2 90 years - A Good Beginning! From the Executive Director This year has brought exciting developments for the Fulbright Center. In January the Center moved to a new location in Helsinki (p. 22). We now enjoy our new surroundings at a landmark building, unofficially called the Lace Castle, together with our partners and neighbors: the Centre for International Mobility (CIMO) and the National Board of Education. Together with CIMO, the Fulbright Center has opened a brand new service, the Tietosilta -- a busy information and advising hub in the new premises serving all those interested in international exchanges and study abroad. Simultaneously with its physical move, the Center launched its new visual image and logo, symbolizing the Center s renewed energy and vigor in the service of its constituents. Once again I am pleased to announce new grants. To celebrate the 10 th anniversary of successful cooperation, the Fulbright Center and the Nokia Foundation signed an agreement elevating our jointly sponsored Fulbright award for US scholars onto a new level (p. 6). The new Fulbright-Nokia Distinguished Chair in Information and Communications Technologies was founded to bring senior level US scientists to Finland, and the first grant will be awarded for the academic year The Center is pleased to announce another new program: the Distinguished Fulbright Awards in Teaching, open for both US and Finnish teachers. For the Fulbright Center, the current year is one of anniversaries. It marks the 90 th Anniversary of Diplomatic Relations between Finland and the United States, and the 60 th Anniversary of our long-standing ASLA program. These important milestones will be celebrated by a number of major events during 2009, starting with a two-day symposium in Helsinki in May (p. 4). Furthermore, an exhibition honoring the ASLA program and Finnish-American relations will be touring universities throughout Finland during the year. The ASLA-Fulbright program has been of immense importance not only in the arts and sciences but also in the relations between our two countries, and it is quite appropriate that these two anniversaries are celebrated together. To reinforce the recognition that the US and the Finnish governments place on the role of the ASLA-Fulbright, both governments have recently renewed their firm commitment to the future development of the program. We are very pleased to have the Foreign Minister of Finland, Dr. Alexander Stubb as the columnist in this issue of the Fulbright Center News. In his column, the Foreign Minister quite rightly points out the importance of significantly increasing exchanges between Finland and the United States, and the role that the Fulbright Center can have in this effort. The Center eagerly accepts this task. Moving into its 7 th decade, the ASLA-Fulbright program continues to grow, and I am inviting all of our partners, sponsors, and alumni to seize the moment and work together with us to raise the number of grants onto another new level, providing even more opportunities for talented individuals ready to make a difference. Indeed, there is no better time than now! Terhi Mölsä Photo: Maria Mölsä On May 30 th 2009 we are celebrating the 90 th anniversary of diplomatic relations between Finland and the United States. Looking back, we see the history of our relations based on shared values and traditions. We see a history of two great countries and also a history of people with courageous minds and strong perseverance. The first Finns arrived in America as early as During the next centuries hundreds of thousands more followed. Settling into the Northern states and earning their living in mining and logging, the Finns soon gained a reputation as a strong and solid work force with fearless minds. Today, we see a great amount of goods, people and ideas moving high-speed across the Atlantic. The connections between our countries are manifold and spread to all sectors of society. The United States and Finland are both known as countries with excellent knowledge in high technology. Also, the cooperation and transfer of ideas in this field has been of great importance for both countries. Over the years, thousands of Finnish students and scholars have studied in the American universities. They have expanded their knowledge in various sciences but also in cross-cultural understanding, which in my view is at least equally important. Starting from personal contacts and building into networks, the gains of these exchanges are countless. There is also a broader picture in this: the knowledge of individual people becomes a larger capital. This increases greater understanding of each other, both here in Finland and also in the United States, and at the same time about the global challenges we both are encountering. The student and research exchanges can also be examined as part of a larger economic picture. In a recent study of ETLA, the Research Institute of the Finnish Economy, commissioned by the Foreign Ministry, it was noted that only 7 percent of Finnish students who were registered abroad studied in American universities, as compared to Sweden with 24 percent and to the OECD countries in general with 30 percent. The result is quite surprising, since the United States is known to have the best universities in the world (13 out of 20 of the world's most prominent universities are in the U.S.). It is also a country which invests more money on research and development than any other country in the world. Therefore, in Finland we have an important task in our hands. We need to encourage our young people to reach out and take advantage of the brilliant possibilities that the American universities offer. In this the Fulbright program offers great opportunities. This year we have a lot to celebrate. In addition to the 90 th birthday of our diplomatic relations, the ASLA-Fulbright program turns 60. Congratulations on that! We have a great year ahead of us, since there also is a new administration in the United States, which offers us a fresh start and new possibilities to enhance transatlantic partnership both bilaterally and through the EU. 4 Anniversary Year 2009 The year 2009 marks the 90th Anniversary of Finnish-American Diplomatic Relations. It also marks the 60th Anniversary of the ASLA Program. These two important milestones will be celebrated by a number of events throughout the year. On May 6-7, 2009 the University of Helsinki hosts a Symposium in Celebration of 90 Years of Finnish American Diplomatic Relations. The exciting two-day program with panels and presentations begins with the opening and foreign policy keynote at 9.30 on Wednesday 6 May at the Great Festive Hall of the University of Helsinki. The event also includes an exhibition area featuring exhibitions by the Bank of Finland Museum, The Fulbright Center, the Migration Institute, the Ministry for Foreign Affairs of Finland, the League of Finnish-American Societies SAYL, the U.S. Embassy Public Affairs Office and the American Resource Center, and the YFU. Exhibitions will be open throughout the symposium in the University Main Building. The anniversary symposium is organized by the University of Helsinki, the U.S. Embassy in Helsinki, the Ministry for Foreign Affairs, and the Fulbright Center. Hakemuksen jättää amerikkalainen isäntäkorkeakoulu, joka voi hakea SIR-stipendiä nimetylle suomalaiselle asiantuntijalle. SIR-ohjelmaan kuuluu dollarin suuruinen kuukausistipendi, matkakulut sekä apuraha muuttokustannuksiin, materiaalihankintaan ja stipendikauden aikana tehtäviin matkoihin. Lisäksi isäntäkorkeakoulu osallistuu usein vierailukustannusten kattamiseen tarjoamalla esimerkiksi lisästipendin tai asunnon. Hakuaika lukuvuoden Fulbright Scholar-in-Residence -ohjelmaan päättyy Mid-Career Professional Development -apuraha työuransa keskivaiheilla oleville ammattilaisille ja asiantuntijoille, jotka haluavat kehittää asiantuntemustaan (ei akateemiseen tutkimukseen). Apurahan suuruus on enimmillään dollaria. Hakuaika päättyy ASLA-Fulbright-stipendi nuorelle tutkijalle tutkimustyöhön enimmillään dollaria. Hakuaika päättyy Osa stipendeistä on yliopistojen ja Fulbright Centerin yhdessä rahoittamia Cost-share-stipendejä. Fulbright Centerin apuraha kandidaattitason opintoihin enimmillään dollaria. 