Uuden toimialaluokituksen käyttöönotto tuottajahintaindekseissä Introduction of the revised industrial classification in the Producer Price Indices Suomessa otetaan käyttöön vuonna 2009 uusi tilastollinen toimialaluokitus TOL 2008. Yleistä informaatiota siirtymästä uuteen toimialaluokitukseen löytyy Tilastokeskuksen TOL 2008 www-sivulta. Itse TOL 2008 - luokituksesta, sen sisällöstä ja luokitusperiaatteista kerrotaan lähemmin Tilastokeskuksen luokitussivuilla. Uusi toimialaluokitus otetaan käyttöön vuoden 2009 tammikuun tietoja koskevissa tuottajahintaindekseissä helmikuussa 2009. TOL 2002 mukaisia tuottajahintaindeksejä julkaistaan tilaston kotisivuilla vuoden ajan uuden toimialaluokituksen käyttöönoton jälkeen. Tuottajahintaindeksien perusvuosi vaihtuu toimialauudistuksen yhteydessä, uusi perusvuosi on 2005. A revised industrial classification, TOL 2008, will be introduced in Finnish statistics in 2009. The revised classification will be introduced in February 2009 in producer prices indices describing January 2009. Producer price indices will continue to be published according to the old TOL 2002 classification on the home pages of the indices for twelve months after the introduction of the revised classification. The base year of the producer price indices will be changed in connection with the transition to the new classification, with 2005 as the new base year. 2

Tuottajahintaindeksit joulukuu 2008 Teollisuuden tuottajahinnat nousivat 0,5, vientihinnat laskivat 4,4 ja tuontihinnat laskivat 7,4 prosenttia vuoden 2007 joulukuusta vuoden 2008 joulukuuhun. Kotimarkkinoiden perushintaindeksi laski vuodessa 0,1 prosenttia. Tukkuhintaindeksin vuosimuutos oli -0,8 prosenttia. Teollisuuden tuottajahintojen nousuun vaikutti erityisesti sähkön kallistuminen edellisen vuoden joulukuusta. Hintojen nousua hillitsi öljytuotteiden ja värimetallien halpeneminen. Marraskuusta joulukuuhun teollisuuden tuottajahinnat laskivat 2,2 prosenttia. Hintojen laskuun vaikutti erityisesti öljytuotteiden halpeneminen. The rise in the prices was curbed by falls in the prices of oil products and non-ferrous metals. From November to December 2008, producer prices for manufactured products fell by 2.2 per cent. The basic price index for domestic supply measures the development of prices exclusive of tax of goods used in Finland as they enter the market. The wholesale price index describes the change in the purchase prices of goods used in Finland inclusive of tax. Both these indices contain domestic and imported goods. 4

Tuoteseloste Tuottajahintaindeksit mittaavat hyödykkeiden hintakehitystä yritysten näkökulmasta. Tuottajahintaindekseihin sisältyy viisi erillistä indeksiä, jotka eroavat toisistaan käytetyn hintakäsitteen, markkinakattavuuden ja/tai toimialakattavuuden mukaan. Indeksit ovat Teollisuuden tuottajahintaindeksi (THI), vientihintaindeksi, tuontihintaindeksi, kotimarkkinoiden perushintaindeksi (KMPHI) ja tukkuhintaindeksi. Indeksien laadinnasta Tuottajahintaindeksien 2000=100 nimikkeistöt ovat otoksia kokonaisnimikejoukosta, jossa tapahtui tuotantoa, vientiä tai tuontia vuoden 2000 aikana. Yksittäisistä tuotteista laskettujen hintasuhteiden geometriset keskiarvot yhdistetään kokonaisindeksiksi / toimialaindeksiksi kutakin nimikettä vastaavalla painokertoimella. Painokertoimien laadinnassa on käytetty hyväksi teollisuuden hyödyketilaston, Tullihallituksen ulkomaankauppatilaston sekä kansantalouden tilinpidon tietoja. Indeksien hyödykeluokituksena käytetään 6-numeroista CPA-tuoteluokitusta, joka on Euroopan unionin toimialaorientoitunut tavaroiden ja palveluiden luokitus. Toimialaluokituksena käytetään TOL 2002-luokitusta, joka on Tilastokeskuksen vahvistama kansallisen tilastotoimen luokitusstandardi. Poikkeuksen muodostaa 1949=100 sarjat, joiden luokituksena on SITC-luokitus. Edellä mainittujen lisäksi indeksit lasketaan myös MIGluokituksella (Main Industrial Groupings). Tuottajahintaindeksien hintatiedot kerätään pääasiassa yrityksiltä kuukausittain. Yrityksiltä kerättävien tietojen lisäksi tuottajahintaindeksien laadinnassa käytetään hyväksi myös muiden Tilastokeskuksen tilastojen hintatietoja tai pistelukuja. Tällaisia ovat rakennuskustannusindeksi, maatalouden tuottajahintaindeksi sekä muutamat kustannusindeksit. Eräiden tuonnin ja viennin raaka-ainepohjaisten nimikkeiden hintakehitystä mitataan Tullihallituksen ulkomaankauppatilastosta saatavilla tuonnin ja viennin yksikköarvo-hinnoilla. Geometric averages are calculated for each heading enterprise combination. Those so called