Kolumnit From the Executive Director At the time of writing this column, the interviews in the 2004-05 Finnish ASLA-Fulbright Graduate Student Program have just been completed and the award winners selected. This year the quality of the candidates was once again high and the competition intense. The Finnish Graduate Student Program is an example of a program that has a long tradition of over five decades. While maintaining the strong tradition and the proven quality, the challenge of the Fulbright program is to find ways to renew itself at the same time in order to respond to the current changes and realities in international exchanges in Finland and within the European Union. As Board Member Ossi V. Lindqvist describes in his column below, the environment in which the exchange programs operate has changed considerably, particularly during the past decade, and it continues to change. These changes have brought about new demands for the Fulbright program, such as the need for new types of opportunities for study and research cooperation. Within the past year, the Fulbright Center in Helsinki has announced three new programs that complement existing grant opportunities. These are genuinely new opportunities also in the sense that they do not draw from the funding of the already established FC programs. In late spring, the FC Board opened the Fulbright Senior Specialists Program for Finnish institutions. It raised a strong interest among Finnish universities, and over the summer two Senior Specialist Grants had already been awarded to US scholars for their lecturing and consultation at Finnish universities. A few weeks ago, the Fulbright Center announced the Fulbright New Century Scholars Program for the first time in Finland. An initiative of the Fulbright Scholar program, this program brings together research scholars and professionals from around the world to engage in multidisciplinary collaboration on a topic of global significance. This past summer the Fulbright Center has, also for the first time, awarded Renewal Grants for Finnish grantees to support their study projects in the United States beyond their initial grant year. Finnish and US scholar alumni, on the other hand, can apply for institutional grants in the Alumni Initiatives Award Program to help translate the individual Fulbright experience into longterm institutional impact. These new opportunities of very different length and scope are examples of a tailored response to an existing demand. Naturally, they alone are not enough to constitute a sufficient response to all the changes around us. International exchange is dynamic by nature and it requires an attitude of continuous but balanced change. The strength of the best programs that last over decades lies ultimately in their ability to continue to renew themselves while preserving the best of their tradition. Terhi Mölsä Bologna - Europe on the move! Bologna is a process aiming to enhance the competitivenes and attractiveness of the European higher education through various processes. The University of Bologna celebrated its 900th Anniversary in 1988, and the attending university rectors signed a Magna Charta Universitatum, which was followed, in 1998, by the Sorbonne Declaration of the Ministers of Education of UK, Italy, Germany and France. Other European countries have later joined the Declaration. The higher education systems in various European countries show a great variety, for historical and other reasons, which are clear hindrances to European cooperation. It is wisely said that the Bologna process aims at harmonisation of the European higher education, not at homogenisation! The Bologna process was further solidified in the Education Ministers summit meeting in Prague in 2001. The Prague meeting had a follow-up meeting in Berlin in September 2003. The Prague Communiqué specifies the needed actions into nine categories, the first of which is the adoption of a system of comparable degrees, so that students and citizens can use their qualifications through the European Higher Education Area (HEA). Comparability can also be increased by establishment of a system of credits for HE studies, which also aims to enhance transferability and accumulation functions. This is also called the European Credit Transfer System (ECTS). Furthermore, the now so diverse European degree structures require adoption of a common structure, based on two cycles, undergraduate and graduate. This process has already started in many countries and in some it is already required by the law. E.g. Finland will adopt this by the year 2005. A very important target in the Prague Communiqué is the promotion of mobility, of both students, teachers, researchers and administrative staff. There have already been several European Community programs to support mobility. In fact, last year 2002, saw the millionth European university student going to study to another country. Through mobility European students can enrich themselves with contacts and studies in other countries and other cultures; the new European initiative, the Erasmus Mundus program, will have implications also on exchange with the U.S. For high quality standards and comparability a European wide cooperation in quality assurance in HE was encouraged. The main responsibility lies with the universities and institutions of higher education themselves, but also the European Network of Quality Assurance (ENQA), was called to collaborate in establishing a common framework of reference and to disseminate the best practice. The national accreditation and/or evaluation organisations or councils are members of ENQA. In Finland, it is represented by the Finnish Higher Education Evaluation Council (www.kka.fi). Furthermore, the Prague meeting also called for the promotion of the European dimension in higher education. The Prague also added the important role of lifelong learning strategies. And finally, the European HEA also calls for the increased and in fact crucial role of students and their organizations in participating in the development of organization and contents of higher education. This Bologna process thus represents a major change and development in the European higher education; it is both time-consuming and sometimes difficult, but the main aim is to make Europe more competitive globally. Also in Finland, virtually every university has a Bologna office particularly for the restructuring of the degree systems. The exact role of the Finnish polytechnics in the Bologna process is still an open question, but no doubt with time they will also be active participants in it, one way or another. Ossi V. Stipendiaatit kertovat Isä ja tytär jakavat yhteisen kokemuksen; Keijo Virtanen vietti vuoden Fulbright Senior Scholar -stipendiaattina Michiganin yliopistossa ja tytär Marjaana on pakkaamassa laukkujaan Indianan yliopistoon. Musiikkitiedettä tutkiva Marjaana on 27 vuoden nuoresta iästään huolimatta ehtinyt jo pitkälle tiedemaailmassa. Lisensiaattityö valmistui vuonna 2001 ja väitöskirja on jo aluillaan. Lisäoppia väitöskirjaa varten on tarkoitus hakea Indiana Universityn School of Musicista. Marjaana Virtanen odottaa vuodeltaan paljon opintojensa suhteen. Marjaanaa kiinnostaa erityisesti esittävän taiteen ja teorian yhdistäminen. Myös pianistiksi ja musiikin teorian opettajaksi valmistuneen taiteen tutkijan on helpompi analysoida musiikkia. Suomessa opetus on ollut teoreettista ja asiantuntijoitakin löytyy vähemmän kuin Yhdysvalloista. - Musiikin alan jatko-opiskelijat menevät usein esimerkiksi Saksaan, Iso-Britanniaan tai Yhdysvaltoihin. Näissä maissa on tehty myös senkaltaista tutkimusta jota itse teen. Maineikkaassa Indianan yliopistossa työskentelee musiikin teorian professori Robert Hatten, jonka opetukseen todella haluan, hän perustelee päätöstään lähteä Yhdysvaltoihin. Kielitaidon kehittyminen on yksi tärkeä syy ulkomaille hakeutumiseen. Myös kontaktit tiedeyhteisöön merkitsevät Marjaanalle paljon. - Haluan myös nähdä miten Yhdysvalloissa ja tässä yliopistossa järjestelmä toimii kokonaisuudessaan. Toimintatavat ja esimerkiksi eri osastojen välinen yhteistyö toimii eri tavalla kuin Suomessa. Jos itse jatkan tulevaisuudessakin yliopistomaailmassa, järjestelmien tuntemus etukäteen on hyödyllistä. Kahden polven stipendiaatteja Turun yliopiston rehtori Keijo Virtanen on saattelemassa tytärtään Marjaanaa kohti ASLA-Fulbrightstipendiaattivuotta Indianassa. Yhdysvaltoja kiertänyt Virtanen uskookin, että vuosi on tyttärelle todellinen tuhannen taalan paikka. Keijo ja Marjaana Virtanen uskovat molemmat olevansa yhtä määrätietoisia ja kunnianhimoisia ihmisiä. Matkaan lähdetään, ja on aina lähdetty, selvät tavoitteet mielessä. - Näin se on. Matkaan kannattaa lähteä ilman turhaa uhoa. Tehdään mitä meinataan, Keijo Virtanen opastaa. Isältä tyttärelle Ensimmäistä kertaa Marjaana ei ole lähdössä matkaan. Kiinnostus Yhdysvaltoihin kulkee 4

www.fulbright.fi perheessä jo verenperintönä. Ensimmäisen kerran Keijo Virtanen lähti vuodeksi Yhdysvaltoihin ennen Marjaanan syntymää, vuonna 1974, tutkimaan aineistoa amerikansuomalaisista. Matkaan lähti silloinkin koko perhe. - Lähdimme matkaan valtava kassi vaippoja mukana. Lentokentältä juoksin ensitöikseni lähimpään drug storeen täydentämään vaippavarastoja, Keijo Virtanen muistelee nuoren lapsiperheen arkista saapumista uudelle mantereelle. Seuraavan yhteisen Amerikan vuoden perhe vietti vuonna 1988 Keijo Virtasen ollessa Michiganissa Fulbright-stipendiaattina. Lisäksi perhe on useana vuonna seurannut mukana, kun hän on esimerkiksi esitelmöinyt amerikansuomalaisten jokavuotisessa FinnFest -juhlassa. Seuraavan kerran tilaisuus järjestetään Floridassa ja Virtanen suunnitteleekin käyvänsä samalla kertaa tapaamassa tytärtään. Kontakteja koko iäksi Isä Virtanen on solminut Yhdysvalloissa kontakteja, jotka ovat säilyneet yli kolmekin vuosikymmentä. Kontakteja ja ystäviä on löytynyt niin yliopistomaailman kuin erilaisten konferenssien siirtolaisuuden tutkijoista. Keijo Virtanen uskoo, että Fulbright-ohjelmaan pääsy on jo melkoinen suositus. Ohjelma avaa ovia oikeastaan mihin tahansa. Nimi tunnetaan hyvin ja yliopistot tietävät silloin saavansa varman jatko-opiskelijan. - Uskonpa, että Marjaanan vuodesta syntyy kontakteja jotka ovat voimissaan vielä vuonna 2030, Keijo Virtanen hymyilee. - Pidempikään lomamatka ei tuo sellaista elämänkokemusta, mitä asuminen ulkomailla tarjoaa. Kun todella asuu ja elää jossain ja kohtaa kulttuurin, silloin oppii ymmärtämään syvällisemmin muutakin maailmaa. Ajatus ulkomaille lähdöstä pidemmäksi aikaa ei aina ole tuntunut pelkästään helpolta ja mukavalta. Keijo Virtanen muistelee ensimmäisen Yhdysvalloissa vietetyn vuoden lähtötunnelmia: Pidempikään lomamatka ei tuo sellaista elämänkokemusta, mitä asuminen ulkomailla tarjoaa. - Mutta tilanne oli samanlainen kuin esimerkiksi esitelmää pitäessä. Ennen esitystä kädet tärisevät, mutta kun olet puhunut muutaman minuutin, jännitys on hävinnyt kokonaan. Marjaanaa lähtö ei hirvitä kuten isäänsä aikoinaan. Heinäkuun helteissä Marjaana odottelee elokuun puolessavälissä tapahtuvaa lähtöä kylmän rauhallisesti. Jännitystä ei ole vielä ehtinyt tuntua ja pienikin epävarmuus on kadonnut käytännön järjestelyjä tehdessä. Marjaanan suunnitelmat Yhdysvalloista paluun jälkeen ovat jo selvillä. Jatko-opinnot pitäisi saada päätökseen ja löytää sopivia uusia tutkimuskohteita. - Ja löytää se hyvä työpaikka, Keijo Virtanen lisää väliin. Esittävän säveltaiteen tutkimus