Tuottajahintaindeksien 2005=100- ja toimialauudistus Tuottajahintaindeksejä on uudistettu ja samalla niiden perusvuodet on muutettu vuodeksi 2005. Tuottajahintaindeksien painorakenteita on uusittu, yritys- ja hyödykeotokset on päivitetty ja hintatietojen määrää on kasvatettu runsaasti. Määrävuosiuudistuksen yhteydessä otettiin käyttöön myös toimialaluokitus TOL 2008. Uuden toimialaluokituksen käyttöönotto merkitsee mm. pääryhmätasolla, että kalatalous on yhdistetty maa- ja metsätalouden toimialaan A, sähkö- ja kaasuhuolto on yhdistetty lämpöhuoltoon ja jäähdytysliiketoimintaan toimialaksi D ja vesihuolto on yhdistetty viemäri- ja jätevesihuoltoon, jätehuoltoon ja muuhun ympäristön puhtaanapitoon toimialaksi E. TOL 2008 -luokituksesta, sen sisällöstä ja luokitusperiaatteista kerrotaan lähemmin Tilastokeskuksen luokitussivuilla http://tilastokeskus.fi/meta/luokitukset/ Kaikki uuden toimialaluokituksen ja perusvuoden mukaiset julkisen tason pisteluvut on saatavana Tilastokeskuksen StatFin -tietokannasta. Producer price indices 2005=100 and the revised standard industrial classification Producer price indices have been revised and their base years have been changed to 2005. The weight structures of the producer price indices have been revised, the enterprise and commodity samples have been updated and the volume of price data has been increased considerably. The revised standard industrial classification, TOL 2008, was also introduced in connection with the periodic review. The introduction of the revised industrial classification means i.a. at the main industry level that fishing has been combined with agriculture and forestry into industry A, electricity and gas supply have been combined with steam and air conditioning supply into industry D and water supply has been combined with sewerage, waste management and remediation into industry E. All publishable point figures according to the revised standard industrial classification and the base year are available in Statistics Finland's StatFin database. For the time being, producer price indices according to the old industrial classification, TOL 2002, and with base year 2000=100 will also be published in the StatFin database. However, the division to domestic and imported goods for the basic price index for domestic supply and the wholesale index with base year 2000=100, and the division to domestic and exported goods for the producer price index for manufacturing, will no longer be available. 2

Tuottajahintaindeksit tammikuu 2009 Teollisuuden tuottajahinnat laskivat 3,7, vientihinnat laskivat 6,2 ja tuontihinnat laskivat 4,7 prosenttia vuoden 2008 tammikuusta vuoden 2009 tammikuuhun. Kotimarkkinoiden perushintaindeksi laski vuodessa 2,2 prosenttia. Tukkuhintaindeksin vuosimuutos oli -2,9 prosenttia. Teollisuuden tuottajahintojen laskuun vaikutti erityisesti öljytuotteiden ja värimetallien halpeneminen edellisen vuoden tammikuusta. Hintojen laskua hillitsi elintarvikkeiden ja sähkön kallistuminen. Joulukuusta tammikuuhun teollisuuden tuottajahinnat laskivat 1,5 prosenttia. Hintojen laskuun vaikutti erityisesti peruskemikaalien halpeneminen. The fall in the producer prices for manufactured products was particularly caused by reductions in the prices of oil products and non-ferrous metals from January 2008. The fall in the prices was curbed by increases in the prices of food and electricity. From December 2008 to January 2009, producer prices for manufactured products fell by 1.5 per cent. The basic price index for domestic supply measures the development of prices exclusive of tax of goods used in Finland as they enter the market. The wholesale price index describes the change in the purchase prices of goods used in Finland inclusive of tax. Both these indices contain domestic and imported goods. 4

Tuoteseloste Tuottajahintaindeksit mittaavat hyödykkeiden hintakehitystä yritysten näkökulmasta. Tuottajahintaindekseihin sisältyy viisi erillistä indeksiä, jotka eroavat toisistaan käytetyn hintakäsitteen, markkinakattavuuden ja/tai toimialakattavuuden mukaan. Indeksit ovat teollisuuden tuottajahintaindeksi (THI), vientihintaindeksi, tuontihintaindeksi, kotimarkkinoiden perushintaindeksi (KMPHI) ja tukkuhintaindeksi. Indeksien laadinnasta Tuottajahintaindeksit ovat kiinteäpainoisia Laspeyres - hintaindeksejä. Nyt uudistetussa tilastossa indeksien painorakenteet koskevat vuotta 2005, joka on myös uusien indeksien perusvuotena. Painokertoimien laadinnassa on käytetty hyväksi teollisuuden hyödyketilaston, Tullihallituksen ulkomaankauppatilaston sekä kansantalouden tilinpidon tietoja. 2005=100 -määrävuosiuudistuksessa on tehty runsaasti parannuksia: Tiedonantajien määrää on kaksinkertaistettu, hintatietojen määrää on enemmän kuin kaksinkertaistettu ja samalla on otettu käyttöön toimialaluokitus TOL 2008 aiemmin käytössä olleen TOL 2002 sijaan. Tuottajahintaindekseissä ovat mukana kaikki merkittävimmät CPA -nimikkeet. Tilastossa käytetään hyväksi myös muiden Tilastokeskuksen indeksien, kuten rakennuskustannusindeksin, maatalouden tuottajahintaindeksin ja eräiden kustannusindeksien hintatietoja. Tietolähteinä on myös Tullihallituksen keräämiä tietoja eräiden raaka-ainepohjaisten nimikkeiden tuonnin ja viennin yksikköarvoista sekä Metsäntutkimuslaitoksen, Energiamarkkinaviraston, Suomen kaukolämpö ry:n ja kansainvälisten hyödykepörssien kuten Lontoon metallipörssin tietoja. Indeksien hyödykeluokituksena käytetty 6-numeroinen CPA -tuoteluokitus on Euroopan unionin toimialaorientoitunut tavaroiden ja palveluiden luokitus. Product description Producer price indices measure the development of commodity prices from the perspective of enterprises. The producer price indices comprise five separate indices, which differ from one another as regards the price concept used, market coverage and/or industry coverage. These indices are the producer price index for manufactured goods, the