Tätä tutkimusta varten luotu haastatteluorganisaatio keräsi tiedot henkilökohtaisina haastatteluina rajanylityspisteissä, joiden kautta ulkomaalaiset lähtevät Suomesta. Rajahaastattelututkimus selvittää ulkomaalaisten Suomeen tekemien matkojen kokonaismäärää sekä eräitä peruspiirteitä kuten Suomessa käyvien ulkomaalaisten asuinmaita, matkojen tarkoitusta, oleskelun kestoa, majoitustapaa, aiempia käyntejä Suomessa, rahankäyttöä, Suomessa harrastettuja aktiviteetteja, matkan suunnitteluvaihetta sekä kokemuksia Suomesta. Osa aineistosta, ns. otos, kerättiin satunnaisesti poimittujen työpäivien ja -vuorojen aikana. Tällöin haastateltavat matkustajat valittiin matkustajavirrasta systemaattisella otannalla. Otosaineistossa oli vuonna 2000 noin 57 200 matkustajaa, joista muualla kuin Suomessa asuvia noin 23 000. Toiseen aineistoon, ns. näytteeseen, valittiin haastateltavat enemmän harkinnanvaraisesti, ja ulkomaisia Suomesta poistuvia matkustajia haastateltiin otoksen lisäksi noin 25 300. Kaiken kaikkiaan haastatteluja tehtiin lähes 50 000. Rajahaastattelututkimuksen mukaan Suomessa kävi vuoden 2000 aikana lähes 3,8 miljoonaa muualla kuin Suomessa asuvaa matkustajaa. Kokonaismatkustajamäärä nousi 13 prosenttia edellisvuodesta. Suosituimmat lähtömaat olivat vuoden 1999 tapaan Venäjä ja Ruotsi. Yleisin matkan pääsyy oli vapaa-ajan matka. Suomessa ulkomaiset matkustajat viipyivät keskimäärin 4,2 yötä. Puolet matkustajista majoittui hotellissa. Rahaa Suomeen jätettiin kaikkiaan noin 7,6 miljardia markkaa. RAJAHAASTATTELUTUTKIMUS BORDER INTERVIEW SURVEY Mikä on rajahaastattelututkimus? What is the Border Interview Survey? Yleistä Rajahaastattelututkimuksen päätavoitteena on selvittää, kuinka paljon muissa maissa asuvia matkustajia Suomessa käy. Lisäksi Suomessa kävijöistä selvitetään eräitä oleellisimpia perustietoja, kuten asuinmaa, kansalaisuus, käynnin pääsyy, oleskelun kesto sekä mahdollinen majoitustapa. Erityisalueita, joita tutkimuksella myös selvitetään, ovat ulkomaisten matkustajien rahankäyttö Suomessa, täällä harrastetut aktiviteetit sekä erilaiset matkan suunnitteluvaiheeseen liittyvät seikat. Tutkimuksen lomakkeet ovat tämän raportin lopussa (liite 1). Rajahaastattelututkimuksen on tilannut ja sitä rahoittaa Matkailun edistämiskeskus, taustavaikuttajanaan kauppa- ja teollisuusministeriö. Tutkimuksen toteuttaa Tilastokeskuksen Haastattelu- ja tutkimuspalvelut -yksikkö. Projektin tiedonkeruuvaihe on alkanut yli kolme vuotta sitten: ensimmäiset haastattelut tehtiin joulukuussa 1997. Tiedonkeruu jatkuu ainakin vuoden 2001 loppuun asti. Tutkimuksen kuluessa raportoidaan tulokset erikseen talvikausista (marras-huhtikuu), kesäkausista (kesä-syyskuu) sekä kokonaisista kalenterivuosista. General The main aim of the Border Interview Survey is to establish how many people resident in other countries visit Finland. The survey also aims to find out some basic information about these visitors, such as their country of residence, nationality, main reason for visiting Finland, duration of visit and possible type of accommodation. The special areas studied with the survey also include the visitors use of money in Finland, the activities they participated in while in Finland and diverse things having to do with the planning of the trip. Questionnaires of the survey are at the end of this report (Appendix 1). The Border Interview Survey was commissioned and financed by the Finnish Tourist Board with the support of the Ministry of Trade and Industry. Statistics Finland s Survey Research unit carries out the survey. The data collection stage of the project was started over three years ago: the first interviews were made in December 1997. Data collection will continue at least until the end of the year 2001. During the survey, the results will be reported separately for winter seasons (from November to April), summer seasons (from June to September) and whole calendar years. Tiedonkeruu käytännössä Rajahaastattelututkimuksen haastattelut ovat varsin lyhyitä: vuoden 2000 lomakkeilla lähtevän ulkomaisen matkustajan haastattelu kesti yleensä 3-6 minuuttia. Koska haastattelut on pakko pitää lyhyinä, haastattelulomakkeesta oli kaksi versiota. Perustietoja kohdehenkilöstä kysyttiin kummassakin versiossa, mutta muista kysymyksistä rahankäytön tiedustelu oli toisella