5 Amerikkalainen luennoitsija viikoksi Tarvitsetko vierailevaa luennoitsijaa kurssillesi? Tätä varten on Fulbright Centerin Inter-country-ohjelma. Fulbright-luennoitsijavaihtoon Euroopassa osallistuu vuosittain noin 250 amerikkalaista luennoitsijaa ja tutkijaa. Heidän asiantuntemuksensa on käytettävissäsi usein nopeallakin aikataululla. Vierailija voi toimia esimerkiksi intensiivikurssin luennoitsijana tai täydentää lukukauden opetusta tietyllä aihealueella. Hän voi myös esitellä opiskelijoille jonkin erityisalan. Luennoitsijan voi samalla kutsua puhujaksi tieteenalan seminaariin tai konferenssiin. Tarvittaessa Fulbright Center avustaa sopivan luennoitsijan etsimisessä. Inter-country-ohjelmassa Fulbright Center maksaa luennoitsijan matkakustannukset isäntäpaikkakunnalle. Luettelo amerikkalaisista luennoitsijoista Euroopassa sekä matka-apurahan hakuohjeet ja yksisivuinen hakulomake löytyvät Fulbright Centerin kotisivuilta. Ohjelmaan on jatkuva haku. Fulbright Specialists -ohjelma tarjoaa suomalaisille korkeakouluille mahdollisuuden kutsua amerikkalaisen asiantuntijan 2 6 viikon vierailulle Suomeen. Korkeakoulut voivat ohjelman kautta etsiä joko tietyn aihealueen asiantuntijaa tai esittää valittavaksi tiettyä henkilöä, joka on ohjelman asiantuntijarekisterissä (CIES:n ylläpitämä Fulbright Specialists Roster ). Ohjelman kautta toteutetaan monenlaisia hankkeita. Amerikkalaisen asiantuntijan ohjelma Suomessa voi sisältää esimerkiksi opiskelijoille ja opetushenkilökunnalle suunnattuja luentoja, seminaareja ja tapahtumia, korkeakoulun ja sen henkilöstön kehittämis- ja koulutushankkeita sekä projekteja, jotka toteutetaan yhteistyössä alueen muiden oppilaitosten kanssa. Ohjelman apuraha kattaa luennoitsijan matkakulut isäntäpaikkakunnalle ja 200 dollarin palkkion luennoitsijalle jokaiselta ohjelmapäivältä. Suomalainen isäntäkorkeakoulu vastaa asiantuntijan asunnon, ruokailun ja paikallismatkojen järjestämisestä ja kustantamisesta. Fulbright Specialist -hakemuksia otetaan vastaan kahdessa jaksossa hankkeille, jotka toteutuvat lukuvuoden aikana tai sen jälkeen. Ensimmäinen hakuaika päättyy perjantaina Sen jälkeen alkaa toinen, jatkuva haku, jos projektipaikkoja on vielä täyttämättä. Esimerkkejä tämän lukuvuoden vierailuista: Åbo Akademin uskontotieteen laitos kutsui Florida International Universityn antropologian professorin Alex Stepickin luennoimaan seminaariin siirtolaisuudesta ja muslimeista Suomessa. Samalla Stepick esitelmöi Etnisten suhteiden ja kansainvälisen muuttoliikkeen tutkimuksen seuran ETMU ry:n konferenssissa Helsingissä. Professori Stepick on tällä hetkellä Fulbright-luennoitsijana Saksassa. Savonia-ammattikorkeakoulun liiketalouden ohjelma Kuopiossa ja Varkaudessa kutsui Plymouth State Universityn professorin Duncan McDougallin puhumaan kansainvälisestä liiketaloudesta. Samalla McDougall konsultoi oppilaitosta muun muassa opetussuunnitelman kehittämisessä. Professori McDougall on tällä hetkellä Fulbright-luennoitsijana Romaniassa. Lisätietoja: Puh. (09) The Lois Roth Endowment Awards to Turner and McKnight This year the Lois Roth Endowment Awards were awarded to Fulbright graduate student grantees Deborah Turner and Mark McKnight. Deborah Turner is a Ph.D. student in library and information sciences at the University of Tampere and her Fulbright project focuses on orally based information practices in Finnish information institutions. Mark McKnight is a photographer visiting the Northern photography Center in Oulu. During his Fulbright he is producing a body of photographic work which examines the relationship between nature and culture. The Lois Roth Endowment supports exchanges across national and cultural boundaries to enhance international communication and understanding. The Roth Endowment was set up in memory of Lois Wersba Roth who made an international career in various positions, e.g. in the American Scandinavian Foundation. The Endowment commemorates the life of Lois Roth by supporting selected people who work in the places and fields of enquiry that she loved. The Fulbright Center has cooperated with the Lois Roth Endowment for several years, and American Fulbright students in Finland, focusing on arts, humanities and social sciences, have been granted annually the Roth Endowment Award. 5

6 Announcing the Fulbright-Nokia Distinguished Chair in Information and Communications Technologies Nokia Foundation and the Fulbright Center recently signed an agreement creating a new Fulbright-Nokia Distinguished Chair, which brings American scholars in Information and Communications Technologies to lecture in Finnish universities. The purpose of the Chair position is to enhance cooperation between Finnish and American higher education institutions and academics in the field. The first Fulbright-Nokia Distinguished Chair recipient will arrive in Finland during the academic year Cooperation between the Fulbright Center and the Nokia Foundation has a strong foundation as we have worked together already for ten years. This Chair position elevates our cooperation to a new level. The position offers a unique opportunity for an American scholar to engage in international research collaboration with a Finnish institution she says. The position has built-in flexibility as the scholar and the Finnish host institution work together to design the schedule of activities for the Chair. This could include research collaboration, writing joint publications, teaching and lecturing, mentoring student research at the master and doctoral levels, and developing international exchange collaboration between the American home and the Finnish host institution. Barbara Heikkinen, Officer of the Nokia Foundation, has high hopes for the new program. The Distinguished Chair is aimed at senior scholars who are active in doing research, making publications, teaching and lecturing. We hope the Finnish universities will jump at this opportunity to have a visiting professor enriching their curriculum, broadening research collaboration and deepening knowledge in the specialty areas of the visitor. Welcome to the hot spot Finnish higher education institutions engage in world leading research and offer high quality academic programs. In relation to the gross domestic product, Finland invests more in research and development than almost any other OECD country. In 2007, the share of the investment of the GDP was 3.5%. Finnish institutions and researchers are also among the most active scientific publishers in the world. For the American scholars, we hope that the academic year will broaden their networks in Finland and in Europe, and that the year leaves exciting memories, permanent friendships and understanding of Finnish culture, in addition to being able to fully concentrate on their field of expertise. High-quality research and education in Information and Communications Technologies will be ever more important for Finnish society and industry going forward, says Heikkinen. About getting started The first Chair position is available during the academic year The minimum period of stay is 3 months and the maximum 9 months. Candidates are expected to secure an affiliation with a Finnish institution themselves, but assistance in locating possible host institutions and making connections is available from the Fulbright Center if needed. The Fulbright Center in Helsinki will provide the Chair a stipend funded by the Nokia Foundation. The Chair will also receive a series of Fulbright Center benefits, including a travel allowance, accident and sickness insurance for the grant period, and orientation and support services. The Finnish host institution is expected to arrange and pay for appropriate accommodation for the scholar and accompanying family members for the duration of the grant period. Additionally, the host is expected to provide resources needed to carry out the teaching and research assignment, for example, office space, equipment, and assistance, as well as support for the scholar and accompanying family in building professional and social networks in Finland. The American scholar submits a Fulbright Distinguished Chair application in the United States. At this stage the Finnish host s role is to provide an invitation letter. The scholar submits the application through CIES, which pre-screens the applications in the United States and then forwards the recommended dossiers to the Fulbright Center for final selection. Last year the Nokia Foundation awarded 76 scholarships totaling EUR 399,000. Cooperation between the Fulbright Center and the Nokia Foundation began in 1999 with the Fulbright-Nokia Grant in Electronics, Information, and Telecommunications Technology. 