SOME PARTICULAR ASPECTS OF SCIENTIFIC AND PROFESSIONAL EXPERIENCE Practical experience of architectural design and land use planning Between 1967 and 1971, I got experience of architectural design and planning in architects offices (several prizes in competitions), in the City Planning Office of Helsinki, and abroad (Czechoslovakia and Kenya). Research in planning and in urban economics In 1972, I got employed by the State Technical Research Centre (VTT), Laboratory of Building Economics (later Laboratory of Land Use, etc.). At VTT, I made my Master s thesis concerning the Finnish experience of municipal master plans. The thesis also included a review of how this kind of planning was organised in a number of municipalities in Finland. During the latter part of the 70s, I made a series of studies in building and urban economics, which among other things resulted in a booklet of unit costs for calculating urban investment costs. The booklet was distributed by the Finnish association of urban municipalities, and was used across the country. I also made a similar booklet for the use of the City Planning Office of Helsinki. Philosophy of science In fall 1978, I was accepted to a PhD-course for planners at Nordplan, the Nordic institute located in Stockholm. The institute had gained the status of a mini-university (maintained by the governments of the Nordic states) and the training was conducted by Professor Gunnar Olsson, who was a geographer of international reputation and a fascinating teacher. A considerable part of the training (1978-81) concerned epistemological issues related to philosophy of science and planning. These topics I have returned to continuously since then. In this context, I also recently wrote an essay on the social control of urban space in a historical perspective. At Aalto University, I have been conducting a series of seminars (the socalled AAA-seminars) where PhD students and researchers present their works by focusing on particular research problems, which I try to unlock by reference to various theoretical and methodological approaches. In recent years I have on a regular basis conducted courses (Spatial planning) for international PhD students with particular regard to philosophy of science at the University of Reggio Calabria, Italy. North Africa and cultural heritage In 1981, I went to Libya for three years as part of a bilateral project (the establishing of an urban planning department) between the Helsinki University of Technology (HUT) and the University of Garyounis, Benghazi. Together with the students we made extensive documentations of historical Benghazi and the historical desert town of Augilah, mentioned already by Herodotus in his Histories. I initiated a research project called Old Benghazi that was financed by the University of Garyounis. Part of the research work I carried out in Libya has been published in the World Encyclopaedia of Vernacular

3 Architecture. Since then I have written various articles about these matters and lectured extensively as part of my teaching on urban history. During the academic year 2013-2014, I was teaching at the American University of Beirut (AUB), and gave courses on landscape formation of the Mediterranean Basin. Development strategies of a region After the time in Libya, I returned to VTT in 1984 and was successful in getting funding (Academy of Finland) for an extensive research project dealing with the post-war development of the Helsinki region. The project was part of an international endeavour carried out during the latter part of the 80s. My research team produced altogether some 13 research reports (more than 1000 pages) published by VTT. The Helsinki region was studied in a multitude of ways, including land ownership, land prices, the system of land exploitation and development, planning and contract-based (public-private partnership) development, the system for housing provision, concentration in the housing business, Finnish housing policy and state financed housing production, house prices, social segregation in the newly developed areas, functional aspects as well as dweller opinions about the new residential areas. My Licentiate thesis was based on this research programme. The results caught wide attention among the media (TV, radio, press). As a result of the Helsinki studies, I was commissioned by the National Competition Board to analyse restrictions to competition in Finnish housing, with drew wide media attention. Strategic planning and energy In the mid-80s, I was asked by the Finnish Ministry of Environment to contribute to a Nordic project on strategic energy planning, financed by the Nordic Council of Ministers. My study concerning strategic planning and the provision of energy in the Nordic countries formed the basis for an international conference that was held in Helsinki on this topic. In 2008, I have accomplished a report for the Swedish state authority Boverket (The National Board of Housing Building and Planning) concerning matters of energy in the Swedish planning and building codes since 1974 till today. Physical environment in the perspective of history and philosophy In the late 80s, I joined a research project funded by the Academy of Finland. This time I got the chance to get involved into more basic theoretical studies just by my own and eventually I published three reports on place, time and semiotic interpretations of the physical environment. The general idea was to argue in favour of a particular view on history according to which time, instead of place, has come to be the crucial structuring dimension of modern life and environmental conditions. This work came to constitute the theoretical part of my DrSc thesis where the empirical results of the Helsinki study were reflected against theoretical considerations. Research in spatial planning and development In 1997, when taking part in the starting up of Nordregio, I realised the importance of the work carried out across Europe with the aim to elaborate a European spatial development perspective (the eventual ESDP), and I arranged an international conference at Nordregio in December 1997 concerning the ESDP. This generated a series of vibrant activities in the institute, and Nordregio has now come to be considered one of the key institutions in Europe in the field of spatial development research. In 1998, a huge research programme, the Study Programme of Spatial Planning (SPESP), was initiated by the European Commission (EC). The idea was to establish a network between research institutes across EU member states with the aim to pursue spatial development research. All (at that time) 15 member states joined the programme and the co-ordination was issued for tender, which Nordregio eventually won in tough competition. Nordregio was the lead-partner of this group and I shared the responsibility for the co-ordination of the whole programme together with the director of Nordregio (Mr. Hallgeir Aalbu). The programme consisted of a number of cross-national research projects involving more than 200 researchers across Europe. As co-ordinators, we were responsible for the co-ordination of the various subprojects. We arranged a series of conferences in different parts of Europe and finally we drew all threads together in a final report (2000) that included a short summary of the findings and a CD-rom with more than 1000 pages of text and hundreds of maps. I have also contributed to a series of reports on European spatial development matters (see list of publications).

