providing a habitat for the White-backed Woodpecker were managed. Restoration increases the conservation value of the areas and ensures the survival of threatened species there also in the future. 15

16 Ennallistamisen seuranta Millaisia vaikutuksia ennallistamisella on? Sitä selvitetään metsissä seuraamalla poltettujen metsien kovakuoriaislajiston muuttumista palon jälkeen. Ennallistetuilla soilla tarkkaillaan suokasvillisuuden sekä lintu- ja suoperhoslajiston muutoksia ennallistamisen seurauksena. Metsähallitus ja Pohjois-Karjalan ympäristökeskus jatkavat ennallistettujen alueiden seurantoja hankkeen päättymisen jälkeenkin. Restoration monitoring The success of the restoration measures is monitored through aftercare, by for example monitoring the functioning of the dams. The ecological effects of restoration are monitored by means of species surveys, e.g. surveys of mire vegetation, beetles, birds and mire butterflies. Metsähallitus and the North Karelia Regional Environment Centre will continue monitoring the restored areas after the termination of the project. 16

19 Luontopolut, rakenteet ja luontotieto The Petkeljärvi-Putkelanharju Natura 2000 area in Ilomantsi epitomises the Finnish esker environment at its best. The Natura 2000 area measures 3,417 hectares, and around 70% of it is managed by Metsähallitus. Well over a half of the Natura 2000 area is covered by mineral soils while bogs and mires account for about a quarter of the area and the rest, i.e. about a fifth, consists of water areas. Privately-owned areas are mainly collectively-owned water areas. The most valuable section of the area is Petkeljärvi National Park, established in 1956 and measuring 637 hectares. The Petkeljärvi area was established as a forest reserve by the decision of the forest administration authority as early as Other areas for conservation purposes have mainly been acquired in the 1990s. Around 90% of the area contains some of the Natura 2000 natural habitats, the most extensive of these being forests growing on eskers, western taiga forests, raised bogs and aapa mires. The water bodies flanking the chain of eskers are clear-watered, low-nutrient interconnected lakes or separate kettle-hole ponds. Bogs and mires include nutrient-poor raised bogs, aapa mires and quaking bogs. The vegetation types vary from nutrient-poor lichen heaths to herb-rich forests growing on eskers. The most distinctive species of fauna include the Blackthroated Diver (Gavia arctica) and the American Beaver (Castor canadiensis). Woodpeckers also occur in relatively great abundance. Creation of the esker landscape Hankkeen aikana rakennettiin uusia tai kunnostettiin vanhoja retkeilyä ja muuta luontomatkailua palvelevia rakenteita. Yleisötapahtumissa esiteltiin hankealueiden luontoa ja ennallistamista. Kolvananurossa voi nyt parkkeerata autonsa kunnostetulle pysäköintipaikalle siksi aikaa, kun tutustuu uuteen geologiaan painottuvaan luontopolkuun. Petkeljärvi-Putkelanharjulle tehtiin harjuluontopolku. Petkeljärven harjuluontopolun englanninkielinen polkuopas palvelee kaukaa tulleita retkeilijöitä. Etäälle retkeilyreiteistä rakennettiin lisäksi pesälauttoja kuikkien ja kaakkureiden käyttöön. Koitajoen uusi luontopolku tarjoaa kulkijoille tietoa luonnonmetsistä. Savijärven suolle rakennettiin 750 metriä pitkospuita. Nyt pienen rantasuon elämään ja kasvillisuuteen voi tutustua kuivin jaloin. Pitkävaarassa kunnostettiin laavu, tulipaikka ja 250 metriä pitkospuita. Uusi luontopolku avaa isommalle ikkunan metsäluontoon. Herajärvellä raivattiin polkuverkostoa sekä tehtiin luontopolku, jonka taulut kertovat alueen monipuolisesta luonnosta. Lisäksi Koitajoen, Petkeljärvi-Putkelanharjun sekä Kolvananuuron Natura-alueista on nyt saatavilla suomen- ja englanninkielset esitteet. Nature trails and other structures Koitajoen Natura-alue sijaitsee Suomen itäisimmässä kolkassa Ilomantsin Hattuvaarassa. Natura-alueen hehtaarin kokonaispinta-alasta Metsähallituksen hallinnassa on hehtaaria, josta noin 65 % on suota, 30 % kivennäismaata ja 5 % vettä. Metsien