2 Welcome to EPC 2006 Dear Productivity Specialists! It is a great pleasure to welcome you to the European Productivity Conference 2006 in Finland. The Conference has been brought about through the joint efforts of Finnish government ministries, labour market organisations, universities and funding organisations. In addition, the organisers wish to acknowledge the significant support and financial contribution received from the European Union. As Chairman of the Organising Committee, I am personally very grateful for the encouragement from my colleagues in other European productivity centres and from many international organisations and friends. Why did we want to organise this Conference? We felt that the time had come to effectively disseminate the vast amount of new insights gathered in recent years. As a matter of fact, this will be the first productivity event of its kind ever arranged in Europe. With Europe aspiring to become the most competitive region in the world, there is a lot of work ahead. Although governments have their own productivity programmes, too little has so far been done to find solutions for problems faced by staff on the shop floor. There is much on-going research, but potentially useful findings often fail to be put into practice in everyday work. There are many bridges to be built between researchers and workplaces, macroeconomists and organisational management, governments and labour market organisations and across international boundaries. Learning from other sectors is a resource that should not be overlooked. Healthcare can learn from private business, SMEs and government can learn from multinational companies. So, there are many good reasons for holding this Conference. We hope that the Conference will prove fruitful for you as an individual, for your organisation, for national governments and for the whole European Union. We have asked the Conference participants for suggestions regarding productivity-promoting actions. You will get the results of the survey after the Conference. We also look forward to new initiatives for projects, both on a national scale and on a EU-wide basis. No stone should be left unturned in the effort to make Europe work! Peter Rehnström Chairman of the Organising Committee EPC2006 European Association of National Productivity Centres EANPC The aim of the Association is to enhance information exchange on productivity and to promote cooperation among its members. The membership consists of national productivity centres and other organisations with similar tasks. The Association has 15 members and is open to new members from European countries. The association maintains contacts with other international productivity organisations. The main activities of the Association are the Annual General Meeting, the EANPC website and separate projects. Material from the EPC 2006 Conference will be published on the EANPC website. Recent projects include the new version of the EANPC Productivity Memorandum and participation in the organisation of the EPC 2006 Conference. In addition, many members are involved in carrying out collaborative bilateral and multilateral projects. The core values embraced by the Association are set out in the Memorandum as follows: EANPC and its member associations work to spread knowhow to companies and other organisations, as well as to government and labour market organisations. Productivity improvement should be made so that any short-term negative effect is minimised. The improvement work should also incorporate working conditions and environmental issues in order to create sustainable solutions. Productivity work should also include development of the skills of the employees. Higher productivity should allow all stakeholders to profit from the results of the development. European Productivity Conference has been financed by the following organisations Euroopan tuottavuuskonfrenssia EPC 2006 ovat rahoittaneet seuraavat tahot The Ministry of Trade and Industry As an expert organisation in the field of industrial policy, the Ministry of Trade and Industry in Finland is responsible for the operating conditions of enterprises, safeguarding the position of the citizens on the market and tending to the State's corporate assets. The Finnish Workplace Development Programme TYKES is a government programme that supports projects which develop the modes of operation at workplaces, aiming at simultaneous improvements in performance and the quality of working life. The programme is set up for and its total budget is EUR 87 million. The goal is to implement about 1,000 development projects in different sectors with about 250,000 employees participating in the whole programme. Finnish Work Environment Fund The purpose of the Finnish Work Environment Fund is to fund research, development work and information dissemination, which improves the working conditions and promotes the safety and productivity aspects of the working place activities. The Fund is administered by the social partners and by the Ministry of Social Affairs and Health. The Centre for Occupational Safety The aim of the Centre is to enhance co-operation at the work place, continuous improvement of working environments and also the well being of personnel. The goal is safer and more productive work. The Centre acquires, produces and implements information and know-how for developing working environments. The Directorate General for Enterprise and Industry Activities and goals, results and future directions The goal of the Enterprise Directorate-General is to help create an environment in which firms can thrive, thus creating productivity growth and the jobs and wealth necessary to achieve the objectives set by the European Council in Lisbon in March European Association of National Productivity Centres EANPC 9

A summary will be made of the proposals submitted which will appear in the conference publication and be distributed to the relevant parties (associations, authorities, EU).
