Rajahaastattelututkimus selvittää ulkomaisten matkustajien Suomeen tekemien matkojen kokonaismäärää sekä eräitä peruspiirteitä kuten Suomessa käyvien matkustajien asuinmaita, matkojen tarkoitusta, oleskelun kestoa, majoitustapaa, aiempia käyntejä Suomessa, rahankäyttöä, Suomessa harrastettuja aktiviteetteja, matkan suunnitteluvaihetta sekä kokemuksia Suomesta. Suurin osa aineistosta, ns. otos, kerättiin satunnaisesti poimittujen työpäivien ja -vuorojen aikana. Tällöin haastateltavat matkustajat valittiin matkustajavirrasta systemaattisella otannalla. Otosaineistossa oli vuonna 2004 noin 70 000 matkustajaa, joista muualla kuin Suomessa asuvia 27 000. Toiseen aineistoon, ns. näytteeseen, valittiin haastateltavat enemmän harkinnanvaraisesti, ja ulkomaisia Suomesta poistuvia matkustajia haastateltiin otoksen lisäksi noin 16 500. Kaikkiaan haastatteluja tehtiin vuonna 2004 noin 43 500. Rajahaastattelututkimuksen tulosten mukaan Suomessa kävi vuoden 2004 aikana lähes 4,9 miljoonaa muualla kuin Suomessa asuvaa matkustajaa. Kokonaismatkustajamäärä kasvoi edelliseen vuoteen verrattuna kuusi prosenttia. Matkustajamääriltään suurimmat maat olivat edelleen Venäjä ja Ruotsi. Yleisin matkan pääsyy oli vapaa-ajanmatka. Suomessa ulkomaiset matkustajat viipyivät keskimäärin neljä yötä. Puolet matkustajista yöpyi hotellissa tai motellissa; neljäsosa majoittui tuttavien tai sukulaisten luona. Rahaa Suomeen jätettiin vuoden 2004 aikana kaikkiaan noin 1,2 miljardia euroa. Mikä on rajahaastattelututkimus? What is the Border Interview Survey? Yleistä Rajahaastattelututkimuksen päätavoitteena on selvittää, kuinka paljon muissa maissa asuvia matkustajia Suomessa käy. Lisäksi Suomessa kävijöistä selvitetään eräitä oleellisimpia perustietoja, kuten asuinmaa, kansalaisuus, käynnin pääsyy, oleskelun kesto sekä mahdollinen majoitustapa. Erityisalueita, joita tutkimuksella myös selvitetään, ovat ulkomaisten matkustajien rahankäyttö Suomessa, täällä harrastetut aktiviteetit sekä erilaiset matkan suunnitteluvaiheeseen liittyvät seikat. Tutkimuksen lomakkeet ovat tämän raportin lopussa (liite 1 ja 2). Rajahaastattelututkimuksen on tilannut ja sitä rahoittaa Matkailun edistämiskeskus, taustavaikuttajanaan Kauppa- ja teollisuusministeriö. Vuodesta 2002 lähtien toisena asiakkaana on ollut Tilastokeskus. Tutkimuksen toteuttaa Tilastokeskuksen Haastattelu- ja tutkimuspalvelut -yksikkö. Projektin tiedonkeruuvaihe on alkanut noin seitsemän vuotta sitten: ensimmäiset haastattelut tehtiin joulukuussa 1997. Tutkimuksen toteuttamisesta on sovittu vuoteen 2008 asti. Tutkimuksen kuluessa on raportoitu tulokset erikseen talvikausista (marras-huhtikuu), kesäkausista (kesä-syyskuu) sekä kokonaisista kalenterivuosista. Vuosina 2002 ja 2003 raportoitiin kuitenkin vain kokonaisista kalenterivuosista, kuten tullaan tekemään myös vuosina 2005-2008. Tiedonkeruu käytännössä Rajahaastattelututkimuksen haastattelut ovat varsin lyhyitä: ulkomaisen matkustajan haastattelu kesti yleensä 3-7 minuuttia. Vuonna 2004 käytössä oli kaksi joiltain osin toistaan poikkeavaa haastattelulomaketta. Haastattelutilanteessa kohdehenkilön vastaukset kirjattiin paperilomakkeelle, josta oli yksitoista erikielistä versiota. Paperilomakkeilta haastattelijat tallensivat työvuoron aikana tiedot sähköiseen muotoon käyttäen tietokoneita ja tietokoneavusteiseen haastattelutyöhön kehitettyä ohjelmistoa. Tutkimuksen tiedonkeruuta varten on rekrytoitu ja koulutettu haastattelijat, joita on 20-30 vuodenajasta riippuen. Haastattelijat työskentelevät 2-6 hengen ryhmissä tehden 8-18 työpäivää kuukaudessa. Vuoden 2004 aikana matkustajia haastateltiin Helsinki-Vantaan lentoasemalla, Helsingin satamissa, Turun satamassa ja lentoasemalla, Hangon satamassa, Vaalimaan, Niiralan ja Nuijamaan rajanylityspisteissä, Venäjälle menevissä junissa Helsingin ja Vainikkalan välillä, Lapissa Tornion ja Karigasniemen rajanylityspisteissä sekä Rovaniemen ja Kittilän lentokentillä. General The main aim of the Border Interview Survey is to establish how many people resident in other countries visit Finland. The survey also aims to find out some basic information about these visitors, such