kiinnostaisi myös tulevana työnä. Marjaana uskoo, että esimerkiksi virkojen opetussisällöt yliopistolla ovat muokattavissa omien kiinnostuksen kohteiden ja osaamisen mukaan. Varovasti maailmalla Onko isä tarjonnut neuvoja maailmalle lähtevälle tyttärelleen? Marjaana ja Keijo Virtanen myöntävät molemmat, että jonkinlaista opastusta on tarjottu. - Isä on kertonut muun muassa eteen tulevista käytännön asioista ja varoitellut byrokratiasta. Tosin ajat ovat varmasti myös muuttuneet, ja käytännön järjestelyt sujuvat nykyään helpommin, Marjaana uskoo. Keijo Virtanen sanookin ihmetelleensä miten juuri internet on muuttanut maailmaa. Neuvot ovat usein olleet turhia, koska Marjaana onkin jo järjestänyt monta asiaa etukäteen sähköpostin ja www-sivujen tietojen kautta. - Varovainen pitää olla. Tosin sama pätee ihan kaikkialla, muistuttaa Keijo Virtanen. - Olen myös kehottanut ottamaan vuodesta irti kaiken mahdollisen. Tässä on todellinen tuhannen taalan paikka kokea uutta ja luoda tärkeitä uusia kontakteja. International Education Week Yhdysvalloissa vietetään 17.-21. marraskuuta kansainvälisen vaihdon viikkoa. Viikon tarkoituksena on tuoda esille ulkomailla opiskelun ja opiskelijavaihdon tärkeyttä. Kansainvälistä viikkoa vietetään monin tapahtumin mm. amerikkalaisissa yliopistoissa sekä Yhdysvaltain lähetystöissä ja edustustoissa ympäri maailmaa. Roth-Thomson Grants for Hill and von Reis Lois Roth Endowment in Washington awards annually two grants to American Fulbright students to Finland. This year the USD 1250 grants were awarded to Ms. Juniper Hill and Ms. Jennifer von Reis. Ms. Hill is studying contemporary Finnish folk music at Sibelius Academy. Valintauutisia Jatko-opiskelijat 2004-05 valittu Fulbright Centerin johtokunta on valinnut jatko-opiskelijat lukuvuoden 2004-05 stipendiohjelmaan. Jatko-opiskelijoiden hakemuksia oli tänä vuonna kaikkiaan 26 ja hakemusten taso oli korkea. Stipendit ovat arvoltaan 15 000 tai 23 000 dollaria. The objective of the AIA program is to help translate the individual Fulbright experience into long-term institutional impact. To this end, the program provides small institutional grants to Fulbright alumni to develop innovative projects that will foster institutionally supported linkages and sustainable, mutually beneficial relationships between the Fulbright scholar s home and host institutions. AWARDS It is anticipated that up to 30 AIA awards ranging from $1,000 to $25,000 will be made in 2004, depending on availability of funding. The award duration is up to two years. Funding will be available beginning in July/ August 2004. DEADLINE Applications must be submitted to CIES and postmarked no later than February 16, 2004. Awards will be announced in April- May 2004. Amerikkalainen luennoitsija viikon vierailulle matka-apurahan turvin Vuosittain noin 800 eri tieteenalojen amerikkalaista luennoitsijaa ja tutkijaa osallistuu Fulbight vaihtoon eri puolilla maailmaa, mm. Euroopassa. Tämä asiantuntemus on myös suomalaisten yliopistojen ja korkeakoulujen käytettävissä Inter-Country Travel Grant -ohjelman kautta. Lukuvuonna 2002-2003 kuusi suomalaista laitosta kutsui ohjelman kautta amerikkalaisen luennoitsijan vierailulle. Nämä olivat: Helsingin ja Lapin yliopistot, Oikeustieteellinen tiedekunta Helsingin yliopisto, Taiteiden tutkimuksen laitos Kuopion yliopisto, Hoitotieteen laitos Pohjois-Savon ammattikorkeakoulu, Liiketalous ja tekniikka, Varkaus Åbo Akademi, Engelska Intitutionen Inter-Country ohjelman kautta suomalaiset yliopistot ja korkeakoulut voivat hakea Fulbright Centeristä matka-apurahaa ja kutsua toiseen maahan sijoitetun Fulbright-luennoitsijan Suomeen lyhytaikaiselle, noin viikon kestävälle vierailulle. Matkaapuraha kattaa vierailevan luennoitsijan edestakaisen lentomatkan Suomeen korkeakoulupaikkakunnalle, edullisinta lentohintaa käyttäen. Stipendiaatit kertovat Historioitsija maailmalla Aki Kalliomäki yhdistää sujuvasti työn ja tutkimuksen Historian tutkimuksesta väitöskirjaansa tekevä Aki Kalliomäki on valinnut otollisen aiheen - ainakin matkustuksen kannalta. Tutkimus on vienyt ympäri maailman, Irlannista Kaliforniaan ja takaisin. ASLA-Fulbright -stipendikauden jälkeen Kalliomäki on rahoittanut opiskelua ja tutkimusta toimimalla muun muassa opetusassistenttina. Jo Kalliomäen pro gradu -työ koski irlantilaista, uudistuksia ajavaa United Irishmen - valistusseuraa. Linkki Yhdysvaltoihin löytyi ja kiinnostus tutkia asiaa tarkemmin heräsi. Aki Kalliomäki lähtikin tekemään tohtorintutkintoa ASLA-Fulbright -stipendiaattina Kaliforniaan Santa Cruzin yliopistoon vuonna 2000. Takana on fantastinen kokemus, useampi vuosi opiskelua, tutkimusta, hyviä kontakteja mutta myös kiinnostavia työtehtäviä. Suunnitelmissa on saada tohtorintutkinto valmiiksi keväällä 2004. Haastattelusta Aki oli rientämässä konferenssiin Harvardiin ja Rutgersin yliopistoon kertomaan tutkimusaiheestaan. Sitä seuraavat Washingtonin kansallisarkisto, New York ja syksyllä Philadelphia. Assistenttina ja opettajana Vuoden mittaisen ASLA-Fulbright-stipendin jälkeen mahdollisuudet rahoittaa opiskeluja ovat Kalliomäen mukaan hyvät. Mahdollisuus opetustyöhön ja runsas määrä erilaisia apurahoja takaavat sen, että opiskelu kalliiden lukukausimaksujen maassa on onnistunut myös stipendin jälkeen. Akin mukaan erityisesti tohtorintutkintoa suorittavan on Yhdysvalloissa suhteellisen helppo saada apurahoja ja stipendejä. Kun Santa Cruzin yliopisto tarjosi opiskelupaikkaa, tarjottiin samalla mahdollisuutta työskennellä hyvin palkatussa opetusassistentin tehtävässä. Työn etuihin kuului myös se, että Kalliomäki vapautettiin melkoisesta menoerästä, lukukausimaksuista. Akille tarjoutui myös mahdollisuus pitää luentoja. Opetusassistentti veti opiskelijoi- den pienryhmiä, joissa