More than 600 students in the region have participated in a human rights programme since 2012. [Facebook/Build Bridges not Walls] A project initiated by the Norwegian Helsinki Committee for Human Rights is successfully developing human rights and intercultural understanding through education and will help smooth post-conflict relations, programme participants said. Build Bridges not Walls: The Role of Universities in Peacebuilding was launched in Bosnia and Herzegovina (BiH), Kosovo and Serbia in 2012, and will run through 2017. According to the project, the main goal is to "build the competencies of the universities/partners in the programme that will enable them to educate students in a way that will contribute to the development of democratic culture based on the values of human rights in the Western Balkans. With this knowledge as an integral part of the educational system for relevant professional groups in the region, they will be promoters of values at their future workplaces." Five universities in the region participate in the project: Džemal Bijedić University of Mostar, the universities of Tuzla and Pristina, the International University in Novi Pazar and the Faculty of Legal and Business Studies in Novi Sad.

Page 3 of 9 The project is supported by Buskerud University College in Norway, the Helsinki Committees in BiH and Serbia, Nansen Dialogue Centres in Mostar and Sarajevo, the Sandzak Committee for the Protection of Human Rights and Freedoms and the Community Building Mitrovica in Kosovo. It is financially supported by the Norwegian Ministry of Foreign Affairs. Since the project's initiation, 600 students and 50 teachers in the region have attended classes, conferences and webinars focusing on intercultural understanding, human rights and reconciliation. Students have taken part in cultural exchanges, and visited universities in each other's countries. Lela Malićbegović, a journalism student from Tuzla University in BiH, said the project has given her a view into different cultures through travels to other cities and learning others' traditions. She said she also has the opportunity for open and free dialogue with students from other countries under the programme. "A university, as an educational institution, should be a place to meet students from other countries to exchange knowledge and experience. Its role is to create an ambience where students of all nationalities can communicate," Lela told SETimes. Hadis Karatasi from Prizren studies psychology at Pristina University and public administration at the International Business College in Mitrovica. Karatasi said the most important part of the project is the chance to talk with other students from the region about current issues and to get answers from experts. "The project creates a network of students from various countries who speak different languages and belong to different cultures," Karatasi told SETimes. He said universities in the region have a crucial role in both domestic and regional relations. "By promoting human values and stability and development in the region, universities are a basis for the beginning of the development process. There is no doubt that regional development depends on good relations between neighbours in the region," he said. "The role of a university and the purpose of education, by acquisition of adequate knowledge, is to provide a chance for meeting others," Sanja Merzić, a teaching assistant at Džemal Bijedić University of Mostar, told SETimes. Merzić took part in classes on the peace-building process and intercultural dialogue within the project. "Active participation in the teaching process and creating dialogue are just few of benefits we have had from the project. This experience will definitely lead to better and more equal relations," she said. Report Details Abuse of Children in Syrian War By SOMINI SENGUPTA FEB. 4, 2014 UNITED NATIONS United Nations investigators say in a new report that children in Syria have been sexually abused in government detention, recruited to fight with the opposition, tortured and used as civilian shields. The report, the first to assess the impact of the nearly three-year-old Syria war on children, was quietly presented to the Security Council last week, as Syrian government and opposition representatives met in Switzerland for peace talks under the auspices of the United Nations. Secretary General Ban Ki-moon s special representative for children and armed conflict, Leila Zerrougui, is scheduled to brief the Council next week on the report, which was not released publicly until Monday. It estimated that at least 10,000 children had been killed and that grave violations against children had been committed by all parties to the conflict since it began in March 2011. While the report did not discuss accountability, the evidence it presents will inevitably invite discussion about how to pursue accountability for accused war criminals. In 2011 and 2012, the report said, children as young as 11 were held in government detention centers with adults and, according to witnesses, subjected to torture in order to coerce relatives to surrender or confess. Ill treatment and acts tantamount to torture reportedly included beatings with metal cables, whips and wooden and metal batons; electric shocks, including to the genitals; the ripping out of fingernails and toenails; sexual violence, including rape or threats of rape; mock executions; cigarette burns; sleep deprivation; solitary confinement; and exposure to the torture of relatives, the report said.