as their country of residence, nationality, main reason for visiting Finland, duration of visit and possible type of accommodation. The special areas studied with the survey also include visitors' use of money in Finland, the activities they participated in while in Finland and diverse things having to do with the planning of the trip. The questionnaires of the survey are at the end of this report (Appendices 1 and 2). The Border Interview Survey was commissioned and financed by the Finnish Tourist Board with the support of the Ministry of Trade and Industry. From 2002 onwards Statistics Finland has been the second commissioner of the survey. Statistics Finland's Survey Research unit carries out the survey. The data collection stage of the project was started about seven years ago: the first interviews were made in December 1997. It has been decided that the survey will continue until the year 2008. In the course of the survey, the results have been reported separately for winter seasons (from November to April), summer seasons (from June to September) and whole calendar years. In 2002 and 2003 the results were reported only for whole calendar years, as will also be done between 2005 and 2008. Data collection in practice Interviews for the survey are fairly short: an interview of a foreign passenger usually took 3 to 7 minutes. In 2004, two partially differing questionnaires were used. In the interview situation the responses of the target persons were registered on a paper questionnaire, with versions in eleven different languages. During their work shifts, interviewers recorded the data on the paper questionnaires into electronic format using computers and software designed for computer-assisted interviews. Interviewers are recruited and trained for data collection. The number of interviewers is 20 to 30, depending on the season. The interviewers work in groups of 2 to 6 on 8 to 18 days per month. Year 2004, passengers were interviewed at the Helsinki-Vantaa airport, the ports of Helsinki, Turku and Hanko, the Airport of Turku, at the frontier crossing points of Vaalimaa, Niirala and Nuijamaa, on trains to Russia between Helsinki and Vainikkala, in Lapland at the frontier crossing points of Tornio and Karigasniemi and at the airports of Rovaniemi and Kittilä. 8 Finnish Tourist Board / Statistics Finland

RAJAHAASTATTELUTUTKIMUS The survey was carried out with the valuable help of the Frontier Guard, the National Board of Customs, the Port of Helsinki and Turku, the Civil Aviation Administration, Finnish Railways, and shipping companies. Kaksi aineistoa: otos ja näyte Rajahaastattelututkimuksessa kerätään kahdenlaista aineistoa. Etukäteen valitaan satunnaisesti työpäivät ja -vuorot, jotka edustavat koko tutkimusjaksoa. Näillä työvuoroilla poimitaan matkustajavirrasta systemaattinen otos ja samalla lasketaan kaikki tutkimuspisteen kautta kulkevat matkustajat. Otoksessa lasketaan ja käsitellään myös kaikki Suomessa asuvat matkustajat sekä ne, joihin ei syystä tai toisesta saada kontaktia. Näin kertyvien tietojen perusteella pystytään määrittelemään kunkin yksittäisen matkustajan todennäköisyys päätyä otokseen ja laskemaan painokertoimet, joita käyttäen yleistetään haastatelluilta matkustajilta kerätyt tiedot koskemaan tutkimusjakson kaikkia matkustajia. Tämän otosaineiston perusteella estimoidaan Suomessa käyvien muissa maissa asuvien matkustajien kokonaismäärä sekä heitä koskevien perustietojen jakaumat. Osin samoilla työvuoroilla otoksen keruun kanssa sekä vuonna 2004 aivan erillisillä vuoroilla haastateltiin lisäksi ulkomaisia matkustajia näyteaineistoon. Tällöinkin haastateltavat matkustajat valitaan satunnaisesti, mutta keruuta voidaan kuitenkin tehostaa painottamalla työvuoroja sellaisiin paikkoihin ja aikoihin, jolloin ulkomaisia matkustajia poistuu Suomesta. Näytettä kerättäessä voidaan yrittää kohdentaa haastatteluja tietynlaisiin matkustajiin esim. asuinmaan perusteella. Vuonna 2004 tutkimuksen koko tietosisältö oli laajempi kuin vuosina 2002-2003, eivätkä kaikki kysyttävät tiedot mahtuneet yhteen haastatteluun. Haastattelulomakkeesta oli vuonna 2004 käytössä