2 Puhetta yksilön, koulutuksen ja yhteiskunnan monikielisyydestä Teija Kangasvieri ja Heidi Vaarala Kahdeksas valtakunnallinen Kieliparlamentti järjestettiin Helsingissä. Parlamentin teemana oli yksilön, koulutuksen ja yhteiskunnan monikielisyys. Parlamenttiin osallistui 60 kielikoulutuksen asiantuntijaa. Kieliparlamentin alustuspuheenvuoron piti tutkijatohtori Heini Lehtonen Helsingin yliopistosta. Hän totesi, että kouluopetuksessa ei voida enää lähteä siitä, että kaikilla oppilailla olisi ollut samanlainen pääsy ja suhde koulun opetuskieleen. Kun koulun opetuksen tavoitteena on antaa kaikille mahdollisuudet toimia yhteiskunnassa, perustavanlaatuinen ajattelutavan muutos on välttämätön. Kouluissa tulisikin tiedostaa erilaiset kieliideologiat ja sisäistää kielitaidon ja -tiedon merkitys entistä paremmin. Lisäksi on tärkeää kehittää moninaisille kouluille sopivia pedagogisia ratkaisuja. Kouluissa, joissa monikielisyys on arkipäivää, onkin jo kehitetty toimivia monikielisiä käytänteitä. 1 / 4

Kommenttipuheenvuorojen pitäjistä SUKOL ry:n puheenjohtaja Sanna Karppanen esitteli tilastotietoa vieraiden kielten opiskelusta ja sen vähenemisestä perusopetuksessa. Hän toi myös esille huolen siitä, miten kieltenopetus on vähentynyt voimakkaasti ammatillisella toisella asteella. Kieltenopiskelusta ei edelleenkään saa lisäpisteitä jatko-opintoihin pyrittäessä, ja tämä vaikuttaa erityisesti lukio-opiskelijoiden valintoihin. Opetusneuvos Minna Harmanen Opetushallituksesta korosti, että äidinkieli ja kirjallisuus on jo itsessään monikielinen oppiaine, sillä sen alla on paljon eri kielten oppimääriä: esimerkiksi suomi/ruotsi toisena kielenä ja kirjallisuus, saamen kieli / romanikieli / viittomakieli ja kirjallisuus sekä svenska och litteratur. Oppiaineen nimi on kuitenkin vanhentunut: mikä on äidinkieli, miten se määritellään? Yliopistotutkija Mia Halonen Jyväskylän yliopistosta toi lopuksi keskusteluun tutkimuksen näkökulmaa: vaikka tutkijat yrittävät rikkoa kuvitelmaa yksikielisyydestä, kielet kuitenkin näyttäytyvät usein monikielisyystutkimuksessakin erillisinä systeemeinä. Puheenvuorojen jälkeen osallistujat keskustelivat parlamentin pääteemasta eri 2 / 4
4 Kieli, koulutus ja yhteiskunta - huhtikuu 2017 alateemojen avulla: monikielisyyttä lähestyttiin yksilön, yhteiskunnan, koulutuksen ja työelämän näkökulmista. Työryhmät laativat arvoväittämiä, joista äänestettiin yhteisesti. Parlamentin työskentelyn tulokset julkaistaan myöhemmin lehdistötiedotteena. Kieliparlamentissa äänestettiin monikielisyyttä koskevista arvoväittämistä. Kuva: Mosaiikki ry. Monikielisyyttä käsittelevät myös monet tämänkertaisen numeromme artikkelit. Jarna Piippo ja Johanna Tigert kirjoittavat artikkeleissaan monikielisten lasten oman kielen tukemisesta. Piippo on tutkinut espanjan ja portugalin opetusta omana äidinkielenä Helsingin seudulla ja keskittyy artikkelissaan kuntien toimintaan opetuksen järjestäjänä. Hän nostaa varsin kirjavasta toiminnasta esiin hyviä käytänteitä, joista voisivat hyötyä kaikki oman äidinkielen opetuksen järjestäjät. Tigert taas vie lukijan amerikansuomalaisten lasten pariin Yhdysvaltoihin. Heidän koulumenestyksessään nähdään puutteita, minkä katsotaan olevan seurausta englannin kielitaidon puutteista varhaisina kouluvuosina. Kotikielen asema ja merkitys jäävät keskustelussa helposti huomiotta. Tigert on kerännyt aineistoa 11 amerikansuomalaisesta perheestä, joilla on 3 / 4

Kielitietoisuus nousee esiin uusissa perusopetuksen opetussuunnitelman perusteissa. Josephine Moate tarttuu tähän teemaan ja pohtii artikkelissaan sitä, miten kielitietoisuus eri muodoissaan on jo ollutkin läsnä luokkahuoneissa puhuttuna, kuultuna, luettuna ja kirjoitettuna. Kirjoittaja toteaa, että uuden kielen kautta opiskeleville maahanmuuttajaoppilaille näihin koulun käytänteisiin sosiaalistuminen voi olla haasteellista ja lisää, että vaikka kouluissa huomioidaan alati monimuotoistuva oppilasjoukko, keskustelua aiheesta tarvitaan enemmän. Maria Kautonen käsitteli pro gradu -tutkimuksessaan työn merkitystä tulevien kieltenopettajien identiteetille ja heidän saamaansa ohjausta tulevaa ammattiaan varten. Osalle opiskelijoista opettajan työ on edelleen kutsumusammatti, mutta ei läheskään kaikille. Lisäksi opettajaopiskelijoille annettavaa ohjausta työn vaatimuksista tarvittaisiin lisää, mutta sitä toivottaisiin myös opettajaksi valmistumisen jälkeen työyhteisöissä kollegoilta. Johanna Moilanen ja Johanna Sievänen raportoivat artikkelissaan hankkeesta, jossa he ovat toimineet kielisuihkutusopettajina. Hankkeessa täydennyskoulutettiin Jyväskylän kaupungin esiopetuksen ja koulujen iltapäivätoiminnan henkilökuntaa esi- ja perusopetuksen opetussuunnitelman perusteissa mainittuun kielirikasteiseen opetukseen kielisuihkutusta menetelmänä käyttäen. Lastentarhanopettajille tehdyn kyselyn perusteella kielisuihkutus koettiin toimivaksi ja omaa ammatillista osaamista lisääväksi. Toiveena on, että toiminta jatkuu myös koulutuksen jälkeen. Taina Juurakko-Paavola kertoo artikkelissaan hankkeesta, jossa ammatillisen toisen asteen ja ammattikorkeakoulujen ruotsin kielen opettajat kehittivät omaa opetustaan yhteisessä täydennyskoulutushankkeessa. Kehittämistyön keskeisiksi kohteiksi nousivat digitaalisuus ja yhteistyö näiden kahden kouluasteen välillä. Hankkeen tulokset ovat hyödynnettävissä myös muissa kielissä ja koulutusasteilla.
