Results? ICT and especially Nokia were success stories of the 90 s and 00 s RDI of GDP over 7% in some years but is it really driving growth? Outside the Nokia ecosystem little evidence of success? Burning platform was the final straw -> Resilience and the ability to renew

Our conclusions in 2008 We have to rethink and open up the Tampere / Finnish / European paradigm of innovation policy There are no safe bets anymore within the existing clusters Collaborative innovation in the fuzzy front end is becoming more and more important for businesses and societies Expectations on return on investment in innovation (policy) are getting higher Focus on emerging ecosystems, talent and entrepreneurship Exceptional capabilities for lean collaborative innovation can provide competitive edge for regional innovation ecosystems New innovation (policy) tools to replace inefficient ones 5 10.9.2014
Our first platform initiatives Agile multidisciplinary co-creation of demonstrations by students & companies Lean startup creation by professionals, researchers, companies Testing and co-creation with user communities and living lab environments Co-innovation of startups and their potential customers and partners

What is a innovation platform (in Tampere Region)? Innovation platform is scalable socio-technical interaction environment which provides standardised processes for value-creation, connections and services related to them skaalautuva : alusta on innovaatiotoiminnan kiinteä kustannus, joka luo sitä enemmän arvoa mitä enemmän sitä käytetään. "sosioteknisiä": alustoilla on teknologisia ja ei-teknologisia toiminnallisuuksia. Ihmisiin ja yhteiskuntaan liittyvät vuorovaikutusominaisuudet ovat tärkeässä rooli "ympäristöjä": Alusta ei tee itse, vaan antaa välineitä toisten arvonluonnille. arvon luonti" : tarkoittaa innovaatiotoimintaa eri vaiheissaan (tarpeen tunnistaminen, ideointi, konsepti, demo, pilotti, proto, startup jne) sekä toimintaan liittyviä yhteiskunnan hankkeita, rakennusprojekteja, tukitoimia, politiikkaa, ohjelmia jne. Ajatus kuitenkin toimintakeskeinen.
Cluster policy vs. platform policy Trad. clustering Platforming Local universities and corporations as drivers Mobilization of networks to create R&D projects Selection and funding of unique product projects Technology push Communities, talents and global ecosystem orchestrators as drivers Creation of attractive environments to co-create, try out new stuff and speed-up go-to-market Capability building and systemic project clouds Demand pull
Living lab vs. innovation platform? Living lab User centric / driven design Citizen participation A few / some invited / selected projects Research as a method and tool Infrastructure-enabled Platform Value creation / cocreation Lean business dev Many / hundreds of emergent projects Research as an ingredient Talent-enabled
