Missiologinen symposiumi Haminassa 8.6.2012 lähetysjohtaja Sally Lim, Singaporen lut. kirkko (lopussa suomenkielinen lyhennelmä) The Start of the Lutheran Church in Cambodia Mission Festival of the Finnish Evangelical Lutheran Mission (FELM) June, 2012 Since the 1990s several leaders of the Lutheran World Federation (LWF) member churches in Asia had been discussing about starting a holistic outreach ministry in the Mekong region the region where the Mekong River flows 4,350 kilometers through several countries to the lower basin and into the South China Sea. These countries are Cambodia, Lao, Myanmar, Thailand, Vietnam and Yunnan (southern part of China) that have a total population of over 300 million. Later the group realized that several other Lutheran churches and mission agencies from other parts of the world also had the intention of reaching out to the countries in the Mekong region. As such, in year 2000, under the initiative of the Lutheran World Federation (LWF), DMD Asia Desk, the first Mekong Mission Partners Consultation (MMPC) was held in Bangkok, Thailand from September 29 to October 5. Thirty-four (34) participants from 14 countries representing 16 LWF member churches, related mission agencies and organizations, ecumenical partners and consultants met to learn, discuss, and consider ways in which cooperative mission programs and projects in the Mekong Region might be initiated or facilitated *. This joint cooperation was deemed a new and exciting mission endeavor as it involved LWF member churches and mission agencies from both the global north & south - Australia, Denmark, Finland, Germany, Hong Kong SAR, Japan, Malaysia, Norway, the Philippines, Singapore, Taiwan, Thailand, the United States of America and countries in the Mekong countries. Lutheran seminaries in the region (Lutheran Theological Seminary, Hong Kong, Sabah Theological Seminary, Lutheran Seminary Thailand, etc) and other ecumenical partners like the Christian Conference of Asia (CCA), representatives of ecumenical churches in the Mekong region had also been actively participating in the process from the beginning. After some initial facts finding through survey and field trips, the MMPC established the Mekong Mission Forum (MMF) in 2002. This Forum comprises of representatives from the various Lutheran churches and mission agencies. It meets on an annual basis to strategize and carry out the programs and projects to the Mekong countries according to country interest groups. The initial interest group to start or have existing work in Cambodia were Lutheran churches/mission agencies from Australia, Finland, Hong Kong, Japan, the Philippines and Singapore. To avoid duplication, the emphasis of the MMF was to network and strengthen existing Christian churches and groups regardless of denomination. The first attempt by the Cambodia interest group was with the Kampuchea Christian Council (KCC) where capacity building was deemed most acute by the KCC at that time. However, after a couple of years, due to some internal problems within the KCC, the task was aborted.
Attempts were also made to work with other church groups like the Christian Conference of Asia (CCA), but this too, did not reap the desired result. Finally in year 2004, members of the Cambodia interest group decided that they will work towards the starting of a Lutheran church in Cambodia. Dr. William Chang, a pastor of the Lutheran Church in Singapore (LCS), was appointed to spear head the project where exploratory & field trips to Cambodia were organized for interested MMF partners. After a couple of years of surveying and engaging in community projects through mobile clinics and Gospel outreach in different provinces and villages, Krus village in the province of Kampong Chhnang (about 2 hours from the capital city of Phnom Penh) was identified as a suitable base to anchor the ministry. With the need to register with the Cambodian government in order to continue the local work, LCS went ahead in 2008 to register the Lutheran World Mission Limited (LWML) in Singapore for the work in Cambodia. This led to the signing of the Memorandum of Understanding (MoU) with the Cambodian Ministry of Foreign Affairs for LWM to operate as a foreign NGO in Cambodia. With the goal of starting a church and diakonia ministry, LWM applied and became a member of the Evangelical Fellowship in Cambodia (EFC) under the name Lutheran Church in Cambodia (LCC). In 2008 LWM bought a piece of land in Krus village, and a church cum diakonia centre was built with support from the Evangelical Lutheran Church of Bavaria (ELCB) and LCS. In 2010, the building was completed and housed LCC s first congregation and diakonia centre Good Shepherd Lutheran Church cum Life Centre. Good Shepherd Lutheran Church (GSLC) continues its holistic mission through Gospel and diakonia outreach to the community in Krus and other surrounding villages. A Sunday worship service was started with about 24 adults and 40 children in the Sunday school. Initial diakonia/community