lomakkeella, matkan valmistelu, aktiviteetit ja kokemukset toisella. Haastattelutilanteessa kohdehenkilön vastaukset kirjattiin paperilomakkeelle, josta oli kymmenen erikielistä versiota. Paperilomakkeilta haastattelijat tallensivat työvuoron aikana tiedot sähköiseen muotoon käyttäen kannettavia tietokoneita ja tietokoneavusteiseen haastattelutyöhön kehitettyä ohjelmistoa. Data collection in practice Interviews for the survey are fairly short: with the questionnaires for 2000, an interview of a departing foreign passenger usually took 3 to 6 minutes. As the interviews must be kept short, there were two versions of the questionnaire. Basic information was asked of the target persons in both versions, but questions on expenditure were on one questionnaire and those on preparation for the trip, activities and experiences on the other. In the interview situation the responses of the target persons were registered on a paper questionnaire, with versions in ten different languages. During their work shifts, interviewers recorded the data on the paper questionnaires into electronic format using portable computers and software designed for computer-assisted interviews. 8

1. Tutkimuksen kuvaus Survey description Tutkimuksen tiedonkeruuta varten on rekrytoitu ja koulutettu haastattelijat, joita on 20-30 vuodenajasta riippuen. Haastattelijat työskentelevät 2-8 hengen ryhmissä tehden 8-18 työpäivää kuukaudessa. Vuonna 2000 matkustajia haastateltiin Helsinki-Vantaan lentoasemalla, Helsingin satamissa, Turun satamassa ja lentoasemalla, Vaalimaan ja Nuijamaan rajanylityspisteissä, Venäjälle menevissä junissa Helsingin ja Kouvolan välillä sekä Lapissa Tornion, Kilpisjärven, Kivilompolon, Karigasniemen ja Näätämön rajanylityspisteissä sekä Rovaniemen lentokentällä. Tutkimuksen toteuttamisessa on saatu arvokasta apua muiden muassa Rajavartiolaitokselta, Tullilaitokselta, Helsingin satamalta, Ilmailulaitokselta, Valtionrautateiltä sekä laivayhtiöiltä. Interviewers are recruited and trained for data collection. The number of interviewers is 20 to 30, depending on the season. The interviewers work in groups of 2 to 8 on 8 to 18 days per month. In 2000, passengers were interviewed at the Helsinki-Vantaa airport, the ports of Helsinki and Turku, the Airport of Turku, at the frontier crossing points of Vaalimaa and Nuijamaa, on trains to Russia between Helsinki and Kouvola and in Lapland at the frontier crossing points of Tornio, Kilpisjärvi, Kivilompolo, Karigasniemi and Näätämö and at the Airport of Rovaniemi. The survey was carried out with the valuable help of the Frontier Guard, the National Board of Customs, the Port of Helsinki, the Civil Aviation Administration, Finnish Railways, and shipping companies. Kaksi aineistoa: otos ja näyte Rajahaastattelututkimuksessa kerätään kahdenlaista aineistoa. Etukäteen valitaan satunnaisesti työpäivät ja -vuorot, jotka edustavat koko tutkimusjaksoa. Näillä työvuoroilla poimitaan matkustajavirrasta systemaattinen otos ja samalla lasketaan kaikki tutkimuspisteen kautta kulkevat matkustajat. Otoksessa lasketaan ja käsitellään myös kaikki Suomessa asuvat matkustajat sekä ne, joihin ei syystä tai toisesta saada kontaktia. Näin kertyvien tietojen perusteella pystytään määrittelemään kunkin yksittäisen matkustajan todennäköisyys päätyä otokseen ja laskemaan painokertoimet, joita käyttäen yleistetään haastatelluilta matkustajilta kerätyt tiedot koskemaan tutkimusjakson kaikkia matkustajia. Tämän otosaineiston perusteella estimoidaan Suomessa käyvien muissa maissa asuvien matkustajien kokonaismäärä sekä heitä koskevien perustietojen jakaumat. Osin samoilla työvuoroilla otoksen keruun kanssa sekä aivan erillisillä vuoroilla haastatellaan lisäksi ulkomaisia matkustajia näyteaineistoon. Tällöinkin haastateltavat matkustajat valitaan satunnaisesti, mutta keruuta voidaan kuitenkin tehostaa painottamalla työvuoroja sellaisiin paikkoihin ja aikoihin, jolloin ulkomaisia matkustajia poistuu Suomesta. Näytettä kerättäessä ehditään tehdä hieman pidempiä haastatteluja kuin otoksessa, ja tarvittaessa näytteessä voidaan yrittää kohdentaa haastatteluja tietynlaisiin matkustajiin esim. asuinmaan perusteella. Täydentämällä otosaineistoa näytehaastatteluilla tuotetaan matkustajien rahankäyttöä sekä matkan valmistelua, aktiviteetteja ja kokemuksia koskevat