kaksi eri versiota, joissa yhteistä sisältöä olivat matkan ja matkustajan perustiedot, mutta muu sisältö oli jaettu kahden lomakeversion kesken (ks. lomakeliitteet julkaisun lopussa). Matkustajien kokonaismäärää ja perustietojen jakaumia laskettaessa päästiin käyttämään aineistoa molemmista lomakeversioista, rahankäyttö- ja muiden tietojen jakaumat puolestaan perustuivat vain yhdellä lomakeversiolla kerättyyn aineistoon. Vuoden 2004 aineistosta reilut 60 prosenttia sisälsi rahankäyttö- ja aktiviteettitiedot (lomake 1), vajaat 40 prosenttia matkan suunnitteluun ja mielikuviin liittyvät tiedot (lomake 2). Two materials: sample and sub-sample Two types of materials are collected for the Border Interview Survey. The working days and shifts representing the whole survey period are selected at random in advance. A systematic sample is selected from the flow of passengers in those shifts and all passengers passing through the survey point are calculated at the same time. All passengers resident in Finland and those who for some reason or another cannot be contacted are also calculated for the sample. On the basis of the data collected, the probability of each individual passenger to be in the sample can be determined and the weights can be calculated to be used to generalise the data collected from the interviewed passengers to relate to all the passengers in the survey period. This sample material is used to estimate the total number of foreigners visiting Finland and the distributions of basic information relating to them. Foreign passengers are also interviewed for the sub-sample material partly during the same shifts as when the sample is collected and year 2004 also during entirely separate shifts. In this case, passengers to be interviewed are also selected at random, but collection can be intensified by arranging shifts in such places and times in which foreign passengers leave Finland. When collecting the sub-sample, the sub-sample can be targeted at specific passengers on the basis of their country of residence, for instance. In 2004 the entire information content of the survey was more extensive than in 2002 to 2003, and not all the information inquired could be included in one interview. Therefore, two versions of the questionnaire were used in 2004, where the common content consisted of basic information about the trip and visitor but the rest was divided between two questionnaire versions (see the attached questionnaires at the end of the publication). When calculating the distributions of the total number of visitors and basic information, data could be used from both versions, while the distributions of use of money and other information were based on data collected by only one version. In the 2004 data over 60 per cent include information on use of money and activities (Questionnaire 1), while nearly 40 per cent have information on the planning of the trip and images (Questionnaire 2). Tutkimuksen otos, kato ja tulokset Vuonna 2004 otosvuorojen aikana haastattelupisteiden kautta Suomesta poistui noin 600 000 matkustajaa, joista otos poimittiin. Näin valituista kohdehenkilöistä haastattelematta eli kokonaiskadoksi jäi 8,4 %. Haastattelijoiden kohtaamista matkustajista haastattelematta jäi 3,6 %. Haastattelusta kieltäytyi 2,1 %. Sample, non-response and results of the survey During the sample shifts in summer 2004 about 600 000 visitors, from among whom the sample was selected, departed from Finland through the interview points. Of the selected target persons, 8,4 per cent were not interviewed, which was also the total non-response rate. Just 3,6 per cent of the visitors approached by interviewers were not interviewed. 2,1 per cent declined from being interviewed. Finnish Tourist Board / Statistics Finland 9