7 Fulbright Grantees to Finland Seven universities will host an American Fulbright scholar in The fields of the incoming scholars are diverse, including art education, health, engineering, music, law, political science, and history. Also the nine graduate students represent a wide variety of study fields, the natural sciences being especially prominent this year. Two grantees are co-sponsored by Finnish universities. Addison Kemp, a biology student from Mount Holyoke College received the Fulbright Student Grant sponsored by the University of Helsinki, and Nicholas Shears is the Fulbright-University of Turku Graduate Award recipient. He will join the History department at the University of Turku. In addition to the Fulbrighters listed below there will be several short-term grantees through the Fulbright Specialist and Inter-country programs. In total, the Fulbrigth Center expects to have approximately 30 US grantees this academic year. 8 Stipendiaattivuosi Yhdysvalloissa: Tutkijatohtori Kaius Tuori vei New Yorkiin koko perheen 8 Kun oikeustieteen tohtori Kaius Tuori syksyllä 2006 täytti ensimmäisiä hakemuksiaan Fulbright-stipendiaatiksi Yhdysvaltoihin, hän ei tiennyt, että matkaan lähtisi hänen, Taina-vaimon ja Rasmuskoiran lisäksi pieni poikavauva. Leo oli kuusiviikkoinen, kun perhe elokuun lopussa 2007 muutti lukuvuodeksi New York Cityyn. Oikeustieteen tohtoriksi vuonna 2006 väitellyt Tuori oli työskennellyt Helsingin yliopistossa kymmenen vuotta muun muassa opintoneuvojana. Muutoksen kaipuu sai hänet hakeutumaan tutkijaksi New York Universityn oikeustieteellisen tiedekunnan Hauser Global Law Schooliin. - Vastaväittäjäni oli siellä tutkijana. Kävin tutustumassa paikkaan, ennen kuin aloitin hakuprosessin, Tuori kertoo. Lähtöön liittyvä mutkikas paperityö vaati äärimmäistä tarkkuutta jopa lakimieheltä. Muitakin haasteita valmisteluihin mahtui. - Viisumihakemusta varten Leolle piti kiireesti hankkia oma passi. Tarvittiin mielikuvitusta ja nopeita reaktioita, jotta neljän päivän ikäisestä saatiin virallinen passikuva pää suorassa, silmät auki ja korvat näkyvissä, Tuori naureskelee. Fulbright Centerin apu oli kullanarvoista: viisumiasiat hoituivat joustavasti, ja lähtöinfossa kerrottiin kaikki tarpeellinen. Koiran mukaan ottaminen oli vaivattominta koko rumbassa. - Rasmus pantiin laatikkoon, laatikko koneeseen ja sieltä hihnalla tulliin. Tullimies tarkisti terveystodistuksesta, että asiat olivat kunnossa siinä kaikki, Tuori vieläkin ihmettelee. Lentomatka sai lemmikin hämmennyksiin pariksi viikoksi, mutta sen jälkeen vehnäterrieri oli kuin kotonaan ja tutustutti muunkin perheen paikallisiin kadunkulkijoihin. Tutkijan arki Vahvasti kansainvälisyyteen panostava Hauser Global Law School kutsuu vuosittain kymmeniä vierailevia professoreja, tutkijoita ja väitöskirjan tekijöitä ympäri maailmaa. Tuorin lisäksi vierailijoita oli muun muassa Kiinasta, Israelista, Italiasta, Espanjasta ja Afrikan maista. Vaihtoohjelman muut ulkomaalaiset tulivat vuoden aikana tutummiksi kuin amerikkalaiskollegat, jotka eivät juuri työkavereidensa kanssa hengaile vapaa-ajallaan. - Tutkimuksessani keskityin yhdysvaltalaisten 1930-luvun juristien yrityksiin ymmärtää alkuperäiskansojen oikeutta. Tein töitä samaan tapaan kuin Suomessakin: aamupäivän kotona ja iltapäivän yliopistolla kello 18:aan asti. Tietoisesti vältin pitkiä päiviä, joista perheellisiä oli varoitettu lähtöinfossa. Amerikkalaisten työpäivä venyy helposti aamuyhdeksästä iltayhdeksään. Yliopiston tarjoamat asunnot olivat perheelle liian pieniä, ja vuokra-asunnon löytäminen 25 miljoonan asukkaan New Yorkista vaati oikeita kontakteja ja maksuvalmiutta. Ensimmäisen kuukauden Tuorit viettivät netin kautta varaamassaan huoneistohotellissa, mutta pian löytyi suomalaissuhteiden avulla vuokra-asunto, johon myös lemmikki oli tervetullut. - Yliopistolle käveli seitsemässä minuutissa. NYU tuki vuokranmaksua avokätisellä stipendillä, jota ilman emme olisi voineet asua niin keskustassa, Tuori sanoo. Viihdettä ja matkoja Oikeustieteen tutkija Taina Tuori oli matkan aikaan äitiyslomalla. Yksinäisyys ei päässyt suurkaupungissa yllättämään, sillä perheellä oli paljon yhteistä aikaa, ja läheisiä ystäviä saatiin sekä naapureista että kaupungin muista suomalaisista. Kerran viikossa Taina kävi vauvan kanssa paikallisen suomalaisen kirkon perhekerhossa. Kirkon vapaaehtoistyöntekijöistä sai tarvittaessa babysitterin, jolloin äiti pääsi itsekseen kaupungille ja kirjastoon tai pariskunta yhdessä konserttiin tai oopperaan. Fulbright/CIES (Council for International Exchange of Scholars) järjesti stipendiaateille paljon vapaa-ajan ohjelmaa: päivällisiä, ekskursioita ja erilaisia tapahtumia. - Hienoimpia oli koko päivän kestänyt YK:n-vierailu, jossa meille selviteltiin muun muassa pakolaisasioita. Lounas tarjoiltiin juhlatiloissa ja näimme niitäkin paikkoja, joihin ei yleensä päästetä vieraita. Fulbright Centerin New York Culture Desk jakoi ilmaiseksi lippuja klassisen musiikin konsertteihin, teatteriin ja muihin kulttuuritapahtumiin. Myös New York Universityn oma toimisto järjesti vierailleen ohjelmaa Broadway-musikaaleista baseballmatseihin. Vuoden mittaan Tuorit kävivät konferenssimatkoilla Arizonassa ja Floridassa, ja San Franciscossa poikettiin tuttuja tervehtimässä. Reissujen ajan Rasmus viihtyi koirahotellissa. Siellä se vietti joulunkin, kun perhe kävi Suomessa. - Muuten pidimme yhteyttä kotimaahan skypen avulla, ja Taina kertoili kuulumiset blogissaan, Kaius sanoo. Hieno kokemus Rapakon takana Tuorit oppivat arvostamaan suomalaisen hyvinvointivaltion palveluja. Yksi neuvolakäynti New Yorkissa maksoi reilut 200 dollaria, päivähoito

9 Mahdollisuuksia tutkijoille Vasemmalta: Leo Central Parkissa; Taina, Leo ja Kaius Staten Islandilla, taustalla Manhattan; Kaius ja Leo Hudson River Parkissa. olisi maksanut dollaria kuukaudessa, ja terveyspalvelujen hinnat hipoivat taivaita. New York Universityn tuellakin sairausvakuutus kolmihenkiselle perheelle olisi maksanut vuodessa noin dollaria. Ottamalla Suomesta vuodeksi matkavakuutuksen Tuorit selvisivät kustannuksista muutamalla sadalla eurolla. Kokonaisuutena stipendiaattivuosi oli Tuorille hirveän hyvä kokemus. Perhe viihtyi ja sopu säilyi. - Kokemus olisi tietenkin voinut olla toisenlainen, ellei vapaa-ajan kontakteja olisi ollut ja itse olisin paiskinut töitä aamusta iltaan, Tuori myöntää. Fulbright-nimi osoittautui tärkeäksi käyntikortiksi. - Joka esittelyn yhteydessä muistettiin mainita, että olen Fulbright Scholar. Stipendin status on Yhdysvalloissa selvästi korkeampi kuin Suomessa. Siitä oli hyötyä, kun hain vierailupaikkoja, ja sen ansiosta viisumiasiatkin käsiteltiin nopeammin. Luotujen kontaktien myötä Tuorin yhteistyö Atlantin takana on jatkunut stipendiaattivuoden jälkeen. Jo viime syyskuussa hän oli pitämässä vierailuluennon New York Universityssä, ja toukokuussa on edessä historiantutkijoiden konferenssi Vancouverissa. - Jos pääsee yliopistoon, jossa on saman alan tutkijoita, ja jos osallistuu alan konferensseihin, stipendiaattivuosi voi antaa erinomaisen potkun omalle uralle. Laiskan ja saamattoman ei kuitenkaan kannata lähteä matkaan. Asioiden järjestely ja rahan kerääminen vaativat ankaraa työtä. Fulbright Center rahoittaa useita eri stipendiohjelmia tutkijoille. Ohjelmissa on stipendejä sekä juuri väitelleille että varttuneemmillekin