Building energy efficiency Miimu Airaksinen, VTT, miimu.airaksinen@vtt.fi Buildings use about 40% of global energy, 25% of global water, 40% of global resources, and they emit approximately 1/3 of GHG emissions (UN Habitat 2016) Over 1.3 billion people lack access to electricity, and roughly 2.6 billion use solid fuels for cooking (IEA, 2012 in WWDR 2014, pg. 13). Another estimated 400 million people rely on coal for cooking and heating purposes which causes air pollution and has serious health implications when used in traditional stoves (WWDR 2014, pg. 13). Globally the energy consumption has increased 31 % in last 13 years (from 2010-2013) (IEA 2015). Household energy consumption has increased 18 % (IEA 2013). The most environmental friendly energy is the saved energy The share of household energy consumption varies between regions; in OECD and Asia housing represents 20-30 % of the total energy consumption whereas in Africa the share of household energy consumption is 56 %, Middle East 17 % and in Latin America 15 % (IEA 2013 In all regions the absolute energy consumption of households has increased, the increase is very modest in OECD and Middle East countries). The major share of the global energy production is generated from fossil sources, and the share of renewables has not increased globally in last 13 years (IEA 2015). The cleanest energy is the energy which is not used Most of the technologies needed to make building envelopes more energy-efficient are commercially available, but are not widely deployed because of high upfront costs and non-economic barriers such as split incentives and lack of information. The potential for energy efficiency improvements in buildings remains largely untapped (IEA, 2012b). Rapid economic growth, rising populations and increased urbanisation in many non- OECD countries will transform the global buildings stock, Figure 2. In OECD member countries, by contrast, the building sector is expected to change less, as 75% to 90% of the current building stock will still be standing in 2050. In both cases, however, there is an urgent need to make building envelopes more energy-efficient, as 20% to 60% of all energy used in buildings is affected by the design and construction of the building envelope. Globally the number of households is expected to rise nearly 70% by 2050, from 1.9 billion in 2010 to 3.2 billion in 2050, and total floor area to increase 70% from 206 billion square metres (m2) in 2010 to 357 billion m2 in 2050 (IEA 2015). Global building stock energy demand- residential building stock plays important role Given the differing vintage of the building stock and its expected development, non- OECD countries face huge growth in expected construction. OECD member countries have a large stock of residential buildings, most built before 1970, that is not growing quickly and will be retired slowly, Figure 3. Currently, the rate of refurbishment of residential buildings in which there is an opportunity to significantly improve envelope efficiency is estimated to be low, at 1% per year (BPIE, 2011). Urgent policy action is required to increase this rate, because energy efficiency refurbishments are potentially expensive and are likely to make economic sense only during major refurbishments, which occur every 30 or more years. It is very common for building life spans to reach 50 years to 100 years or more. It should be noted that in many developed countries the residential contries pay a crucial role; e.g. in Nordic countires residential sector is responsible of 60% of the building stock energy consumption. While building energy consumption per capita has increased slightly in Nordic countiries the share of renewables has increased in Nordic countries (Fig 4). Fig. 3. Improvement of existing stock is important In developed countries turnover in building stock is generally low and a great challenge to successful reduction of energy use in the building sector is to find effective strategies for retrofitting existing buildings. Thus, improvement of energy efficiency of the existing building stock is important part of sustainable development and constitutes a great potential for the industry. Significant improvements are possible from applying available technologies and measures of which many have been shown to be cost effective. Fig. 5. VTT Airaksinen and Vainio 2012 When the additional costs for improved energy efficiency are considered the calculated sum for the whole building stock (in scenario 2) is 270 M which corresponds 2.5% of the renovation costs of the building stock. Thus, the improvement of energy efficiency has only minor increase of cost but considerable energy savings 990 GWh yearly which corresponds to 690 M (energy price 0.7 cent/kwh).
