Barriers to effective policy 1/2 Objectives emissions are not always a priority Societal acceptability was not clear in the questionnaire, but was often mentioned as a barrier. Historic reasons legislation, administration, political system, transport infrastucture and urban structure change slowly Resource scarcity mainly money, information not emphasised
Barriers to effective policy 2/2 Common view that there is enough knowledge but not enough time to search for it But: effectiveness of individual policies not well known Several noted that they do not know about the psychology and behaviour of city dwellers Lack of communication and trust Between administration and politicians Between representatives of different cities City dwellers seen as a passive and possibly hostile group Finally: Even if the policy-making process was more efficient, open etc., it does not necessarily mean that more effective measures would be taken to use
