Pöytäkirjan hyväksyminen seuraavasta kokouksesta: 6. syyskuuta 2010 PV PE v01-00 Pöytäkirja hyväksyttiin. 3. Puheenjohtajan ilmoitukset Tulkkaustilanne: Kaikkien muiden kielten paitsi viron ja latvian tulkkaus oli saatavilla. Tämä vastaa ENVI-valiokunnan tavanomaista kielellistä profiilia. 2 Puheenjohtaja Leinen kommentoi lehdistötiedotetta, jonka ITRE-valiokunnan puheenjohtaja Reul oli antanut parlamentin hyväksyttyä Cancunin ilmastonmuutoskonferenssia koskevan päätöslauselman 25. marraskuuta ENVI-valiokunnan puheenjohtaja katsoo ITRE-valiokunnan puheenjohtajan lausunnon "menevän liian pitkälle" ja olevan "sopimaton". Leinen arvosteli erityisesti sitä, että Reul oli verrannut EP:n kehotusta tiukentaa EU:n päästövähennystavoitetta 30 prosenttiin Morgenthau-suunnitelmaan. Evaluation of the candidate for a second mandate as EFSA's Executive Director The papers for the meeting included: - a letter dated 25 November 2010 from the Commission proposing that the mandate of Ms Geslain-Lanéelle be renewed for another five-year term. - Regulation (EC) No 178/2002 of 28 January 2002 laying down the general principles and requirements of food law, establishing a European Food Safety Authority and laying down procedures in matters of food safety (excerpt: Articles 22-45) - - C.V. of Ms Geslain-Lanéelle Decision The coordinators assessed the performance of Ms Geslain-Lanéelle at the hearing which she was given in committee pursuant to Article 26 of EFSA's founding Regulation; mandated the chairman to submit a draft evaluation letter for the attention of the President of the European Parliament agreed that the draft would be circulated by before its being signed, so as to enable the political groups to make comments. Note: Parliament's final position has to be taken by the Conference of Presidents, the governing body responsible for relations with the other institutions and bodies of the EU (Rule 25(3)). The final evaluation letter will be signed by the President of the EP and it will be addressed to the chair of the EFSA Management Board, Ms Bánáti. C.2. The Commission Work Programme for initiatives related to ENVI The papers for the meeting included - the Commission Work Programme 2011 (COM(2010)623) - an analytical note from the secretariat dated 23 November Proposed action The coordinators could held an exchange of views and decided to - hold a preparatory workshop (in committee, using the expertise budget) on the new EU strategy on resource efficiency - hold a hearing (in committee, jointly with ITRE, possibly using the expertise budget) on "Monitoring of the functioning of the ETS market and flexible mechanisms" PV\ doc 43/50 PE v01-00

44 - hold a hearing (in committee, possibly using the expertise budget) on the revision of the Tobacco Products Directive noted that detailed specifications would be refined in a follow-up written procedure agreed that further proposals and initiatives (such as 'biodiverstiy and industry' or 'link between growth, working hours, and emissions') could be submitted in writing for decision at a future meeting. Note: The Environment Committee already sought authorisation for the following hearings (with reimbursement of travel expenses of up to 16 experts): - a hearing in the context of the own-initiative report on the Commission communication on the "Analysis of options to move beyond 20% greenhouse gas emission reductions and assessing the risk of carbon leakage" - a hearing on improving the ecological status of the Baltic Sea through more sustainable agricultural practices - a possible hearing on "Rio20", i.e. the UN Conference on Sustainable Development (UNCSD) which will take place in Rio de Janeiro in May C.3. Oral question in committee (Rule 197), on the basis of a request by Ms Liotard (on behalf of Mr João Ferreira) The chair received a proposal for an oral question from Ms Liotard relating to the "Prevention of man made and natural disasters". Follow-up to Commission Communication 'Facing the challenge of the safety of offshore oil and gas activities' (COM(2010)560) Decision The coordinators noted that the ITRE Committee had thus far not taken any follow-up action in relation to the above Commission communication and agreed i. to invite Commissioner Oettinger to the ENVI Committee for an exchange of views ii. keep the ITRE Committee fully informed of its initiative and to invite interested Members of that committee to the exchange of views with the Commissioner. C.5. Bird protection in Malta Decision The coordinators agreed to deal with this important matter at the next implementation session.
