Erasmus Mundus 2009-2013 Co-operation and mobility programme in the field of higher education which promotes the European Union as a worldwide centre of excellence in learning http://ec.europa.eu/education/external-relation- programmes/doc72_en.htmen Erasmus Mundus 2009-2013 The Erasmus Mundus programmes provides support to: higher education institutions that wish to implement joint programmes at postgraduate level (Action 1) or to set-up inter- institutional i i cooperation partnerships between universities i i from Europe and targeted Third-Countries (Action 2); individual students, researchers and university staff who wish to spend a study / research / teaching period in the context of one of the above mentioned joint programmes or cooperation partnerships; any organisation active in the field of higher education that wishes to develop projects aiming at enhancing the attractiveness, profile, visibility and image of European higher education worldwide (Action 3).

Erasmus Mundus 2009-2013, Action 2 Action 2 Erasmus Mundus Partnerships: External Cooperation Window The Erasmus Mundus External Cooperation Window is a complimentary program to Tempus, that funds higher education student and teaching staff mobility activities between European universities and universities from targeted third-countries. External Cooperation Window is defined by the Action 2 of the Erasmus Mundus Programmme 2009-2013: CALL FOR PROPOSALS EACEA/35/08, deadline 13 March 2009 Implementation of Erasmus Mundus External Cooperation Window in the academic year 2009-2010. Tempus IV Established in 1990 The latest phase of the program, Tempus IV, started in 2008 with a call for proposals lasting from January to April. The total budget for this call was around 51 million, with individual projects able to gaining funding of between 0.5 and 1.5 million Tempus is managed by the European Commission's education and culture, enlargement and aid departments. Co-operation with Russia is financed by the European Neighbourhood and Partnership Instrument Tempus IV For the first call, University of Oulu send an application with its partners Application was called Promoting sustainable growth in the Barents Region through double degree Mastre s s programmes Proposal was not selected for funding, but University of Oulu was asked to consider applying with another proposal in the second call

Karelia ENPI Euregio Karelia ENPI Neighbourhood programme The programme area of the Euregio Karelia Neighbourhood programme includes the regions of Kainuu, North Karelia and Oulu on the Finnish side as well as the Karelian Republic on the Russian side. The regions of Lapland and North Savo border on the programme area on the Finnish side. On the Russian side the cooperation areas in priority one (business activities), besides the Republic of Karelia, can include also the regions of Murmansk, Archangel and Leningrad as well as the city of St Petersburg. European Territorial Cooperation, The Baltic Sea Region Programme The Baltic Sea Region Programme co-operation area The eligible area includes EU member states Denmark, Estonia, Finland, Latvia, Lithuania, Poland, Sweden and northern parts of Germany, as well as the neighbouring countries of Norway, north-west regions of Russia and Belarus. Germany: the States (Länder) of Berlin, Brandenburg, Bremen, Hamburg, Mecklenburg-Vorpommern, Schleswig-Holstein and Niedersachsen (only NUTS II area Lüneburg). Ministry for Foreing Affairs in Finland University of Oulu has at the moment one on-going project financed by Ministry for Foreing Affairs in Finland called Finnish-Russian joint Master s programs in the fields of environmental engineering, and social work as part of Barents Cross-border University project Organisation in charge in the target Country are Archangel Region: Archangel State t Technical University, it Northern State t Medical University, Pomor State University Murmansk Region: Murmansk Humanities Institute, Murmansk State Pedagogical University, i Murmansk State Technical University i Republic of Karelia: Karelian State Pedagogical University, Petrodzavodsk State University Barents Euro-Arctic Council The Council of Oulu Region acts as a Chair of the Regional Council and the Regional Committee from November 2007 till the end of 2009. Venäjän valtion apurahat opintoihin Venäjällä 2009-2010 Venäjän valtion apurahojen 2009-2010 hakuaika on parhaillaan ja haku päättyy pe 17.4.2009. Apurahaohjelmaa koordinoi Suomessa Kansainvälisen liikkuvuuden ja yhteistyön keskus CIMO. Apurahoja on haettavana Suomen kansalaisille kolmisenkymmentä. Tämän apurahaohjelman avulla on mahdollisuus opiskella/suorittaa jatko-opintoja Venäjän eri kaupungeissa (mm. Pietari, Irkutsk, Tomsk, Omsk, Jekaterinburg, Ivanovo, Vladimirir, Lipetsk, Orjol, Donin Rostov (Rostov-na-Donu), Moskova, Tambov, Izhevsk, Maikop, muutkin kaupungit voivat olla mahdollisia). Venäjän valtion apurahat on tarkoitettu Suomen kansalaisille eri alojen (ei kuitenkaan taide-alat) perustutkinto- ja jatkoopintoihin venäläisissä valtiollisissa yliopistoissa ja muissa korkeakouluisssa: - koko perustutkinto; ensimmäinen vuosi venäjän kielen opintoja jos venäjää ei vielä osaa; huom! myös abiturientit voivat hakea tässä haussa! - lyhyempiaikaisia perustutkinto-opintoja opintoja (lukukausi / lukuvuosi) - koko jatkotutkinto (aspirantura) - lyhyempiaikaisia jatko-opintoja (lukukausi / lukuvuosi) Apuraha tarkoittaa maksutonta opiskelua (ei siis lukukausimaksuja). Lisäksi venäläiset maksavat apurahapaikan saaneille pienen kuukausittaisen apurahan, saman suuruisen kuin vastaavasti venäläisille opiskelijoille/jatko-opiskelijoille.