tutkijoille. Kaikki stipendit eivät edellytä työskentelyä korkeakoulussa. Tutkijoille on käytännössä kaksi hakuaikaa vuodessa, heinä-elokuun taitteessa ja joulukuussa. Heinä-elokuussa ovat haettavissa yliopistojen kanssa yhteisrahoitettavat Cost-share -stipendit ja Suomen Teknologiateollisuuden 100-vuotissäätiön rahoittamat stipendit. Joulukuussa umpeutuu nuorille tutkijoille tarkoitettu Junior Scholar -haku. Junior Scholar-apurahan määrä on maksimissaan USD ja stipendijakso 4 12 kuukautta. Cost-share-stipendin kesto on nuorilla tutkijoilla 4 12 kuukautta ja varttuneilla tutkijoilla 4 6 kuukautta. Stipendisumma nuorille tutkijoille on dollaria ja varttuneille tutkijoille dollaria. Junior Scholar -ohjelmaan vuodelle haki viime joulukuussa yhteensä 13 hakijaa, joista seitsemälle myönnettiin stipendi. Lista uusista stipendiaateista löytyy verkkosivulta Miten voin vaikuttaa? Fulbright Centerin kotisivuilla olevasta luettelosta ilmenevät kaikki Centerin jakamat stipendit hakuaikoineen. Moni suomalainen yliopisto osallistuu jo Cost-share-ohjelmaan, mutta kaikki eivät vielä osallistu nuorille ja varttuneille tutkijoille suunnattuihin stipendiohjelmiin. Näiden tutkijoiden kannattaa ottaa asia esille laitoksella ja kv-yksikössä. Cost-share-stipendit ovat edullinen ja helppo tapa lisätä tutkijoiden liikkuvuutta. Hakijat voivat hakea myös useampaa stipendiä, esimerkiksi samana vuonna sekä Cost-share- että Junior Scholar -stipendiä. Jos yksi stipendi jää saamatta, toisessa kategoriassa voi onnistaa, sillä jaettavien stipendien määrä vaihtelee vuosittain. Kansainväliset ohjelmat Tutkijoille on lisäksi muutama maailmanlaajuinen ohjelma, jotka rahoitetaan suoraan Yhdysvalloista. Luennointiin yhdysvaltalaisessa korkeakoulussa tarkoitettu Scholar in Residence (SIR) -ohjelma on yhden lukuvuoden tai -kauden mittainen. Stipendiä hakee amerikkalainen korkeakoulu. Hakuaika päättyy lokakuussa Fulbright New Century Scholars (NCS) -ohjelmaan valitaan vuosittain tutkijaa ja asiantuntijaa eri puolilta maailmaa työskentelemään jonkin maailmanlaajuisesti merkittävän tutkimusaiheen parissa. Tutkimusaihe vaihtuu vuosittain. Ohjelmaan voivat osallistua asiantuntijat ja eri tieteenaloja edustavat tutkijat, joiden erikoistumisalue liittyy vuoden tutkimusteemaan. Vuoden 2009 hakuaika on päättynyt. Seuraavasta hakuajasta ilmoitetaan Fulbright Centerin kotisivuilla. Fulbright-Schuman Program -ohjelman kautta myönnetään apurahoja EU:iin, Euroopan integraatioon tai EU:n ja Yhdysvaltain suhteisiin liittyvään tutkimukseen, luennointiin ja opiskeluun Yhdysvalloissa. Ohjelmaa hallinnoidaan Brysselin Fulbright-komissiosta. Kaikille eurooppalaisille tutkijoille tarkoitetun ohjelman hakuaika päättyy keväisin maaliskuussa. 10 Tohtoriopiskelija Iiro Mäkinen stipendiaattina Tiukka työtahti yllätti Tohtoriopiskelija Iiro Mäkinen paiskii parhaillaan pitkää päivää Stanfordin yliopistossa Fulbright Technology Industries of Finland Grant -stipendin turvin. Mäkisen tavoitteena on tohtorin tutkinto kansantaloustieteessä (PhD in Economics). Urakka alkoi elokuussa 2008, ja jos kaikki menee suunnitelmien mukaan, Mäkinen perheineen palaa Suomeen noin viiden vuoden kuluttua. Helsingin kauppakorkeakoulusta kauppatieteiden maisteriksi valmistunut Mäkinen työskenteli ennen Yhdysvaltoihin lähtöään ETLA:ssa pienten ja keskisuurten yritysten patentointia tutkineessa projektissa. Stanfordin yliopisto vaikutti hänestä monessakin mielessä juuri sopivalta jatko-opiskeluympäristöltä. - Akateemisesti Stanfordin yliopiston kansantaloustieteen tohtoriohjelma tarjoaa huipputason opetusta kansantaloustieteen teoriassa ja menetelmissä. Lisäksi valinnassa painoi se, että Stanfordin yliopiston kansantaloustieteen laitos kuuluu innovaatioiden ja teknologian taloustieteen edelläkävijöihin maailmassa, Mäkinen perustelee. Yliopiston valintaan vaikutti osaltaan myös se, että Stanfordin kampus on perheystävällinen asuinympäristö. Iiro, Elina ja kaksi ja puolivuotias Salma Mäkinen ovatkin viihtyneet siellä mainiosti. Yliopiston hakuprosessissa Iiro Mäkistä auttoivat Fulbright Center Suomessa sekä Fulbright Centerin amerikkalainen yhteistyökumppani Institute of Internatio- nal Education. - Sain hyviä neuvoja, ja molemmat tahot auttoivat minua hakuprosessin käytännön asioissa. Ne myös hoitivat puolestani osan hakemusbyrokratiasta. Lisäksi sain paljon tärkeää apua ja ohjausta professoreiltani Helsingin kauppakorkeakoulusta sekä esimiehiltäni ETLA:sta. Viisivuotinen ohjelma Stanfordissa Mäkinen opiskelee kansantaloustieteen tohtoriohjelmassa, joka yleensä kestää noin viisi vuotta. Opintoohjelman kaksi ensimmäistä vuotta ovat kurssivetoisia, minkä jälkeen opintojen pääpaino siirtyy väitöskirjatyöhön. Ensimmäisen vuoden aikana perehdytään yleiseen kansantaloustieteen teoriaan sekä empiirisiin menetelmiin mikro- ja makrotaloustieteen sekä ekonometrian kurssien muodossa. Toisen vuoden aikana opiskelijat erikoistuvat valitsemiinsa tutkimusaloihin. Opinto-ohjelman kolmannen vuoden alkuun mennessä alkaa väitöskirjatutkimus henkilökohtaisen ohjaajan valvonnassa. - Itse olen kiinnostunut erityisesti innovaatioiden ja teknologian taloustieteestä, mutta ensimmäinen opiskeluvuosi on kulunut tiiviisti opinto-ohjelman ydinkurssien parissa. Toisen opiskeluvuoden erikoistumiskurssit ja niitä seuraava tutkimustyö mahdollistavat perehtymisen erikoistuneempiin aihealueisiin, kuten kohdallani innovaatioiden ja teknologian taloustieteeseen, Mäkinen selvittää. Koska innovaatiot ja teknologinen kehitys eivät synny tyhjiössä, opiskelu huipputasoisessa ulkomaisessa yliopistossa on elintärkeää myös suomalaiselle osaamiselle. - Taloudellisten ja yhteiskunnallisten instituutioiden ja rakenteiden tarjoamat kannustimet ja mahdollisuudet vaikuttavat merkittävästi teknologisen Salma, Elina ja Iiro Iiron synttäreillä. Innovaatioiden ja teknologisen kehityksen yhteiskunta- ja taloustieteellinen tutkimus pystyy tuottamaan tietoa näistä monitahoisista ilmiöistä tukien näin tiede-, teknologia- ja innovaatiopolitiikan suunnittelua ja toteuttamista, Mäkinen toteaa. Raakaa peliä Stanfordissa Iiro Mäkinen osasi odottaa, että edessä on haastava ja intensiivinen opiskeluvuosi. Silti työmäärä on onnistunut yllättämään. Töitä tehdään yleensä seitsemänä päivänä viikossa aamusta iltaan ja usein myös pitkälle yöhön. Työmoraali on ankara. - Opiskelijat ovat todella motivoituneita, ja töitä tehdään lähes tauotta. Valtaosa opiskelijoista asuu kampuksella ja elämä rakentuu opintojen ympärille. Luentojen, tehtäväpakettien ja tentteihin valmistautumisen lisäksi aikaa ei jää juuri muuhun. Lähes kaikki työskentelevät ryhmissä. Ilman opiskeluryhmän tukea työmäärä voi helposti osoittautua ylitsepääsemättömäksi. Tiukan työtahdin lisäksi ensimmäisen opiskeluvuoden stressitasoon vaikuttaa ohjelman tulos tai ulos -periaate. - Ensimmäinen opiskeluvuosi huipentuu loppukokeisiin kolmessa ensimmäisenä vuonna opetetussa aineessa, jotka tulee läpäistä viimeistään syksyn toisella yrityksellä. Muuten tohtorin tutkinto jää haaveeksi, Mäkinen kertoo. Opiskelijan viikko Aamuisin Iiro Mäkinen pyöräilee yhdeksäksi luennolle tai kirjastoon opiskelemaan. Puolen päivän aikaan hän syö lounaan kampuksella muiden opiskelijoiden kanssa. Iltapäiväohjelmassa on luento tai opiskelua kirjastossa. Iltakuudelta Mäkinen hyppää pyöränsä selkään ja suuntaa kotiin syömään ja viettämään aikaa perheensä kanssa. - Noin kahdeksalta palaan opintojen pariin, kun opiskelukaverini saapuu meille tai lähden itse opiskelukaverini luo. Työskentely jatkuu seuraavan vuorokauden puolelle. Tyypilliseen opiskeluviikkoon sisältyy seitsemän samanlaista päivää paitsi että viikonloppuisin ei ole luentoja. Ensimmäisen vuoden opiskelijalle ei juuri lepopäiviä siunaannu, mutta joulun aikaan Mäkinen sentään piti viikon loman ja kevättauolla kaksi vapaapäivää. 10

