ECTS & DS Bolognan alkuperäistavoitteet Bologna Declaration (1999): Adoption of a system of easily readable and comparable degrees, also through the implementation of the Diploma Supplement, in order to promote European citizens employability and the international competitiveness of the European higher education system. Establishment of a system of credits - such as in the ECTS system as a proper means of promoting the most widespread student mobility. Credits could also be acquired in non-higher education contexts, including lifelong learning, provided they are recognised by receiving Universities concerned.
ECTS & DS Prosessin kuluessa (1) Prague Communiqué (2001): Establishment of a system of credits Ministers emphasized that for greater flexibility in learning and qualification processes the adoption of, common cornerstones of qualifications supported by a credit system such as the ECTS or one that is ECTS-compatible, providing both transferability and accumulation functions, is necessary. Together with mutually recognized quality assurance systems such arrangements will facilitate students' access to the European labour market and enhance the compatibility, attractiveness and competitiveness of European higher education. The generalized use of such a credit system and of the Diploma Supplement will foster progress in this direction.
ECTS & DS Prosessin kuluessa (2) Berlin Communiqué (2003): They set the objective that every student graduating as from 2005 should receive the Diploma Supplement automatically and free of charge. It should be issued in a widely spoken European language. They appeal to institutions and employers to make full use of the Diploma Supplement, so as to take advantage of the improved transparency and flexibility of the higher education degree systems, for fostering employability and facilitating academic recognition for further studies
ECTS & DS Prosessin kuluessa (3) London Communiqué (2007): Efforts should concentrate in future on removing barriers to access and progression between cycles and on proper implementation of ECTS based on learning outcomes and student workload. Qualification frameworks [--] should also help HEIs to develop modules and study programmes based on learning outcomes and credits, and improve the recognition of qualifications as well as all forms of prior learning. Budapest-Vienna Declaration (2010): While much has been achieved [--], the reports also illustrate that EHEA action lines such as degree and curriculum reform [--] are implemented to varying degrees. [--] adjustments and further work, involving staff and students, are necessary at European, national and especially institutional levels to achieve EHEA [--].
Diploma Supplement (1) For students, the Diploma Supplement offers: A diploma that is more readable and easily comparable abroad; A precise description of their academic career and the competencies acquired during the study period; An objective description of their achievements and competencies; Easier access to opportunities of work or further studies abroad; and It fosters their employability. - European Commission
Diploma Supplement (2) For higher education institutions, the benefits are: It facilitates academic and professional recognition, thus increasing the transparency of qualifications; It protects national/institutional autonomy while offering a common frame which is accepted all over Europe; It promotes informed judgements about qualifications that can be understood in another educational context; It raises the visibility of the institution abroad; It promotes the employability of their graduates at national and international level; It helps to save time since it provides the answers to a lot of recurrent questions put to administrative services in institutions about the content and portability of diplomas. - European Commission
ECTS key features ECTS is a learner-centred system for credit accumulation and transfer based on the transparency of learning outcomes and learning processes. It aims to facilitate planning, delivery, evaluation, recognition and validation of qualifications and units of learning as well as student mobility. ECTS is widely used in formal higher education and can be applied to other lifelong learning activities. ECTS Users Guide 2009