Page 2 of 3 Investigators said they had documented reports of sexual violence against children in government detention, perpetrated mostly by members of the Syrian intelligence services and the Syrian armed forces against those who were suspected of being affiliated with the opposition. The government denies it detains children. In Geneva, Fayssal Mekdad, the deputy foreign minister, said in response to a question last week, the day before the report went to the Security Council: I categorically deny there are any children being detained. Those are rumors. He accused opposition forces of abducting and killing children. The United Nations investigators said they were unable to corroborate allegations of sexual violence by opposition fighters because of what the report called lack of access. Investigators were able to chronicle abuse by opposition forces, including summary executions of children. It received two reports from Hasakah Province, in northeast Syria: a 16-year-old boy fatally shot last April by the Nusra Front, which is aligned with Al Qaeda, and a 14-year-old boy killed by a Kurdish group. The Syrian government told United Nations investigators that at least 130 children had been killed by opposition forces. The report said the Free Syrian Army, the main opposition force, had recruited children in military and support roles. While there seemed to be no policy of doing so, the report said, there were no age verification procedures. Many boys stated that they felt it was their duty to join the opposition, the report said. A spokesman for the rebels Supreme Military Council, who goes by the name Omar Abu Leila to protect his family, said that the Free Syrian Army permits only combatants who are at least 18, but that other rebel groups might deploy younger teenagers. I don t believe the report because the number of fighters in the Free Syrian Army is large, so there is no need to use children, he said. A State Department spokesman said the United States condemned the use of child soldiers. We thoroughly vet recipients of our assistance in Syria, he said. Mies oli yksi kuorma-autojen kuljettajista, serbisotilas. Hänen mukaansa Tomasicaan tuotiin kesällä 1992 tuhatkunta ruumista. Jokainen heistä on jonkun veli, isä, vaimo tai lapsi. Jokainen heistä on joku tällä seudulla edelleen kadoksissa olevista 1200 ihmisestä. Jokaista heistä etsii joku. Siksi hauta on ennen kaikkea toivon symboli. "Miehelläni oli sininen paita, kun näin hänet viimeksi. Etsin sinistä paitaa." Jakarina Kosan joukkohaudasta vuonna 2003 löytyneiden ruumiiden avulla pystyttiin tunnistamaan yli kolmesataa kadonnutta. Samana vuonna tutkijat etsivät myös Tomasican suunnalta. Oli huhuja, että Jakarina Kosan ruumiit olisi tuotu sieltä. Tuolloin Tomasicasta löytyi parikymmentä ruumista, ei enempää. Etsinnät lopetettiin muutaman metrin päähän nykyisestä kuopasta. Silloin kukaan etsijöistä ei vielä tiennyt, että haudan ryöstön yhteydessä sen päälle oli kuljetettu tonnikaupalla lisämaata, sitä tummanruskeaa multaa, jota kaivurit nyt raivaavat pois tieltä. "Hauta ryöstettiin ja ruumiit siirrettiin heinäkuussa 1993, heti Haagin kansainvälisen tuomioistuimen perustamisen jälkeen", muistuttaa Mujo Begic Bosnian kadonneista vastaavasta instituutista. "Se oli tietoinen pyrkimys peittää rikoksen jäljet." Kukaan ei tiedä, miksei kaikkia ruumiita siirretty. Ehkä kukaan ei enää niin tarkkaan muistanut, mistä kohtaa olisi pitänyt kaivaa. Ehkä kukaan ei jaksanut laskea ruumiita. Ehkä se oli vain liian likaista ja työlästä puuhaa. Denis Dzidic BIRN Sarajevo Kojic told the Sarajevo court on Tuesday that he was sent on a mission to the Branjevo farm just before the massacre of Bosniaks took place in July 1995, along with seven other members of the Bosnian Serb Army s 10th Sabotage Squad. He testified that they were driven there by Cvetkovic, although he could not say whether the defendant took part in the killings that followed. When we got to Branjevo, I saw an old man in the uniform and I learned afterwards that was Ljubo Beara [chief of security with the Bosnian Serb Army s main headquarters, jailed for life for genocide by the Hague Tribunal in 2010]. There were some stories that we were waiting for detained war criminals, said the witness, who is serving 32 years in prison for participating in the killings in Branjevo. Aleksandar Cvetkovic. [Another soldier called Drazen] Erdemovic and I went for rakija [brandy] and I thought that we would keep them [the prisoners] in the stables. When the first bus arrived, I heard shooting and I thought it was an attack. I went there and saw wounded people and bodies in the meadow, said Kojic. He said that the commander of the squad was Franc Kos, who complained that too many bullets were being wasted by Zoran Goronja, a soldier who was shooting the prisoners with a machine gun, and ordered the troops to form a firing squad instead. Kos was saying: Boys, that is not