Abstract Innovation policy and innovation systems in a periphery, the case of northern Finland Katri Suorsa, Department of Geography, University of Oulu Keywords: innovation systems, innovation policy, region, periphery, northern Finland Finland has been successful in international competition in the knowledge-based economy. However, despite of recent reforms towards enhancing social and organisational innovations, the Finnish innovation policy mainly concentrates on the linear innovation model based on research lead by higher education and public research institutions. This is a challenge for regions that do not have clusters of enterprises or organisations to support innovation activities of local firms. In this study, I focus on northern Finland, which has challenges as regards innovation activities because of the area s remote location and small amount of actors in innovation related activities. The theoretical part of the study concentrates on regions role in innovation activities, the regional innovation system (RIS) framework, and national and regional innovation policies. In this research, I also briefly describe Finnish national innovation policies and regions in them and the study region, northern Finland, from the aspect of innovation activities. The empirical studies concentrate on the role of region in national innovation policies of Finland, Sweden and Norway, on the cooperation of high-technology enterprises and intermediaries and higher education institutes in northern Finland, on the promotion of cooperation through the Multipolis initiative, and on the concept of region in regional innovation systems research. The empirical material consists of policy documents, statistics, interviews, and two surveys on high-technology enterprises. The study shows that the national innovation policies of the Nordic welfare states of Finland, Sweden and Norway concentrate on successful regions, which are supposed to spread well-being to their surrounding regions. However, the policies also emphasise the importance of balanced regional development. High-technology enterprises in northern Finland use the support tools and services of actors at the national level more than the support and services of regional intermediaries, governance bodies, or higher education institutions and research organisations. Furthermore, growth companies and innovative enterprises benefit the most from organisations that provide direct support such as funding. Although enterprises in peripheral regions are not necessary the most active companies, they are important to the economy of their region. Therefore, measures directed at all kinds of enterprises are needed to support regional and local economic development. Another challenge is that in the RIS framework as well as in the Finnish national innovation policy, the geographical scale of innovation activities is unclear. Regions provide a basis for innovation to companies, yet the definition of region is imprecise. For example, in RIS research, the physical scale of a region varies from a country to a municipality or a cluster; and in the Finnish national innovation policy, the measures are targeted at strong regions or regions of the Regional Councils. However, innovation activities are concentrated on functional urban regions and networks of actors, which do not necessarily cover the same regions as in the policies. Therefore, the promotion of balanced development in regions through enhancement of innovation activities and regional learning is challenging. vi
Esipuhe ja kiitokset Kun mietin taaksepäin tätä väitöskirjaprosessia, huomaan sen alkaneen jo maantieteen opintojeni alkuvaiheissa, jolloin kiinnostuin talousmaantieteestä ja aluekehittämisestä. Kiinnostustani syvensin kansantaloustieteen sekä sosiologian kursseilla sekä gradussani, jonka kirjoittamisen aikana pääsin myös tutustumaan innovaatiotoiminnan tukemisen tutkimiseen Multipolis-toimintaa arvioivassa projektissa. Projektin aikana aloin miettiä dilemmaa, joka mielestäni on vallalla nykyisessä suomalaisessa alue- ja innovaatiopolitiikassa sekä aluekehittämisessä: pitäisikö tukea kansallista ja alueellista kilpailukykyä vai tasapainoista alueellista kehitystä vai onko molempien yhtäaikainen kehittäminen mahdollista? Tässä vaiheessa väitöskirjaa voin todeta, että yksiselitteistä vastausta en ole edelleenkään kysymykseen löytänyt. Väitetään, että tutkimuksen tekeminen on yksinäinen prosessi. Näin ei kohdallani ole kuitenkaan ollut ja haluankin kiittää kaikkia niitä, jotka ovat tukeneet tutkimustani. Ensiksi haluan kiittää ohjaajiani professori Jussi S. Jauhiaista ja professori Tommi Inkistä. Jussin selkeä ohjaus, patistelu ja vaativat kysymykset sekä oikein ajoitettu kannustus ovat vieneet prosessia eteenpäin silloinkin kun en siihen ole itse uskonut. Tommi puolestaan jaksoi aina kannustaa eteenpäin vaikeilla hetkillä ja iloita onnistumisista. Molempia haluan lisäksi kiittää kaikesta siitä ajasta, jonka he ovat tutkimukseni ohjaukseen ja kommentoimiseen käyttäneet. Olen myös kiitollinen koko sille työyhteisölle, jonka kanssa olen saanut työskennellä. Erityisesti kiitän Katariina Ala-Rämiä ja Tarmo Pikneriä, joiden kanssa samaan projektiin minut adoptoitiin jo gradun-tekovaiheessa. Katariina on auttanut minua yliopistolla käytännön asioissa ja vapaa-aikana järjestämällä muutakin aktiviteettia kuin väitöskirja. Tarmon empaattinen suhtautuminen on kannustanut minua eteenpäin.