ECTS key features: the ECTS credits ECTS credits are based on the workload students need in order to achieve expected learning outcomes. Learning outcomes describe what a learner is expected to know, understand and be able to do after successful completion of a process of learning. They relate to level descriptors in national and European qualifications frameworks. Workload indicates the time students typically need to complete all learning activities (such as lectures, seminars, projects, practical work, self-study and examinations) required to achieve the expected learning outcomes. 60 ECTS credits are attached to the workload of a full-time year of formal learning (academic year) and the associated learning outcomes. In most cases, student workload ranges from 1,500 to 1,800 hours for an academic year, whereby one credit corresponds to 25 to 30 hours of work. ECTS Users Guide 2009
ECTS key features: Use of ECTS Credits Credits are allocated to entire qualifications or study programmes as well as to their educational components (such as modules, course units, dissertation work, work placements and laboratory work). The number of credits ascribed to each component is based on its weight in terms of the workload students need in order to achieve the learning outcomes in a formal context. Credits are awarded to individual students (full-time or parttime) after completion of the learning activities required by a formal programme of study or by a single educational component and the successful assessment of the achieved learning outcomes. ECTS key features: Use of ECTS Credits Credits may be accumulated with a view to obtaining qualifications, as decided by the degree-awarding institution. If students have achieved learning outcomes in other learning contexts or timeframes (formal, non-formal or informal), the associated credits may be awarded after successful assessment, validation or recognition of these learning outcomes. Credits awarded in one programme may be transferred into another programme, offered by the same or another institution. This transfer can only take place if the degree-awarding institution recognises the credits and the associated learning outcomes. Partner institutions should agree in advance on the recognition of periods of study abroad. Credit transfer and accumulation are facilitated by the use of the ECTS key documents (Course Catalogue, Student Application Form, Learning Agreement and Transcript of Records) as well as the Diploma Supplement. Sopimusajattelu (2) Ohjelmaan ilmoittautuessaan Opiskelija tiedostaa ja sitoutuu siihen, että Hänen täytyy osallistua luennoille, tenttiä jne, jotta hän voi saada tutkinnon, todistuksen jne ja on olemassa tiettyjä vaatimuksia sille, mitä opiskellessa on tärkeä oppia (vähintään) ja osata se opiskelun jälkeen. Korkeakoulu tiedostaa ja sitoutuu siihen, että Se tarjoaa opetus- ja oppimismahdollisuudet, jotta oppimistulokset voidaan saaduttaa sovitussa ajassa, ja se antaa tutkinnon, todistuksen jne... heti kun opiskelija on saavuttanut vaadittavat oppimistavoitteet. Arviointi Learning outcomes are statements of what a student should know, understand and/or be able to demonstrate after completion of a process of learning. Oppimistulosten pitää olla selkeästi kuvattuja Oppimistulokset pitää pystyä luotettavasti arvioimaan Ovatko opiskelijat saavuttaneet halutut oppimistavoitteet? Kuinka oppimistulosten saavuttamista mitataan? Arviointimenetelmän pitää olla linjassa oppimistavoitteen kanssa. Opiskelijalle on erittäin tärkeää, että hän selkeästi tietää, mitä häneltä vaaditaan Opetuksen, oppimistulosten/tavoitteiden ja arvioinnin yhteys ja selkeys auttavat tekemään oppimisesta läpinäkyvämmän ja merkityksellisemmän
On välttämätöntä löytää sopiva tasapaino odotettujen LO:n, näiden saavuttamiseen tarvittavien toimien ja näihin tarvittavan ajan välillä.

Hyötyjä opiskelijalle yhteenvetoa (2) Sama mittaustapa ja LO:iden läpinäkyvyys, jolloin Liikkuvuus helpottuu Opintojen tunnistettavuus ja tunnustettavuus helpottuu Työmäärän ja oman jaksamisen suhteuttaminen oikealla mitoituksella opintojen suunnittelu! Parempi käsitys siitä, mikä on keskeistä ja kun arviointi on kytketty osaamistavoitteisiin, parempi käsitys siitä miksi arvosana on se mikä se on. Ja missä omaa osaamista on parannettava ( elinikäinen oppiminen). Saavutetun oppimisen parempi vertailtavuus Työnantajat, korkeakoulut, hakijat, muut sidosryhmät
Haasteita Oppimistulosten muotoilu on vaativaa puuhaa Oppimistulosten pitäisi kuvastaa todellisuutta Oppimistulosten pitäisi aina olla arvioitavissa/mitattavissa Paljon on vielä tehtävänä: LO-implementointi on vasta aluillaan? Implementointi vaatii kouluttajien kouluttamista ja akateemisen henkilökunnan sitouttamista LO:t ja niiden muotoilu on suurin haaste Jos työmäärä ei ole oikein laskettu, opiskelijat ovat epätasa-arvoisessa asemassa: Opintotuki, liikkuvuuden apurahat, opintoaikojen rajaus jne jne. ovat sidottuja ECTS:n. Ohjelmien oltava realistisia ja mahdollisia suorittaa.
Haasteita Mahdollisuuksia Opiskelijat mukaan opetussuunnitelmatyöhön. Opiskelijahan se on asiantuntija siinä, millaista opetus on opiskelijahan seuraa ja arvioi luentoja työkseen.
