2 1) Founding values of citizen participation in Russia and Europe: where does the clash come from? The failure of transitology and the need for a long-term comparative analysis of Russia s current political course Antoine Levy, University of Eastern Finland (School of Theology/VERA Center for Border Studies) The paper analyzes the reasons for what it calls the failure of transitology. It pins down the more or less open Westernocentrism that flaws the theory, rendering it incapable of either making sensible predictions regarding the emergence of a new type of political regime in Russia or of identifying a number of factors behind the country's current evolution. The illusion that a political and institutional path towards soft integration into a globalized world lies open in front of Russia is nourished by the neglect of a long-term historical perspective. In actual fact, such a perspective would bring forward the resurgence of a pattern of interaction between the ruler and citizens, the roots of which can be found in the shaping of a specifically Russian political consciousness, a phenomenon associated with the irresistible rise of the Moscow Principality from the 13th to the 16th centuries. The problem is to see this pattern as substantially different from the Western ideal of politeia without it being necessarily understood in negative terms. Arguably the solution lies in a renewed awareness of what is implied by the Western ideal. At any rate the task of reaching a better understanding of the formation of a genuinely Russian political ethos cannot be separated from that of reflecting on the origins of its Western equivalent. Striving for the Rule of Law in Russia Soili Nysten-Haarala, University of Lapland (Faculty of Law) The paper analyses the obstacles to establishing the rule of law in Russia. The rule of law was already the dream of legal practitioners in the 1960's, and Gorbachev launched a new discussion on it during perestroika. Russian legal textbooks name "legal nihilism" as the worst enemy for the development of the rule of law. With legal nihilism they mean firstly that ordinary citizens do not respect the law and secondly that the elite in power ignores it. Ordinary people may not even know all the regulations, and if they knew they would not understand how to apply them. The elite, on the other hand, does not recognise any rules except those of good relationships within their own circle. The Soviet legacy explains a lot of these informal rules. Lenin saw law only as a weapon in the hands of the ruling class, which in Socialism was heading for utopian Communism that would not need any law. The deep distrust of this weapon in the hands of the ruling class only grew during the transition period when national property was privatised, remaining in only a few hands. Weak property rights cement the unholy alliance of the political and the economic elites. 2

3 Asymmetric Russian History Heikki K. Auvinen This table comprises the premises and development stages information of present multiethnic/multi-language governmental setting of the Russian Federation with borders claimed and recognized by the International Community (UN) in the Eurasian region since 862. The present RF setting is based on numerous consecutive development phases, where the present geographic and institutional formations emerged through preceding-current- successor state formations varying in objectively measurable terms within the entire political formation process or within a given development stage processes emerging since Establishment of the first Russian Authority in Novgorod in 862: - Rurik s Setup of the 1 st Russian Authority in Novgorod Kievan Rus Authority with a twin-legacy in Kiev Principality of Novgorod/The Novgorod Republic Grand Duchy of Vladimir in Vladimir-(Suzdal) Principality/Kingdom of Galicia-Volhynia in 1199, Mongol-Tatar Authority (Golden Horde) from Sarai The FR through Grand Duchy of Moscow The FR through Tsardom of Russia in Moscow The FR through Russian Empire in St. Petersburg The FR through the Soviet Union in Moscow The Russian Federation (FR) in Moscow A colour code has been used to distinguish between the two main overall directions since the establishment of the first General Russian Authority and its 20-year period of time in Novgorod ( ) before moving it to Kiev to have a better control of the Trade route from the Varangian in Baltics to the Greeks in Byzantium. Kievan Rus was at its cultural and political height in the 10 th and 11 th century and later disintegrated into many small principalities. The most powerful successor states were Novgorod Republic, Vladimir-Suzdal and Galicia-Volhynia. There are two major political development paths: the Kievan provision (blue) and the Muscovite provision amongst the peoples speaking Eastern-Slavic languages in Eastern Europe (red), as well as the provision of Mongolian Authority (not only a Yoke) in the former Kievan Rus and its successor state authorities. These two paths and relationship with the Mongols has impacted on the medieval time and present settings. This vision of history attempts to be a coherent new presentation of Russian history which is based on the same facts as the official historiography on Russian history as available in the new 2014 contents of Wikipedia, Russian Academy of Sciences, Great Soviet Encyclopedia and Great Russian Encyclopedia sources represent the raw data on Russian past event and interlink them. The five Odyssey-texts, which describe the asymmetries and asymmetric thinking with Russian history concepts and value system in the past and in contemporary context of the Russian state s formation in political and cultural development terms. 3

4 3) Deliberatiiviset menettelyt pirullisten ongelmien käsittelyssä (fi) Chair(s): Kaisa Herne, kaisa.herne(at)uta.fi and Maija Setälä, maiset(at)utu.fi and Pirkko Vartiainen, pirkko.vartiainen(at)uwasa.fi Deliberative Democracy and Compromise Peter Jones Ian O Flynn, University of New Castle On the face of it, compromise and deliberation are very different kinds of activity. When two parties deliberate, each tries to persuade the other that his position is the right or better position. This supposes that each is open to changing his mind and that each aims to arrive at a more considered judgement. By contrast, compromise requires the parties to discount their considered judgements or at least to agree to a decision which those judgements only partially support. When two people compromise, each must accept less than what he considers ideal. In that sense, one might say that compromise occasions regret in a way that deliberation ought not. In this paper, we consider how compromise and deliberation might contribute to a common political process. As we argue, deliberation can complement compromise by narrowing the gap between the competing parties. It can also help the parties to arrive at a compromise that is fair, though this raises the awkward question of how a compromise can be fair and still be a compromise. In response, we show how distinguishing between different types of conflict allows us to refute the charge that deliberation will dissolve the need for compromise. We then turn to the question of how compromise might facilitate or complement deliberation. The fact that deliberation involves an exchange of reasons suggests that the deliberators are in search of a best or a right answer. If that is the aim of the endeavour, it is hard to see what compromise might have to offer. However, we argue that this problem can be overcome by looking values that they share in common. Dual-process and Affective Bases of Motivated Reasoning Mika Sandström, Tampereen yliopisto Nowadays there are theories abound that try to explain how affect and cognition interact when people receive and process information. Theory of motivated reasoning is one of those and it is one that has lately gained ground amongst the political scientists. Milton Lodge and Charles S. Taber s recent book The Rationalizing Voter (2013) in a way summarizes their research on the subject in question and is arguably one of the most important contributions to the studies of motivated reasoning about politics. Lodge and Taber present in their book John Q. Public model (hereafter JQP) of political information processing. JQP model is an affect-driven, dual-process model. In my paper I'll try to answer questions like what is a dual-process view of information processing and what does it mean that JQP model is affect-driven. Lodge and Taber present in their book seven postulates that underlie their model. Postulates are labeled as: 1. automaticity, 2. hot cognition, 3. the somatic embodiment of affect, 4. the primacy of affect, 5. online updating of evaluations, 6. affect transfer, and 7. affect contagion. By unraveling these concepts I'll shed light on the questions placed. 4