11 Stanfordin yliopistossa: Kaiken opinnoilta liikenevän ajan Mäkinen viettää enimmäkseen kotona perheen parissa, mutta kerran viikossa hän nipistää tiukasta ohjelmastaan tunnin verran uudelle harrastukselleen, squashille. - Aloitimme opiskelukavereiden kanssa squashin pelaamisen kun tajusimme, ettemme syyslukukauden aikana olleet harrastaneet lainkaan liikuntaa. Uusia kokemuksia Amerikkalaisille yliopistoille tyypilliseen vilkkaaseen opiskelijatoimintaan Iiro Mäkiseltä ei tällä hetkellä löydy aikaa. Suurin osa opiskelukavereiden kanssa vietetystä ajasta kuluu tietenkin opiskellessa, mutta satunnaisesti kokoonnutaan porukalla illalliselle ravintolaan tai jonkun kotiin. Mäkinen perheineen asuu kampuksella perheellisille tarkoitetussa opiskelijaasunnossa. Kotina on mukava kolmen huoneen ja keittiön kaksikerroksinen rivitalohuoneisto, jonka takapihalla on lasten leikkikenttä. - Perheeni sopeutuminen opiskeluelämän vaatimuksiin on ylittänyt kaikki odotukseni. Lisäksi jokainen meistä on saanut uusia ystäviä. Johtuneeko sitten amerikkalaisten sosiaalisuudesta vai kampusympäristöstä, mutta ihmisiin on ollut täällä selvästi helpompi tutustua kuin Suomessa. Saamiensa stipendien ansiosta Mäkinen on voinut keskittyä täysipainoisesti ensimmäiseen opiskeluvuoteensa. Fulbright Technology Industries of Finland Grant -stipendin lisäksi hänellä on stipendi Stanfordista sekä pieni stipendi American-Scandinavian Foundationilta. Yhdessä nämä kattavat ensimmäisen vuoden elin- ja opiskelukustannukset. - Ulkomailla opiskelu on tarjonnut paljon mielenkiintoisia haasteita ja kokemuksia jo tähän mennessä, Iiro Mäkinen iloitsee. Ohjelmasta myönnetään vuosittain 2 3 stipendiä teknologiateollisuuden edustamien toimialojen kehitystä tukeviin jatko-opintoihin tai tutkimukseen Yhdysvalloissa. Soveltuvia aloja ovat muun muassa tekniikka, luonnontieteeet ja kauppatieteet. Stipendi soveltuu sekä koko tutkinnon suorittamiseen Yhdysvalloissa että yhden lukuvuoden opintojaksoon, jossa jatkoopiskelija esimerkiksi suorittaa kursseja tai keskittyy väitöstutkimukseen. Jatko-opiskelijoille myönnettävä stipendi on vähintään ja enimmillään USD yhdelle lukuvuodelle. Koko tutkinnon Yhdysvalloissa suorittavat opiskelijat voivat hakea lisärahoitusta jatkovuosien opintoihin. 12 North American Studies in Finland North American Studies in Finland Programs in North American Studies have been offered at Finnish universities since 1984 when the first program was initiated at the University of Tampere. All of the programs have over the years significantly benefitted from visiting American Fulbright scholars, and respectively, a large number of Finns in this field have studied or conducted research on Fulbright grants in the United States. This issue of the Fulbright Center News introduces the North American Studies Programs at three universities: the University of Helsinki, the University of Tampere, and the University of Turku. The articles are abridged versions of the program introductions, and the full story on each of the programs can be found on the Fulbright Center website at University of Turku North American Studies Program NAMS Turku was first set up around 1990, on the basis of collaboration between the departments of English Philology [English language & literature], of History, of Geography, and of Media Studies. The program is hosted within the Department of English, and is offered as a minor subject which is open to all students studying at the three universities in the city: the University of Turku and the Turku School of Economics [which are due to merge in 2010], and Åbo Akademi. The program is also open to all visiting exchange students and other international students. In practice, many students, particularly internationals, have taken some classes without completing the whole program. No student is however admitted to the University of Turku solely in order to study within the NAMS program. The program has no teaching personnel of its own, but depends on collaboration between faculty members in the several departments concerned, as well as from time to time hiring or inviting visiting instructors to give a specific class. It operates on an annual grant from the Faculty of Humanities. In recent years, the number of new students taking NAMS classes has been around 80 each year. The core of the NAMS Turku curriculum are the classes offered each autumn and spring semester on the United States and Canada. These classes combine a number of parallel approaches to helping students to understand the historical, geographical, political and cultural dimensions through which these countries have been shaped and are perceived today. In addition, the regularly available study units cover film, history, literature, and regional geography; other topics have included election campaigns, ethnic minorities, foreign policy, the indigenous peoples, migration, and popular music in both the United States and Canada. Each October, the program hosts the American Voices seminar, which brings together all the Fulbright scholars currently in Finland to talk about different aspects of American society and culture from a wide variety of perspectives and experiences. This event is typically attended by around a hundred people, including students from the program, University faculty members, and others. 13 North American Studies in Finland University of Tampere North American Studies Program The North American Studies program in Tampere, the first North American Studies program in Finland, was initiated in The program is hosted within the Department of History and Philosophy, and is offered as a full minor. The program is also open to all visiting exchange students and other international students. The program has an endowed chair, Erkko Professor of North American Studies Katri Sieberg and a coordinator currently Touko Berry - and also depends on collaboration between faculty members in departments concerned. Throughout the history of the program, 18 Fulbright professors have contributed to the curriculum. In recent years, the number of new students taking NAM classes has been around 150 per year. The focus of this program is on the politics inside North America and North America s political impact in a Trans- Atlantic and a global connection. The program draws from its rich multidisciplinary resources, with each field applying its own methodology, approaches, and perspectives to explore the creation, actions, and impacts of the political systems and impacts of North America. The combination of these multiple approaches, working with a cohesive focus, provides students with an in depth understanding of the politics of North America. This understanding gives a strong complement to a host of subjects, including: political science, international relations, history, mass communications, women s studies, literature, economics and cultural studies. Regular courses taught in NAM include: Introduction to North American Studies, Introduction to U.S. Government, Introduction to the Governments of Canada and Mexico, Methodology, and a research seminar. Other courses and seminars include: Criminal Policy, Labour and Institutional Structure, Law and Economics, Democracy, U.S. Presidential Elections, U.S. Public Policy. The curriculum is complemented by teaching by Fulbright professors. The program has a long history of hosting Bi-Annual North American Studies conferences. The future vision of the program is to broaden the teaching offerings by gaining more resources. Most importantly, the program aims to have a doctoral school in the future and an annual summer school. Both of these programs will include explicit domestic and international cooperation. The doctoral school would involve the six universities in Finland that offer North American Studies, and would create a joint program with the Political Science and Economics departments at Binghamton University in New York. The summer school application involved cooperation between academics in Tampere, Turku, and the United States. Lecturers for the summer school would come from Finland, the United States, Estonia, Holland, Germany, and Switzerland. Stu- dents would come from Finland and the United States. The North American Studies program in Tampere has had an active year. Over 150 students enrolled in the U.S. Presidential Elections course and participated actively in the numerous activities related to the election and to North American Studies in general. Presenters during this past year have ranged from presidential advisers to ambassadors and established scholars. The primary purpose is to bring the American Fulbright fellows to Tampere to meet and discuss American topics. The seminar will provide the students and staff of the University of Tampere a chance to meet American scholars and listen to their presentations. Topics can range from presentation of research to informal descriptions of various aspects of American life. The emphasis of the seminar is to provide a broader picture of American life. The seminar will be organized by the University of Tampere in cooperation with the Fulbright Center in Spring

