Finland Yleistä EU LIFE+ 2007 2013; 2,2 miljardia, vuosittain 250 300 M. Parhaillaan käynnissä 900 LIFE-hanketta, joista n. 450 LIFE- LUONTO ja n. 30 BD-hankkeita Since the launch of the LIFE programme in 1992, a total of 118 projects were financed in Finland. Of these, 66 focused on environmental innovation, 51 on nature conservation, and one on Information and Communication. These projects represented a total investment of 193.1 million, of which 84.3 million was contributed by the European Union. Average LIFE contribution per project is 0,7 Million EUR
1. General Introduction: The LIFE instrument LIFE is the only EU financial instrument specifically targeting the environment and climate action. All evaluations and by a vast majority of stakeholders consider LIFE as a very successful instrument with a high EU added value including a high leverage effect Example: The PERBIOF project developed a new technology for dealing with municipal and industrial wastewater. 2. Life Suomessa Tähän mennessä Suomi on pärjännyt hyvin.. 20 15 10 5 0 Life hankkeiden määrä (kpl) / asukasluku (milj) 1995-2009 EU-maissa Vuosina 1995 2009 myönnetyt Life-rahat suhteutettuna maan asukaslukuun.
Life+ -hankkeiden ominaispiirteitä kestoaika 2 5 vuotta (keskimäärin 4 vuotta) kokonaiskustannukset vaihtelevat välillä noin 1 6 miljoonaa euroa, josta EU maksaa yleensä puolet yleensä mukana 2 6 kumppania, mutta periaatteessa yksikin riittää tai enemmänkin saa olla. Ei tarvita kv. kumppanuutta. Kumppanit usein monipuolisia konsortioita (kuntia, tutkimuslaitoksia, yrityksiä, kuntia, ELYjä...) hakemukset toimitetaan sähköisesti joustavahko hakemusten käsittely (pienehköissä virheissä korjaus tapahtuu sähköpostitse komission pyynnöstä) Lifessä vaadittu raportointi on selvästi yksinkertaisempaa kuin esim. rakenneja sosiaalirahastoissa. Lifessä hankkeiden hyväksymisprosentti on hyvin korkea huomattavasti parempi kuin esimerkiksi tutkimuksen seitsemännessä puiteohjelmassa kansallinen rahoitus: yhteistyö muiden rahoittajien kanssa

Objectives for the new LIFE instrument (2014-2020) The objectives of LIFE are: to improve the development, implementation and enforcement of EU environmental and climate policy and legislation; to catalyse and promote integration and mainstreaming of environmental and climate objectives in other EU policies and public and private sector practice. 4. The tools to achieve LIFE objectives Projects (action grants); Integrated projects (water, waste, air, nature, climate change): specifically conceived to helping authorities to better implement in a crosssectoral manner and cost-effective way environmental and climate-related policy and legislation, including pooling in other EU Funds Examples: Implementation of a Regional Programme for Natura 2000 (using LIFE, EARDF, ERDF and private funds); Implementation of a River Basin Management Plan (using LIFE, ERDF, EARDF, public and private funds). Operating grants for NGOs Contributions to innovative financial instruments

Justification of a climate change window in LIFE What do we want to achieve? EU Climate policy is a young policy area Facilitate implementation of the climate acquis Address hotspots related to climate mitigation and climate adaptation Catalyse changes in policy development by providing and disseminating solutions and best practices to achieve climate goals Only future EU instrument with funding dedicated exclusively to the climate objectives
Examples of projects Priority area 1: Climate Change Mitigation: - Demonstrate and implement innovative technologies that substantially reduce GHG emissions - Implement policies on land use, land use change and forestry - Develop and implement urban CO2 reduction strategies Priority area 2: Climate Change Adaptation: - Develop practical climate change adaptation proofing methodologies and standards for adaptation measures at project level - Test innovative adaptation approaches that demonstrate social, economic or environmental benefits of adaptation in addition to the avoided Priority area 3: Climate Governance and Information: - Awareness raising actions that establish networks, coach local politicians, business and administrations, stimulate local initiatives to support practical local climate measures and local mainstreaming.