5 Hearing and Understanding the Other Side Experimental Evidence on the Role of Empathy in Citizen Deliberation Kimmo Grönlund, Åbo Akademi Kaisa Herne, Tampereen yliopisto Maija Setälä, Turun yliopisto The ability to empathize with other people is a crucial but empirically largely neglected aspect of deliberation. We examine the role of empathy in an experiment on citizen deliberation. The participants of the experiment were randomly assigned to like-minded groups, mixed groups, and a control group. Subjects in the first two took part in the deliberation event, whereas the control group filled in three mail-in surveys. Participants degrees of empathy were measured before and after deliberation through items measuring general empathy (Davis 1980) as well as respondents views on perspective taking in the debate on immigration. Subjects proneness to altruistic behavior was measured by an option to give a five euro contribution to domestic or international aid. The empathy-altruism hypothesis states that empathic emotion evokes an altruistic motivation to help others. The analyses show that respondents with pro-immigration attitudes had a somewhat higher baseline level of general empathy than respondents with restrictive attitudes toward immigration. Further, no changes in general empathy in the course of the experiment were observed. The perspective-taking empathy measure was, however, heavily influenced by the respondents views on immigration. The pro-immigration respondents were more willing to listen to immigrants views than the con respondents. Furthermore, there was an increase in out-group empathy among the con participants. Participants in the con likeminded groups also donated much less than participants in the pro like-minded groups. However, pro respondents donated less when they deliberated in mixed groups compared to like-minded groups. Osallisuuden johtaminen työelämässä. Millaisia ovat monipaikkaisen työn vaateet? Seija Ollila, Vaasan yliopisto Monipaikkaisuus työelämässä on ilmiö, joka on vahvistumassa. Monipaikkaisuus ja liike eri paikkojen välillä johtavat yksilön yhteisöllisten roolien ja sen kautta osallisuuden kokemusten muokkautumiseen uudella tavalla. Yhtäläisesti voidaan puhua hajautetusta työstä, jota voidaan pitää monipaikkaisuuden lähikäsitteenä. Jos tällainen työ edellyttää yksilöltä uudenlaisia näkemyksiä ja muutoksia toimintatavoissaan, se edellyttää sitä myös johtajalta. Johtamisella tulee pyrkiä saavuttamaan yhdessä työntekijöiden kanssa organisaation tavoitteet mahdollisimman hyvin. Tämä edellyttää osallisuuden ymmärtämistä, hyödyntämistä ja kehittämistä erilaisesta lähtökohdasta sekä käyttämällä uudenlaisia, vanhoista tavoista poikkeavia osallistavia menetelmiä. Johtaminen tällaisessa organisaatiossa ei ole välttämättä helppoa ja ongelmatonta. Teeman tavoitteena on pohtia teoreettisesti kirjallisuuteen ja eri tieteenalojen tutkimuksiin perustuen osallisuutta ja sen johtamista monipaikkaisessa työelämäkontekstissa. Teeman keskeiseksi tutkimusytimeksi voidaan nostaa asiantuntijaorganisaatiot. Tutkimuskysymyksinä toimivat seuraavat teemaa ohjaavat ajatukset: Miten osallisuus ilmenee monipaikkaisessa tai hajautetussa työssä? Mitä on osallisuuden johtaminen ja millaista osaamista se edellyttää johtamiselta? Tavoitteena on huomioida osallisuuden yhteydessä myös hiljaisen tiedon merkitys voimavarana. Oletuksena on, että osallisuuden johtaminen monipaikkaisessa työssä edellyttää aktiivisemman yhteisen ymmärryksen rakentamista. Yhteisen suunnan tulee olla selkeä jokaiselle, mikä toisaalta 5

6 edellyttää avoimuutta ja tasapuolisuutta, yhteisiä pelisääntöjä ja oikeanlaista viestintää. Johtamista tulee kehittää muuttamalla erityisesti henkilöstöjohtamiseen kytkeytyviä toimintatapoja, rakentamalla entistä vahvempaa luottamusta yksilöidenvälille sekä vahvistamalla johtamisosaamista. Näin toimimalla voidaan todennäköisesti rakentaa myös positiivista näkökulmaa työhyvinvointiin. Raadilla pirullisuuden kimppuun? Kriittisiä näkökohtia kansalaisraatiprosessiin Juha Lindell, Vaasan yliopisto Deliberatiivinen demokratia ja erityisesti sen malleista kansalaisraati on saanut lähivuosina Suomessa huomiota osakseen. Useiden kokeiluiden järjestämisen jälkeen voidaan todeta menetelmän olevan myös Suomessa käyttökelpoinen. Kansalaisraadin teoretisoiduista hyödyistä ja käytännön toimivuudesta on käyty verrattain vilkasta keskustelua niin lehtien sivuilla kuin tieteellisissä julkaisuissa. Kriittiset näkökohdat kansalaisraadista eivät ole olleet yhtä voimakkaasti esillä. Tarkoitukseni on esityksessäni lyhyesti pohtia käytännön näkökulmasta raatimenetelmän haavoittuvaisempia puolia. Rajaan pohdintani Carsonin & Hartz-Karpin (2005) deliberatiivisen demokratian tekijöistä edustavuuteen (inclusiveness) sekä deliberaatioon (deliberation). Pyrin pitämään taustalla ajatuksen siitä, kuinka nämä tekijät vaikuttavat kansalaisraadin voimaan ratkaista pirullisia ongelmia. Järjestetyissä raatiprojekteissa on lähes poikkeuksetta noussut esille ongelma muun muassa raadin edustavuuden saavuttamisesta. Mikäli ratkaistavan pirullisen ongelman kohdejoukko näyttäytyy merkittävän laajana, voidaan kyseenalaistaa, että voiko siitä koostettu edustava ja ideaali noin 24 hengen ryhmä ylipäätään heijastaa laajemman kohdejoukon mielipiteitä. Todellisuudessa saattaa olla haastavaa saada niin paljon ilmoittautuneita raatiin, että ideaali toteutuisi. Lisäksi raati vaatii myös osallistujaltaan paljon, joka saattaa muodostaa osallistumiseen liian korkean kynnyksen. Deliberaation toteutuminen on osoittautunut kansalaisraadissa haastavaksi esimerkiksi laadukkaan monipuolisen pohjatiedon luomisen sekä ideaalin puhetilanteen saavuttamisen suhteen. Jotta pirullisen ongelman ratkaisuun saataisiin sen eri näkökulmat mukaan, olisi tarkoituksenmukaista käsitellä näitä kattavasti myös asiantuntijapaneelissa. Ongelmaksi voi kuitenkin muodostua, että niitä ei ole mahdollista käsitellä kattavasti tällaisen paneelikäytännön kautta mm. asiantuntijoiden määrän liiallisen kasvun myötä. Toisaalta myös ideaalia keskustelutilannetta on hyvin vaikea saavuttaa todellisesti erilaisten ihmisten kanssa. Käytännön soveltamisesta saatujen kokemukset puhuvat sen puolesta, että menetelmänä kansalaisraati näyttäytyy toimintakelpoisena, mutta vaatii vielä runsaasti kehittämistä lunastaakseen sille kasatut odotukset. Transition managementin merkitys ja soveltuvuus bottom-up-liikkeiden asioiden pääsemisessä poliittiselle agendalle. Case: energiatransitio Teresa Haukkala, Aalto yliopisto Paperi käsittelee Hollannin mallin (transition management, TM) merkitystä pirullisten ongelmien, kuten ilmastonmuutoksen ja energiamuutoksen, käsittelyssä ja erityisesti mallin soveltuvuutta kansalaisista lähtöisin olevien enemmän deliberatiivisten ja hallitsemattomampien liikkeiden muuttumisessa johdonmukaisemmaksi ja hallittavissa olevaksi osaksi poliittista ja hallinnollista järjestelmää. Alun perin transition management - 6