tiedot. Two materials: sample and sub-sample Two types of materials are collected for the Border Interview Survey. The working days and shifts representing the whole survey period are selected at random in advance. A systematic sample is selected from the flow of passengers in those shifts and all passengers passing through the survey point are calculated at the same time. All passengers resident in Finland and those who for some reason or another cannot be contacted are also calculated for the sample. On the basis of the data collected, the probability of each individual passenger to be in the sample can be determined and the weights can be calculated to be used to generalise the data collected from the interviewed passengers to relate to all the passengers in the survey period. This sample material is used to estimate the total number of foreigners visiting Finland and the distributions of basic information relating to them. Foreign passengers are also interviewed for the sub-sample material partly during the same shifts as when the sample is collected and also during entirely separate shifts. In this case, passengers to be interviewed are also selected at random, but collection can be intensified by arranging shifts in such places and times in which foreign passengers leave Finland. When collecting the sub-sample, there is more time to make slightly longer interviews than for the sample, and if required, the sub-sample can be targeted at specific passengers on the basis of their country of residence, for instance. Information about passengers expenditure, preparation for the trip, activities and experience is produced by supplementing the sample with sub-sample interviews. 9

RAJAHAASTATTELUTUTKIMUS BORDER INTERVIEW SURVEY Näyteaineistoa on koko tutkimuksen ajan kerätty vain lähtevien matkustajien haastatteluilla. Otoksessa sen sijaan haastateltiin ja laskettiin vielä vuonna 1998 Suomeen saapuvia matkustajia. Vuoden 1999 alusta otoksenkin tiedonkeruussa siirryttiin lähtevien matkustajien haastattelemiseen. Throughout the survey, the sub-sample material has been collected only by interviews of departing passengers. Passengers arriving in Finland were still interviewed and calculated for the sample in 1998. From the beginning of 1999, interviews of departing passengers only were started for the data collection of the sample. Tutkimuksen otos, kato ja tulokset Vuoden 2000 otosvuorojen aikana haastattelupisteiden kautta Suomesta poistui yli 500 000 matkustajaa, joista otos poimittiin. Näin valituista kohdehenkilöistä haastattelematta eli kokonaiskadoksi jäi 12,3 %. Haastattelijoiden kohtaamista matkustajista haastattelematta jäi 6,0 %, joista 2,0 % kieltäytyi haastattelusta. Otosaineistoon tuli tällä ajalla kaikkiaan 57 200 tapausta (ml. Suomessa asuvat matkustajat), joista muissa maissa asuvia oli 23 000. Vuonna 2000 haastateltiin otoksen lisäksi näyteaineistoon 25 300 Suomesta poistuvaa ulkomaista matkustajaa. Näytteenomaisen keruutavan vuoksi lähtevien matkustajien aineistoon ei voida liittää kato- tai kieltäytymislukuja. Aineistoihin on laskettu joka havainnolle korotuskerroin, joka kuvaa, kuinka monta kaikista Suomesta lähteneistä matkustajista juuri tämä haastateltu matkustaja edustaa. Otosaineiston kertoimien laskennassa tarvittavat tiedot on saatu otoksen poimintasuhteista toisaalta työvuorojen poiminnassa ja toisaalta kohdehenkilöiden poiminnassa työvuoron aikana. Apuna on myös käytetty eri lähteistä kerättyjä rajan ylittävien matkustajien kuukausittaisia kokonaismääriä. Näyteaineiston painokertoimien laskennassa aineisto on ryhmitelty oleellisimpien muuttujien, mm. asuinmaan ja matkan pääsyyn mukaan. Kertoimet on määritelty ryhmittäin siten, että kunkin ryhmän näytehaastattelut edustavat niin suurta matkustajajoukkoa kuin otoksen perusteella on estimoitu matkustajia kuuluvan ko. ryhmään. Sample, nonresponse and results of the survey During the sample shifts in 2000, more than 500 000 visitors, from among whom the sample was selected, departed from Finland through the interview points. Of the selected target persons, 12,3 per cent were not interviewed, which was also the total nonresponse rate. Just 6,0 per cent of the visitors approached by interviewers were not interviewed and 2,0 per cent of them declined from being interviewed. There were 