Feasibility and benefits of the actions Energy: look local energy systems as part of the region s whole energy system CHP and district heating are much more efficient than individual household heaters utilize local energy sources, especially renewables as much as possible, smart grids energy demand for heating and cooling can be reduced considerably by innovative building and urban design, with sufficient areal density - Urban design based on utilization of district heating system based on CHP and connecting as many buildings as possible to it - Locate renewable energy sources: geothermal heat from the blue-green areas (incl. golf courses), access to solar and wind power (average solar radiation, optimum angles, average wind speeds, trees and their shading effects, technologically and economically feasible generators, vertical/horizontal etc.); bioenergy from wood chips, waste etc. Already the site selection requires preliminary assessment of available energy systems at the location Local district heating system should be considered during the site selection process and determination of areal efficiency (demand of heat and power per hectar). Demand for heating and cooling energy can be reduced through early implementation of innovative building design, lean production processes and energy-efficient equipment Local district heating system demands co-operation of different actors and can be expensive in the beginning, but will earn savings in the long run Transport: - Sustainable traffic means above all reduction of traffic emissions - Creating more efficient, attractive and easy-to-use public transport with railways, bus rapid transit systems and dedicated bus lanes. - Full utilization of the railway system - Park and ride at the station - Creating fast and attractive routes for cycling and walking - Safe and secure cycle parking - Easy-to-use service line Traffic system of the area is an inevitable part of the whole from the start. Efficient public transports system and dense urban structure help to reduce CO2 emissions and use of energy easily even 30 percent. Requires co-operation of different public and private sector actors. Water: - The growing demand for clean water and increasing attention to the environment requires targeted solutions. Water is important resource and all phases of it s cycle should be ecologically optimized. -Storm water system in the area Storm water management system should be built at the foundation phase of the area together with other infrastructure Storm water management is important step when preparing to climate change and increased rainfalls. Storm water management system can also be major recreational and ecological feature on the area. Waste management: - Recycling of materials is a key feature. It means not only saving raw materials and natural resources but also energy and money. - Implementation of a proper waste management system in the area Centralised waste management systems (underground tubes) should be built at the foundation phase. Individual collecting places can be arranged later. Recycling reduces emissions + costs. Clean and attractive environment encourages people to take care of all infrastructure and increases contentment.

Local landscape is developed further on Storm water park and blue-green connections. Lower density development gives possibility to urban agriculture also inside plots. General image of area is (blue-)green preserving the local biodiversity. High priority to energy-efficient buildings and hvac systems. Possibility of distributed energy production should be investigated Flexible use of common premises like day care centres and community centres Density of the area and location of essential functions are determined at the very beginning of planning process. Landscape structure should be regarded at the beginning of planning process. All urban functions should be located accordingly. Building materials and methods of construction have to be chosen at the beginning of planning process Dense urban form requires high quality planning and design but can be applied anywhere. Savings can be gained through minimized costs of transport, energy and water supply systems. Preserving local landscape needs a good study, but it s essential part of good planning process. Preserving living conditions of local vegetation and wildlife are in a long run easy and cheap way to create green and living environment. Savings can be gained trough minimized energy costs in the long run. Flexible use of common premises helps to adapt offered social services to age structure of inhabitants and helps to lower the costs.

Feasibility and benefits of the actions Social values: Cultivating and encouraging inhabitants to build and maintain social structures is a crucial part of sustainable urban planning. safety and security creates the basement for the society -Creating public spaces and communal free time centres as a part of locality - Integrating new inhabitants to the existing locality via the planning process and throughout the development process (use of press, TV, new ICT and social media?) -Participative planning process, PPP - Addressing the probable residents of the area very early creates a strong customer relationship already before the actual planning phase if possible - participative planning and design process helps in the integration of future residents to the area - Demands input of public sector - Savings are gained when inhabitants want to take care of their neighbourhood and positive social control increases. - Integrating existing inhabitants from the beginning helps to avoid possible social conflicts later on Cultural values: - Background, history and local culture give identity to inhabitants.