Energy renovation is cost efficient When choosing the energy efficiency improvement methods there are several options. As the figure below shows the global costs can be significantly different even when the same energy efficiency improvement is achieved. Typically the most cost efficient ways to improve energy efficiency is to improve building automation and HVAC systems as well as efficient heating system and source. The façade improvements are most cost efficient when the energy efficiency measures are integrated to the physical improvements of the façade. Fig. 6. Energy efficiency and smart control technologies reduce peak energy consumption Energy efficient buildings generally have lower peak loads compared to standard buildings, but the difference in much higher in energy consumption than in peak loads. In addition specific technical and management factors within each building significantly affect its peak load in real use of the building. In a Norwegian study (Thyholt and Hestnes, 2008) it was found out that when using electricity for heating purposes in the lowenergy cases, the annual emissions of CO 2 related to heating purposes were generally higher than for the reference case. The reference building used district heating and low energy building electricity as heating energy sources in that study. Putting that to a longer term perspective, new residential building stock corresponding to the lowenergy buildings with electrical heating, will lead to an increased peak power demand of about 1000 1200 MW after 20 years in Norway. This increased peak power demand corresponds to about 5% of today s peak power capacity in the electricity supply in Norway. For cooling loads the more efficient buildings have a peakier load profile, although the absolute peak loads were clearly lower compared to standard buildings. This peakiness may be a result of the design of the energy efficient buildings, which utilise passive measures to maintain comfort, but as the temperature rises significantly, proportionally higher air-conditioning loads are needed to meet the increased cooling requirements. SET-asiantuntijakyselyn 1. kierroksen tuloksia... Energian- ja sähkönkulutuksen kehitys vuoteen 2030 mennessä Delfoi-kyselyn ensimmäinen kierros alkoi arvioilla energiankulutuksen kehityksestä 2030 mennessä. Kysymykset olivat sektorikohtaisia, mutta antavat kuvaa myös kokonaiskysynnän muutoksesta. Vastaajat arvelivat monien sektorien energiatarpeen vähenevän, ja ainoastaan palvelualan ja ICT palveluiden energiatarpeen kasvavan. Sähkönkulutuksen arveltiin kasvavan merkittävästi liikenteessä ja ICTpalveluissa. Primäärienergiankulutus Suomessa vuonna 2030: Sähkönkulutus Suomessa vuonna 2030: Energiankäytön muutoksia koskevia arvioita on perusteltu eri tavoin. Yleisemmällä tasolla perusteltiin alhaisen talouskasvun ja teknologian kehityksen johtavan siihen, että kokonaisenergiankulutus ei ainakaan lisäänny. Energia-intensiivisen teollisuuden kulutuksen oletettiin myöskin pysyvän enintään samana ja usein jopa laskevan. "Uskon että julkisten rakennusten lukumäärä vähenee ja koko kasvaa, jolloin energiatehokkuustoimet purevat. Myös julkisten palvelujen sijoittaminen muiden palvelujen yhteyteen vähentää energian kulutusta. Asuinrakennusten kulutus pienenee sekä energiatehokkuustoimien että rakennemuutoksen kautta: yhä useampi asuu kaupungissa/taajamassa kerrostalossa. Energiaintensiivisen teollisuuden odotan kokonaisuutena pysyvän samana ja energiatehokkuus vähentää kulutusta siellä. [...] Palvelut kasvavat ja maatalous pysyy samana tai kasvaa hiukan, koneellistuu mutta myös muuttuu energiatehokkaammaksi. ICT palvelut kasvavat niin paljon, ettei energiatehokkuus pure niiden primäärienergian kulutukseen. Katsoin OECD:n pitkän aikavälin euromaiden kasvuennusteen ja se on n. 2% vuodessa, sekin voi olla vähän optimistinen. Ei tarvita kovin kummoista energiaintensiteetin vähenemistä, että se kumoaa tuon vaatimattoman kasvun."
Eri energiateknologioiden merkitys vuonna 2030 Suomen energiajärjestelmässä Ensimmäisellä kierroksella kysyimme myös vastaajien näkemyksiä teknologioiden käyttöönottoon Suomessa ja niiden vientimahdollisuuksiin. Teknologioista kaikkein merkittävimpinä tai selvimpinä tulokkaina pidettiin lämpöpumppuja, tuulivoimaa ja automatisoitua kysyntäjoustojärjestelmää. Myös aurinkosähkön ennakoitiin syrjäyttävän muita tuotantomuotoja. Eri teknologioiden merkitys Suomen energiajärjestelmässä vuonna 2030: Teknologioiden vientipotentiaali vuonna 2030: Ensimmäisen kierroksen teknologiakohtaisia tuloksia ja huomioita esitellään kunkin teeman ensimmäisellä sivulla.!

Rakennusten energiatehokkuus Kuinka paljon rakennuskanta uusiutuu ja sitä remontoidaan niin hitaasti, että suuretkaan parannukset ominaisenergiankulutuksessa eivät näy kokonaiskulutuksessa nopeasti ilman radikaaleja toimia, Lämpöpumpuilla voidaan tiputtaa puolet lämmitysenergiatarpeesta, jolloin 30-40% kokonaistavoite voisi olla realistinen. Rakennuskantaa korjataan vain noin 1-2 % vuodessa, joten 2030 mennessä kokonaistehostuminen jäänee max 10 %:iin. Miten: Isojen rakennusten uusiutuvuus keskeisessä roolissa. Pientalojen uusiutuvuus hidasta ja uudisrakentaminen vähenee todennäköisesti entisestään suuriin kaupunkiehin keskittymisen sekä pitkäkestoisen talouden laskusuunnan takia. Vanhassa pientalokannassa tehokkaammat (maa)lämpöpumput ovat napsineet jo matalalla olevat hedelmät, jatkossa kehitys ei ole niin nopeaa. Mikko: Kuvioissa kiinnostavin on ehkä rakennusvaippaa koskevan kysymykset epäyhtenäinen jakauma Tällä hetkellä tietotaitoa ja osaamista ei ole riittävästi, jotta remonteista saadaan energiatehokkaita ja terveellisiä. Remonteissa vaadittu energiatehokkuusnäkökulma on usein tehty vain pakosta ja ei aina osaavien suunnittelijoiden toimesta, koska osaamista ei ole, tai se katsotaan liian kalliiksi. Tällä hetkellä edetään aivan liikaa energiansäästön ehdoilla. Perheiden hyvinvointi, terveellisyys, ilmanvaihto, viihtyvyys tulisi nopeasti palauttaa kunniaan. Nykyiset määräykset pilaavat rakennuksia. [vrt] Huonoja rakennuksia on rakennettu jo 1970-luvulla. Hyvinvointi ja terveellisyys ovat tarkeita, mutteivat ristiiriidassa energiansaaston kanssa, jos parannukset toteutetaan laadukkaasti. Vaikka vaatimuksia on kiristetty, niin esim. uudet pientalot käyttävät samaa suuruuluokka olevia energiamääriä kuin "kasaritalot". Energiatehokkuus ulosmitataan koolla ja varustelutason nostolla.