57 200 instances in the final sample material (including passengers resident in Finland), of whom 23 000 lived in other countries. During the year 2000, 25 300 foreign passengers departing from Finland were interviewed for the sub-sample material in addition to the sample. Because of the collection method of the sub-sample, the nonresponse rate or the number of refusals could not be included in the material of departing passengers. A weight, which describes how many of all passengers departing from Finland the specific interviewed passenger represented, was calculated for each observation unit in the materials. The data required for calculating the weights of the sample material were derived from the sampling ratios of the sample when the shifts and, also, the target persons during the shifts were selected. The total number of passengers crossing the borders per month was also used in the calculation. For calculating the weights for the sub-sample material, the material was grouped according to the most essential variables, such as country of residence and main reason for visiting Finland. The weights were determined by group so that the sub-sample interviews of each group represent as large a group of passengers as was estimated to belong to that group on the basis of the sample. 10

Ammattimainen liikenne, esimerkiksi työajossa olevat kuorma- tai linja-autonkuljettajat, on jätetty tutkimuksen ulkopuolelle. Tutkimus koskee vain Manner-Suomea, eli Ahvenanmaa on rajattu ulkopuolelle. Tutkimuksen piiriin ei kuulu paikallisliikenne eli säännöllinen, jokseenkin päivittäinen työ- tai asiointiliikenne Suomen ja Ruotsin sekä Suomen ja Norjan välisillä maarajoilla. Tutkimuksen tuloksissa ei ole yleistetty haastatteluaineiston tietoja sellaisiin rajanylityspaikkoihin, joissa matkustajia ei ole haastateltu. The point of view in the Border Interview Survey is that of travel marketing. This has an effect on some of the definitions used in the survey. Professional transport, such as truck or bus drivers on duty, is excluded from the survey. The survey only covers the mainland of Finland, meaning that the Åland Islands are not included. The survey does not include regular, almost daily local traffic for business or other purposes across the borders between Finland and Sweden or Finland and Norway. In the survey results, the data of the interview material were not extrapolated to such frontier crossing points where passengers were not interviewed. Outside the survey were left such significant sub-groups of passenger flows as those crossing the frontier between Finland and Russia through the frontier crossing points of Niirala and Vartius and those passing the borders between Finland and Sweden and Finland and Norway by road in Lapland outside the summer season. 11

Yhdeksän matkustajaa kymmenestä asui Euroopassa. Euroopan unionin alueella asuvien osuus oli puolet kaikista matkustajista. Kokonaismatkustajamäärä kasvoi vuodesta 1999 kaikkiaan 13 prosenttia. Venäjä ohitti Ruotsin suosituimpana lähtömaana. Seuraavaksi eniten matkustajia tuli Saksasta, Virosta ja Isosta-Britanniasta. Merkittävimmistä lähtömaista ainoastaan Norjan matkustajamäärä laski vuoden aikana. Kesäkaudella korostuivat etenkin Ruotsissa, Norjassa ja Saksassa asuvat, talvikaudella puolestaan Venäjällä ja Isossa-Britanniassa asuvat matkustajat. Itävallasta ja Irlannista saapuneiden määrät kasvoivat eniten vuoden aikana. Almost 3.8 million passengers living in different countries visited Finland in 2000. Nine tenths of them came from Europe. The European Union accounted for one half of all visitors. In all, the total number of passengers went up by 13 per cent from 1999. Russia exceeded Sweden as the most popular country of departure. The next highest numbers of visitors came from Germany, Estonia and Great Britain. Of the significant countries of departure, only passenger numbers from Norway fell over the year. Visitors from Sweden, Norway and Germany were the most prevalent in the summer, while in the winter those living in Russia and Great Britain. Venäjällä asuvista matkustajista yli 80 % asui Pietarin alueella. Venäjältä saapuneista hyvin harva asui muualla kuin Pietarin tai Moskovan alueilla. Sveitsissä asuvista yli 80 % tuli saksankieliseltä alueelta ja Italiasta yli 70 % Pohjois-Italiasta. Ruotsista