micro indices are aggregated to total / kind of activity indices using corresponding weights. Weights are compiled based on the data in the industrial structure statistics, Board of Customs foreign trade statistics and national accounts data. The main classification used is the 6-digit CPA- heading classification, that is kind of activity-orientated heading classification of EU. TOL 2002 (correspond to revised NACE rev1.) is used for industrial classification. The 1949=100 indices are compiled using SITC classification. The MIG (main industrial groupings) index numbers are also calculated for different indices. Price quotations are mainly collected monthly bases from enterprises. Besides information from enterprises also index figures or price information from other statistics at Statistics Finland are used in the PPI compilation. Those are construction cost index, producer price index for agriculture and some other cost indices. In export and import some raw-material related prices are measured using unit value indices obtained from the foreign trade statistics of board of customs. Palvelujen tuottajahintaindeksi Palvelujen tuottajahintaindeksi kuvaa yritysten toisille yrityksille ja julkiselle sektorille tuottamien palvelujen hintakehitystä. Kuluttajapalvelut on täten rajattu palvelujen tuottajahintaindeksin ulkopuolelle. Kuluttajapalvelujen hintojen kehitystä kuvataan kuluttajahintaindeksillä. Palvelujen tuottajahintaindeksin kehittäminen aloitettiin vuonna 2000 ja uusia toimialaindeksejä kehitetään koko ajan. Palvelujen hintaindeksejä lasketaan tällä hetkellä 24 palvelutoimialalta ja indeksejä julkaistaan neljännesvuosittain 23 toimialalta. Kukin toimialaindeksi kuvaa kyseisen toimialan keskimääräistä hintakehitystä. Producer Price Index for Services Producer price indices for services describe the price development in business services provided by enterprises to other enterprises and the public sector. Consumer services are thus excluded from the producer price index for services. The development of consumer service prices is described with the consumer price index. The development of producer price index for services was started in 2000, and indices for new service industries are being devised continuously. At the moment, producer price indices for services are calculated for 24 service industries and they are published quarterly for 23 industries, each describing average price development in its respective industry. Uuden toimialaluokituksen käyttöönotto palvelujen tuottajahintaindekseissä Suomessa otetaan käyttöön vuonna 2009 uusi tilastollinen toimialaluokitus TOL 2008. Palvelujen tuottajahintaindekseissä luokitus otetaan käyttöön vuoden 2009 ensimmäisen neljänneksen tilastossa huhtikuussa 2009. Tilaston internetsivujen tietokantapalveluissa säilytetään saatavilla myös TOL 2002 mukaiset tiedot vuoden ajan. Uuden toimialaluokituksen myötä palvelujen tuottajahintaindekseissä julkaistaan päätoimialoja aiemman neljän sijasta seitsemän. Uudella toimialaluokituksella julkaistavat päätoimialat ovat H Kuljetus ja varastointi I Majoitus- ja ravitsemistoiminta J Informaatio ja viestintä L Kiinteistöalan toiminta M Ammatillinen, tieteellinen ja tekninen toiminta N Hallinto- ja tukipalvelutoiminta S Muu palvelutoiminta. TOL 2008 -luokituksen mukaisten päätoimialojen sisältö muuttuu TOL 2002:n mukaisista päätoimialoista. Kaikkien edellä lueteltujen uuden toimialaluokituksen mukaisten toimialojen kehityksestä julkaistaan taannehtivat tiedot vuodesta 2005 alkaen. Introduction of the revised industrial classification in the Producer Price Index for Services A new industrial classification, TOL 2008, will be introduced in Finnish statistics in 2009. The classification will be introduced in April 2009 in the Producer Price Index for Services describing the first quarter of 2009. Data according to TOL 2002 will remain available in the database services of the home page of the statistics for one year. Under the new industrial classification the four main industries previously published in the Producer Price Index for Services will be replaced by seven main industries. The main industries published under the new TOL 2008 classification are H Transport and storage I Accommodation and food service activities J Information and communication L Real estate activities M Professional, scientific and technical activities N Administrative and support service activities S Other service activities The contents of the TOL 2008 sections are different from those of the TOL 2002 sections.