14 North American Studies in Finland Renvall Institute for Area and Cultural Studies, University of Helsinki North American Studies Program The Renvall Institute is a center for Area and Cultural Studies at the University of Helsinki, the oldest and largest Finnish university. Established in 1968, the Renvall Institute celebrated its 40th anniversary last year. As an interdisciplinary institute within the Faculty of Arts, the department is committed to teaching and research across departmental and faculty lines. At the Renvall Institute, undergraduates, postgraduates and academics from Finland and abroad work on six area studies programs: North American Studies, Latin American Studies, Asia-Pacific Studies, Russian and East European Studies, European Area and Cultural Studies, and Nordic Studies. The institute also hosts other teaching and research networks, such as the Master's Program in Intercultural Encounters, the Centre for Nordic Studies, and the Confucius Institute. In all, this adds up to more than 40 faculty and staff and around 700 students annually from more than 30 different countries. The oldest interdisciplinary program at the University of Helsinki, North American Studies was set in motion in 1986 and is very much alive today together with the other Renvall Institute programs, which all share a disciplinary base in the humanities and social sciences. North American Studies boasts a full undergraduate and postgraduate degree program. The program typically has up to 200 students doing course work during a given academic year, mainly as a minor for their M.A. degree in another subject. The number of students majoring in North American Studies is naturally much lower, typically with some 5-10 people enrolled in the Master s and 4-6 people in the Ph.D. program. During an academic year, the program s students accumulate some 2,000 ECTS credits in North American Studies. The program s active student organization, Frontier, was founded in the early 1990s. The North American Studies program offers an interdisciplinary and multimethodological approach to the histories, cultures and societies of the United States and Canada. The program draws on the traditions of area and cultural studies, seeking Finnish solutions and interpretations to the study and understanding of North America. The program combines American Studies and Canadian Studies and is especially suited to students planning a career in teaching, research, business and/or international organizations. As a minor subject, North American Studies can be included in various master's degrees at the University of Helsinki, as the program can be designed around the students' needs and interests. Those aiming for an in-depth understanding of interdisciplinary North American studies as a major subject of a degree at undergraduate and postgraduate levels can apply for admission from the Faculty of Arts. North American Studies program has two tenured teaching positions: Dr. Markku Henriksson is the McDonnell-Douglas Professor of American Studies and Dr. Mikko Saikku is the Associate Professor (University Lecturer) of North American Studies. They 5 th North American Roundtable The Fulbright Center convenes a North American Studies Roundtable annually. Professors and program coordinators responsible for North American Studies from throughout Finland gather to discuss the current status and development of the programs as well as new cooperation possibilities. The 5 th North American Studies Roundtable met in February at the residence of the Canadian Ambassador Mr. Scott Fraser in Munkkiniemi, Helsinki. are both established scholars in their fields of specialization and have extensive international contacts. The program furthermore has four Docents of its own and a varying number of researchers and instructors. A very special asset for the program is the A very special asset for Fulbright Bicentennial Chair in the program is the Fulbright American Studies, located since Bicentennial Chair at the Renvall Institute. This distinguished Fulbright professorship was founded in 1976 to honor the bicentennial of the United States. Visiting American scholars in the humanities and social sciences occupy the chair for a period of one year. Past Bicens include many eminent scholars, e.g. William Chafe, Robert Creeley, Alfred Crosby, and John Gaddis, to mention just a few. The program has its own visiting lecture series, the Klubi. It meets about once a month and brings together experts from many walks of life with faculty, students, and scholars interested in North American issues. Since 1976, the Klubi has hosted dozens of distinguished scholars and authors (some of them Pulitzer and Bancroft Prize winners), including Margaret Atwood, Henry Steel Commager, Michael Kammen, Leon Litwack, N. Scott Momaday, and Donald Worster. The program furthermore possesses its own scholarly meeting, the biennial Maple Leaf and Eagle Conference on North American Studies. The conference has been organized by the program since It has evolved into one of the largest conferences in Europe for American and Canadian Studies. Collaboration within and outside the University of Helsinki is the lifeline of a small interdisciplinary program. North American Studies successfully cooperates with departments and institutes at home and abroad. Within the University of Helsinki, the links have been especially close with the departments of History and English, but also with the departments of Communication, Political Science, Cultural Anthropology, Geography, and Comparative Religion. The program also collaborates with the other North American Studies programs in Finland, agreeing on credit transfer and common courses. On the postgraduate level, the collaboration has even been closer in the form of the national Graduate School for the Study of the Americas. Professor Rosenthal is the first American lecturer to be awarded the grant, which was established in He currently gives lectures and conducts research at the University of Kuopio. english. The University has been very welcoming and I am finding the academic environment quite stimulating. Kuopio is a very nice city. It has everything one needs, including cultural venues and events. There is great access to a beautiful outdoor environment. We have enjoyed the winter here and are looking forward to the Spring. I would also add that I am impressed with the international atmosphere at the University of Kuopio. I have had contact with quite a few students from countries around the world, who seem to feel very welcome here. Actually, having Professor Rosenthal is very much at the heart of the international strategy of the University of Kuopio. Professor Rosenthal s academic field is Environmental Health, and due to his specialty the University of Kuopio has invited him to participate in the 1 st Conference of the Sino-Finnish Environmental Research Centre on Challenges of Environmental Research and Management. I am honored that the University of Kuopio selected me as one of its faculty representing the University at this conference. China is a very important country in the world with significant environmental problems. I think China and Finland have much to learn from each other and this new partnership should be very productive. He will also represent his Finnish host university by participating