saapuneista puolet asui Tukholman seudulla, Ranskasta tulleista yli 40 % Suur-Pariisissa. Isosta-Britanniasta tulleista matkustajista kolmannes asui Suur-Lontoon alueella, yhdysvaltalaisista yli 40 % itärannikolla. Saksassa asuvien matkustajien yleisimmät asuinalueet olivat Nordrhein-Westfalen ja Baijeri. Espanjassa asuvista puolet tuli Kataloniasta tai Madridin seudulta. Those visitors to Finland whose country of permanent residence was Russia, Sweden, Germany, Great Britain, Norway, the United States, France, Italy, Switzerland or Spain were further inquired about their area of residence in their country of residence. Over 80 per cent of the Russian visitors lived in the St. Petersburg area; very few of the Russian arrivals were from anywhere else but the areas of St. Petersburg or Moscow. More than 80 per cent of the Swiss were from the German-speaking area, and over 70 per cent of the Italians came from Northern Italy. One half of the visitors from Sweden lived in the Stockholm area, over 40 per cent of those from France in Greater Paris. More than one third of the British visitors were from Greater London and over 40 per cent of the U.S. passengers lived on the East Coast. The most common area of residence for visitors from Germany was Nordrhein-Westfalen and Bavaria. Of the visitors from Spain, over one half came from Catalonia or around Madrid. Taulu 2. RAJAHAASTATTELUTUTKIMUS BORDER INTERVIEW SURVEY Matkustajat kuukausittain Visitors by month Vuoden 2000 vilkkain matkustuskuukausi oli heinäkuu, jolloin Suomessa kävi noin 650 000 ulkomailla asuvaa matkustajaa. Yli 40 prosenttia kaikista vuoden aikana käyneistä matkustajista kävi Suomessa kesä-elokuussa. Vähiten matkustajia kävi lyhimmän kuukauden eli helmikuun aikana. Heinäkuun aikana työmatkalaisten määrä laski huomattavasti, muusta syystä Suomeen tulleiden määrät puolestaan kasvoivat reilusti. Foreign passengers who visited Finland in 2000; by month and country of residence Similarly as the year before, July was the busiest month for travelling in 2000, with about 650,000 passengers visiting Finland in that month. More than 40 per cent of all visitors to Finland over the year came here between June and August. The number of visitors was lowest in the shortest month, February. During July, the number of business travellers fell considerably, while the numbers of those visiting Finland for other reasons grew noticeably. Yleiskuvaus Suomessa käyneistä matkustajista General description of visitors to Finland Kansalaisuus Nationality Joka kymmenes Suomessa vuonna 2000 käyneestä ulkomailla asuvasta matkustajasta oli Suomen kansalainen. Kansalaisuus ja asuinmaa olivat samat 85 prosentilla matkustajista. Matkustajamääriltään kymmenestä merkittävimmistä maasta Suomen kansalaisten osuus oli suurin Ruotsissa asuvien matkustajien keskuudessa, joista joka viides oli Suomen kansalainen. Venäjältä tulleista ainoastaan kaksi sadasta oli Suomen kansalaisia. Belgiassa asuvista matkustajista Suomen kansalaisia oli kolmannes. Belgiasta ja Sveitsistä tulleissa oli suhteellisen paljon jonkin muun maan kansalaisia. Tuttava- tai sukulaisvierailulle ulkomailta Suomeen saapuneista joka neljäs oli Suomen kansalainen, työmatkalaisista ainoastaan viisi prosenttia. Vapaa-ajan matkalaisista vajaalla 10 prosentilla oli Suomen kansalaisuus. Belgiasta tulleissa oli eniten Suomen kansalaisia kaikkien matkan pääsyiden kohdalla. The nationality of every tenth visitor to Finland in 2000 was Finnish. As many as 85 per cent of the passengers had the same country of residence and nationality. Of the ten most significant countries the proportion of Finnish nationals was largest among visitors living in Sweden, of whom every fifth was a Finnish national. Only two in hundred Russian visitors were Finnish nationals. Among those living in Belgium, every third was a Finn. Relatively many of the visitors living in Belgium and Switzerland were nationals of some other country. Every fourth foreigner who came to Finland to visit friends or relatives was a Finnish national, while this was the case for only five per cent of the business travellers. Nearly 10 per cent of the leisure travellers were Finnish nationals. Finnish nationals were the most numerous among visitors from Belgium for all main reasons for travelling. Taulu 13.