4 In 2008, I conducted a pilot study (Helsinki University of Technology) as a preparatory work for a sector-transcending research programme on spatial development. This was made in co-operation with three other Finnish universities. Institutionalised European research co-operation: the ESPON (urban-rural relations, etc) The experiences of the SPESP were utilised by establishing the so-called ESPON-network (European Spatial Planning Observatory Network). The first programme (ESPON 2006) included some 30 research projects and was continued (ESPON2013) with a second phase that is still running. I was able to establish an international team (some 10 partners with the Centre for Urban and Regional Studies CURS as lead-partner) and we successfully won the tender for a project called Urban-Rural Relations in Europe. The final report (Sept 2004) and other results are available on the web (see http://www.espon.eu/main/menu_projects/menu_espon2006projects/menu_thematicprojects/urbanrur al.html In 2006-2006, I was the director of the Finnish team taking part in the ESPON-project 3.3 concerning the spatial implications of the Lisbon strategy (see http://www.espon.eu/main/menu_projects/menu_espon2006projects/menu_coordinatingcrossthemati cprojects/lisbonstrategy.html ), see also Bengs et al. 2006. The Short List of Structural Indicators in the Light of European Territorial Cohesion. As part of the ESPON-programme, a network of European Contact Points (ECP) has been established across Europe, that is, one ECP in each member state. These contact points assure the flow of information between the programme and relevant institutions in the country. The Finish ECP-task was subjected to tender, which my group won and since then I have been project director or partner of the Finnish ECP through the Helsinki University of Technology (HUT) together with Professor Heikki Eskelinen.from the University of Jouensuu. I have also edited a book and written some articles to that publication on the issue of Town and Country. In recent years I have been the coordinator of the Finnish part (Aalto University) of an EU-project for researcher exchange (CLUDs, now MAP-LED) coordinated by the University of Reggio Calabria. Medium-size Nordic towns: development and public space I was lead partner and project director of an extensive research project at Nordregio (funded by Formas in Sweden) in co-operation with University of Chalmers, Gothenburg, Sweden. The project concerned public spaces in medium-size Nordic towns. I was personally responsible for two work packages that related to the changes in urban environment, changes in planning systems as well as the development of professional ideologies among architects, planners and antiquarians. I am also dealing with the overall functions of medium-size Nordic urban centres in the context of urban systems, and the factual means that the national planning systems provide as instruments for sustainable development (See Bengs 2010, Yhdyskuntasuunnittelu ruotsalaisittain mielikuvien ihanuus). Urban Policies and Sustainable development Commissioned by Formas, I have also written a review on Urban Policies and Sustainability in the Nordic Countries. This theme has been central in my teaching at the Swedish University of Agricultural Sciences. Cultural heritage Beside the European projects, I have been involved in a number of studies at Nordregio, including an extensive review of urban research in Sweden, and reviews on planning legislation in the Baltic Sea Region (BSR) countries. In addition, I also organised and conducted a series of training programmes for Nordic and Baltic professionals working with cultural heritage. At Helsinki University of technology, I was the director of a research project called Urban Conservation and City Life, which dealt with the capitals of the Baltic States. I was also a resource person/member of the steering group in a large Interreg. cooperation project concerning sustainable historic towns around the Baltic Sea. In 2011, I have been involved in the European network Economic value of Cultural Heritage and gave a keynote speech at the international seminar of that network in August 2011, Helsinki, with the aim to present a theoretical framework for dealing with these issues. My interest in cultural heritage has been accompanied by extensive teaching in urban and planning history as well as research in the topic of values and distribution of values, and extensive lecturing on the issue.