Otosaineistoon tuli tällä ajalla kaikkiaan noin 70 000 tapausta (ml. Suomessa asuvat matkustajat), joista muissa maissa asuvia oli 27 000. RAJAHAASTATTELUTUTKIMUS There were about 70 000 instances in the final sample material (including passengers resident in Finland), of whom nearly 27 000 lived in other countries. Vuonna 2004 haastateltiin otoksen lisäksi näyteaineistoon noin 16 500 Suomesta poistuvaa ulkomaista matkustajaa. Näytteenomaisen keruutavan takia aineistoon ei voida liittää kato- tai kieltäytymislukuja. Aineistoihin on laskettu joka havainnolle korotuskerroin, joka kuvaa, kuinka monta kaikista Suomesta lähteneistä matkustajista juuri tämä haastateltu matkustaja edustaa. Otosaineiston kertoimien laskennassa tarvittavat tiedot on saatu otoksen poimintasuhteista toisaalta työvuorojen poiminnassa ja toisaalta kohdehenkilöiden poiminnassa työvuoron aikana. Apuna on myös käytetty eri lähteistä kerättyjä rajan ylittävien matkustajien kuukausittaisia kokonaismääriä. Näyteaineiston painokertoimien laskennassa aineisto on ryhmitelty oleellisimpien muuttujien, mm. asuinmaan ja matkan pääsyyn mukaan. Kertoimet on määritelty ryhmittäin siten, että kunkin ryhmän näytehaastattelut edustavat niin suurta matkustajajoukkoa kuin otoksen perusteella on estimoitu matkustajia kuuluvan ko. ryhmään. in 2004 about 16 500 foreign passengers departing from Finland were interviewed for the sub-sample material in addition to the sample. Because of the collection method of the sub-sample, the non-response rate or the number of refusals could not be included in the material. A weight, which describes how many of all passengers departing from Finland the specific interviewed passenger represented, was calculated for each observation unit in the materials. The data required for calculating the weights of the sample material were derived from the sampling ratios of the sample when the shifts and, also, the target persons during the shifts were selected. The total number of passengers crossing the borders per month was also used in the calculation. For calculating the weights for the sub-sample material, the material was grouped according to the most essential variables, such as country of residence and main reason for visiting Finland. The weights were determined by group so that the sub-sample interviews of each group represent as large a group of passengers as was estimated to belong to that group on the basis of the sample. 10 Finnish Tourist Board / Statistics Finland
Määritelmiä ja rajoituksia Definitions and limitations Rajahaastattelututkimusta tehdään matkailumarkkinoinnin lähtökohdista, ja tämä vaikuttaa joihinkin tutkimuksessa käytettäviin määritelmiin. Ammattimainen liikenne, esimerkiksi työajossa olevat kuorma- tai linja-autonkuljettajat, on jätetty tutkimuksen ulkopuolelle. Tutkimus koskee vain Manner-Suomea, eli Ahvenanmaa on rajattu ulkopuolelle. Tutkimuksen piiriin ei kuulu paikallisliikenne eli säännöllinen, jokseenkin päivittäinen työ- tai asiointiliikenne Suomen ja Ruotsin sekä Suomen ja Norjan välisillä maarajoilla. Tutkimuksen lukumääriin eivät sisälly kansainvälisillä risteilyaluksilla Suomeen saapuneet matkustajat. The point of view in the Border Interview Survey is that of travel marketing. This has an effect on some of the definitions used in the survey. Professional transport, such as truck or bus drivers on duty, is excluded from the survey. The survey only covers the mainland of Finland, meaning that the Åland Islands are not included. The survey does not include regular, almost daily local traffic for business or other purposes across the borders between Finland and Sweden or Finland and Norway. The numbers in the survey do no include passengers arriving in Finland on international cruisers. In the survey results, the data of the interview material were not extrapolated to such frontier crossing points where passengers were not interviewed. Outside the survey were left such significant sub-groups of passenger flows as those crossing the frontier between Finland and Russia through the frontier crossing points of Vartius and Imatra and those passing the borders between Finland and Sweden and Finland and Norway by road in Lapland outside the summer season. Selityksiä Explanations Ajanjaksojen vertailu: Taulukoissa esitetty muutos tarkoittaa, että tuloksia on verrattu vastaavaan, vuotta aiempaan ajanjaksoon. HUOM. Comparisons between time periods: The changes presented in the tables mean that the results were compared with the