myös palaute oli suoraa. Luento talvisodasta Kalifornian lämmössä oli eksoottinen kokemus - niin opiskelijoille kuin opettajallekin. Alussa opetus kyllä jännitti. Tolkutin itselleni tietäväni varmaankin aiheesta enemmän kuin opiskelijat ja se helpotti, kertoo Kalliomäki. Vastavuoroisuus oli hienoa ja opin itsekin paljon. Kun huomaa opiskelijan todella oppineen jotain, se tuottaa henkilökohtaista tyydytystä. Ja opiskelijat taisivat pitää siitä, kun tällainen `kundi Euroopasta piti heille Amerikan historian peruskurssia. Syksyllä 2002 tutkimus kuljetti Kalliomäen Lontooseen. Lontoossa tehtävänä oli arkistojen tutkimuksen lisäksi pitää huolta amerikkalaisista opiskelijoista. Akin ja muutaman muun tehtävänä oli toimia 126 opiskelijan apuna ja tukena suurkaupungissa. Tuki ja ohjaus olikin monelle nuorelle tarpeen, hyppy uuteen kulttuuriin ei aina ollut kitkatonta. Muuta kuin arkistoelämää Työn, opiskelun ja tutkimuksen yhteensovittaminen on Kalliomäen mukaan sujunut ongelmitta. Hän päinvastoin uskoo, että erilaiset työtehtävät ovat tuoneet oman vahvan lisänsä myös tieteen tekoon. Työ on ollut olennainen osa kokonaisuutta. Olisin toki voinut istua arkiston kätköissä nenä kirjassa kymmenen tuntia joka päivä. Koen kuitenkin, että työ on ollut tärkeä osa koulutusta ja tehnyt pelkästään hyvää omalle persoonalle. Kun tapaa ihmisiä ja keskustelee muuallakin kuin pelkästään luokkahuoneympäristössä, suhteet kehittyvät paljon paremmiksi. Lista niistä asioista, joita hän jää kaipaamaan, on pitkä. Yhteydet hyviin ystäviin pysyvät maantieteellisistä välimatkoista huolimatta. Aki Kalliomäki oli ASLA-Fulbright jatkoopiskelijana Kalifornian Santa Cruzin yliopistossa lukuvuonna 2000-2001. Perusamerikkalainen ystävällisyys on varmasti se tärkein jota jään kaipaamaan. Ihmiset ovat kaikkialla kiinnostuneita toisista ihmisistä, eikä kukaan katso mistä olet kotoisin. Juttu luistaa aina ja kaikkien kanssa. Se on ollut ihan ykkösjuttu, Kalliomäki pohtii. Upea luonto ja lähiympäristön meksikolainen kulttuuri tekivät myös vaikutuksen. Ohjelma tarjoaa 6 kuukauden stipendin tutkimustyöhön Yhdysvalloissa (ei lääketieteessä tai hammaslääketieteessä). Hakemukseen on liitettävä kutsu vastaanottavasta laitoksesta. Mid-Career Professional Development ohjelma on tarkoitettu työuransa keskivaiheilla oleville, oman alansa asiantuntijoille, jotka haluavat kehittää ja laajentaa ammattituntemustaan Yhdysvalloissa (ei akateemiseen tutkimukseen). Hakemukseen on liitettävä tarkka suunnitelma projektista ja/tai opinnoista sekä kutsu vastaanottavasta laitoksesta. Tämä 4-6 kuukauden mittainen apuraha on suuruudeltaan 9 000-13 500 dollaria. New Century Scholars Program Fulbright-ohjelmaan uusi stipendi tutkijoille ja asiantuntijoille New Century Scholars -ohjelma kokoaa vuosittain 25-30 tutkijaa ja asiantuntijaa eri puolilta maailmaa työskentelemään jonkin maailmanlaajuisesti merkittävän tutkimusaiheen parissa. Tutkimusaihe vaihtuu vuosittain. Ohjelmaan voivat osallistua asiantuntijat ja eri tieteenaloja edustavat tutkijat, joiden erikoistumisalue liittyy vuoden tutkimusteemaan. Suomalaisten hakijoiden on järjestettävä tutkijavierailunsa Yhdysvaltoihin. Amerikkalaisten hakijoiden on mahdollista vierailla ohjelman puitteissa Suomessa. Current The University of Helsinki and Northern Illinois University to Sign a Partnership Agreement The Faculty of Education at the University of Helsinki and the College of Education at Northern Illinois University will sign a partnership agreement in December 2003. The agreement is intended to benefit exchange of students and personnel, advancement of research, and innovative program planning. Cooperation between the two universities will include, for example, short- and long term student exchanges, professional exchanges, conferences, collaborative research projects, and the creation of Post-Doctoral Fellowships. In addition, the agreement will extend to Hämeenlinna Teacher Education Center of Tampere University and also to the University of Lapland. Dr. Paul Ilsley, Professor of Educational Research and Adult Education at Northern Illinois University, is one of the organizers of the agreement between the two universities. Dr Ilsley spent last fall at the University of Helsinki as a Fulbright Scholar and speaks highly about his Fulbright experience in Finland. The opportunity last fall was critical to me, both on a personal and on a professional basis, he says, and serves as the basis for a continuation agreement betweeen these universities. He continues with genuine passion of how his experience served as an eye-opener. This agreement would not have been written without the Fulbright Fellowship. It seems obvious that the work a Fulbrighter does can be extended through the creation of similar experiences for others. Dr. Ilsley informs us about NIU Professor John Niemi, who was the first Fulbright Scholar to Finland in Adult Education 25 years ago. It was Niemi who paved the way for others to follow. His Fulbright demanded visiting many universities and the resulting networking was instrumental in the establishment of new programs in adult education in Finland. He continued his associations, expanded upon his experience, Formal agreements may not be essential for project cooperation among professors. But agreements make the cooperation last and the ride a lot smoother, says Dr. Ilsley and adds, Agreements are means, not ends. We should never be satisfied merely with an agreement because, if implement well enough, the work will never be done. and created opportunities for others during the past 25 years, says Dr. Ilsley. Professor Hannele Niemi (no relation to John Niemi), the 1 st Vice-Rector of the University of Helsinki, has been actively involved in the