7 lähestymistapa kehitettiin tilanteisiin, joissa tarvitaan perustavanlaatuista muutosta politiikassa, kuten toimintaympäristössä tapahtuneiden muutosten takia ja on esitetty nimenomaan käytännön politiikan apuvälineeksi. Paperi esittelee transition management -mallia, jossa luodaan ja muokataan pitkän aikavälin tavoitteita, joita varten luodaan muutosareena (transition arena), joka on innovointia, keskusteluja ja ongelman ratkaisua varten muodostettu tila. Areenoilla muodostetaan muutospolkuja (transition path). Muutospolut ja tavoite muodostava muutossuunnitelman (transition action plan). Hollannin mallia on käytetty Alankomaissa energiatransitio-ohjelmassa (mm. Rotmans ym. 2000, Kemp & Loorbach 2005). Sitä on myös tuotu Ison-Britannian keskusteluun (Smith & Kern 2007) ja Heiskanen ym. (2009) ovat arvioineet mallin toimimista Suomen olosuhteissa. Saksan Energiewenden alkuperäiset juuret ovat kansalaisaktivismissa, joskin varsinainen käänne tapahtui nimenomaan hallituksen äkkinäisellä päätöksellä Japanin Fukushimaydinvoimalaonnettomuuden jälkeen. Tämän paperin tarkoitus on tutkia erilaisia enemmän tai vähemmän tahattomia ja hallitsemattomia mekanismeja, jotka luovat muutosareenaa. Kuinka ne syntyvät ja kuinka muutosareenasta muut vaiheet kehittyvät? Voivatko bottom-up-tyyppiset kampanjat/liikkeet muuttua osaksi top-down-koneistoa, hallinto-/poliittista areenaa ja päätöksentekoa? Voiko ruohonjuuritason liike tuoda asian poliittiselle agendalle, tarvitaanko tällaisissa kansalaisista lähtöisin olevissa muutoshaluissa aina pitkän aikavälin perspektiivi vai voivatko ne synnyttää valtiotasolla nopeamman muutoksen tarpeen ja voiko niihin soveltaa TM-mallia? Paperi on vertaileva case-tutkimus, jossa tutkitaan muutamaa energiatapausta Suomessa (mm. WWF:n aurinkoenergiakampanja ja Suomen Lähienergialiiton perustaminen ja alkuvaiheet), niiden toimintatapoja ja tuloksia, sekä miten transition managementia on käytetty Alankomaissa, Isossa-Britanniassa ja Saksassa. Who wants to continue deliberating? Henrik Serup Christensen, Åbo Akademi Staffan Himmelroos, Åbo Akademi For some time now, democratic theorists have vocally propagated the need for a more deliberative democracy. Nevertheless, many have questioned ordinary people s willingness to take part in political deliberation and therefore also the practical feasibility of different deliberative practices. Public deliberation is a time-consuming form of political participation that requires you to engage in an argumentative exchange with people who may hold opinions very different from your own. Thus, critics argue, engaging in actual public deliberation may actually induce ordinary people to become negative towards deliberative practices. We contribute to this research agenda by examining how taking part in a deliberative experiment affected attitudes towards an extended use of deliberative practices involving ordinary citizens. While previous research has examined citizens willingness to engage in public deliberation, this research is often limited by the fact that representative democracies in general present preciously few opportunities for ordinary citizens to engage in deliberative discussions. For this reason, it is important to examine how attitudes towards public deliberation develop as a result of actual involvement. We here examine how taking part in a deliberative process affects participants attitudes towards deliberative practices and whether there are differences in the attitudinal 7

8 developments for participants depending on their individual characteristics. An analysis of the gender gap in Finnish parliamentary elections von Schoultz, Åsa (Samforsk, Åbo Akademi University, asa.bengtsson@abo.fi) Female representation in the Finnish Eduskunta has been comparatively high since the introduction of universal suffrage in 1906, reaching an all-time high with 43 percent in the 2011 parliamentary election. This paper sets out to study the extent to which there, despite the success of women at the electoral arena, is a female disadvantage embedded in the Finnish open list system, or if the still remaining underrepresentation of women is due to the supply side of politics. The strong correspondence over time between the share of women being nominated for election and the share of women elected for office, indicate that nomination is the key factor behind male dominance in Finnish politics. This interpretation goes well with findings from the Irish Dáil, a parliament elected with STV, which as OLPR applies open lists and multimember districts. Despite the fact that women are poorly represented in the Dáil (16% in 2011), there is no observable disadvantage for female candidates running for office (McElroy & Marsh 2010). The extent to which nominated women actually stands the same chance of becoming elected within Finnish national politics has however not previously been systematically examined. This study sets out to fill this gap by analysing data on the electoral success of 5,022 Finnish candidates in four consecutive parliamentary elections from , including controls for a varied selection of personal vote-earning attributes and cross-party variation. Electoral Accountability in Candidate-Centered Electoral Systems: A Cross-national and Longitudinal Analysis of Incumbent Parties Performance Söderlund, Peter (Samforsk, Åbo Akademi University, psoderlu@abo.fi) Much scholarly attention has been given to the extent to which the electorate rewards or punishes a government for its past actions. A variety of long-term institutional factors have been proposed to explain gains and losses of incumbent governing parties. Institutions that allow for greater clarity of responsibility have been demonstrated to enhance the prospects for electoral accountability. However, a dimension that has been neglected in these cross-national studies is the degree of personalization of an electoral system. Has the accountability mechanism changed in contexts characterized by greater personalization of electoral choice? The aim of this study is to examine the propensity to reward or punish incumbents in candidate-centered electoral systems over time. In systems where people vote for individual candidates, as opposed to party lists, 8

