2 Jaakko Koivumäki, YTT Suomen Hammaslääkäriliitto Ulkomaalaiset hammaslääkärit Suomessa Suomessa työskentelee noin hammaslääkäriä, joista ulkomailla tutkinnon suorittaneita eisuomalaistaustaisia on karkeasti arvioiden noin 200 henkilöä. Sosiaali- ja terveysalan lupa- ja valvontavirasto Valviran myöntämien ulkomailla tutkinnon suorittaneiden hammaslääkärien laillistusten määrät ovat kuitenkin yli kaksinkertaistuneet viimeisten muutaman vuoden aikana. Mukaan ovat astuneet työvoimaa vuokraavat yritykset, jotka rekrytoivat hammaslääkäreitä yhä kauempaa Euroopasta. Vuoden 2013 erityispiirteenä on ollut espanjalaisten hammaslääkärien rekrytoinnit. Tarkoista lukumääristä on silti hyvin vähän tietoa, sillä Valvira myöntää (halusi tai ei EU säätelee asiaa) luvan harjoittaa hammaslääkärin ammattia Suomessa automaattisesti kunhan hakija on vain osoittanut suorittaneensa hammaslääkärin tutkinnon. Laillistuksen voi hakea itse koskaan käymättä Suomessa ja esimerkiksi virolaiset ovat tiettävästi jo pitkään automaattisesti hakeneet laillistuksen Valvirala sen jälkeen kun ovat suorittaneet hammaslääkärin tutkinnon kotimaassaan ikään kuin kaiken varalta. Kielitaitoa ja muuta osaamista testataan laillistuksen edellytyksenä ainoastaan henkilöiltä, jotka tulevat EU/ETA-alueen ulkopuolelta. Tilastoinnin epävarmuuksista huolimatta kiistaton tosiasia on, että ulkomailta tulevien hammaslääkärien määrä on ollut selvässä kasvussa. Asia on myös herättänyt paljon keskustelua hammaslääkärien ammattikunnan sisällä. Esityksessä pohditaan ulkomaalaisten hammaslääkärien maahanmuuttoa työmarkkinoiden ja ammattiliiton näkökulmasta reflektoiden ilmiötä samalla työn globalisaation laajempaan viitekehykseen. 2

3 Oxana Krutova University of Tampere School of Social Sciences and Humanities Labor Market Integration of Immigrants in Europe: Challenges and Perspectives The integration policy becomes one of the priority-driven directions in the foreign and home policy for many countries of the world. Owing to impetuous increase of migrants into foreign countries, the integration policy of receiving countries has obtained especial character. Multiple empirical researches reveal that the process of integration has complicated character and long-term basis. In addition, many-cultural aspects of integration of migrants have importance. My research focuses on analysis of specificity and complexity of labor integration of migrants into the European labor market. Labor market integration is considered as a movement of minority groups such as labor immigrants into the labor market with a consequent reduction of differences in their positions and relations (Migrations in Society 2004). Koettl argues that successful integration of immigrants into the labor market is a consequence of educational and professional positions of immigrants (Koettl 2006); a majority of migrants have to integrate to a host society having worked on low quality service jobs offering little room in terms of adaptability and mobility (Munz 2008). This study is based on the European Social Survey data for the 2010th year (the 5th Round). The research sample (N=3225) consists of immigrants chosen on the basis of the residence s homogeneity and employment status in a country. In order to investigate specificity of labor market integration, I analyze such parameters as character of employment of immigrants, sequence of employment statuses for the period last 5 years, working conditions, character of sectors in which employees work, etc. 3

4 Tiina Soininen Tampereen yliopisto Labour market turbulence and foreign ownership of firms Are labor markets more turbulent currently than twenty years ago? The question remains controversial, notably because of conflicting empirical evidence. On one hand, there is multitude of empirical research on how individuals have faced the burden of fragmented working life in their own personal life and how different firms adjust their labor force by using temporary working contracts and lay-offs. On the other hand there is no clear evidence on the fact how in the level of the whole society the actual situation has evolved. There is some evidence that in Germany and US the large scale situation has not changed and on the contrary the actual trend in occupational mobility is downward. (Davis, Faberman and Haltiwawanger 2006; Davis 2008; Longhi and Brynin 2010.) Some contradicting evidence can also be found to argue that the occupational mobility has indeed increased, at least in France and in US. (Lalé 2012; Kambourov and Manovskii 2008.) The reason for shortening of employment contract is placed in many different features of this sc. post-industrial society. I place these explanations in four different instances. One reason is placed in the globalizing economy and the demands it puts on national competitiveness and also this way to the national labor market functions and structures. On the other hand, structural factors such as restructuring of Finnish industry, changes in the size and compositions of company organizations and rising levels of education in Finnish labor force may be regarded as key in explaining the changes in employment contracts. Thirdly, it is well documented how corporations and enterprises action in relation to their labor force is related to their current economic situation and how modifications in firms labor force is often one of the easiest manners to adjust the firm economics to outside shocks. Fourthly, some effective factors are seen to be situated in the individual level, when individuals are seen as acting in post-modern ways. Individuals actions are seen to have changed in a way that they change jobs easily, they have become more demanding in relation to their work and working conditions. It is argued that individuals act more in agent way in the new labor markets. This might be due to perceived changes in structures or the changes in structures may be attributed to individual action. In my presentation I will examine the effect of foreign ownership of working places in the duration of individual working spells. I use longitudinal register base FLEED, provided by Statistics Finland. The data includes individual information on working durations as well as various socio-economic variables. Combined to this, I use work place informations, mainly ownership status (Finnish/foreign). I will picture the change in labour markets during years My main method is cox regression and I include some interaction analyses. My aim is to see whether the globalization has had effect on the durations of employment. 4