creation of the partnership agreement between the University of Helsinki and Northern Illinois University. According to Professor Niemi the agreement means continuity, which is needed in international cooperation. It has been preceded by years and even decades of cooperation, which was built on the work of key people. We still need these initiators and personal contacts, but the agreement widens the work and scope of cooperation. It strengthens cooperation in both research and teaching. Its goal is to integrate cooperation naturally and systematically as a part of the function of faculties and departments, to make it visible and exciting. In an excellent manner, the agreement for cooperation realizes the University of Helsinki s strategy, in which an important focus is on the development of international mobility and teacher, student, and researcher exchange, Professor Niemi concludes. www.fulbright.fi New Fulbright Program for Finnish Institutions and American Specialists The new Fulbright Senior Specialists Program offers Finnish universities and polytechnics an opportunity to invite an American specialist for a visit of 2-6 weeks. The specialist may be invited to present lectures, participate in seminars, workshops, or conferences, contribute to curriculum and faculty development, or to participate in various other activities at the host institution. Research projects are not funded via the Fulbright Senior Specialists Program. Senior Specialists grants include a travel allowance and a $200 per day honorarium. Per diem costs (costs for lodging, meals & incountry transportation), will be covered by the host institution. Senior Specialists Roster Council for International Exchange of Scholars (CIES) builds rosters of U.S. specialists in a variety of fields through an open application process. Fulbright Center selects Finnish requests for a Senior Specialist to be forwarded to the CIES, which in its turn matches candidates from the roster with Finnish universities have received the first two grants in the new Fulbright Senior Specialists Program. appropriate host institution programs. ASLA-Fulbright Alumni Association 50 Years From the Fifties to the New Millennium In the early 50 s, in a war-ridden, isolated country, desperately short of foreign currency, opportunities to travel abroad were extremely limited and a trip to America merely a pipe dream. For many of the early grantees, the 19-hour flight across the Atlantic was their first. After often life-changing experiences in the US, these first grantees, like many after them, needed a forum for reminiscing, sharing experiences, and finding ways to help future grantees with practical information and advice. The ASLA-Fulbright Alumni Association was founded at a meeting held on December 12, 1953 and chaired by Mr. H.A. Turja, who became key person during the early years, serving, among other things, as chairman for the first five years. The association was a success from the beginning. There were seminars, lectures, luncheons, gala dances, visits to a variety Finnish cultural and industrial organizations and companies. From today s point of view, the huge amount of positive publicity the group received could be envied. Even the national newspapers printed news, pictures of ASLA meetings, and reviews of lectures and speeches given at various gatherings. One prominent ASLA figure of the 60 s was Tauri Aaltio, who was later invited to be an honorary member of the association. Initially, the association kept in touch with its members using mimeographed sheets, which at some phases were folded into small Exhibition To mark its 50 th anniversary, the ASLA-Fulbright Alumni Association, in collaboration with the Fulbright Center, is producing an exhibition on the academic exchanges between the US and Finland. Former grantees have provided material from their personal photo albums and archives for the exhibition. MA students from the University of Art and Design leaflets. For a period of about three years in 1965-68, a fine magazine printed on glossy paper was published with funding provided by a US grant, which for 1964 was $10 000. The association has remained active since those days, organizing events and assisting alumni. Recently, ties with the Fulbright Center have been strengthened and many of the group s events are now held at their premises in downtown Helsinki, and organised in co-operation with the Center. Today, the association plays an active role in maintaining a network of both American and Finnish alumni and in promoting the growth of the Fulbright Program in Finland. The association not only publishes a traditional newsletter, but also communicates increasingly via e-mail lists and its informative webpage. A new board was elected in the winter of 2002 and since then, association activities have increased in intensity. Its members, including Finnish and American, recent and more experienced alumni, have tremendous enthusiasm and have brought renewed dedication to the association, planning anniversary year events and organizing new projects such as the Fulbright Buddy Program. The opening of the exhibition will be held at a reception at Finlandia Hall in conjunction with the ASLA-Fulbright Alumni Association s 50 th Anniversary concert. 