TUOTANNON SAAMINEN GOO-REKISTERIIN. Sähkön tuottaja voi saada alkuperätakuun jokaiselle uusiutuvalla energiamuodolla tuotetulle MWh:lle vuodessa. Alkuperätakuulla taataan sähkön alkuperä, eli millä tuotantomuodolla se on tuotettu. Alkuperätakuu voidaan myydä avoimilla markkinoilla, joilla ostajat ovat kaupallisia yhtiöitä, jotka haluavat myydä sähkön alkuperän loppuasiakkailleen. Alkuperätakuun myöntäminen edellyttää hyväksytyn arviointilaitoksen tekemää voimalaitoksen varmennustarkastusta, palvelusopimusta Fingridin kanssa sekä tuotantotietojen toimittamista Fingridille. Fingrid myöntää voimalaitoksen haltijan pyynnöstä uusiutuvan energian tuotannolle ja tehokkaalle sähkön ja lämmön yhteistuotannolle alkuperätakuun lain ja asetuksen mukaisesti. Alkuperätakuu myönnetään joko paperimuodossa tai sähköisenä EECS-järjestelmään, jota hoitaa Grexel Systems ltd. Tuottajalla tulee olla tili Grexelissä (cmo.grexel.com) Tuottajalla tulee olla palvelusopimus Fingridin kanssa (www.fingrid.fi) Tuottaja voi mysö solmia Fortum Marketsin kanssa palvelusopimuksen, jolloin Fortum Markets hoitaa rekisteröitymisen ja alkuperätakuiden hallinnoinnin tuottajan puolesta, sekä maksaa tuottajalle ympäristöarvojen ostohinnan. 1. Kopio hakemuksen allekirjoittajan passista 3. Kopio valtuutetun henkilön passista 2. MITÄ VAADITAAN PAVLELUSOPIMUKSEN TEKEMI- SEEN FINGRIDIN KANSSA (WWW.FINGRID.FI)? Tuottajalla tulee olla palvelusopimus sähkön alkuperän varmentamisesta Palvelun sisältö Fingrid liittää Asiakkaan hallitsemat voimalaitokset alkuperätakuujärjestelmään. Fingrid myöntää Asiakkaan toimittamien tuotantotietojen perusteella alkuperätakuun kunkin voimalaitoksen tuotannolle siltä osin, kun tuotanto täyttää lain, asetuksen, viranomaispäätösten ja tämän sopimuksen ehdot. Fingrid myöntää tämän sopimuksen perusteella voimalaitoksen tuotannolle alkuperätakuun kuukausittain tai puolivuosittain. Voimalaitoksen liittäminen alkuperätakuujärjestelmään Ennen voimalaitoksen liittämistä alkuperätakuujärjestelmään Asiakas on velvollinen teettämään hyväksytyllä arviointilaitoksella varmennustarkastuksen lain ja asetuksen mukaisesti. Asiakas hakee tämän jälkeen voimalaitoksen liittämistä alkuperätakuujärjestelmään lähettämällä Fingridille alkuperäisen varmennustodistuksen liitteineen Tietojen toimittaminen Fingridille Asiakas toimittaa Fingridille alkuperätakuujärjestelmään liitettyjen voimalaitosten alkuperätakuuseen oikeuttavat uusiutuvan energian nettotuotantotiedot EDI-sanomamuodossa,ellei erikseen sovita muusta toimitusmuodosta. Asiakkaan vastuulla on järjestää kustannuksellaan tietojen toimitukseen tarvittava tietotekniikka ja tietoliikenneyhteydet. Asiakkaan tulee huolehtia tietotekniikkaanliittyvästä riittävästä tietoturvasta. Sähkön alkuperän varmentamiseen liittyvät palvelumaksu vuonna 2012 Liittymismaksu: Voimalaitoskohtainen liittymismaksu on 500. Palvelumaksu: Voimalaitoskohtainen vuosimaksu on 150. Osuusvoimalaitoksen vuosimaksu on 250, mikäli todistukset jaetaan osakkaittain. Todistuskohtainen maksu on 150 myönnettyä todistusta kohden. Todistus voidaan myöntää paperilla tai sähköisenä kuukausittain, puolivuosittain tai vuosittain. Muista erikseen sovittavista töistä Fingrid laskuttaa Asiakasta 110 /h tehtyjen tuntien mukaan. Hyväksytty tarkastuslaitos on esim. Inspecta. Tammikuussa 2012 pienin alkuperätakuujärjestelmään liitetty laitos on teholtaan 0,5 MVA.
