Special positions in DEVE a) Chair of the Budget Working Group The Chair of the Budget Working groups will rotate in such a way that the Member appointed rapporteur for opinion on the annual budget will become Chair of the Budget Working Group for the period of his responsibility for the annual budget.. European Year for Development 2015 Coordinators agreed that DEVE will contribute to the European Year for Development by: a. organising a High Level Panel at the European Development Days (provided they take place on a suitable date for Parliament); b. organising a public debate during Parliament's Open Door Day in May 2015 on the theme of 'Girls as actors for development' which could involve potentially the 2005, 2013 and 2014 Sakharov laureates (Ibrahim, Malala, Mukwege), as well as other prominent public figures and MEPs; c. organising a special event as a contribution to the EU pavilion's programme at EXPO Milan 2015 and to include it in DEVE's delegation and hearings planning for the second half of 2015; d. organising, towards the end of 2015 during the Presidency of Luxembourg (e.g. 19 November), a joint or inter-parliamentary committee meeting with Member States' national parliaments; e. organising, when the occasion arises, special events with celebrities on poverty and development issues under the EYD label; f. mandating the CG-EYD-2015, represented by the DEVE Chair and the rapporteur on the legislative Decision on EYD, to request that the European Parliament Secretariat's DG COMM develops and implements an EYD communication plan and to take on the editorial responsibility for a Parliament section on the europa.eu EYD website, and to suggest furthermore to DG COMM the communication activities (set out in Annex II to this Coordinators' Note) and in particular to provide all Members with adequate information and tools to promote the Year in their constituencies in cooperation with the European Parliament Information Offices in Member States; g. mandating the CG-EYD-2015, represented by the DEVE Chair and the rapporteur, to strongly encourage DG COMM of Parliament to prioritize PV\1046562.doc 15/27 PE546.736v01-00

Timing and rapporteur of future own-initiative report in preparation of the World Humanitarian Summit Coordinators agreed that an own-initiative report in preparation of the World Humanitarian Summit (exact title to be defined), and will be timed to feed in to Council conclusions (date yet to be confirmed). The report was attributed to Enrique Guerrero Salom as Standing Rapporteur for Humanitarian Aid. Administrator: Bruynooghe 3. Revision of the mandate of the Standing Rapporteur for Humanitarian Aid Coordinators decided to modify the mandate of the Standing Rapporteur for Humanitarian Aid as shown in the following table: Mandate: The committee established the following mandate: Focal point for contacts with all humanitarian actors (ECHO, NGOs, Member States, etc.); Monitoring of the implementation of humanitarian aid programmes; Monitoring the implementation of the European Consensus on Humanitarian Aid and the respective Action Plan; Being the Vice-Chair of the Working Group B of the Committee on Development, responsible for the democratic scrutiny of implementing measures proposed under the Humanitarian Aid Regulation, and being the permanent contact point during the Parliamentary recess periods; Defending the budgetary interests for humanitarian aid; Regular provision of information to DEVE (if necessary, with the participation of experts) Drafting one report on humanitarian aid during each 2½-year mandate; contributing to the drafting of opinions and reports concerning aspects of humanitarian aid.