9 citizen-party linkages to greater extent rest on personal representation and to lesser extent on party-dominated representation. The dependent variable is the gains or losses of incumbent governing parties by comparison with the previous election. On the independent side of the equation, ballot structure and district magnitude interact to shape the incentives to cultivate a personal vote at the district level. Cross-sectional time series data for OECD countries since the 1960s will be analyzed. Kohtaavatko yhteiskuntaluokat, puolueet ja etujärjestöt 2000-luvun Suomessa? Tiihonen, Aino (School of Management, University of Tampere, Tiihonen.Aino.E@student.uta.fi) Suomalainen yhteiskuntarakenne on 2000-luvulle tultaessa kokenut murrosvaiheen. Globalisaation syventyminen, kaupungistuminen, keskiluokkaistuminen ja tietoteollisuuden kehitys sekä nousu ovat luoneet suuria muutospaineita koko yhteiskuntaan ja sen valtarakenteisiin. Suomen yhteiskuntajärjestelmää pitkään hallinnut valtarakenne on horjumassa sen ollessa kykenemätön vastaamaan työntekijöiden, työnantajien ja yrittäjien tarpeisiin. Valtarakenteella pro gradu -tutkielmassa tarkoitetaan erityisesti entisen kolmen suuren puolueen ja etujärjestöjen muodostamaa kolmikantaa sekä kunkin niistä omaa äänestäjäkuntaa ja viiteryhmää yhteiskunnassa. Samanaikaisesti yhteiskuntaluokat ovat olleet jatkuvassa liikkeessä. Keskiluokan kasvu, ja etenkin keskiluokan ja työväenluokan eräänlainen sulautuminen yhteen, herättävät kiinnostuksen tutkia luokkasamaistumisen suhdetta puolueisiin ja etujärjestöihin. Pro gradu -tutkielmassa tarkastellaan luokkasamastumisen, puoluesamastumisen ja etujärjestöjäsenyyden suhdetta yksilötasolla Suomessa 2000-luvulla. Keskeiset tutkimuskysymykset ovat: heijastavatko etujärjestöt luokkaintressejä 2000-luvulla Suomessa? Ja entä, ilmaistaanko puoluesamastumisella kuuliaisuutta omaa yhteiskuntaluokkaa kohtaan? Lisäksi pyrkimys on tarkastella edellä mainittua suhdetta myös organisaatiotasolla. Tällöin pyrkimys on pohtia erityisesti sitä, tulevatko etujärjestöt kohtaamaan samankaltaiset muutospaineet kuin puolueet ovat jo 2000-luvun alussa kohdanneet? Aineistona käytetään 2000-luvun Eduskuntavaalitutkimuksia, joita analysoidaan soveltaen esimerkiksi ristiintaulukointia sekä monimuuttujamenetelmiä. Analyysin tulosten mukaan luokkasamaistuminen selittää kaikista parhaiten etujärjestöjäsenyyttä 2000-luvun Suomessa. Noin kymmenen vuoden ajanjaksolla, jota tutkielmassa tarkastellaan, on puolueiden ja etujärjestöjen kytkennöissä havaittavissa muutosta, ja perinteisen kolmikannan tilalle onkin muodostumassa eräänlainen nelikanta: perinteisten porvaripuolueiden linkki työnantajajärjestöihin on säilynyt lähes ennallaan, mutta sen sijaan muutoksia on tapahtunut työntekijäjärjestöjen ja vasemmistopuolueiden välisissä kytkennöissä. Muutokset etujärjestöjäsenyyden ja puoluesamaistumisen välisessä suhteessa ovat tapahtuneet tutkielman tulosten perusteella keskiluokan jatkuneen kasvun ja heterogenisoitumisen, työnantajajärjestöjen kasvun sekä puolueiden voimasuhteiden muutoksen synnyttäminä. Political Scale and Electoral Participation: Evidence from Finland Saikkonen, Inga (Samforsk, Åbo Akademi University, inga.saikkonen@abo.fi) Westinen, Jussi (Samforsk Åbo Akademi University, jussi.westinen@abo.fi) What is the effect of political scale on democratic participation? This paper uses multilevel modelling and aggregate municipality level data from Finnish parliamentary elections between 2003 and 2015 to examine the effect of political scale on turnout, drawing on institutional, party mobilization and social-psychological models of turnout. The study examines the effects of 9