services include English classes and a Daily Bread project that offers a balance meal a day for about 50 children from needy families and several elderly people in the community. In 2011, with several youths from GSLC furthering their tertiary education in the capital city of Phnom Penh, LWM decided to start a City Church (congregation) cum hostel ministry for university students. Currently there are 30 male and 20 female students staying at LWM student hostel and a regular Sunday service with an average attendance of 45. A full-time pastor had been engaged for the ministry and to care for the needs of the students who had come from different provinces of Cambodia. Nine were baptized into the body of Christ and received as members of LCC in GSLC in its first baptism in July 2010; 37 in 2011 and 33 on 1 st January, 2012 which included the first batch of 10 students from LWM City Church/hostel. The latest Holy Baptism on May 13, 2012 also baptized a total of 31 adults, youths and children. Today, the Lutheran Church in Cambodia (LCC) has a membership of 110 members and a local ministry team of 3 pastors, 1 Christian Education Teacher, 2 cooks (Daily Bread Project), 3 youth interns and a general worker with the following ministry: Church & Gospel Outreach

The following are being carried out regularly in cooperation with the provincial hospitals/health centres: o Mobile clinics to rural villages (with medical professionals from Singapore, Hong Kong & Australia) o Clinics, Surgical Projects (cataract, cleft lips & etc) o Eye clinics, myopia screening o Hospital and hospital surgical projects between National University Hospital, Singapore and Kg Chhnang Referral hospital o Skills upgrading courses for nurses from 38 provincial health centres During the 2010 meeting of the Mekong Mission Forum (MMF) in Hong Kong, the following MMF members signed a MoU to establish only ONE Lutheran church in Cambodia: Evangelical Lutheran Church of Bavaria (ELCB) Evangelical Lutheran Church of Hong Kong (ELCHK) Lutheran Church of Australia (LCA) Lutheran Church in Singapore (LCS) The Chinese Rhenish Church Hong Kong Synod (CRCHKS) In May 2011, the Finnish Evangelical Lutheran Mission (FELM) also signed the above MoU for ministry in Cambodia during the MMF meeting in Ho Chi Minh City, Vietnam. With the church meeting the government s requirements of having at least 27 adult members, LCC is now making plans to be officially registered with the Ministry of Religious Affairs of the Royal Government of Cambodia.
However, unknown to the MMF, the Lutheran Institute of Southeast Asia (LISA) Thailand of the Lutheran Church Canada (LCC) had already begun providing Lutheran theological training in 2005 for pastors of several independent churches in Cambodia. After 3 years of training, the 17 pastors representing 32 churches decided to group together to form the Evangelical Lutheran Church in Cambodia (ELCC) and elected Rev Vanarith Chhim as the church s President in 2010. Attempts were made to contact the ELCC upon realizing there is another Lutheran church in Cambodia. Contact was finally established in May 2011 when a team comprises of representatives from ELCB, LCA and LCS called on the leadership of ELCC to share information and to dialogue about the possibilities of ministry cooperation or working as a church in Cambodia. ELCC and LCC (Cambodia) currently enjoy a good relationship with the sharing of resources (Lutheran books & publication) and invitation extended to each other for participation in special programs, including invitation for LCC s pastors to attend the LISA s bi-monthly Lutheran theological training. The Secretary of the Church and Mission Director of the Lutheran Church of Australia, Rev Neville Otto, also made a special trip in February 2012 to visit the Lutheran Church Canada (LCC) and had returned indicating that LCC supports the ongoing discussions and welcome the opportunities for our churches to support the Lutheran training and resourcing of pastors and church leaders for their vital local ministries. We also thank God that Cambodian Lutheran leaders are seeking to work together wherever this may be realistic for the sake of the gospel and the good of the people you seek to serve. With regard to the church and diakonia ministry in Cambodia, members of the Mekong Mission Forum under the Lutheran World Federation seek to be ONE church under the Lutheran Church in Cambodia (LCC) and, wherever possible, to work and cooperate with other churches/christian groups and humanitarian groups for the extension of God s Kingdom and the needs of the people in Cambodia. Lähetysjohtaja Sally Lim, Singaporen lut. kirkko Lyhennelmä 1990-luvulla Useat Luterilaisen Maailmanliiton (LML) Aasian johtajat keskustelivat tavoittavan työn aloittamisesta Mekongin alueella (dia1, alueeseen kuuluvat Kambodzha, Laos, Myanmar, Thaimaa, Vietnam sekä Yunnan etelä-kiinassa, ja asukkaita on yli 300 miljoonaa). Samaa suunnittelivat myös monet lähetysjärjestöt ja luterilaiset kirkot eri puolilla maailmaa.
