RESULTS 1 -- BASELINE At 2015 baseline RWC causes ca. 51% of national PM 2.5 emissions and 55% of exposures, indicating quite equal population-based spatial distribution Small scale combustion caused 18% (0.89 µg m -3 ) of total PM 2.5 exposures in 2015 Existing (limited) regulation of RWC is expected to reduce population exposures by 9% by 2030 36
RESULTS 2 -- MEASURES All measures together would reduce domestic emissions by 55% and exposures by 70% Largest impact is by regional combustion bans (-29% of PWC) followed by sauna stove standard (-15%) and ecodesign directive (-8%) Info campaigne, when implemented in whole country, produces same results (-8%) End of pipe filtration, while most efficient regarding emissions (-15%), reduces exposures only by 6% 37
RESULTS 3 -- PACKAGES Larger health benefits can be obtained by combining the measures as packages upto -70% reduction possible by 2030-70%: 2000 DALY 140 deaths saved per year Ecodesign standard Info campaigns - urban - whole country National sauna std. End of pipe filtration Urban combustion ban Residual partly rapidly (e.g. bans) partly quite slowly (equipment renewal) 38
RESULTS 4 -- DISCUSSION Results, until now, are estimated using SR-matrices and thus subject to uncertainties related to aerosol processes Integrated modeling by SILAM to be comleted Comparison with road dust measures and shipping studded tyres, street cleaning, dust binding PM composition based differences in toxicity? Wood combustion in power plants is clean C-R functions at low exposures (linearity? threshold?) 39
CONCLUSIONS Domestic combustion a dominant national PM source Substantial reduction potential (70%) valuation of wood combustion and hazards controversial Economical issues potential tax benefits new innovations & products 40