10 electoral district size and municipality size on electoral turnout, as well as their interaction with socio-economic variables, while controlling for several demographic characteristics of the municipalities. Of special interest is the 2015 electoral district reform, which allows for testing the effects of greater electoral district proportionality on turnout in Eastern Finland. Moreover, it allows to test whether the shift towards larger electoral districts demobilizes voters especially in the peripheries of these new districts of Savo-Karjala and Kaakkois-Suomi. The size, number and power of parties: Implications for the empirical analysis of fragmented policy-making Ylisalo, Juha (Public Choice Research Centre, University of Turku, It has often been argued that the number of parties that take part in decision-making on economic policy affects policy outcomes. In particular, it has been claimed that the public sector tends to grow and budget deficits become more severe as the number of parties increases. This allegedly reflects inefficiencies and incentives for short-sightedness emerging in bargaining among parties that are accountable for different issues to different constituencies. In empirical analyses, the independent variable has usually been some indicator of party system fractionalisation, and therefore the implicit assumption has been that power is uniformly distributed or that the power of a party is proportional to its size. From the vast literature on voting power we know, however, that this is not necessarily the case. Instead, the number of parties should only be relevant in so far as each party has considerable voting power. For example, the fragmentation of the party system can imply that all parties have only a little power, and therefore they may not be able to implement their policy preferences. In this paper, the dispersion of a priori voting power in parliaments and cabinets is used as an explanatory variable alongside the fractionalisation of the party system. The effect of party system fractionalisation on the ratio of government spending to GDP should be conditional on the dispersion of power so that the effect should become stronger as power becomes more evenly distributed. The data covers 17 Western European countries from the 1970s to the 2010s. Transnational Identities and Emigrant Voting Behaviour: Expatriate Finns as a Case Study. Peltoniemi, Johanna (School of Management, University of Tampere, johanna.peltoniemi@uta.fi) During the past decades, globalisation and European integration have influenced temporary migration increasingly. At the same time, the status of emigrants has become gradually challenging question in terms of citizenship and the civil rights, such as political eligibility in both sending and receiving countries. This conference paper discusses the relationship of national identification, political knowledge, and the choice to vote in homeland elections and presents Finnish expatriates as a case study. Main findings of this paper suggest that the level of identification to the sending country (national identity) influences the likelihood of voting in homeland elections. Expatriates who identified themselves as Finnish voted more probably in Finland s elections (52.3 % had voted during the past 10 years in presidential elections, 36.1 % in parliamentary and 24.6 % in European parliament elections) than expatriates who did not identify themselves as Finnish (50.0 % had voted during the past 10 years in presidential elections, 33.3 % in parliamentary and 23.8 % in European parliament elections). Previous discussion seems to support the findings of the empirical data. As it has been previously suggested (e.g. Bauböck 2003), transnational political practices are mostly a concern of the first 10

11 generation and cross-border attentiveness will eventually fade away over subsequent generations of immigrant descent. However, as short-term migration (non-permanent migration, e.g. migration for studies, work or retirement) is increasing, also the means of political participation must be re-evaluated and the political community should be seen to extend beyond state territories. Vilkuilevat ja varmat äänestäjät: Vuoden 2011 eduskuntavaaleissa useampaa puoluetta harkinneiden ryhmittyminen ideologisiin blokkeihin Westinen, Jussi (Samforsk, Åbo Akademi University, Kestilä-Kekkonen, Elina (School of Management, University of Tampere, Puoluesamastuminen ja puolueuskollisuus ovat olleet suomalaisessa vaalitutkimuksessa keskeisiä tapoja hahmottaa äänestäjän puoluevalintaa. Sen sijaan niiden äänestäjien erityispiirteet, jotka harkitsevat useampaa puoluetta äänestyspäätöstä tehdessään, ovat jääneet vaalitutkimuksessa vähemmälle huomiolle. Artikkeli tuottaa uutta tietoa siitä, minkälaisia ideologisia ryhmittymiä useaa puoluetta harkinneista löytyy ja millä tavoin nämä blokit suhteutuvat Suomen keskeisiin aatteellisiin ulottuvuuksiin, puolueiden varmoihin äänestäjiin ja puolueisiin. Tulokset osoittavat, että suomalainen äänestäjäkunta pirstoutuu jopa seitsemään ideologiseen blokkiin. Blokeista kolme jäsentyy perinteisen sosioekonomisen vasemmisto oikeisto-ulottuvuuden varaan (perinteinen vasemmistoblokki, perusduunariblokki ja porvariblokki), mutta selväpiirteisiä ryhmittymiä on löydettävissä myös sosiokulttuuriselta ulottuvuudelta, jossa vihervasemmistoblokki asettuu vastakkain konservatiiviblokin kanssa. In many ways the initial technical difficulties inherent in the transformation of qualitative information into quantitative data have longstanding effects as they still today shape the modalities of fact production. 11

