MARKET STUDY/RETAIL LEAKAGE FOR A DEVELOPMENT OPPORTUNITY AT ROUTE 59 AND THEODORE STREET, JOLIET, ILLINOIS Introduction JGSC Group was retained by the City of Joliet to conduct a market study/leakage study for the area around Route 59 and Theodore Street in Joliet, Illinois. JGSC compiled and analyzed data from a variety of sources including esri, U.S. Census Bureau, Bureau of Labor Statistics, Consumer Expenditure Survey, Dun & Bradstreet, GfK MRI, and Market Planning Solutions. Data was compiled for a 3-, 5-, and 10-mile radius around the intersection, as well as a 10-, 20-, and 30-minute drive time from the intersection of Route 59 and Theodore Street. Among other things, the analyses looked at consumer supply and retail supply, nearby retail locations, vehicle traffic counts, demographics, population density, age groups, income levels, business and employment, and retail spending patterns. The following sections highlight our findings. Site Details The study area is comprised of three parcels totaling ±103 acres along the north side of Theodore Street at Route 59. Of the three parcels, the first is located on the northwest corner of Route 59 and Theodore Street. The second parcel is located on the northeast corner and the third parcel is located to the immediate east of the second parcel, along Theodore Street and extends east to Bronck Road. The combined parcels have more than 2,300 feet of frontage along Route 59 with an additional 3,600 feet of frontage along Theodore Street. A portion of the first parcel has been developed and hosts a LA Fitness tenant. The remaining parcels are undeveloped land. Market overview Joliet is located about 33 miles southwest of Chicago, Illinois. By population, Joliet is the fourthlargest city in Illinois, behind Chicago. By land area, it is the state s second largest city. Within a 30- minute drive of the study site, an area covering 790 square miles, there is a population of over 818,000 people in 273,000 households. JGSC examined data around the site, including a 3-, 5-, and 10-mile radius, as well as 10- and 20- minute drive times around the site. The chart below highlights the findings of that analysis. Moreover, the population density is significantly higher in the areas closest to the site. Average household income is well above the national average of $51,900 per household and median income is highest in the areas closest to the site. Vehicle counts The site sits at the intersection of Route 59 and Theodore Street. Interstate 55 is a major north-south corridor in the state and provides direct access to Chicago to the northeast. Interstate 80 is a major east-west corridor that extends well beyond the state s boundaries. Route 59 terminates when it intersects with I-55, about 3-miles directly south of the site. I-55 and I-80 intersect about 4.2 miles south of the site. We examined traffic data from the Illinois Department of Transportation and found there are an estimated 26,900 vehicle a day passing the site along Route 59. On Theodore Street, approximately 14,500 vehicles pass the site each day. Following are estimated average annual vehicles daily (AADT) for nearby locations. Vehicle counts (AADT) Count Route 59 just north of Theodore Street... 26,900 Route 59 just south of Theodore Street... 28,400 Route 59 at I-55 interchange... 27,000 Theodore Street just west of Route 59... 14,500 I-80 just west of I-55 interchange... 54,100 I-80 just east of I-55 interchange... 65,900 Retail information Within a 30-minute drive of the site, there are 31 shopping centers occupying more than 14 million square feet of retail space. However, more than half of the retail space, or 7.7 million square feet, is located more than 10 miles from the sites. Only 12% of the retail space, about 1.7 million square feet, is located within 3 miles of the sites. The vast majority of that space - all but 185,000 square feet - is located in and around the Louis Joliet Mall on Route 30. The mall is anchored by JC Penney, Macy s, Sears and Carsons. Other major retail anchors near the mall include Bed Bath & Beyond, Michaels, Planet Fitness, Target and Home Depot. To the south along Route 59, about two-dozen smaller retailers are scattered along the roadway, some in small retail developments. However there are also a few large-space users in the area including a Walmart Supercenter, Target, Kohl s, and Home Depot. Further south, plans have been recently announced for the construction of a 300-acre mixed-use development near the intersection of I-55 and I-80. This project could include as many as 600 new residential units, 2 hotels, 652,000 square feet of office use, and 855,000 square feet of retail and

The plan calls for a traditional open-air power center format with several big box stores and anchor retailers spread out across a sea of parking lots. Additional uses, such as offices and residential housing would be segregated from the retail and placed in the south and east sections of the project. Businesses and employees The region employs more than 333,000 workers at more than 27,000 businesses. The area immediately surrounding the sites is primarily. As a result, just 7% of all businesses and employees are located within a 3-mile radius of the site. Within a 5-mile radius, this increases to just 18% of all businesses and employees. We estimate that roughly 58% of all local employees could be classified as office workers. Based upon a study by the International Council of Shopping Centers (ICSC), we estimate that office workers within a 3-mile radius contribute an additional $77.6 million annually to local retail spending and that this amount is not reflected in the standard calculations for consumer spending and retail leakage reports. Within a 5-mile radius, we office worker spending is $200.6 million a year. Pets Pet ownership rates are above national averages. Six of every ten households in the region own a pet. Of that total over 44% own a dog and over 22% own a cat. Compared to the region, households in the 3- and 5-mile radii are twice as likely to own a cat or dog. Consumer demand and retail supply Consumer demand for retail goods and services exceeds $14.3 billion annually within the region. Closer to the study area, consumer demand is $1.2 billion within a 3-mile radius, $2.5 billion within a 5-mile radius, and $5.8 billion within a 10-mile radius. Within a 30-minute drive of the site, retail demand averages about $18 million per square mile. However, because of the heavy concentration of residential housing near the site, consumer demand is more than double the region at $42 million per square mile. Within a 3-mile radius, total consumer demand exceeds total retail supply creating retail leakage of $86 million annually. This diminishes to $7 million in the 5-mile radius, before increasing to retail leakage of $1.2 billion a year in the 10-mile radius. Looking at the 3- and 5-mile radii, we found retail leakage in 18 retail categories including automotive, electronics and appliances, grocery and specialty foods, clothing and shoes, and full- and limited-service dining. Categories targeted for recruitment At more than 100 acres, it may be difficult to attract sufficient retailers to fill the entire site, because many of the large-space users, such as Home Depot, Kohl s, Target and Walmart, are already present in the immediate area. Moreover, there is significant existing retail to the northeast in and around the Louis Joliet Mall. In addition, the recently proposed Cullinan Properties development may be more attractive to large retailers because of its proximity and access to I-55 and I-80. As an alternative, we suggest consideration of a mixed-use, walkable setting that borders both Route 59 and Theodore Street. This format could create retail and restaurant space along the frontage with residential or office uses above.

If space permits, higher-density residential townhouses and/or apartments constructed closer to Bronck Road, could provide new consumers to support the retail, restaurant and office uses while reducing the impact on nearby residential neighborhoods. The idea for a walkable town center is supported by the absence of a nearby urban downtown. Downtown Joliet is located about 6 miles southwest of the site, however, existing road patterns require an 8-mile drive. Beyond downtown Joliet, there does not appear to be any walkable downtown retail settings within the general vicinity of the site. The site is surrounded by residential housing for a distance of more than 2 miles in all directions. Assuming the city adopted this concept, a number of steps would need to be taken including gaining support and approval from the current property owners. This could also require recruiting developers with experience in creating walkable mixed-use developments and campus-like office settings. The city would also want to assist the developers in recruiting businesses within the following categories: Office space users, ideally one or two large corporate space users; Educational uses such as college campus; Healthcare uses, such as a medical center or doctor offices; Grocery and specialty food stores; Specialty (boutique) clothing and shoe stores; and, Full-service and limited-service restaurant uses.