3. KANNATTAAKO MINUN REKISTERÖITYÄ ALKUPERÄ- JÄRJESTELMÄN PIIRIIN? Ohessa on laskettu kannattavuuksia pelkkien vuosittaisten jäsenmaksujen näkökulmasta erilaisille tuotantomäärille. 3.2. TUULIVOIMALA, JOKA TUOTTAA 5 MVA VTT:n tuulitilaston mukaan 0,5 MVA:n tuulivoimaloiden (8 kpl) tuotanto vuonna 2011 vaihteli välillä 314-1 441 MWh, keskiarvo 970MWh. Tarkastelussa on käytetty vuosituotantona 1000 MWh Grexelin maksut: Jäsenmaksu 1000 Laitoskohtainen maksu 200 Issuing fee (0,02 /MWh) 20 VTT:n tuulitilaston mukaan 1 MVA:n tuulivoimaloiden (9 kpl) tuotanto vuonna 2011 vaihteli välillä 2 328-6 336 MWh, keskiarvo 3 592 MWh. Tarkastelussa käytetty vuosituotantona 3 600 MWh Grexelin maksut: Jäsenmaksu 1000 Laitoskohtainen maksu 200 Issuing fee (0,02 /MWh) 72 Fingridin maksut: Laitoskohtainen maksu 150 Todistuskohtainen maksu, 2 300 kpl / vuosi á 150 Fingridin maksut: Laitoskohtainen maksu 150 Todistuskohtainen maksu, 2 300 kpl / vuosi á 150 Yhteensä 1670 Yhteensä 1722 Alkuperätakuun markkinahinta on tällä hetkellä n 0,8 /MWh eli alkuperätakuiden myynnistä saisi tuloja 2 880. TUULIVOIMALA, JOKA TUOTTAA 1 MVA VTT:n tuulitilaston mukaan 1 MVA:n tuulivoimaloiden (22 kpl) tuotanto vuonna 2011 vaihteli välillä 1 479-2 663 MWh, keskiarvo 2 094 MWh. Tarkastelussa käytetty vuosituotantona 2 100 MWh. APPENDIX 1. STANDARD TERMS AND CONDITIONS Between Grexel Systems Ltd. AND [The MARKET PARTICIPANT] 1. PARTIES This document is a Contract (hereinafter called the Contract ) between Grexel Systems Ltd., Business ID 1805845-4, and (hereinafter called the Market Participant ), Business ID. 2. PURPOSE This Contract sets out the terms and conditions upon which Grexel Systems Ltd. is prepared to provide services as contemplated by the Basic Commitment (being the Principles and Rules of Operation; the PRO) to the Market Participant. 3. COMPLIANCE WITH THE DOMAIN PROTOCOL Registrants of Production Devices become eligible to receive EECS Certificates under a specific EECS Scheme by contractually committing themselves with the Member responsible for the relevant Domain (under that Member s Standard Terms and Conditions) to comply with the Domain Protocol. The Registrant will also be subject to applicable legislation. In case of conflict between the Domain Protocol and the terms and conditions the former shall prevail. 4. EECS SCHEMES AND DOMAINS The Market Participant wishes to be a member of the Domain (check one box) Finland Sweden The Market Participant wishes to participate in the following EECS Schemes (check appropriate boxes): EECS Guarantees of Origin EECS RECS Certificates EECS Disclosure GO Certificates Cogeneration Guarantees of Origin The RECS Scheme is available only to members of RECS International. The availability of EECS Schemes may vary with domain and point in time. For the sake of clarity, the Market Participant can on his account only hold certificates with association to schemes in which he is active. All other associations are automatically and irreversibly removed from the certificates transferred to the Market Participants account. 5. OBLIGATION TO INFORM Each party shall contribute to the implementation of this Contract, to the extent that both parties shall provide each other without delay all necessary information required by the application of this Contract. If the operation of a production device of the Market Participant no longer conforms to the reported information, the Market Participant shall inform Grexel Systems Ltd. immediately about the change. 6. INFORMATION SYSTEMS Grexel Systems Ltd. issues EECS-Certificates by using an electronic registry. The Market Participant shall arrange, at his own cost, the necessary information technology architecture and interfaces which the Market Participant needs in order to use the EECS Registration Database. The Market Participant shall be responsible for sufficient data security relating to the use of the EECS Registration Database. Grexel Systems Ltd. has the right to change the IT prerequisites for the use of the EECS Registration Database. Grexel Systems Ltd. shall inform the Market Participant in writing at least 30 calendar days prior to the implementation of material changes. In urgent cases changes can be made without prior notice. Grexel Systems Ltd. shall then inform the Market Participant in writing as soon as possible after the change has been made.
