During 2011 there were found some benefits in the future if co opertation will be realized Deputy system, to nominate substitutes for emergency duty etc. Common competence pool, not independed on a single person Ability to invest in development, 10-20% of current resourcing Be prepared for changes in the future (being proactive, complicated needs for sercvices or technology knowledge) Cost savings in long run (10 years period) Synergy benefits (equipment, hard ware, soft ware, architecture ) Part of the common campus No intence to directly reduce personnel, no layoffs In the backround there is retirement of personnel Efficience numbers in shape locally: UV/VAMK 390 (number of students + personnel/number of personnel in IT systems team)
22.08.2011 University of Vaasa and VAMK, University of Applied Sciencies agreed on co operation to produce IT services as a part of structural development of both parties The target of the agreement is to Increase efficient use of competencies Secure quality of IT services Integrate the IT services of the both parties Enable cost savings in long range Aim at common and contiguous development activities and systems in the future
There has been taken in use regularly weekly meetings in UV/VAMK teams and monthly team meetings in IT Systems team level Steering group for IT Systems team has been established with a weekly meeting (Risto Partanen, Pekka Liedes VAMK IT Manager, Ari Hovila UV IT Manager): desicions, starting and follow up of development projects etc. In notion level of arhcitecture definions made, as a part of strategical plannig: vision, mission and values. Definition on services and reference groups/customers ongoing. The law for data administration (634/2011)
In practise there are three crucial obligations for a public authority: To design and describe public administration of data administration according to a full architecture model of the data administration (7.1 ), To enable interoperabitility of IT systems of separate universities to obey the full architecture model of a public government: interoperability descriptions and definitions (7.2 ), To implement that kind of electrical support services of running errands and administration that enables interoperability of the IT systems (11 ). In addition of that the authority has to arrange it s actions so that it will use the information stored in basic data pool mentioned in this law if the actions of the authority demand the use of the data.