export price index, the import price index, the basic price index for domestic supply and the wholesale price index. Compilation of the indices The producer price indices are Laspeyres price indices down to 4-digit level (TOL 2008). In the revised statistics the index weight structures are from the year 2005, which is also the base year of the new indices. The weights have been compiled by utilising data obtained from the manufacturing commodity statistics, the National Board of Customs statistics on foreign trade and the National Accounts. Numerous improvements have been made in connection with the periodic review 2005=100: the number of data providers has been doubled, the volume of price data has been more than doubled and the revised Standard Industrial Classification TOL 2008 has been introduced to replace the earlier TOL 2002. The statistics also draw on the price data of other Statistics Finland indices, such as the building cost index, the index of producer prices of agricultural products and certain cost indices. Data sources also include data collected by the National Board of Customs on the unit values of the imports and exports of certain raw material based headings as well as data from the Finnish Forest Research institute, the Energy Market Authority, Finnish Energy Industries/District heating and international commodity exchanges, such as the London Metal Exchange. Kotimarkkinoiden perushintaindeksissä ja tukkuhintaindeksissä 2000=100 ei kuitenkaan ole enää erottelua kotimaisiin tavaroihin ja tuontitavaroihin, eikä teollisuuden tuottajahintaindeksissä erottelua kotimaisiin tavaroihin ja vientitavaroihin. Compilation and publication of old indices As from January 2009, the calculation of all old indices that are still being produced is done with the producer price indices 2005=100 by chaining the overall index and each sub-index with the most closely corresponding new index. Producer price indices at the 2000=100 publication level will be compiled until further notice. However, the division to domestic and imported goods for the basic price index for domestic supply and the wholesale index with base year 2000=100, and the division to domestic and exported goods for the producer price index for manufacturing, no longer exist. The compilation of producer price indices 1995=100 will be discontinued with the exception of overall indices. The production of indices with base year 1949=100 will continue as before. Palvelujen tuottajahintaindeksi Palvelujen tuottajahintaindeksi kuvaa yritysten toisille yrityksille ja julkiselle sektorille tuottamien palvelujen hintakehitystä. Kuluttajapalvelut on täten rajattu palvelujen tuottajahintaindeksin ulkopuolelle. Kuluttajapalvelujen hintojen kehitystä kuvataan kuluttajahintaindeksillä. Palvelujen tuottajahintaindeksin kehittäminen aloitettiin vuonna 2000 ja uusia toimialaindeksejä kehitetään koko ajan. Palvelujen hintaindeksejä lasketaan tällä hetkellä 24 palvelutoimialalta ja indeksejä julkaistaan neljännesvuosittain 23 toimialalta. Kukin toimialaindeksi kuvaa kyseisen toimialan keskimääräistä hintakehitystä. Producer Price Index for Services Producer price indices for services describe the price development in business services provided by enterprises to other enterprises and the public sector. Consumer services are thus excluded from the producer price index for services. The development of consumer service prices is described with the consumer price index. The development of producer price index for services was started in 2000, and indices for new service industries are being devised continuously. At the moment, producer price indices for services are calculated for 24 service industries and they are published quarterly for 23 industries, each describing average price development in its respective industry. Uuden toimialaluokituksen käyttöönotto palvelujen tuottajahintaindekseissä Suomessa otetaan käyttöön vuonna 2009 uusi tilastollinen toimialaluokitus TOL 2008. Palvelujen tuottajahintaindekseissä luokitus otetaan käyttöön vuoden 2009 ensimmäisen neljänneksen tilastossa huhtikuussa 2009. Tilaston internetsivujen tietokantapalveluissa säilytetään saatavilla myös TOL 2002 mukaiset tiedot vuoden ajan. Uuden toimialaluokituksen myötä palvelujen tuottajahintaindekseissä julkaistaan päätoimialoja aiemman neljän sijasta seitsemän. Uudella toimialaluokituksella julkaistavat päätoimialat ovat H Kuljetus ja varastointi I Majoitus- ja ravitsemistoiminta J Informaatio ja viestintä L Kiinteistöalan toiminta M Ammatillinen, tieteellinen ja tekninen toiminta N Hallinto- ja tukipalvelutoiminta S Muu palvelutoiminta. TOL 2008 -luokituksen mukaisten päätoimialojen sisältö muuttuu TOL 2002:n mukaisista päätoimialoista. Kaikkien edellä lueteltujen uuden toimialaluokituksen mukaisten toimialojen kehityksestä julkaistaan taannehtivat tiedot vuodesta 2005 alkaen. Introduction of the revised industrial classification in the Producer Price Index for Services A new industrial classification, TOL 2008, will be introduced in Finnish statistics in 2009. The classification will be introduced in April 2009 in the Producer Price Index for Services describing the first quarter of 2009. Data according to TOL 2002 will remain available in the database services of the home page of the statistics for one year. Under the new industrial classification the four main industries previously published in the Producer Price Index for Services will be replaced by seven main industries. The main industries published under the new TOL 2008 classification are H Transport and storage I Accommodation and food service activities J Information and communication L Real estate activities M Professional, scientific and technical activities N Administrative and support service activities S Other service activities The contents of the TOL 2008 sections are different from those of the TOL 2002 sections.