50 th Anniversary Concert The main event of the ASLA-Fulbright Alumni Association s 50 th Anniversary is a concert by Helsinki Philharmonic Orchestra in Finlandia Hall on November 20, 2003. Chief Conductor Leif Segerstam, one of the most well known Finnish ASLA-Fulbright Scholars, will conduct the concert. The concert program includes Ludwig van Beethoven s Leonore III, overture; Karol Szymanowski s Violin Concerto 1, and Jean Sibelius Symphony 3. Violinist is Mi-Kyung Lee, Professor of the violin at the Sibelius Academy since1999. The event begins with a reception at 17:30. This reception will open the anniversary exhibit on the history of the ASLA-Fulbright program. The concert will follow at 19:00. The ASLA-Fulbright Alumni Association invites all former grantees and friends of the program to join in the celebration. Both Finns and Americans living in Finland, the Alumni Buddies share a common goal; they want to give back something to a program that touched their lives. They want to pass on the torch of hospitality, friendship, and kindness by personally welcoming a 2003-2004 American Fulbrighter to Finland. The Buddy System has matched all incoming Fulbrighters students, teachers, and lecturers with a volunteer Alumni Buddy in Finland. Most of the matches were made based on region, common interest, or shared experience. The idea behind the System is that by connecting one-to-one with their buddies, American Fulbrighters will have an easier, less complicated, and more pleasant transition to life in Finland. The Fulbright Buddy System celebration provided a locus for sharing ideas, making new friends and connections, and exploring a range of topics within the context of special expertise. Opiskelemaan Kanadaan hallinnollisesta järjestämisestä sekä koulutuksen tavoitteista ja rakenteesta. Näin ollen voi sanoa, että jokaisella provinssilla on oma koulutusjärjestelmänsä. Kanadassa ei ole liittovaltiollista opetusministeriötä. Kanadassa on yhteensä noin 400 julkisen valvonnan alaista yliopistoa, korkeakoulua ja ammatillista oppilaitosta. Näistä 93 yliopistoja. Moninaiset oppilaitostyypit, tutkinnot ja lukuisat pääaineet antavat opiskelijalle paljon vaihtoehtoja. Tämän lisäksi Kanada on pinta-alaltaan maailman toiseksi suurin valtio ja opiskelija voi siis ilmastollisestikin valita ympäristön Atlantilta Tyynelle valtamerelle ja mannermaalta rannikkoseudulle. Mielenkiintoisen lisän tuo Kanadan kaksikielisyys ja opiskeluvaihtoehdot sekä englanniksi että ranskaksi. Ulkomaisia opiskelijoita noin 8% C University of Alberta Suuntana Kanada Vuonna 2002-03 Kanadassa opiskeli opintotuen turvin yhteensä 167 suomalaista opiskelijaa. Näistä 43 suoritti tutkintoa ja 124 osallistui vaihtoon. Suomalaiset opiskelevat Kanadassa etenkin talous- ja yhteiskuntatieteitä sekä taiteita. Provinsseista erityisesti British Columbia ja Ontario ovat suomalaisten opiskelijoiden suosiossa. Lisäksi CIMOn kautta harjoittelijavaihtoon lähti vuonna 2002 yhteensä 38 opiskelijaa. Kanadaan lähtevien suomalaisten vaihto-opiskelijoiden määrä on viime vuosina ollut lievässä kasvussa. Vaihtoon lähdettiin lähinnä kahdenvälisten yliopisto- tai ammattikorkeakouluvaihtojen, EU-vaihtojen ja ISEP vaihto-ohjelman kautta. Vaihtoon lähtevistä noin kolmannes oli ammattikorkeakouluopiskelijoita ja loput yliopisto-opiskelijoita. Association of Universities and Colleges of Canadan mukaan suomalaisilla korkeakouluilla ja laitoksilla on yhteensä 46 vaihtoyhteistyösopimusta kanadalaisten kumppaneiden kanssa. Vuonna 2001 yliopistoissa opiskeli 645 000 täysipäiväistä ja 275 000 osa-aikaista opiskelijaa. Ammatillisissa oppilaitoksissa taas opiskeli 410 000 täysipäiväistä ja 91 000 osa-aikaista opiskelijaa. Perus- ja jatko-opiskelijoista yli puolet ja 45% tohtoriopiskelijoista on naisia. 25 % opiskelijoista on yli 24-vuotiaita. (1) Kahden viime vuosikymmenen aikana kansainvälisten opiskelijoiden määrä Kanadassa on lisääntynyt voimakkaasti. Vuonna 2001 kansainvälisiä opiskelijoita oli kanadalaisissa yliopistoissa ja oppilaitoksissa noin 130 000. Vuonna 1990 vastaava luku oli 57 000 ja vuonna 1980 37 000. Noin 36% kaikista kansainvälisistä opiskelijoista opiskeli Ontariossa, 30 % British Columbiassa ja 18% Quebecissä. Dr. Pomalaza- Raéz spends the academic year at the Centre for Wireless Communications & Telecommunications Laboratory at the University of Oulu lecturing and conducting research in Wireless Communication Systems. Dr. Carlos Pomalaza-Raéz is Professor of Radio Frequency Communications at Indiana University, Fort Wayne. The Fulbright - Nokia Grant in Electronics, Information, and Telecommunication Technology is sponsored by Nokia Foundation. The program brings American scholars to lecture and conduct research at Finnish universities in electronics, information and telecommunications technologies. The Fulbright-Nokia Grant was created by the Fulbright Center and the Nokia Foundation in 1999. Nokia Foundation is a Finnish foundation set up by Nokia in 1995 to support the development of scientific competence and educational capabilities in information and telecommunications technologies in Finland. In art and design, the student has the awesome responsibility of deciding upon ones own course of education and choosing ones own path upon graduation. Education Design as a field of study encompasses the entire world, from the products people use, the books they read, and the places they dwell in. It can be stated that everything around us is designed. As a student of design, one must be conscious of the material world, and take responsibility for the affects ones actions have on ones environment. In this way, design can be viewed as different from art. Although it is just as creative as art, designers must have a self-imposed consciousness that attaches inherent responsibility to the freedom of the creative act. A student of design must be able to solve problems quickly, work creatively, and combine disciplines fluently. The designer must also be highly competent in for example craftsmanship, drawing, model making, photographing, and metalworking. Specializations Within the field of design, the following distinctions are usually made: design, architecture, landscape