5 Temporary uses of land In 2001-2003, I was project director of the Finnish part of a 5 th framework project (EU) called Urban Catalysts concerning temporary land use in a number of European cities (Helsinki, Vienna, Amsterdam, Berlin, Naples). Environmental statistics In 20005, I conducted as lead partner a project at Helsinki University of Technology concerning data cooperation in cooperation with 8 other universities in Finland. The project was financed by the universities involved as well as by the Academy of Finland. The aim was to collect a pool of basic statistics for environmental research and make this pool available among all the partners. Housing and planning In Europe, housing and planning seem to be strongly interconnected, with housing as the more dominant partner. I got involved in planning and housing research already in the 70s, and continued with that in the 80s and early 90s as part of both academic research and external commissions. I have now turned actively back to academic housing and planning research with the funding of Academy of Finland for a 3 year research project on housing policy in Sweden and its effects on environment. The research setup is multidisciplinary and the aim is to evince the context of national housing and planning policy and its environmental effects. The project is now in the phase of final documentation, leading to a series of publications. Local economy Commissioned by the Ministry of Environment and the Ministry of Transport and Communication of Finland, I have conducted a series of studies during the last few years concerning the issue of local economy (one the level of cities and city regions). The topic is important both from the perspective of globalisation and with respect to sustainable local solutions as well as regarding concurrent environmental problems. This is a topic that will grow in importance in the future. Local economy and urban renewal in the USA The aspect of the local economy, I have also introduced to the CLUDs and MAP-LED projects mentioned above. The CLUDs is an exchange programme of researchers between Europe (Italy, UK, Finland) and the USA. I am in charge of the Finnish part of the programme, which is focused on the possibilities of local economy and urban renewal. I have studied these matters in situ in Boston and in San Diego, see list of publications (forthcoming). Theory and methods in landscape design and planning The integration of natural science and social sciences, as well as the humanities, into the theoretical development of landscape architecture and planning has been weak indeed. All in all, landscape architecture faces much of the same challenges as architecture and urban design do at the moment. There is an urgent need to integrate the natural science-based methods of landscape analyses with those of cultural heritage analyses on a comparative geographical scale. During my time in Uppsala, I realised the need for the pursuit of theoretical and methodological improvement. During my time in AUB, Beirut, I was able to elaborate this issue further. The study of slums In cooperation with the University of Lund, Housing Development & Management HDM, I have initiated and conducted research on the development and characteristics of informal development in Ecuador (Guayaquil) and in India (Pune). I have visited both places and cooperate with local professors, and at the moment a researcher of HDM is working on her PhD with regard to this topic. Housing Over the years, I have been involved in a number of housing research projects. The last one was finalised in fall 2015, and concerns the system for housing provision in Sweden compared to Finland. Concluding remarks

6 Looking back at a fairly long professional life, I have got the impression that my research is characterised by a broad range of experience, covering research with regard to various geographical levels, various aspects of the environment (sustainability, social and economic matters, cultural heritage, governance) as well as theoretical considerations (strategies, history of ideas, theories and methods of planning). International engagements I have worked professionally in a number of countries (Finland, Sweden, Libya, Germany, Libanon, Czech Republic, Kenya, Estonia, Italy), and being part of international institutes (Nordplan, Nordregio) my field of action has encompassed all the Nordic and Baltic countries. In addition, I have been involved as lead partner and partner in a number of EU-research programmes and projects with partners across Europe. I have been the director of this endeavour and taking actively part as a lecturer and tuitor. Teaching in research education - During my doctoral studies at Nordregio, I was employed for one year (1979-80) by the institute and assisted in organising the doctoral course as well as contributed to the planning and organising of the standard one-year professional course for Nordic planners. - Chairing doctoral students seminars (6-7 per year) 1995-1998, commissioned by the Academy of Finland. This was a part time commitment. As a further qualification (docent) was required for the task, I qualified for such a position at the University of Oulu, which was the host institution of the doctoral programme. - I have been running a series of seminars (the AAA-seminars) for PhD students and researchers at YTK, Aalto University, 2011-, with the aim to bridge the gap between philosophy of science and factual research problems.

16 Other pedagogic assignments Lectures for professional planners at the Centre for Urban and Regional Studies, Helsinki University of technology/aalto University. These lectures have been part of a permanent course for professional planners running over two semesters since fall 1998 on a variety of different subjects, including the topic of sustainable development and planning. At Nordregio, my main activity was the planning and conduct of international courses for experienced planners. I have arranged a number of courses for planners from Poland and the Baltic countries as well as for Nordic planners.
