DEAFBLIND PERSONS IN FINNISH SERVICE SYSTEM Services for developmentally disabled people, divided in 15 areas (municipalities or joint municipalities) covering the whole Finland, Eteva joint municipality being the biggest area. Especially congenitally deafblind persons are included in these services Kuurosokeat ry. - just the right services for deafblind persons, but - association, not part of the public services economical questions
ETEVA joint municipality 2009 Paajarvi + UEP (joint municipality of southern Finland) = Eteva Owned by 49 municipalities 2500 clients, mostly developmentally disabled people Accommodation and work services, day activities for severely disabled 3 units for evaluation and aid in crisis situations (mostly challenging behaviour) Special services: social workers, psychologists, music, occupational, physical, sexual and psychotherapists, special nurses for AAC, autism and AiMo
AiMo = AistiMonivammainen Aisti = sense Moni = multiple vammainen = disabled AiMo-clients/team/work beginning in Paajarvi in the middle of 90 s, cooperation with NUD nursing and evaluating severely disabled clients, having either or both seeing and hearing deficits emphasis on interaction, tactile communication, holistic rehabilitation Team for deafblind later AiMo-team (nurses/therapists specialized in AiMo-clients)
AiMo-clients: Inquiry in 1998 (Paajarvi area): ~7% clearly having multiple disability including seeing and hearing deficits; ~30% having seeing or hearing deficits 2009 rough estimate including southern Finland 200 names in AiMo-clients list (200/2500)
- AiMo-team having 15-20 specialists at best, nowadays under 10 (multiprofessional), all of us having also other client groups than only AiMo-clients Few accommodation units specialized in AiMo-clients In the beginning of 2000 even plans about AiMo resource center
2009 - : Birth of Eteva and other organisational changes today Eteva AiMo-work is not doing so well There s lot of work to do (200/2500) There s workers interested and motivated in AiMo-work There s knowledge and Nordic support available Why then?
As such things are not so bad Sensory deficits glasses and SI s Physical disabilities accessibility, physiotherapy Severe/ profound disabilities good general care, daily activities and human dignity guaranteed
Deafblind / AiMo needs more than that, COMBINATION of these, OVERALL VIEW on rehab. including: Interactional partnership Tactile communication Developmental profile true Person Centered Planning (PCP)
. Deafblindness/AiMo vs. autistic problems, challenging behaviour, anxiety, aggression --- Deinstitutionalization = Homely accommodation near family, PCP(?) vs. fragmentation and alienation of expertise?