architecture, industrial design, and graphic design. Design as a field of study encompasses the entire world. Architecture includes urban design and planning, as well as the history of architecture. Landscape architecture involves the planning of public spaces, exterior environments, and environmental issues. Industrial design, also called product design, can include furniture design, fashion design, computer based design, packaging design and exhibit design. Graphic design encompasses typography, information design, photography, graphics and animation, layout, and so on. Art and Design, which can also be called design or environmental design, is based more in the fine arts, and therefore involves specializations such as painting, sculpture, animation, drawing, mixed- media, and textile design. In general, Art and Design requires students to be more independent and proactive than the more traditional design fields such as architecture and graphic design. This is because there is not an established career path for the artistdesigner. An architecture degree, for example, is shaped and molded by the demands of the In all fields of design, there are Bachelor level degrees, commonly named as a Bachelor of Design, Bachelor of Architecture, Bachelor of Industrial Design, etc. Frequently, there are Master Degrees in Architecture, Industrial Design, and Graphic Design. On the Doctorate level, a degree in Architecture is most common. A Doctorate of Philosophy in Design, is available as well. In the Arts, a Bachelor of Arts and a Master of Arts are available. It should be noted that the Masters Degree in both the design and art fields is often seen as a terminal degree. Therefore, the Masters in Design is often equivalent to a Doctorate, and one may teach at the university level accordingly. Many courses for architects and graphic designers (such as technical drawing and drafting, typography and layout) can be completed through vocational programs. However, these courses would then be most likely applied as credit to a Bachelor degree. Generally, the undergraduate study of design includes basic study requirements found in most American universities (English, Math, Language, History, etc), as well as specialized study requirements (History of Art, History of Design, Philosophy of Design, Materials and Processes, Drawing, Sculpture, Painting, etc.). The defining component of a design education, however, is the studio. It is common in most design schools for students to be enrolled in a studio during every semester of study. Studios are viewed as the major component of a student s work, while the other courses are to enhance and enrich the design experience. The studio is a private space that a student normally has access to 16

www.fulbright.fi 24-hours a day. The studio is an intense and active educational experience focused on creative production and problem solving. The education of a design student occurs in two ways. Some schools keep all students together in basic design studios for one to two years. After these formative years of exploration and the mastering of techniques and concepts, the students choose their field of specialization. In contrast, some educational programs accept students directly into a set field, and education within that area of design begins immediately. Selecting a School It is important to remember that the United States is a large country with numerous universities, colleges, and other institutions. In every region of the United States there are options for studying design. Likewise, there are countless regions, cultures, subcultures, and sub-subcultures. Therefore, when planning to study art or design in the United States, it is a good idea to first pick a desired location, and have a deep interest in the landscape, people, history, and culture existing in a specific place or region. Once a desired location has been discovered, a search for a university or other institution to study and work with will become much more meaningful. www.fulbright.fi Todellinen tenori Tenori Arto Seppäsellä on monta rautaa tulessa: oopperaa, joulumusiikkia, hyväntekeväisyyskonsertteja ja esiintymisiä yritystilaisuuksissa. Vaikka kansainvälisyys kuuluu alaan, Suomi on silti lähimpänä sydäntä. Tenori Arto Seppäsen musikaalisuus paljastui jo varhain. Jo kolmivuotiaana hän haltioitui oopperasta ja sai myöhemmin musiikinopettajansa kyyneliin laulaessaan laulukokeessa. Uran suunta alkoi olla sitä myöten selvä. Musiikista ja laulamisesta tuli myös työ. Valmistuttuaan Sibelius-Akatemiasta Seppänen on toiminut niin musiikinopettajana, laulajana kuin yksityisyrittäjänäkin. Hän ei halua kuitenkaan keskittyä vain yhteen musiikin lajityyppiin, vaan repertuaariin kuuluu musiikkia kevyistä laulelmista klassisiin ooppera-aarioihin, ikivihreistä musikaalisävelmistä ja viihdemusiikin helmistä hartaisiin säveliin. Syksyn mittaan Seppänen vierailee Saksassa ja esiintyy Helsingissä muun muassa oopperaja operettigaalassa. Joulukuussa esiintymiskalenteri täyttyy joulukonserteista ja yritysten pikkujouluesiintymisistä. Tulevan joulun myötä myös Arto Seppäsen viime jouluksi ilmestynyt debyyttialbumi Joulun lämpö sydämiin on pian taas ajankohtainen. Oulussa syntynyt ja Rovaniemellä varhaislapsuutensa viettänyt Seppänen itse uskoo pohjoisen luonnon olevan osasyy siihen, että hänestä tuli laulaja. - Pohjoinen luonto on vaikuttava ja koskettava. Se tuo halun liikuttaa, kun luonto on koskettanut itseä, miettii Seppänen. Musiikin avulla haluan välittää kuulijoilleni aitoja ja syviä tunteita. Käänteentekevä aika Keväällä vuonna 2001 Arto Seppänen lähti kuudeksi kuukaudeksi Yhdysvaltoihin Fulbright-stipendiaattina Mid-Career Professional Development -ohjelmassa. Tavoitteena