ja soiden mosaiikkia Koitajoen Natura-alueen arvokkaimman osan muodostaa vuonna 1982 perustettu Koivusuon luonnonpuisto metsineen ja soineen. Ristisuon ja Ruosmesuon Hanhisuon soidensuojelualueet perustettiin 1985 ja Lisäksi alueella on 1990 luvulla vanhojen metsien suojeluohjelmaan liitettyjä alueita. Keidassuot, aapasuot sekä puustoiset suot ovat alueen laajaalaisimmat Natura 2000 luontotyypit yhdessä boreaalisten luonnonmetsien kanssa. Luonnonmetsät, joita alueella on noin hehtaaria, ovat alueen mielenkiintoineen ja arvokas ominaispiirre. Aarnimetsien ja suoerämaan lajistoa Suomessa on eliölajia, joista elää metsissä. Uhanalaisiksi tiedettyjä metsälajeja on noin 600, mutta todellinen määrä lienee suurempi, sillä kaikkien metsälajien kantojen elinvoimaisuutta ei tunneta. Mutkittelevan Koitajoen halkoma metsä- ja suoerämaaluonto tarjoaa Koitajoen Natura-alueella eliöille monipuolisia elinympäristöjä. Laajalla ja erämaisella alueella liikkuu harvakseltaan karhuja, susia ja ahmoja. Linnusto on monipuolinen, alueella tapaa niin soiden kuin ikimetsienkin lintuja. Lisäksi Koitajoen alueen metsissä tiedetään elävän monenlaisia uhanalaisia ja silmälläpidettäviä kääpiä ja kovakuoriaisia. Suuria karuja soita Laajat moni-ilmeiset keidas- ja aapasuot ovat keskeinen osa Koitajoen Natura-aluetta. Koivusuo on Suomen suurimpia keidassuoalueita. Alueen suot ovat etupäässä niukka- tai vähäravinteisia nevarämeitä, nevoja tai rimpinevoja. Aapasoilla ja keskustastaan karujen keidassoiden laiteilla on myös ravinteikkaita kasvupaikkoja, joissa kasvaa vaateliaitakin lajeja, kuten punakämmekkää, kaitakämmekkää ja suovalkkua. (A, B) Kuukkeli (Perisoreus infaustus) During the project, new structures serving hiking and other nature tourism needs were built, and old such structures were repaired. In the Kolvananuuro area, the car park was repaired, the signposting was improved and a nature trail focusing on the area s geology was made. In the Petkeljärvi-Putkelanharju area, a nature trail introducing the natural features of eskers was made and nesting platforms for Blackthroated Divers and Red-throated Divers were built. In the Koitajoki area, a woodland nature trail was made and the guidance for visitors was improved by means of signposts and information boards. In the Savijärvi fen, 750 metres of boardwalks were built. At Pitkävaara, the lean-to shelter, the campfire site and around 250 metres of boardwalks were repaired. Moreover, a woodland nature trail was made in the area. At Herajärvi, various trails were cleared and a nature trail with information boards was made. In other project areas information boards introducing the areas and their natural features were erected. The nature trails and other structures will in the future serve the needs of local nature tourism and increase visitors nature awareness. 19

21 Tiedotusta ja verkostoja Hankkeesta ja toimenpiteistä tiedotettiin aktiivisesti ja avoimesti eri tiedotuskanavia käyttäen. Tiedotus poiki esimerkiksi 44 hankkeeseen liittyvää lehtiartikkelia. Ennallistaminen ja ympäristötietoisuuden lisääminen ovat monille toimijoille ja organisaatioille tuttuja teemoja tänä päivänä. Hanke vaihtoi tietoa ja kokemuksia monin tavoin muiden suomalaisten ja ulkomaisten toimijoiden kanssa. Increasing nature awareness and networking One of the objectives of the project was to increase nature awareness and knowledge about Natura Brochures of the Natura 2000 sites of Koitajoki, Petkeljärvi- Putkelanharju and Kolvananuuro were published both in Finnish and English. A trail guide for the Petkeljärvi esker nature trail was published in English. Various public events were organised during the project, presenting the project areas, their natural features and restoration measures taken in them. Information on the project and actions related to it was actively disseminated. Nature awareness and knowledge about Natura 2000 was spread via various media. 44 press articles related to the project were published. The project networked with various Finnish and international organisations. 21
