Contracts which the procuring entities award for the purposes other than the pursuit of their activities as described in this Annex. 4. Contracts which the procuring entities award for the pursuit of activities, as described in this Annex, in a not EEA-country, in conditions not involving the physical use of a network or geographical area within the EEA. 5. Procuring entities exercising activities in the bus transportation sector where other entities are free to offer the same services in the same geographical area and under substantially the same conditions. 6. Procuring entities exercising an activity intended exclusively to enable them to provide one or more telecommunications services where other entities are free to offer the same services in the same geographical area and under substantially the same conditions. 7. Contracts awarded to an entity which is itself a contracting authority within the meaning of the Public Procurement Act: "Lakijulkisista hankinnoista (1505/92)" on the basis of an exclusive right which it enjoys pursuant to a published law, regulation or administrative provision. 4. Contracts of employment. The Finnish commitments in the service sector of this agreement are limited to the commitments specified in the Finnish offer within the GATS negotiations.