12 Metaphysics of the concept of free movement in the European Union Saila Heinikoski, University of Turku The paper will consist of a theoretical analysis of the concept of free movement in the European Union. Free movement will be observed from both ontological and epistemological viewpoints, revealing new perspectives on this controversial right. In ontological terms, the nature of free movement as both an individual right and a societies duty will be discussed at a conceptual level, including its position in relation to other duties and rights, which is often subordinate to other concerns. For example, the UK Prime Minister David Cameron has been willing to grant the right to enter the UK only for EU citizens with a job invitation, implying that the duty to prevent the alleged welfare tourism is outweighs that of upholding the right to free movement. On the other hand, the right to free movement is not a human right, but only applies to EU citizens capable of providing for themselves. From the epistemological perspective, the right to free movement will be looked at in terms of its truth-value and justification based on reason and sentiment. Four diverging theories on the epistemological dimensions of rights will be introduced and applied in the context of freedom of movement. The truth-value of legal and moral norms is a central theme in epistemological debates and will illustrate the nature of such norms on the scale between absolute and relative. Moreover, although free movement is a legal right based on rational negotiation, it creates a lot of emotions and revolves around the question of European solidarity. The European Council and its Presidency in Herman Van Rompuy s Rhetoric Sonja Alapiha, University of Jyväskylä Herman Van Rompuy ended his term as the first permanent president of the European Council (EC) on 30 November The establishment of this position has changed the essence of the institution and also the dynamics of the EU as a whole. It has reduced the powers of the rotating presidency and combines the role of the EU s "head of state" and that of the parliamentary chair of the EC s meetings. The permanent president has the power to decide on the dates and the agendas of the EC meetings and he also has the responsibility to reconcile the views of the heads of state and governments. The EC can be interpreted as an institution which includes elements of the EU s presidency, of a second parliamentary chamber, of an intergovernmental framework for negotiations and of EU s government. The study of speeches of the EC s first president gives us a better understanding of these aspects. Van Rompuy has adopted some features of the presidential style of speaking, but wants to avoid the impression that he personally acts like a president. This is combined with a strong rhetoric in favour of the presidential institution of the EC as such within the power struggles of the EU, although this is also varying according to the audience to which the speeches are addressed. Van Rompuy s favourite rhetorical topoi are change, movement, strategy and cooperation, which emphasize different aspect of EU s politics and situation in current world politics. Contemporary criticism of laïcité a decline of the French republican ideal? In the beginning, five national traditions in the study of politics were identified, the American, British, French, German and Soviet Schools. The paper analyses the present state of the European political science asking, what has happened to these five national traditions? Focusing on Europe s fifty different political science communities, the paper constructs a conceptual map of European political science. On the Conceptual Differences between Disciplinary Political Science and Contemporary Governance Petri Koikkalainen, University of Lapland This paper examines the differences between disciplinary political science and governance from the points of view of community, authority/legitimacy, and the conflict of interests. All of these themes have implications on political debate, citizenship, and democracy. Starting from a broad description of the political values that have been typical to most Western mainstream post-wwii academic political thinking, the paper discusses their relationship to the contemporary vocabulary of governance, the latter exemplified by concepts such as governance, network, and stakeholdership. It also attempts to discuss the relevance and grasp of the different disciplinary perspectives on politics and governance that are nowadays available, such as traditional political theory vis-à-vis management, administrative science, and organizational sociology. Ihmiskeskeisyydestään huolimatta, Euroopan ihmisoikeustuomioistuin on myös valinnoillaan käsitellä tiettyjä oikeustapauksia ja julistamalla osan sen käsittelyvallan ulkopuolelle, tullut linjanneeksi myös luonnonsuojelullisia toimenpiteitä tai toimia, jotka rajoittavat yksilön oikeuksia yleisen edun ja ympäristön hyvinvoinnin nimissä. Paperissa esitellään, kuinka valtioiden luoma järjestelmä, joka alun perin luotiin ihmisten turvaksi, on tulkintaoppiensa avulla onnistunut muokkaamaan oikeuden sisältöä vastaamaan nyky-yhteiskunnan intressejä ja turvaamaan siten ympäristöintressejä. Samalla pohditaan, kuinka kehitys on muuttanut kansainvälisen oikeuden velvoitteiden traditionaalista syntyä ja siten haastanut perinteistä suvereniteetti-käsitettä. EU:n politiikkaa verrataan muihin kiertotalouteen liittyviin politiikkatoimiin muilla talousalueilla kuten Kiinassa. Vertaamme EU:n politiikkaa myös globaalien liiketoimintaverkostojen käymään keskusteluun kiertotaloudesta ja tuomme esiin esimerkkejä julkisten toimijoiden roolista suuressa ja pienessä EU-maassa. Tämä tutkimus tarkastelee erityisesti erilaisten ekologisten, taloudellisten ja yhteiskunnallisten kysymysten yhtyeenkytkeytymistä kiertotalouteen liittyvässä poliittisessa sääntelyssä. Tutkimuksessa toteamme, että Euroopan unionille olisi ajankohtaista luoda yhteistyötä yritysten ja julkisten toimijoiden kanssa saavuttaakseen kiertotaloudelle asettamansa tavoitteet. Kiertotalouden piirissä jatkuvasti syntyvät uudet tavat toimia viittaavat myös siihen, että yritysten kautta olisi mahdollista osallistaa kansalaisia kehittämään ja ottamaan käyttöön uusia kestävää kehitystä tukevia innovaatiota. Luonnon poliittisuus Ilari Nikula, Lapin yliopisto Esitykseni tulee tunkeutumaan ympäristöproblematiikan ytimeen ja nostaa kysymyksiä siitä, miten kansainväliset, ympäristön suojelemiseksi vaaditut toimenpiteet ovat osallisina tiettyihin haitallisina pidettyihin globaaleihin sosiopoliittisiin kehityskulkuihin: nykymuotoinen käsitys ekologisesta kriisistä on tuonut mukanaan sekä voimakkaita uusliberalisoivia että epäpolitisoivia trendejä. Se on luonut olosuhteet, jotka laajentavat uusliberaalin taloudellisen hyväksikäytön regiimiä. Yhtenä esimerkkinä tästä voidaan nähdä ekosysteemipalveluiden käsite, joka indikoi luonnon tuotteistamista ja sen yksityistämistä. Nykyinen käsitys ekologisesta 14

15 kriisistä myös kutistaa demokraattisen politiikan alaa sekä vähentää poliittista keskustelua, kun ympäristöongelmien määrittely ja täten myös tavoitellun yhteiskuntajärjestyksen määrittely siirretään teknokraattisen hallinnoinnin ja globaalien instituutioiden konsensushakuisen päätöksenteon alaisuuteen. Tässä managerialistisessä prosessissa perustavanlaatuiset ideologiset kiistat ja erimielisyydet hävitetään. Ekologinen kriisi toimii osaltaan välineenä kohti post-poliittista maailmaa. Tutkimukseni problematisoi näitä luonnon suojelemiseksi vaadittuja toimenpiteitä ja analysoi niitä osana Michel Foucault n väestön biopoliittista hallintaa. Globaalien luonnon suojelemiseksi vaadittujen toimenpiteiden luonne perustuu vallalla olevaan luontokäsitykseen. Tutkimukseni analysoi tätä luontokäsitystä ja pyrkii osoittamaan sen maailmankuvalliset ennakko-oletukset, vajavaisuudet ja erityisesti sen poliittisuuden. Luonnon poliittisuuden tunnustaminen on hyvin merkittävää, sillä se miten ympäristöongelmat määritellään, määrittelee myös tavoitellun yhteiskuntajärjestyksen. Ympäristöproblematiikalla on kaikkialle ulottuvia yhteyksiä globaaleista valtarakenteista yksilön psykologiaan ja subjektiviteettiin asti. Ympäristöasioita ei täten voida luokitella omaksi alakseen esimerkiksi politiikassa, vaan sillä on vaikutuksia jokaiselle ihmiselämän osa-alueelle. Yksi tutkimukseni tavoitteista on muotoilla uusi, avoimempi ymmärrys luonnosta ja ihmisen luontosuhteesta, jonka pohjalle sosiopoliittisesti demokraattisemmat kehityskulut voivat rakentua. Työn filosofia, ilmastotoimijuus ja ammattiyhdistysliike Lauri Lahikainen, Tampereen yliopisto Tero Toivanen, Helsingin yliopisto Tarkastelemme esitelmässämme ammattiyhdistysliikkeen ilmastopoliittista toimintaa. Kysymme, miten ammattiliitot ovat ymmärtäneet ilmastonmuutoksen ja oman roolinsa sen hillitsemisessä. Ammattiliittojen virallisissa linjanvedoissa yhdistyvät ilmastohuoli sekä vaatimukset oikeudenmukaisemmasta työelämästä. Kuitenkin usein kun ammattiliitot reagoivat konkreettisiin tilanteisiin, ympäristönsuojelu ja työpaikkojen luonti tuntuvat sulkevan toisensa pois ja ammattiliitot priorisoivat työpaikat ympäristön kustannuksella. Vaikka ympäristöpoliittisen ajattelun voi nähdä selkeästi edistyneen ammattiyhdistyskentällä, osoittaa liittojen virallisten ympäristöasiakirjojen analyysi, etteivät liitot näe itseään suoraan ilmastotoimijoina, vaan pikemminkin vetoavat toisiin toimijoihin kuten valtioon tai kansainvälisiin instituutioihin. Tulkintamme mukaan ammattiyhdistysliikkeen itseymmärryksen taustalla on tietty käsitys työstä, jossa työ ja luonto ovat ulkoisessa suhteessa toisiinsa. Työ näyttäytyy tekijänsä arvokkuuden ja toimijuuden takeena. Tämä käsitys on osa pitkää ajattelun perinnettä, jossa työ ymmärretään toisaalta työntekijän itseilmaisuna ja toisaalta luonnon muokkaamisena ja haltuunottona. Ehdotamme näkökulman vaihtoa. Marxia seuraten ympäristösosiologit kuten Paul Burkett ja John Bellamy Foster ovat tarkastelleet työtä ihmisen ja luonnon välisenä aineenvaihduntana ja tämän suhteen kapitalistista muotoa metabolisena murtumana. Ihmisten ja luonnon suhteessa on kysymys vastavuoroisesta muovautumisesta, jolle subjektiviteetti rakentuu. Tästäkin näkökulmasta katsottuna työ on yhtenä toimijuuden perustana, mutta työn ja luonnon suhde ei ole ulkoinen vaan sisäinen. Työn organisaatio on samalla myös luontosuhteen organisaatiota. Tästä näkökulmasta ammattiliitot ovat ilmastopolitiikan näkökulmasta kiinnostava tutkimuskohde: niillä on mahdollisuus vaikuttaa siihen, miten kollektiivinen työ organisoituu työpaikoilla, joissa lopulta muotoutuu myös merkittävä osa ilmastopäästöistä. 15