Syksyllä 2000 Thaimaassa Bangkokissa pidettiin kokous (MMPC= Mekong Mission Partners Consultation), jossa 34 osanottajaa 14 maasta 16 LML:n jäsenkirkosta/järjestöistä ja ekumeenisista järjestöistä päätti tutkia mahdollisuuksia aloittaa lähetystyön aloittamista Mekongin alueella. Hankkeeseen osoitettiin kiinnostusta sekä pohjoisessa että etelässä. Monet Aasian luterilaiset seminaarit sekä ekumeenisten järjestöjen ja kirkkojen edustajat olivat myös aktiivisesti mukana. Vuonna 2002 Alueeseen perehtymisen jälkeen perustettiin Mekong Mission Forum (MMF, dia 2), johon kuuluu luterilaisia kirkkoja ja lähetysjärjestöjä ja joka kokoontuu vuosittain päättämään alueella toteutettavista projekteista maiden toiveiden mukaisesti. Kambodzhan työn aloittamisesta päättivät Australian, Suomen, Hong Kongin, Japanin, Filippiinien ja Singaporen luterilaiset kirkot/lähetysjärjestöt. MMF keskittyi alueella jo olevien kristittyjen kirkkojen ja yhteisöjen yhteistyön tukemiseen tunnustuskunnasta riippumatta. Perustettiin Kampuchea Christian Council (KCC), jonka mielestä henkilöstön kehittäminen oli avainalue, mutta KCC:n sisäisten ongelmien vuoksi hanke raukesi muutaman vuoden kuluttua. Myöskään yhteistyö muiden kirkkoryhmien kanssa (esim. Aasian kirkkojen konferenssi, CCA) ei tuonut toivottua tulosta. Vuonna 2004 Kambozhan ryhmä päätti panostaa oman luterilaisen kirkon perustamiseen. Teol. tri William Cheng Singaporen luterilaisesta kirkosta (LCS) nimitettiin projektin johtajaksi. MMF:n henkilöstöä kävi Kambodzhassa parin vuoden aikana tutkimassa mahdollisuuksia (diat 3-5, yhteisöhanke, liikkuva klinikka, tavoittava työ). Krusin kylä parin tunnin matkan päässä pääkaupungista Pnom Penhistä valittiin projektin tukikohdaksi (dia 6). Vuonna 2008 Paikallisen työn aloittaminen edellytti rekisteröitymistä, joka tapahtui LCS:n toimesta. Allekirjoitettiin Kambodzhan ulkoministeriön kanssa aiesopimus (Memorandum of Understanding, MoU) kansallisjärjestötoiminnasta maassa, nimikkeellä Lutheran World Mission Limited, LWML, tarkoituksena kirkon ja diakonisen työn aloittaminen Kambodzhassa. Näin syntyi Kambodzhan kirkko Lutheran Church in Cambodia, LCC. Se hyväksyttiin jäseneksi Kambodzhan evankeliseen yhteisöön (Evangelical Fellowship in Cambodia, EFC). LWM osti Krusin kylästä tontin, jolle rakennettiin kirkko ja diakoninen keskus Singaporen ja Baijerin ev. lut. kirkon varoilla (dia 7). Vuonna 2010 Kirkon rakennustyöt saatiin päätökseen (dia 8): Hyvän Paimenen luterilainen kirkkokeskus (Good Shepherd Lutheran Church cum Life Centre, GSLC) oli Kambodzhan ensimmäinen seurakuntakeskus. Se tekee kokonaisvaltaista työtä Krusin alueella ja lähikylissä (diat 10-13). Aluksi jumalanpalvelukseen osallistui noin 24 aikuista (dia 14) ja pyhäkouluun 40 lasta (dia 15). Diakoniatyötä ovat mm. englannin opetus (dia 16) ja ateriapalvelu, joka tarjoaa päivittäisen aterian noin 50 köyhälle lapselle (dia 17) ja monille vanhuksille (dia 18). Vuonna 2011
