2 KEIDEN PERINTEITÄ TULISI VAALIA? Lukuaika 4 minuuttia - Kulttuuri ja viihde Tuuli Lähdesmäki - FT, YTT, dosentti, akatemiatutkija, Jyväskylän yliopisto - EUROHERIT Museovirasto kokoaa parhaillaan luetteloa siitä, mikä on suomalaista aineetonta kulttuuriperintöä. Vastaavasti Euroopan Unioni nimeää jäsenmaista eurooppalaisia kulttuuriperintökohteita, joilla on symbolista eurooppalaista merkitystä. Mikään asia tai paikka ei ole automaattisesti kulttuuriperintöä, vaan ne valitaan ja nimetään sellaisiksi. Valintoihin kiinnittyy monenlaisia motiiveja ja politiikkaa. Kansallisia kulttuureja on perinteisesti rakennettu kulttuurituotteiden kaanonien avulla. Kaanon on valikoitu joukko merkittävinä pidettyjä taideteoksia, kirjoja ja kulttuuriperintökohteita, joiden tunteminen ja arvostaminen on nähty keskeiseksi kansallisen itseymmärryksen kannalta. Gallen-Kallelan Kalevala-aiheinen tuotanto, Tuntematon sotilas ja Suomenlinna ovat esimerkkejä kanonisoiduista teoksista ja paikoista. Kaanonien vaaliminen ja siirtäminen eteenpäin olivat yksi 1900-luvun lopun kulttuurikritiikin keskeisistä kohteista. Kriitikot halusivat kaataa kaanonit ja kyseenalaistaa niiden perusteet. Kriitikot näkivät kaanonit työkaluina hallita kulttuurisia merkityksiä ja arvoja. Yhteiskuntien monikulttuuristuessa ja muuttuessa kaanonien katsottiin edustavan vain kapeaa osaa kulttuurista ja siten sulkevan ulkopuolelleen monia ihmisiä. Kritiikistä huolimatta vaikuttaa siltä, että elämme aikaa, jossa uusia kaanoneita rakennetaan hihat heiluen. Euroopan unioni on viime vuosina käynnistänyt useita hankkeita, jotka keskittyvät eurooppalaisen kulttuuriperinnön esiin tuomiseen ja vaalimiseen. Tuorein näistä on nimeltääneuroopan kulttuuriperintötunnus. Siinä Euroopan komissio myöntää hankkeeseen osallistuvien jäsenmaiden kulttuuriperintökohteille tunnuksia hakemusten perusteella. Hakemuksissa tulee perustella kohteen symbolista eurooppalaista merkitystä ja sitä, miten kohteilla on ollut merkittävä rooli Euroopan historiassa ja kulttuurissa ja/tai unionin rakentamisessa. Edelliset lainaukset ovat käännöksiä hakemuslomakkeesta. Kritiikistä huolimatta vaikuttaa siltä, että elämme aikaa, jossa uusia kaanoneita rakennetaan hihat heiluen.
3 Komissio myönsi ensimmäiset tunnukset vuonna Tähän mennessä tunnuksia on jaettu 29 kohteelle ja lista kasvaa joka vuosi. Unionin 28 jäsenmaasta neljä ei toistaiseksi osallistu hankkeeseen. Hanke tuottaa ajatusta yhteisen eurooppalaisen kulttuuriperinnön olemassaolosta ja konkretisoi sitä, eli rakentaa omaa eurooppalaisten kulttuuriperintökohteiden kaanoniaan. Lisäksi EU:n myöntämä tunnus on kohteelle meriitti, jonka odotetaan lisäävän sen huomioarvoa, kiinnostavuutta, näkyvyyttä ja kävijöitä ja sitä kautta vaikuttavan myönteisesti myös niiden talouteen.
4 Suomea lähin kohde, jolle on myönnetty Euroopan kulttuuriperintötunnus, sijaitsee Tallinnassa. Keskiaikainen Suurkillan talo ja siinä sijaitseva Viron historiallinen museo sai tunnuksen ensimmäisten kohteiden joukossa vuonna Kuvat: Tuuli Lähdesmäki. Samalla useat eurooppalaiset maat ovat kokoamassa kansallista listaa aineettomasta kulttuuriperinnöstä, koska Unescon yleissopimus edellyttää sitä. Sopimuksen tavoitteena on aineettoman kulttuuriperinnön suojelu. Lisäksi tavoitteena on lisätä tietoutta aineettoman kulttuuriperinnön merkityksistä, edistää sen kunnioittamista ja mahdollistaa kansainvälistä yhteistyötä näiden tavoitteiden toteuttamisessa.
5 Se jolla on valtaa, valitsee ja nimeää paikkoja, asioita, esineitä ja ilmiötä kulttuuriperinnöksi. Aineettomalla kulttuuriperinnöllä tarkoitetaan esimerkiksi erilaisia rituaaleja, tapahtumia, juhlamenoja, esittävää taidetta ja käsityötaitoja, jotka ovat siirtyneet sukupolvelta toiselle ja ovat siten samalla myös osa nykypäivää. Suomessa Museovirasto käynnisti vuonna 2014 työn aineettoman kulttuuriperinnön luetteloinniksi. Tavoitteena on kannustaa erilaisia yhteisöjä tuomaan esiin omia tapojaan ja taitojaan. Museoviraston avaamalla avoimellawikipohjaisella alustalla kuka tahansa voi osallistua keskusteluun ja ehdottaa kohteita kansalliseen luetteloon. Opetus- ja kulttuuriministeriö tekee vuonna 2017 päätöksen siitä, mitkä kohteista valitaan luetteloon. Eurooppalaisten ja kansallisten kulttuuriperintökohteiden valikoiminen on väistämättä kaanonprojekti, jossa tuotetaan virallista näkemystä siitä, mikä on merkittävää kulttuuriperintöä. Mikään paikka, asia, esine tai ilmiö ei ole kulttuuriperintöä automaattisesti tai itsestään. Kulttuuriperinnössä on kyse kohteille tuotetusta symbolisesta merkityskerrostumasta ja kohteille annetusta erityisestä statuksesta. Kulttuuriperinnön tuottaminen merkitsee valintojen tekemistä: se jolla on valtaa, valitsee ja nimeää paikkoja, asioita, esineitä ja ilmiötä kulttuuriperinnöksi. Valintojen tekemiseen kiinnittyy monenlaisia motiiveja ja politiikkaa. Eurooppalaisen kulttuuriperintötunnuksen kohdalla politiikan läsnäolo on ilmeistä: kyseessä on EU:n poliittinen projekti. Aika näyttää, mihin nämä käynnissä olevat kaanonprojektit johtavat ja miten ne vaikuttavat ihmisten käsityksiin kulttuuriperinnöstä. Kulttuuriperintökohteiden valinnoista ja valintojen kriteereistä on syytä jatkaa keskustelua, etenkin kun kohteiden on tarkoitus esitellä ja edustaa kansallisten tai ylikansallisten yhteisöjen kulttuuriperintöä. Erityisen tärkeää on lisätä prosesseihin liittyvän politiikan läpinäkyvyyttä: valintoihin liittyvistä poliittisista motiiveista ja pyrkimyksistä tulee käydä julkista keskustelua.
