VTT project outcome report Value Function of Security Measures - ValueSec Project goal was to develop tool-set to support policy decision makers to balance decisions with overall policy objectives, political and ethical values and societal concerns. Project developed security decision assessment framework and analysis tools based on 3 pillar approach: risk reduction assessment, costbenefit assessment and qualitative criteria assessment. MAPS - Management principles and safety culture in complex projects MAPS aims at enhancing nuclear safety by supporting high quality execution of complex projects in the nuclear industry. The objectives are to identify the generic safety principles of managing complex projects in the nuclear industry; to clarify the cultural phenomena and their influence on safety culture and safety, and to facilitate management and safety culture in projects by providing practical tools and guidance on e.g. facilitating communication, organizing decision making in unexpected situations, encouraging openness, and distributing knowledge and lessons learned. Modelling crisis management for improved action and preparedness (CRISMA) Scientific and technological outcome (highlights) A simulation-based decision support system for modelling integrated crisis management, improved action and preparedness. The CRISMA System facilitates simulation and modelling of realistic crisis scenarios, possible response actions, and the impacts of crisis depending on both the external factors driving the crisis development and the various actions of the crisis management team. VTT s main new outcomes will include crisis management concepts, decision support and simulation models, and related economic and cost-benefit analysis. Varautumisen kehitystarpeet turvallisessa yhteiskunnassa (VNK Turva) Hankkeen tavoitteet: Tavoitteena on selvittää, millaisia haasteita varautumiseen ja kriisijohtamiseen liittyy ja miten nämä estävät yhteiskunnan turvallisuusstrategian (YTS2010) tehokasta toimeenpanoa. Tämän lisäksi hankkeessa tutkitaan varautumiseen liittyvien turvallisuussidonnaisten palveluiden kehittymistä viime vuosina. Tarkasteltavia häiriötilanteita ovat sähkönjakelun häiriöt, kuljetusten häiriintyminen ja pandemia. Yhteistyökumppanit: Hankkeen toteuttaa VTT. Rahoittajat: Hanke saa rahoituksensa valtioneuvoston selvitys- ja tutkimustoiminnan määrärahoista (VN TEAS rahoitus). Hankkeen budjetti on 150 k.