Pnom Penhissä LWM aloitti uuden toiminnan: kirkko+asuntola yliopisto-opiskelijoille (dia 19). Asuntolassa asuu nyt 30 miestä ja 20 naista (dia 20); sunnuntain jumalanpalveluksissa käy noin 45 kuulijaa (dia 21). Kirkkoon on palkattu kokopäiväinen pappi, joka on eri puolilta maata tulevia opiskelijoita varten. Ensimmäinen kaste oli heinäkuussa 2010: 9 kastettiin ja otettiin kirkon jäseniksi (dia 22). Vuonna 2011 kastettiin 37 ja tammikuussa tänä vuonna 33 (diat 23, 24), joista 10 oli asuntolan opiskelijoita (dia 25). Toukokuussa tänä vuonna kastettiin 31 (aikuisia ja lapsia, dia 26). Kambodzhan luterilaisessa kirkossa on nyt 110 jäsentä (dia 27) ja 3 pappia, yksi kristinopin opettaja, kaksi kokkia (ateriapalvelussa), 3 nuorta harjoittelijaa ja yksi yleismies. Kirkon työhön sisältyy monenlaista toimintaa: 1. Seurakuntatyö ja tavoittava työ kahdessa seurakunnassa Good Shepherd Krusin kylässä Aikuisten jumalanpalvelus klo 8, nuorten klo 17, aikuisten raamattutunti ja lasten pyhäkoulu, kastekoulu ja opetustuokio (dia 28), nuorten ja lasten toiminta (diat 29-30), solut (dia 31) Pnom Penhisssä kirkossa ja asuntolassa Jumalanpalvelus klo 9 (diat 32-33), tiistaisin opiskelijailta (dia 34), torstaisin opetustuokio, sielunhoitoa ja tavoittavaa työtä asuntolan 50 asukkaalle 2. Diakonia Ateriapalvelu (dia 35); toimeentulo- ja muut taidot: maanviljely, kalastus, siipikarja (diat 37-39), englannin opetus (dia 40); atk (dia 41) Terveydenhoitotyö: vuonna 2010 allekirjoitettiin terveysministeriön kanssa aiesopimus oikeudesta tehdä terveydenhoitotyötä yhdessä paikallisten sairaaloiden ja terveyskeskusten kanssa (liikkuvat klinikat ammattilaisineen Singaporesta, Hong Kongista ja Australiasta, dia 42), leikkaukset (kaihi, huulihalkiot jne.), silmäklinikat (dia 43), sairaalat (dia 44, apua Singaporesta), sairaanhoitajien jatkokoulutus (dia 45) Vuonna 2010 MMF:n kokouksessa Hong Kongissa seuraavat MMF:n jäsenet allekirjoittivat aiesopimuksen yhden luterilaisen kirkon perustamisesta Kambodzhaan (dia 46): Bavarian ev. lut. kirkko (ELCB), Hong Kongin ev. lut. kirkko (ELCHK), Australian lut. kirkko (LCA), Singaporen lut. kirkko (LCS), Kiinan kirkon synodi Hong Kongissa (CRCHKS) ja toukokuussa 2011 Vietnamissa MMF:n kokouksessa Suomen Lähetysseura (FELM) allekirjoitti yllämainitun sopimuksen (dia 47). Kirkko täyttää nyt Kambodzhan hallituksen vaatimuksen vähintään 27 aikuisesta jäsenestä, ja se voi nyt suunnitella virallista rekisteröitymistä. Vuonna 2005 oli MMF:n tietämättä Kanadan luterilaisen kirkon (LCC) oppilaitoksessa Thaimaassa (Lutheran Institute of Asia, LISA) aloitettu teologinen koulutus Kambodzhan useiden itsenäisten kirkkojen papeille. Vuonna 2010 Kolmen opiskeluvuoden jälkeen 17 pappia 32 kirkosta/seurakunnasta päätti aloittaa yhteistoiminnan ja perustaa Kambodzhan ev. lut. kirkon (ELCC). Kirkon johtajaksi valittiin pastori Vanarith Chhim. Asiasta kuultuaan Kambodzhan luterilainen kirkko (LCC) on ollut yhteydessä tähän toiseen luterilaiseen kirkkoon. Toukokuussa 2011
Bavarian ev. lut. kirkko, Australian lut. kirkko ja Singaporen lut. kirkko keskustelivat ELCC:n kanssa sen yhteistyömahdollisuuksista Kambodzhan toisen luterilaisen kirkon kanssa (dia 48). Kirkoilla on nyt hyvät keskinäiset suhteet ja yhteistyötä mm. tapahtumien sekä kirjallisuuden ja julkaisujen merkeissä. LCC:n pastorit voivat osallistua LISAn teologiseen koulutukseen (dia 49). Helmikuussa 2012 Australian lut. kirkon lähetysjohtaja pastori Neville Otto vieraili Kanadassa lut. kirkon vieraana (LCC) ja ilmoitti sen jälkeen, että Kanadan lut. kirkko tukee Kambodzhan luterilaisten kirkkojen neuvotteluja ja on valmis tukemaan pappien koulutusta. MMF/LML toivovat, että Kambodzhaan muodostuisi yksi luterilainen kirkko, joka toimisi yhdessä muiden kirkkojen ja kristittyjen yhteisöjen ja humanitaaristen ryhmien kanssa Jumalan valtakunnan ja maan asukkaiden hyväksi.