good. Everything was like in a movie. I was scared to death. I saw Kos taking a gun and shooting every prisoner in the head... Erdemovic the same, Kojic recalled. Kos said: From now on, one man, one bullet - in the back of the head. I could not stand that, I took a handful of pills, I started protesting, but everyone was firing, he said. Prosecutor Dubravko Cempara asked Kojic whether he saw Cvetkovic shoot anyone, but the witness said he could not recall that. The Hague Tribunal jailed Erdemovic for five years, while the Bosnian state court sentenced Kos to 35 years and Garonja to 30 years over the killings in Branjevo. Cvetkovic, also a former member of the 10th Sabotage Squad, is being tried for the killings of at least 900 Bosniaks at the Branjevo farm. Kojic said that he saw total of six buses carrying prisoners from Srebrenica, and said he believed that less than 200 people were killed at the farm. After the killings in Branjevo, said Kojic, members of the 10th Sabotage Squad went to a restaurant in the village of Pilica. I was drinking... I heard them talking about prisoners from the local cultural centre, more people were killed there than in Branjevo, but we did not go there, he said. Cvetkovic s trial resumes on February 11. It is likely that later this year we will put something together as a joint proposal, which will of course be checked by both countries competent bodies, Mrkić said underlining that Montenegro and Macedonia were also interested in the idea. He noted that this would not mean a reformation and reinstitution of Yugoslavia or Yugoslav foreign affairs, referring to such remarks as total nonsense and adding that during the talks with the colleagues from the former Yugoslavia, an idea came up to apply the Scandinavian model for the sake of rationalisation, where several countries would use the same building for their offices. As regards the relations between Serbia and Republika Srpska, Mrkić said Serbia was willing to develop those relations as much as possible in line with the Dayton Peace Agreement, meaning, as he said, practically perpetually, as far as the cooperation went. Reiterating that Serbia fully supports the preservation of Bosnia and Herzegovina s territorial integrity and adherence to the Dayton Agreement, in which Republika Srpska is fully and clearly inscribed, Mrkić said that Serbia naturally has special relations with Srpska. What s important is that we recognise what is supposed to be the backbone of our cooperation and that we should extend it to all areas, and this government supports such policy with all its heart and soul. The postponement of a meeting between the Serbian Government and the BiH Council of Ministers, which occurred at the request of BiH, is not a problem at all nor a big political message, Mrkić said, adding that the meeting will definitely be held but that the most appropriate date was being sought in light of the facts that occurred in the meantime. I m sure that in the couple of weeks we will have a date suggested, and then we ll reach an agreement, Mrkić told Srna. As regards the so-called Tito s vault, whose contents are of interest to BiH, Mrkić noted that this is an issue for the court and that the first thing that needs to be done is to create the precise and reliable records of what has remained in the vault and whether there are any objects that belong to someone else. Speaking to The Cyprus Daily yesterday, Greek Cypriot member of the Committee on Missing Persons (CMP) Theofilos Theofilou said that due to the sensitive nature of the exhumations programme he could not yet confirm whether a second mass grave containing remains of missing Turkish Cypriots had been found but noted that there have been positive developments. As always we are continuing our efforts to identify the remains of the missing. The first results from the new exhumations in this area have been very positive and this is all we can say at present. The CMP in 2010 announced that it had identified the remains of 40 Turkish Cypriots found inside a mass grave near Tochni. The exhumation was launched based on reports that 85 Turkish Cypriots from Tochni, who were arrested illegally on August 15, 1974 by Greek Cypriot paramilitaries, were executed near Palodia in Limassol. The bodies are believed to have been transferred in two buses to the Pareklissia area and hastily buried in two mass graves near a quarry. While to date only one of the graves has been discovered the positive results mentioned by the CMP may be an indication that the remaining bodies been found. If the remains of all the Tochni missing are identified this may well help the authorities convince the Turkish army to open access to military zones in the north where the remains of missing Greek Cypriots are believed to be buried. Relatives of the Tochni missing were among the first to provide blood samples for DNA identification following a government appeal in 2011.