APPENDIX 1. STANDARD TERMS AND CONDITIONS Grexel Systems Ltd. shall inform the Market Participant 3 days in advance of planned unavailability of the EECS Registration Database. The Market Participant shall be informed of other unavailability preventing the use of EECS Registration Database as soon as possible. Grexel Systems Ltd. has the right to prevent or restrict the use of the EECS Registration Database service by the Market Participant if there is misuse of the system or if the Market Participant has not fulfilled its contractual obligations. 7. LIABILITY The Market Participant shall at all time act in accordance with the provisions of the Domain Scheme of the relevant domain. A Scheme Member is not liable for losses incurred to the Market Participant, unless the losses are negligently brought the Market Participant. A Scheme Member is not liable for indirect or consequential losses unless the losses are due to intent or gross negligence. If the Market Participant suffers a loss due to a negligent action of a Scheme Member, the Market Participant must direct the claim for compensation against the negligent Scheme Member only. The AIB, other Members of AIB or their representatives are not liable for the actions of the negligent Scheme Member. The Market Participant has a duty to do everything possible to limit the extent of the damage. If the injured party does not implement adequate measures to limit the extent of the damage, compensation may be reduced. Any damage, loss, cost or expense incurred by the other party, shall be limited to ten thousand (10,000) Euros per incident. 8. ERRORS IN ISSUING If Grexel Systems Ltd. or the Market Participant discovers an error in issuing, cancellation or processing of an EECS Certificate, the other party shall be informed as soon as possible. If there is an error in the course of issuing, cancellation or processing of an EECS Certificate or an error due to any unauthorised access to or malfunction of an EECS Registration Database, Grexel Systems Ltd. and the Market Participant shall co-operate and use all reasonable endeavours to ensure that no unjust enrichment occurs as a result of the error. If there is an error, the EECS Certificates held in the Market Participant s account may be withdrawn or amended by the Scheme Member. If not enough certificates have been issued, the IB will issue the certificates as soon as it receives the correct information. If it transpires that the data in any Scheme Certificates is inaccurate (whether or not through an act or omission of the Registrant of the Originating Production Device), Grexel Systems Ltd. is entitled to provided that such Scheme Certificates are, at the time of such withdrawal, in the Transferable Account of that Registrant withdraw those Scheme Certificates, and other Scheme Certificates of the same type. 9. EXPIRY FROM SCHEME MEMBERSHIP If Grexel Systems Ltd. s right to serve as the Scheme Member for an EECS Scheme in the related Domain expires Grexel Systems Ltd. has the right to transfer the Contract to a new Scheme Member. If there is no new Scheme Member, Grexel Systems Ltd. has the right to terminate the Contract. The Market Participant has no right to receive any refund of the paid contractual fees. If the Grexel Systems Ltd. stops serving as Scheme Member for an EECS Scheme the Market Participant has the right to retrieve its data. 10. FEES The Fees are published on http://cmo.grexel.com/. The tariff list subject to change annually and the new tarriff structure is published no later than the 31st of October the previous year. 11. BREACH OF THE CONTRACT If the Market Participant is in breach of the Contract, including his obligation to pay the fees to the Grexel Systems Ltd., Grexel Systems Ltd. is entitled to stop issuing, redeeming or otherwise processing certificates.
APPENDIX 1. STANDARD TERMS AND CONDITIONS 12. FORCE MAJEURE In the case of force majeure, the parties have the right to restrict the services given to each other. Cases of force majeure are deemed to cover any events which the parties could not have prevented through reasonable caution and which make the services impossible or impair them essentially or make them financially or otherwise unreasonable. The parties shall inform each other of the occurrence of force majeure as well as of its end without delay. 13. AMENDMENT OF THE CONTRACT If the Basic Commitment being the Principles and Rules of Operation requires that the Domain Protocol of the relevant country be amended, the parties agree to make all the required changes to this Contract in order to make it coherent with the Domain Protocol. 14. CONFIDENTIALITY Information of commercial or sensitive nature shall be treated as confidential information by both parties. Disclosure of such information requires prior written consent. 15. ASSIGNMENT AND TERMINATION OF THE CONTRACT Each party may assign this contract only with the written consent of the other party. Such consent cannot be withheld with undue reason. Each party may, however, without consent at any time assign this contract to an associated company. Each party can terminate this contract with three months written notice. 16.