First of all, we accentuate the conflictual elements which are typical for parliamentary politics. And, second, we aim to show how the focus on rhetoric can help us to be more perceptive of parliamentary characteristics in a variety of public arenas of deliberation and decision-making models. Even though conflictual aspects of parliamentary politics are widely acknowledged, political theory seldom concentrates on the political activity of parliamentarians. Instead of aiming for a normative model, we offer a rhetorical approach that concentrates on certain patterns and uses of language. Our underlying idea is that parliamentary rhetoric is a very special type of political activity. The ways in which parliamentarians can operate and pursue their political agendas is defined by rules and conventions of parliaments. But the forms of conduct can be transferred to other deliberative assemblies as well. We provide two case examples: academic debating societies in 19 th Century Britain and the constitutional assembly of West Germany ( Parlamentarischer Rat ) in Through these cases we analyse the rhetoric that constitutes them as quasi-parliamentary assemblies. Congressional politics and its critique Anna Kronlund, The Finnish Institute of International Affairs Recently the US Congress has faced criticism from many fronts including the thematic of the paralysis of government, partisanship, low approval ratings, the impact of lobbying and interest groups, lack of legislative results, and lack of meaningful or relevant debates or following the regular order. One of the related questions concerns the deliberative character of US Congress and its current state. The US Senate has been used to call the most deliberative institution in the world. Both houses of Congress recognize the debates as a part of their rules and decisionmaking process. The members of Congress also consider debates as a part of their oversight duties and representative character. The idea of the paper is to review the recent literature on critique and problematics of US Congress politics in particular from the deliberative perspective. How the criticism of congressional politics address the deliberative character of US Congress in particular, how it deals with the specificity of US Congress as a legislature and whether and to what extent it serves the purpose of addressing and acknowledging the parliamentary qualities of US Congress. 17 erityisesti ns. populaareissa teksteissään kansalaisten roolia ja kannatti ainakin osittaista äänioikeutta. Kuitenkin parlamentin hän ohitti muutamalla huomiolla. Immanuel Kant on valistuksen ajan ja aatteen filosofi. Paitsi uskonnon kysymykset myös parhaan valtiomuodon hahmottaminen olivat epookin oppineiden kirjoituksissa tärkeitä. Kant kannatti republikanismia, jonka tarpeen hän perustelee rationaalisesti empiirisin perustein. Mutta, on kiistanalaista, edellyttääkö Kantin republikanismi edustuksellisuutta vallan kolmijakoineen? Jos republikanismi on Kantin mukaan mahdollinen erilaisissa suvereniteetin oloissa, voiko siihen aina yhdistää eduksellisuuden. Tai, voiko mikä tahansa suvereenisuuden muoto periaatteessa sisältää edustuksellisen elementin? The politicization of focusing events on the parliamentary arena Jenny Lindholm, Åbo Akademi A focusing event, i.e. a crisis or catastrophe, is interesting because it is very likely to enter the formal political agenda, obtain a lot of attention in the media and engage citizens. When unexpected and dramatic events occur, communication between policy makers, the media and citizens is central to the democratic foundations of trust, accountability and legitimacy. Likewise, these events provide an opportunity for political change, learning and evaluation of governmental performance by creating a different surrounding than routine political conflicts a space where political change is permitted, because of the emotional impact of these events and a motivation for attributions of blame. The aim of this study is to analyze the politicization of four focusing events on the parliamentary arena. The overall research questions are whether there are any differences between focusing events with a varying degree of strength (stronger versus weaker) and origin (man-made versus natural disasters) concerning the debate in the plenary sessions? The debates on the events are studied starting from four main themes; the framing and blame attribution of the crisis, as well as emotions used in the argumentation and solutions presented to the problem in question. The results indicate differences in the parliamentary debate due to a varying degree of strength; a stronger focus results in more tendencies to portray the event as an opportunity for change, and origin; whereas natural disasters are more often discussed in terms of anger, with debate contributions posed by the opposition parties. Quentin Skinner s Forensic Shakespeare. Remarks on the transfer of some topoi to academic and parliamentary politics Kari Palonen, University of Jyväskylä Quentin Skinner s publication career has lasted more than a half-century. A new book of him is always a special event. His Forensic Shakespeare, published by Oxford University Press in 2014, is both a sequel to his 1996 book Reason and Rhetoric in the Philosophy of Hobbes and a new opening. The English Renaissance, the plays of Shakespeare and the forensic rhetoric are not my fields of research. Although I am a long-term scholar of Skinner s work, my point is not to study the book against the background of his Werkgeschichte. I rather speculate with the question how the rhetorical topoi of forensic rhetoric that Skinner presents in his analysis of Shakespeare s 17