in the inauguration of the Sino-Finnish Environmental Research Centre (SFERC), a joint venture of the University of Kuopio and the University of Joensuu with Nanjing University in China. This Center is the first unit established by Finnish universities in China, and therefore it is a remarkable opening for Finnish higher education institutions. It is interesting that I, as a participant in an international exchange program between the U.S. and Finland will also be contributing to furthering cooperative work between Finland and another country. In a way, it is very appropriate. I am very happy to contribute to this effort. Professor Rosenthal s visit to China proves once again, that the Fulbright program can lead one to places which are not obvious at first glance and sometimes surprise all parties involved. I had always wanted to study and work in another country but the right opportunity never came up. The University of Kuopio Department of Environmental Science seemed to be an excellent match for my teaching and research interests. I was also very interested in the fact that Finland has a strong interest in and commitment to environmental protection. My stay in Finland, has already been one of the most interesting periods of my personal and professional life. I feel indebted to the Fulbright organization, the Saastamoinen foundation, the University of Kuopio and all those others who have made this possible. 15

See her story below and imagine this for yourself. On Knowing Finnish Ah! You are the funny one! Yes? You are the one who speaks Finnish? Joo-- yes, I reply with a laugh. I try not to take such opening lines too personally. Despite the frequency of the conversation that ensues ( But why Finnish? ), I have yet to formulate a standard explanation for my Finnish proficiency. I started studying the language in college, and to my continual amazement, it kept coaxing me along with opportunities I could never have imagined, much less aspired to. Most recently, that opportunity was a call from U.S. Ambassador to Finland Barbara Barrett. A dynamic and delightful woman whom many reading this column may have met, Ambassador Barrett was looking for an aide familiar with Finnish culture, language, and politics. She had heard of me through the Fulbright network, and wondered if I would be interested in interviewing for the position? The position turned out to be the opportunity of a lifetime. Writing background briefs, drafting speeches, designing events, arranging interviews (and reindeer-herding trips!), and, when I was lucky, accompanying the Ambassador on her many travels, I called upon every shred of Finnish expertise I d amassed during my Fulbright year. Though fluency in Finnish was not absolutely requisite for my job (it should be), I enjoyed surprising my Finnish colleagues with it, and was repaid a thousand-fold for my effort in the environment of mutual respect it established. Anything I was able to give Ambassador Barrett, however, was dwarfed by the example she gave me. Beginning each day with boundless enthusiasm, she embraced her job with refreshing positivity and professionalism. Sorting invitations was easy: she wanted to do everything. The answer is always yes, she told me my first week in the office. If they want me, I want to be there! She went, too: beyond the Ministry of Foreign Affairs, the Parliament, and the Venture Capital Roundtables, Ambassador Barrett visited just about every town in Finland, covering over 900 kilometers on her bike. She celebrated Christmas in Lapland with Sami colleagues and went ice-swimming in Kemi after an ice-breaking trip on the Sampo. She piloted an F-18 hornet with the Finnish Air Force and turned down invitations from the White House in order to take advantage of every moment she had in Finland. What impressed me most about Ambassador Barrett was her vigilant independence of thought, awareness of her own agency, and commitment to being an excellent Ambassador. For each new commitment she took on, she could easily have politely declined; she never did. Far from taking the easy way out, Ambassador Barrett unfailingly spearheaded efforts to realize the most ambitious agenda. As someone who cares deeply about Finnish-American relations, I appreciated Ambassdor Barrett s dedication to public diplomacy. Being an Ambassador, I learned, is a little bit like being a Fulbrighter: it is a remarkable honor and opportunity, but it s up to the individual at hand to turn it into an extraordinary accomplishment. Ambassador Barrett did precisely that and I feel privileged to have played a supporting role in the process. 18 Tasotestit kilpasilla: GRE pyrkii GMAT:n perinteisille markkinoille Kansainvälisissä opiskelijavalinnoissaan korkeakoulut usein käyttävät apuna standardoituja tasotestejä. Kaupallisen alan korkeakoulut ovat jo yli 50 vuoden ajan käyttäneet muun muassa MBA-ohjelman opiskelijavalinnoissaan Graduate Management Admission Test (GMAT) -testiä. Muiden alojen opiskelijavalinnoissa on yleisesti käytetty maisteri- ja tohtoritason standardoitua Graduate Record Examinations (GRE) -tasotestiä. Aiemmin molempia testejä hallinnoi Educational Testing Service (ETS), kunnes kolme vuotta sitten GMAT siirtyi ACT:lle ja Pearsonille. Parin viime vuoden ajan GRE on pyrkinyt GMAT-testin perinteiselle tontille houkuttelemalla business-kouluja käyttämään opiskelijavalinnoissaan myös GREtestituloksia. Maailmanlaajuisesti käytössä GMAT- ja GRE-tasotestejä käytetään kaikkialla maailmassa. Noin kaupallisen alan korkeakoulua käyttää opiskelijavalinnoissaan GMAT-testiä, ja testin suorittaa vuosittain noin opiskelijaa. GREtestituloksia käyttää oppilaitosta, ja testiin osallistuu vuosittain noin opiskelijaa. Rakenteeltaan testit ovat samankaltaisia. Asiayhteydestään irrotettujen sanojen käyttöä mittaavat antonyymi- ja analogia-osiot on korvattu päättelykykyä mittaavalla luetunymmärtämisellä. Kvantitatiiviseen osioon on lisätty aineistontulkintatehtäviä sekä käytännön tilanteisiin sijoittuvia tehtäviä. Kesällä 2009 GRE ottaa käyttöön Personal Potential Indexin (PPI), joka on ikään kuin standardoitu suosituskirje. Kolmesta neljään professoria tai muuta suosittelijaa arvioi opiskelijan asteikolla 1 5 kuudella eri osa-alueella: knowledge and creativity, communication skills, team work, resilience, planning and organization sekä ethics and integrity. Suosittelijat voivat lisäksi kommentoida kutakin aihealuetta. Korkeakoulun on siis mahdollista saada suositukset samanaikaisesti GRE-testituloksen kanssa. Ovatko tulokset vertailukelpoisia? Monet tahot ovat ilmaisseet huolensa GMAT- ja GRE-tulosten keskinäisestä vertailtavuudesta. ETS:llä on tähänkin vastaus valmiina: ETS tutki GRE- ja GMATtestin tehneiden opiskelijoiden testituloksia muutaman vuoden ajalta ja kehitti tutkimustensa perusteella tulosvertailumittarin, joka julkistettiin loppuvuodesta Graduate Management Admission Councilin (GMAC) johtajan David A. Wilsonin mielestä vain GMAT-testi pystyy tällä hetkellä luotettavasti ennustamaan MBA-opintomenestyksen. ETS kampanjoi parhaillaan GRE-testin 18 Fulbright Center testiasioissa korkeakoulujen asiantuntija-apuna GRE- ja GMAT-testien välinen asetelma tuo uutta eloa testimaailmaan, kun kilpailutilanne patistaa testejä kehittymään arviointimittareina ja ottamaan korkeakoulujen palautteen entistä paremmin huomioon. Korkeakoulut päättävät, mitä testejä ne opiskelijavalinnoissaan käyttävät, vai käyttävätkö mitään. Testien omistajilta kannattaa vaatia palvelua: päätösten tueksi on vähintään kohtuullista saada vaivattomasti selkeää tietoa testeistä ja ennen kaikkea siitä, mitä lisäarvoa standardoidut testitulokset voivat opiskelijavalintoihin tuoda. Fulbright Center välittää korkeakouluille tietoa testimaailman tapahtumista ja selvittää korkeakoulujen pyynnöstä testeihin liittyviä kysymyksiä. Syksyn Fulbright Center Newsissa esitellään GRE-testin uusi osio, Personal Potential Index. Oulun kevätpäivillä Fulbright Center järjestää GRE- ja GMAT-infon sekä yhdessä FINNBRITin kanssa roundtable-keskustelun englannin kielen testeistä osana opiskelijavalintaa.