results of the corresponding time period of the previous year. NB Data in the 2002 and 2003 publications are partly erroneous (in 2002 the total error was 0.2 per cent; in 2003, 1.0 per cent). The data are corrected in the time series and change calculations of the 2004 publication. Part of the results of the 2004 publication (ISBN 952-5079-72-4) Border Interview Survey Part 17 are skew as well. The reason for skewness is related to those imputed methods used for matching the numbers and distributions of questionnaire version-specific partial data to the corresponding ones in the whole data. Skewness results from the extended data collection in 2004, where two different questionnaires were used and the proportion of sample interviews was larger than usual. There is no skewness in the shared content of two questionnaires but the correction need is connected to the generalisation of the differentiated data content of both questionnaire versions and to the production of results. The imputed method used for weighting in 2004 was revised. The overall change to the results of 2004 caused by the new method was quite minor, and the methodological change has no essential effect on the interpretation of the results and the conclusions drawn from them. The corrections are relatively smaller in large subsets than in small ones. All the parts of the 2004 publication influenced by the methodological change were removed from this condensed publication. Ulkomaisten matkustajien lukumäärä ja asuinmaat Number of foreign visitors and their countries of residence Vuonna 2004 Suomessa vieraili lähes 4,9 miljoonaa ulkomailla asuvaa matkustajaa. Matkustajamäärä lisääntyi vuodesta 2003 kuudella prosentilla. Edellisvuosien tapaan eniten matkustajia saapui Venäjältä sekä Ruotsista. Venäjältä tulleiden matkustajien määrä jatkoi kasvuaan edellisvuosien tapaan. Vuonna 2004 Virosta saapuneiden matkustajien määrä kasvoi jopa 66 prosenttia. Viro ohittikin Saksasta ja Iso- Britanniasta tulleiden matkustajien lukumäärän. Virosta saapuneiden matkustajien lukumäärän kasvua selittänee osin Viron liittyminen Euroopan Unionin jäsenmaaksi toukokuussa 2004 ja sitä seurannut matkustamisen helpottuminen. Etelä-Koreasta ja Japanista saapuneiden matkustajien määrä kasvoi vuonna 2004. Vähenemistä puolestaan tapahtui erityisen paljon Irlannista ja Liettuasta saapuneiden matkustajien lukumäärissä. Määrällisesti eniten matkustajia tuli vanhoista EU-maista sekä Euroopan ei-eu-maista. In 2004, almost 4.9 foreigners visited Finland. The number of visitors rose by six per cent from 2003. As in the previous years, the highest number of visitors came from Russia and Sweden. The number of visitors from Russia continued to grow as in the previous years. In 2004 the number of visitors from Estonia increased by as much as 66 per cent. Estonia thus overtook the numbers of visitors from Germany and Great Britain. The growing number of visitors from Estonia is partly explained by Estonia joining the European Union in May 2004 and as a consequence, their easier travelling. The number of visitors from South Korea and Japan grew in 2004. Particular decline was recorded for numbers of visitors arriving from Ireland and Lithuania. Asuinalue asuinmaassa Area of residence in country of residence Niiltä ulkomaisilta matkustajilta, jotka asuivat Venäjällä, Ruotsissa, Saksassa, Norjassa, Isossa-Britanniassa, Yhdysvalloissa, Sveitsissä, Ranskassa, Italiassa, Espanjassa ja Belgiassa, kysyttiin heidän asuinaluettaan asuinmaassaan. Venäjältä saapuneista matkustajista 69 prosenttia tuli Pietarin alueelta ja joka viides Euroopan puoleiselta Venäjältä. Puolet Ruotsista saapuneista matkustajista tuli Tukholmasta. Lähes kolmasosa Isosta-Britanniasta tulleista matkustajista asui asuinmaassaan Suur-Lontoon alueella. Saksasta saapuneista matkustajista viidesosa tuli Nordrhein-Westfalenin alueelta ja 15 prosenttia Baijerista. Reilu 40 prosenttia Ranskasta ja Norjasta saapuneista matkustajista asui kotimaassaan pääkaupunkiseudulla. Matkustajat, jotka saapuivat Sveitsistä, tulivat lähes yksinomaan Sveitsin saksankieliseltä alueelta. Puolet Yhdysvalloista