18 plays indebted to both ancient and vernacular treatises on rhetoric could be transferred to contemporary academic rhetoric of justification as well as to parliamentary debates. Although there are limits to such conceptual transfer from forensic rhetoric the final word of the judge, the focus on past events the examples discussed by Skinner provide a number of topoi applicable to both the deliberative genre with parliamentary audience and to academic rhetoric, a mixture of epideictic, forensic and deliberative genres. (Re)conceptualising the non-citizen: the case of the United Kingdom Anna Björk, University of Jyväskylä One of the central issues debated by the parliaments across Europe since the Second World War is migration and its implications. It has become a commonplace to presume and highlight the active participation of the naturalisation candidates, or those applying for permanent residence, in courses on language or civic education. Also sets of tests have been introduced in various European countries for different stages of immigration and naturalisation. This paper argues that the revised requirements for immigration in general and naturalisation in particular, reset the conceptual stage for categorising political agents within the conceptual horizon of citizens vs. non-citizens. The demarcations between these categories are here considered both temporal and spatial. The main case in focus here is the United Kingdom, but the European framework is considered the wider context. The case at hand is the Nationality, Immigration and Asylum Act In the background of the discussion there is the presumption that parliamentary conceptualisations count as political performances and action. The analysis relies on the logic of Reinhart Koselleck (2006) whose theoretisation in regard to the interrelations of sociohistorical events and conceptual changes inspire to look at the political and historical developments and histories by concentrating on particular concepts. Koselleckian (1979) idea of counter-concepts is loosely applied as a methodological tool. 9) Narratives in politics (en/fi) Chair(s): Johanna Vuorelma, University of Warwick, J.T.Nykanen@warwick.ac.uk Finland between East and West Narratives of Finland s place in post-cold War discussions in Helsingin Sanomat Miika Raudaskoski, University of Eastern Finland Ukrainian Crisis has challenged post-modern interpretations and rhetoric of international relations in Europe. Concepts and rhetoric of Cold War have been reshaped in political discussion, but there is no consensus how new disorder of international relations should be called. Current events have also reshaped and redefined narratives of clash of East and West in Europe. Finland s position have been broadly observed through the East-West dichotomy and historical narrative bordering Finland as us from Russia as other. This paper relates on ongoing project work of EUBorderscapes and its workpackage Reconfiguration of Post-Soviet Borders and Conceptual Change. My aim in this paper is to analyze how Finland has been redefined in post-cold War discussion and what kind of narratives have been constructed within three specific discursive events. 18

19 In my analysis I focus on articles, editorials, columns and letters-to-editor published in Helsingin Sanomat within three specific peaks. Official documents of European Union is used as comparative material. My questions are what kind of narratives have been (re)-defined and used in political opinion-seeking discussion in Helsingin Sanomat in relation to three events: Dissolution of Soviet Union ( ), the Enlargement of EU and NATO ( ) and Ukrainian Crisis ( ). My focus is on narrative related on bordering and placing Finland in Europe. Furthermore, my goal is to review how the media has (re)-produced various narratives in relation to Finnish borders and how these narratives can explain political decision in post-cold War Finland. Tässä esityksessä tarkastellaan tuon tarinan syntyhistoriaa kylmän sodan ideologisen vastakkainasettelun luomaa taustaa vasten sekä suhteessa muiden pienten puolueettomien, demokraattisten eurooppalaisten maiden kansallisiin puolueettomuustarinoihin. Vertailevaa huomiota kiinnitetään etenkin Itävallan tapaukseen, joka omaa rinnakkaista puolueettomuusnarratiiviaan Venäjän varjossa Euroopan syrjällä. The Power of the Narrative: The Holodomor Law and the National Identity Construction in Ukraine Lina Klymenko, University of Eastern Finland In 2006, the Ukrainian parliament adopted a law that classified the famine, known in Ukraine as the Holodomor, as genocide perpetrated upon the Ukrainian people. This paper proposes to conceptualize the remembrance of the famine as cultural trauma construction in Ukraine. This conception does not evaluate the actual scale of the human tragedy and the Stalinist terror. Instead, it poses the question how the historical event, which took place more than 80 years ago in the eastern regions of today s Ukraine and which concerned Ukrainian peasants, became a symbol of identification for the whole of the Ukrainian nation today. Based on the concept of cultural trauma (Alexander 2004), the analysis focuses on the narrative produced by Ukrainian political elites. The paper investigates the definition of the tragedy, the naming of victims and perpetrators, and the social mediation of trauma representations. Based 19

20 on interpretive approaches to policy-making, this paper advances the theoretical argument about the linkage between historical memory and national identity construction. EU-Ukraine political communication Alex Svyetlov I would like to analyse the interactionist cultural-political discourse the claims and public statements to belong to the European community / civilisation among the political elites and media in the Ukraine and European Union. The course and quality of the EU-Ukraine dialogue and interaction will be explained with help of rhetorical discourses, legitimacy claims and information dissemination/propaganda. Emphasis will also be laid on official statements of the EU s and Ukraine s politicians since Discourses over historical identity and cultural roots play an increasingly vital role in global politics. In Eastern Europe the political rhetoric concerning the claims of truly European sociocultural and regional identity became an important diplomatic tool that was used to pave the way to eventual integration with the desired community of belonging. Kyiv utilised its identity rhetoric as a political resource in an attempt to anchor the country in Western political structures, following the example of the whole CEE / SEE region. The Ukrainian independence coincided with an important turning point intensification of European political integration and creation of the European superstate. The need to legitimize these policies in member states called for creation of ideological narratives of common European destiny, identity, history, territory and values. These European categories of reference fell on fruitful soil within Ukrainian society. Since 1991 the integration into EU became a useful escape, which gave Ukrainian elite very useful rhetorical concepts of European values, democracy, etc. Arguments in favour of the EU have been the "European" belonging of Ukraine and "European" standards of living. One can often hear that something is undemocratic, uneuropean, below European standards. In general the word "European" in Ukrainian private and public discourses became synonymous with "quality" and "modernity". Since recently there has been intensification of the EU s rhetorical discourses and official declarations towards Ukraine as a partner country. In Eastern Europe the political rhetoric concerning the claims of truly European socio-cultural and regional identity became an important diplomatic tool that was used to pave the way to eventual integration with the desired community of belonging. The media thereby played a crucial role in dissemination and transfer of these cultural messages which were to become the norm and assume normativity of use and preference. The transfer of cultural notions, adaptation and popularization was performed by the news and broadcasting networks. The Ukrainian YES-forum and other initiatives served as a sustainable platform for these purposes. The EU s power of attraction proved to be one of the most powerful tools of indirect influence on democratisation in Ukraine. Return to Europe was among the most influential factors, 20