19 Notes from AUCC: The Bologna Process and its implications for Canadian universities Canada By Christine Choury As the Bologna Process shakes up higher education in Europe, observers in Canada are trying to gauge its implications on this side of the Atlantic. The Association of Universities and Colleges of Canada (AUCC) has been keeping a close watch on the Bologna Process. AUCC published a formal statement in June 2008, entitled "Canadian Universities and the Bologna Process", in which the association commits to pursue a policy dialogue with European partners [ ] to identify opportunities and enhance Canada-Europe cooperation, especially student mobility, and address any challenges for Canadian universities in the broader Bologna context. In line with this statement, AUCC held a series of meetings in Ottawa at the end of January with vice-presidents and directors responsible for internationalization at member institutions. The first symposium, funded by the Department of Human Resources and Skills Development, the Department of Foreign Affairs and International Trade, and the Delegation of the European Commission to Canada, involved over 120 senior university administrators in a day-and-a-half discussion on the Bologna Process and its implications for AUCC members as well as on fostering a dialogue with European partners to improve Canada-Europe cooperation. While the Bologna Process is in various levels of implementation, it should be seen as an important framework for dialogue with European partners, both at a governmental and institutional level. In the AUCC meetings, there was general consensus that Bologna has focused worldwide attention on issues such as quality, transferability of qualifications and academic credit across jurisdictions, and student-centered learning, thus creating an impetus for Canada to examine how well it manages these challenges. The symposium also included workinggroup sessions on the use of Bologna Process tools, such as the Diploma Supplement and the European Credit Transfer System (ECTS). Canadian universities were advised to take the opportunity to engage with their European counterparts to form partnerships. AUCC will publish a summary of the proceedings in the near future (www. aucc.ca). This event will also contribute to deliberations at the April AUCC membership meeting where member institutions will reflect on the role of university presidents in addressing the spirit of the Bologna process in the Canadian university context. Stipendihaastatteluun valmistautuminen kannattaa Maisteri- ja tohtoritason opintoihin Yhdysvalloissa tarkoitettujen ASLA-Fulbright Graduate Grant ja Fulbright - Technology Industries of Finland Grant -stipendiohjelmien hakemusten arviointiin kuuluu useita eri vaiheita. Aluksi Fulbright Center pyytää tieteelliset asiantuntijalausunnot hakemuksiin liitetyistä opinto- tai tutkimussuunnitelmista, minkä jälkeen osa hakijoista kutsutaan haastatteluun. Haastattelu on tärkeä osa valintaprosessia ja siihen kannattaa valmistautua hyvin. Haastattelulautakunnassa on sekä suomalaisia että amerikkalaisia jäseniä ja haastattelun kieli on aina englanti. Parinkymmenen minuutin mittainen haastattelu antaa tilaisuuden kysyä ja kertoa puolin sekä toisin. Haastattelulautakunta haluaa tutustua paremmin hakijaan ja hänen opiskelusuunnitelmiinsa. Tarkoitus Haastattelu antaa tilaisuuden kysyä ja kertoa puolin sekä toisin. on kuulla nimenomaan hakijan omia ajatuksia, eikä moniin haastattelussa esiin tuleviin kysymyksiin ole oikeita tai vääriä vastauksia. Maisteri- ja tohtoritason opintoihin tarkoitettujen ohjelmien hakuvaiheessa hakijalla ei tarvitse vielä olla hyväksymiskirjettä yhdysvaltalaisesta yliopistosta, mutta taustatyötä on tarpeen tehdä, sillä haastattelussa pyydetään kertomaan millaisiin yliopistoihin ja koulutusohjelmiin on kiinnostunut hakeutumaan ja miksi. Haastattelussa kysytään tarkemmin myös hakijan omasta tutkimus- tai opintoalasta. Kannattaa muistaa, että hakemusten tieteellinen arviointi on tässä vaiheessa jo suoritettu, joten haastattelutilanteessa arvioidaan lähinnä sitä kuinka hakija osaa valottaa alaansa myös muulle kuin oman alansa yleisölle. Haastattelutilanteessa keskustellaan usein myös hakijan kiinnostuksesta nimenomaan Yhdysvalloissa opiskeluun tai tutkimuksen tekoon sekä siitä, miten oma projekti voisi kehittää oman alan tietämystä Suomessa. Myös opintojen rahoitussuunnitelma ja opintojen jälkeiset tavoitteet kiinnostavat haastattelulautakuntaa. Koska Suomen Fulbright -ohjelman taustalla on tavoite tiedon ja kulttuurien välisen ymmärryksen lisäämisestä, hakijoilta kysytään myös sitä, miten he omalta osaltaan haluavat edistää tuota vuorovaikutusta sekä millainen Suomen Fulbrightlähettiläs hakija haluaisi olla. 19

Fulbright Alumni Finland in Facebook ASLA-Fulbright Alumni Association has created a Facebook group called Fulbright Alumni Finland. We asked Ulla Hakanen, ASLA-Fulbright grantee , the driving force behind the group, to tell us more about it. What is the Fulbright Alumni Finland group in Facebook? Facebook is a tool for keeping in touch with one's friends and acquaintances and a tool for maintaining networks -- sharing news, advertising events, etc. Currently it has some 175 million active users around the globe. It is a very powerful tool to reach people. Like many other organizations, the Finnish ASLA-Fulbright Alumni Association has created a group to which any current or former Fulbrighters from Finland, as well as US Fulbrighters who have been to Finland, are welcome to join. What is the purpose of the group? Former Fulbrighters form a valuable resource for new grantees. We would like the group to be a place where people can share their experiences. For example, people preparing for their year abroad can ask for advice on good neighborhoods when searching for a place to live, on how to pursue their hobbies in the new place, and all kinds of practicalities related to the move. Among the former grantees are people from all over the States and Finland, with various backgrounds and interests who can help. For the Alumni Association, it is one more tool to keep in contact with our community. The first tee off will be at 2 pm. All Finnish and American Fulbright alumni and current grantees are welcome together with the Fulbright Center team and the US Embassy staff. The number of participants is limited to 30, so please remember to sign up! The 40 euro green fee includes soup after the round. The rules of the tournament: 1. The tournament will be played as stroke play with handicaps. 2. The maximum score on every hole is double par. No green card, but still interested? Not to worry! If you do not have the green card but you are interested in learning something about golf, you are invited to participate in a golfing day at Kurk Golf. Pro Lauri Hurri will help you to start and you can hit some balls on the driving range and have fun on the practice area, where a small tournament, chipping and putting, will be organized for you. After that we will all have delicious soup together with the tournament players. Teaching starts at 4 pm. The price for this is 15 euros per person which includes teaching, practicing, a small tournament on the practice area, and the soup.