vierailleista matkustajista asui Yhdysvaltojen itärannikolla ja joka viides länsirannikolla. Italialaisista matkustajista kaksi kolmasosaa saapui Pohjois-Italiasta. Espanjasta saavuttiin Suomen-vierailulle eniten Katalonian ja Madridin alueelta. Lähes kaksi kolmasosaa Belgiasta saapuneista matkustajista asui Suur-Brysselin alueella. Foreign visitors whose country of permanent residence was Russia, Sweden, Germany, Norway, Great Britain, the United States, Switzerland, France, Italy, Spain or Belgium were asked about their area of residence in their country of residence. Of the Russian visitors 69 per cent came from the St Petersburg area and every fifth from the European part of Russia. One half of the visitors from Sweden came from Stockholm. Nearly one third of the British visitors lived in their home country in Greater London. One fifth of the visitors from Germany came from the area of Nordrhein-Westfalen and 15 per cent from Bavaria. Good 40 per cent of the visitors from France and Norway lived in the capital region of their home country. Almost all visitors from Switzerland came from the German-speaking area of Switzerland. One half of the passengers from the U.S. lived on the East Coast and one fifth on the West Coast. Two thirds of the Italian arrivals came from Northern Italy. Most visitors to Finland from Spain came from Catalonia and Madrid. Nearly two thirds of the Belgian visitors came to Finland from Greater Brussels. Taulu 2. Matkustajat kuukausittain Visitors by month Tarkasteltaessa matkustajamääriä kuukausittain on huomioitava, että rajahaastattelututkimuksen tiedonkeruumenetelmä ei ole rakennettu kuukausitarkastelua varten, siksi tuloksissa saattaa esiintyä tiedonkeruun rytmityksestä johtuvaa vaihtelua. Vuonna 2004 ulkomaisia matkustajia vieraili Suomessa eniten heinä- ja elokuussa. Vierailut lisääntyivät edellisvuodesta erityisesti kesäkuussa. Hiljaisin matkustuskuukausi oli edellisvuoden tapaan helmikuu. Työmatkoja Suomeen tehtiin eniten maalisja kesäkuussa. Tuttava- ja sukulaisvierailulla sekä muilla vapaa-ajanmatkoilla käytiin eniten heinä- ja elokuussa. Ruotsista ja Saksasta saapuneet matkustajat vierailivat Suomessa eniten heinäkuussa. Virosta saapui matkustajia Suomeen erityisesti kesä-heinäkuussa. When viewing visitor numbers by month, it should be noted that the data collection method of the Border Interview Survey is not built for monthly examination, for which reason the results may include variation due to the rhythmic nature of data collection. In 2004 the highest numbers of foreigners visited Finland in July and August. Visiting in June especially increased from the previous year. As in the previous year, February was the quietest month for travelling. The highest number of business trips to Finland were made in March and June. Most visits to friends or relatives and other leisure trips were made in July and August. Swedes and Germans came to Finland most during July. Kansalaisuus Nationality Suomessa vierailleista ulkomailla asuvista matkustajista lähes yhdeksällä matkustajalla kymmenestä oli asuinmaa ja kansalaisuus sama. Seitsemän prosenttia ulkomailla asuvista matkustajista kertoi olevansa Suomen kansalaisia. Suomen kansalaisten osuus oli suurin Belgiassa asuvien keskuudessa. Lähes viidesosa Sveitsissä ja Ruotsissa asuvista vierailijoista oli Suomen kansalaisia. Tuttava- ja sukulaisvierailulla olleista matkustajista viidesosalla oli Suomen kansalaisuus. Suomen kansalaisten osuus oli suurin vanhojen EU-maiden alueelta tulleiden matkustajien keskuudessa. Sveitsistä ja Norjasta saapui kuitenkin melko paljon Suomen kansalaisia. Nearly nine out of ten foreign visitors to Finland had the same nationality and country of residence. Seven per cent of the visitors living abroad said they were Finnish nationals. The proportion of Finnish nationals was the largest among those living in Belgium. Nearly one fifth of the visitors living in Switzerland and Sweden were Finnish nationals. One fifth of those visiting friends or relatives were Finnish nationals. The proportion of Finnish nationals was the largest among visitors from the areas of old EU countries.
