Kyoto Protocol (1) was signed in 1997 under the United Nations Framework Convention on Climate Change, set targets to Annex 1 countries to reduce their greenhouse gases (GHGs), GHGs: carbon dioxide (CO 2 ), methane (CH 4 ), nitrous oxide (N 2 O), hydrofluorocarbons (HCFs), perfluorocarbons (PFCs) and sulfur hexafluoride (SF 6 ), includes three mechanisms: emissions trading, Clean Development Mechanism (CDM) and joint implementation (JI)
Kyoto Protocol (2) emissions trading between Annex B countries, CDM between Annex 1 and developing countries, and JI between OECD countries and EITs, the first commitment period (1st period) in 2008 2012, after which GHG emissions should be at least 5 % below 1990 or 1995 levels (HCFs, PFCs, SF 6 ), the Protocol will enter into force, when at least 55 % on total CO 2 emissions of Annex 1 countries for 1990 is included, 1st period will come true, if Russia will ratify the Kyoto Protocol.

CO 2 emissions trading: one of the Kyoto mechanisms to decrease harmful atmospheric CO 2 emissions; uses market mechanisms in order to decrease CO 2 emissions in an economically efficient way; each economical unit has its own marginal costs for CO 2 emissions reduction; companies that have units with low marginal costs can sell emission licences to companies with units of high marginal costs; at the EU level, with emissions trading, cost for reaching Kyoto target ( 8 %) 2.9 3.7 billion, without trading 6.8 billion.
CO 2 emissions trading: interest grow up in 1990 s, paricularly in the U.S. Why: tradable permit system with SO 2 was seen to be successful: emissions reduction was cheaper than it was predicted due to flexibility of permit systems and gave a good start for new innovations; industry prefers trading to carbon taxes generally, because it offers tradable asset (even though you have to buy permits in order to reduce emissions). This contracts with a tax, which does not offer any compensating value. Allocation of allowances for 2005 2007 for free (5 % on allowances possible to sell) to all EU member states, gathering experience for the 1st reduction period 2008 2012 (10 % can be sold).
EU wide emission trading scheme (1) only CO 2 is included for 2005 2007, each EU country allocates certain amount of allowances to companies, definition: allowance means an allowance to emit one tonne of carbon dioxide equivalent during a specified period, European Commission accepts national allocation plans (NAPs) for each EU country, 1st NAP for 2005 2007, 2nd for 2008 2012, NAP tells: amount of total emission allowances for the period 2005 2007 and how allowances are divided to companies producing CO 2, from 1 January 2005, all energy installations under the trading scheme need greenhouse gas emission permit in order to be able to operate, permit is needed to ensure operator s capability to monitor and report emissions.
EU wide emission trading scheme (2) companies can sell or buy allowances according to their emission cap, which is told in NAP, if actual emissions more than cap, allowances must be purchased from other companies, if actual emissions less than cap, extra allowances can be sold or save for future years, idea is to limit an amount of emissions to the level less than actual emissions, i.e. scarcity is generated in order to reduce GHG emissions.