oli laajentaa oopperaopintoja New Yorkissa. Perhe seurasi perässä ja vietti yhdessä neljä kuukautta. Yhdysvalloissa Seppänen sekä opiskeli, että konsertoi useissa kaupungeissa. Metropolitan-oopperassa häntä opettivat alan huiput, muun muassa nuorten laulajien kouluttaja mezzosopraano Patricia McCaffrey ja kapellimestari Kevin Murphy. Puoli vuotta parhaassa koulutuksessa antoi eväitä ja tuomisia kotimaahan. - Opetus oli todella erinomaista. Opettajat olivat äärimmäisen kannustavia mutta myös vaativia. Kokemus rikastutti näköpiiriä ja toi valtavan määrän uusia kontakteja. Toisaalta ymmärsin myös, miten ulkosuomalaiset kaipasivat ja arvostivat Suomea, Seppänen kertoo. - Kokemus oli todella käänteentekevä ja pitkän odotuksen arvoinen. Sain oppia, jota mielelläni jakaisin myös täällä Suomessa. Tiedän nyt paljon paremmin kuin ennen miten ihmisääni muodostuu. Yhdysvalloissa Seppänen tutustui myös luonnonmukaiseen hengityksen koordinaatiovalmennukseen. Tietynlaisella hieronnalla ja hengitysharjoituksilla erityisesti uloshengitykseen keskittyen voidaan parantaa pallean liikkuvuutta ja voimaa eli palauttaa hengitys luonnolliseen koordinaatioonsa. Eri alojen ihmisten kiinnostus hengityskoordinaatiota kohtaan näyttää olevan suuri. - Laulajalle on äärimmäisen tärkeää, että hänellä on oikea hengitystekniikka, ja että elimistö saa happea riittävästi ja tehokkaasti. Pallean luonnollisen liikkuvuuden seurauksena myös ääni virtaa vapaasti. Seppänen korostaa. - Myös suomalaiset urheilijat voisivat hyö- tyä tästä suuresti - pienellä vaivalla. Tätä tietämystä haluan tuoda mielelläni lisää Suomeen. Maailmalla ja Suomessa Yhdysvaltojen lisäksi Seppänen on esiintynyt eripuolilla Eurooppaa ja erityisesti Italia on tullut tutuksi. Kokemuksensa perusteella hän ei usko, että Suomessa ja ulkomailla laulamisessa olisi suuria eroja. Ulkomailla yleisö on tosin välittömämpää reaktioissaan. - Yleisö on hyvä kaikkialla, Seppänen hymyilee. - Minulla ei ole koskaan ollut huonoa yleisöä. Myös taiteilija vaikuttaa siihen, miten yleisöön rakennetaan siltaa ja miten yhteinen kokemus luodaan. Kun kansainvälinen menestys on jo nurkan takana ja opettajat ja kriitikot houkuttelevat maailmalle, Seppänen toivoo, että voisi tehdä työtään yhä Suomessa. Edessä on vaikeita valintoja. - Kysymys on siitä, millaisia uhrauksia olen valmis tekemään urani vuoksi. Kun perheessä on kaksi pientä lasta, heille haluaa antaa aikaansa, Seppänen pohtii. Testit Excellent Ratings for FC Test Center International computer-based testing is a process which involves several organizations. The role of the Fulbright Center is to proctor the tests in Helsinki as well as to help the test takers in Finland to navigate through the process and the necessary communication with the other organizations involved. A comprehensive customer survey was conducted at the Fulbright Center for all TOEFL, GMAT, and GRE takers between April and May 2003. A total of 100 candidates completed the survey. In the survey the Fulbright Center requested feedback for both its own services as well as for the services provided for the test takers by ETS and Prometric. The most unanimous rating was given by the respondents to the FC test center services: 100 % of respondents rated the FC test center service as kind, quick, helpful, and informative. Negative feedback was not given on any of the FC services. However, problems and concrete suggestions for improvements were given regarding test registration, test payment, and clarity of Information Bulletins and web-pages. The Fulbright Center has forwarded all such comments and suggestions to ETS and Prometric respectively. TOEFL harjoitustesti verkosta TOEFL testin harjoittelumahdollisuudet ovat tätä nykyä entistä paremmin kaikkien ulottuvilla. Heinäkuun alusta lähtien TOEFL harjoitustestin, TOEFL PowerPrep:in, on voinut ladata käyttöönsä veloituksetta TOEFL:in verkkosivulta osoitteesta www.toefl.org. TOEFL PowerPrep on testinomistajan, Educational Testing Servicen, tekemä ohjelma, jossa on kaksi täyspitkää harjoitustestiä. Harjoitustestien avulla voi tutustua testikäytäntöihin ja vastaustekniikkaan: ohjelmat perehdyttävät harjoittelijan testeihin jäljittelemällä mahdollisimman tarkasti aitoa testitilannetta. Kaikkien testiosioiden kysymystyypit, kysymysten lukumäärä ja aikarajat ovat vastaavat kuin aidossa testissä. Harjoitustestistä saa kirjoitusosion pisteitä lukuunottamatta myös alustavan tuloksen. TOEFL lähettää PowerPrep -ohjelman lisäksi cd-romppuna automaattisesti kaikille testiin ilmoittautuneille. Koska cd-rom postitetaan Yhdysvalloista, se saapuu noin kuukauden kuluttua ilmoittautumisesta. Tutustu veloituksetta Harjoitustestin pääsee tekemään veloituksetta myös Fulbright Centerin tietopalvelussa. Kahden tunnin testiharjoitusaika kannattaa varata etukäteen Fulbright Centeristä puhelimitse: (09) 5494 7400. TOEFL testiin voi tutustua myös tietopalvelun käsikirjastossa olevien testiharjoituskirjojen avulla. Fulbright Center ei enää myy testiharjoitusmateriaalia. Muutoksia testien hinnoissa Testien hinnat muuttuivat kesällä. Uudet hinnat ovat: TOEFL USD 130 GMAT USD 225 GRE USD 140 Loppuvuoden testiaikataulut Testejä järjestetään tiistaisin ja keskiviikkoisin alkaen klo 10, torstaisin klo 13 ja kuukauden toisena lauantaina klo 11. Loppuvuonna testiaikatauluissa on seuraavat poikkeukset: Torstaina, 13. marraskuuta on kaksi testivuoroa, klo 9 ja klo 13. Torstaina 20. ja 27. marraskuuta testikeskus on suljettu. Vuoden viimeinen testipäivä on torstai, 18.joulukuuta, jolloin testataan niinikään kahdessa vuorossa, klo 9 ja klo 13. Testauksen kiireisin aika alkaa marraskuussa ja jatkuu maalis-huhtikuulle. Testiaika kannattaa varata hyvissä ajoin, jotta varmistaa testiinpääsyn haluamanaan päivänä. 20