5 Arja Haapakorpi Helsingin yliopisto Transnational reorganisation of knowledge work in the era of global economy and labour supply Globalisation has altered the landscape of economy with the following tendencies: transnational knowledge economy, worldwide competition, the growth of multinational corporations and developments of information and communication technology and global massification of higher education and related marketization. Tendencies related to global economy and massification of higher education shape transnationally organization of knowledge work and division of professional labour force. Provision of higher education has grown substantially across continents, which is related to national strategies promoting economy and to marketization of higher education. Developing countries, particularly China and India, have strongly increased their higher education provision and for transnational corporations, cheap and qualified ICT labour force is available. Transnational economic powers, corporations and agencies of R & D benefit the increasing global provision of university graduates and broadening options for research and development (R & D). With IC based technologies, knowledge work is and professional labour force are transnationally distributed and integrated. These trends are based on interdependence and competition. In the developed countries, outsourcing of R & D into countries with lower costs means increasing unemployment and polarisation of highly educated labour force into well-paid professionals with the right to create and employees with short term contracts and job descriptions, which are easily industrialised. In general, research universities have guaranteed high quality education for their students, but they face the problems of decreasing public funding crisis and declining graduate employment because of the increasing competition for jobs. However, transnational tendencies come out in various ways at the national and local levels; although these tendencies put strong education and labour-specific pressures on society, the domination is not overarching. The pressures of globalisation are reacted at the national and local levels in different ways and the tendencies are conflicting as they both promote and limit the transnational division of knowledge work. The transnational tendencies have interplay and are interdependent with the national and local structures, patterns and trends; and human agents mediate and shape the interplay. The aim is to study how the transnational reorganisation of knowledge work and related labour division come out at the national level. The presentation is based on a literature review. Näytän, että nämä ilmiöt liittyvät toisiinsa. Johdannassa esitän katsauksen Eurokriisin syntymisestä ja ydinlukuja eri Euroopan maiden kauppataseista, työttömyydestä ja maiden sisäisestä kysynnästä vuodesta 2000 (Varoufakis et al. 2013, OECD 2013). Lavoie ja Stockhammer (2012) näyttävät, että nimenomaan maissa, jossa on kauppataseen ylijäämää Euroopassa, sisäinen kysyntä on heikommin kehitetty kuin maissa missä on kauppataseen alijäämää. Tämä ei ole sinänsä uutta, vaan lähinnä itsestään selvä tilanne tapauksissa, missä talouspolitiikkka on suuntautunut vientiin. Vastaavasti sisäinen kysyntä alijäämämaissa pysyi korkealla 'halvan rahan' avulla, jonka EMU tarjosi. Tässä paperissa ei perehdytä 'pohjoisten' pankkien rooliin epätasapainojen syntyyn, vaan keskitytään nykytilanteeseen, missä sisäisen kysynnän kohoaminen velkarahalla ei ole enää mahdollisuus. Kauppataseiden epätasapainot ovat yksi johtava syy siihen, että julkisissa diskursseissa puhutaan kilpailukyvystä. Kun verrataan eri maat, on selvää, että jos Saksalla on ylijäämä, muilla pitää olla alijäämä. Tästä seuraa kysymys pitääkö imitoida Saksaa ja tavoitella ylijäämää (tai vähentää alijäämää) vai pitääkö kehittää sisäistä kysyntää? Näitten vaihtoehtojen voi olla sama lopputulos kauppataseeseen, mutta toinen vaatii, että (mm.) palkkakustannukset ovat alhaisempia kuin Saksassa ja toinen vaatii, että palkkakehitys on nimenomaan myönteinen. Joka maa Euroalueella tarvitsee oman ratkaisun Etelä-Euroopan maissa hintakehitys on ollut liian korkeaa, mutta toisaalta Saksassa palkkakehitys on ollut liian matalaa, joten Saksan sisäinen kysyntä on ollut heikko. Paperin johtopäätös on, että Euroopan vahvempien maiden (Saksa, Suomi, Itävalta) pitää ottaa vastuuta kehittämään sisäistä kysyntää, koska vaan tämän tien kautta etelän maat pääsevät vahvistamaan kauppataseensa. Liiallinen paino vahvoissa maissa kilpailukykyyn ja hyvin maltilliseen palkkakehitykseen haittaa sekä etelän maiden mahdollisuutta kasvaa että vahvimpien maiden sisäisestä kysynnästä. 6
